1 A MEETING OF THE BOARD OF COMMISSIONERS OF THE CITY OF JOHNSON CITY, TENNESSEE was held in the Commission Chambers of the Municipal and Safety Building, 601 East Main Street, Johnson City, Tennessee on Thursday, November 2, PRESENT: Mayor David Tomita, Vice-Mayor Jenny Brock, Commissioners Todd Fowler, Ralph Van Brocklin and Joe Wise, Pete Peterson, City Manager, and Janet Jennings, City Recorder. Mayor David Tomita called the meeting to order at 6:03 p.m. At this time, Brian Nuff, Pastor, Mount Zion Baptist Church and Johnson City Police Department Chaplain, led the invocation, which was followed by the pledge of allegiance. Upon motion by Mayor David Tomita, seconded by Vice-Mayor Jenny Brock, the following resolution was offered for adoption. The motion carried by five ayes. There were no nay votes. JOHNSON CITY, That an addition to the agenda of a Proclamation to Tyler Parsons, recognizing his work with the Johnson City Cardinals minor league program, be and the same is hereby approved. Upon motion by Vice-Mayor Jenny Brock, seconded by Commissioner Joe Wise, the following resolution was offered for adoption. The motion carried by five ayes. There were no nay votes. JOHNSON CITY, That the minutes of the regularly scheduled City Commission Meeting held on Thursday, October 12, 2017, be and the same are hereby approved. At this time, Mayor David Tomita presented a proclamation recognizing the Liberty Bell Cross Country Girls Team for finishing first (1 st ) overall in the Class AA State Championship. Members of the team, joined by their Coaches Donna Wilkinson and David Nutter, were present to accept. 1

2 At this time, Mayor David Tomita presented a proclamation recognizing the Liberty Bell Cross Country Boys Team for their fourth (4 th ) Place finish in State Competition. Members of the team, joined by their Coaches Donna Wilkinson and David Nutter, were present to accept. At this time, Mayor David Tomita presented a proclamation to Tyler Parsons, in recognition for his work with the Johnson City Cardinals minor league program. 2

3 Upon motion by Commissioner Joe Wise, seconded by Vice-Mayor Jenny Brock, the following resolution was offered for adoption. The motion carried by five ayes. There were no nay votes. JOHNSON CITY, That a beer license for Blackthorn Club, LLC, 1501 Ridges Club Drive, Jonesborough, Tennessee, be and the same is hereby approved. Upon motion by Commissioner Joe Wise, seconded by Vice-Mayor Jenny Brock, the following resolution was offered for adoption. The motion carried by five ayes. There were no nay votes. JOHNSON CITY, That a the deferral of the consideration of a beer license for Chanda Hughes, d/b/a Midtown Mecca, North Roan Street, Johnson City, Tennessee, be and the same is hereby approved. Upon motion by Vice-Mayor Jenny Brock, seconded by Commissioner Joe Wise, the following resolution was offered for adoption. The 3

JOHNSON CITY, That the appointments of Cathy Carter-Bisner (Carnegie Neighborhood Representative) and Jen Rickert (Homebuilder Representative) to the Housing and Community Development Advisory Board, be and the same are hereby approved. Upon motion by Commissioner Joe Wise, seconded by Commissioner Todd Fowler, the following resolution was offered for adoption. The motion carried by five ayes. There were no nay votes. JOHNSON CITY, That a street closing from 7:30 a.m. until 10:00 a.m. on Thursday, November 23, 2017, of various streets (see map below), as requested by UP & AT Em, Inc. to accommodate the Turkey Trot, be and the same is hereby approved. Upon motion by Commissioner Joe Wise, seconded by Commissioner Todd Fowler, the following resolution was offered for adoption. The motion carried by five ayes. There were no nay votes. JOHNSON CITY, That a street closing from 6:00 P.m. until 9:00 P.m. on 4

5 Friday, December 1, 2017, of portions of various streets (see map below), as requested by the Community Relations and Public Works Departments, to accommodate the Johnson City Christmas Tree Lighting, be and the same is hereby approved. Upon motion by Vice-Mayor Jenny Brock, seconded by Commissioner Joe Wise, the following resolution was offered for adoption. The motion carried by five ayes. There were no nay votes. JOHNSON CITY, That a street closing from 9:00 a.m. until 3:00 p.m. on Saturday, December 2, 2017, of portions of various streets (see map below), as requested by the Blue Plum organization to accommodate the Johnson City Christmas Parade, be and the same is hereby approved. 5

JOHNSON CITY, That the denial of the recommendation from the planning commission to rename King Street and King Commons Park as a tribute to Dr. Martin Luther King, Jr., be and the same is hereby approved. Upon motion by Commissioner Ralph Van Brocklin, seconded by Commissioner Joe Wise, the following resolution was offered for adoption. The motion carried by five ayes. There were no nay votes. JOHNSON CITY, That a Memorial Highway Designation be requested of the Tennessee General Assembly designating University Parkway as the Martin Luther King, Jr., Memorial Parkway, be and the same is hereby approved. Upon motion by Commissioner Ralph Van Brocklin, seconded by Commissioner Todd Fowler, the following resolution was offered for adoption. The motion carried by four ayes. JOHNSON CITY, That, the deferral of the consideration of a policy for the renaming of streets within the City of Johnson City, to allow staff time to make improvements to the wording of the policy, be and the same is hereby approved. Upon motion by Commissioner Joe Wise, seconded by Commissioner Ralph Van Brocklin, the following resolution was offered for adoption. The motion carried by four ayes. Vice-Mayor Jenny Brock was absent from the Chambers. There were no nay votes. JOHNSON CITY, That the adoption of a moratorium on further street renamings until such time as a policy is implemented, be and the same is hereby approved. At this time, Chief Mark Sirois presented the Police Department Dashboard. The Commission requested crime statistics for the downtown area. At this time, Chief Jim Stables presented the Fire Department Dashboard. Upon motion by Commissioner Ralph Van Brocklin, seconded by Commissioner Joe Wise, the following resolution was offered for adoption. The motion carried by four ayes.
