Review, Discussion and Decision on the recommendations made by the Executive Director Recruitment Committee and Regional Council Interview panel for hiring the CAG Executive Director and request to move forward with contract negotiations. Chair Benning provided the Council with a brief update on the first and second interviews for the Executive Director position. Questions, comments and discussion followed. Mayor McFarland made a motion to approve the hiring of Robert MacDonald as the next CAG Executive Director and directed staff and the Hiring Committee to draft a contract with CAG s Attorney and enter into negotiations with Mr. MacDonald. Councilmember Carpenter seconded the motion. The motion passed unanimously. VIII. DATE, TIME AND LOCATION OF NEXT REGIONAL COUNCIL MEETING The next Regional Council meeting will be January 31, IX. Review, Discussion and Decision on approving the employment contract with Robert MacDonald as the CAG Executive Director Ms. Robles presented the contract drafted by CAG s Attorney and hiring panel. She stated that the Managers from the hiring panel were involved in the negotiations of the contract and that Mr. MacDonald would begin employment with CAG on February 1, Questions, comments and discussion followed. The managers from the hiring panel, present at the meeting, provided comments on the contract process. Supervisor Rios made a motion to approve the employment contract with Robert MacDonald as the CAG Executive Director with the amendment of the Offer Sheet as Exhibit A. Mayor Gameros seconded the motion. A roll call vote was taken. The motion passed unanimously. The Regional Council met on January 10 th to approve Mr. MacDonald s contract. He will begin with CAG on February 1, On January 11, 2018, interviews were held for the Finance Manager position. An offer was made to Yvonne Tackett. Ms. Tackett will begin employment with CAG on January 29, We are currently advertising for an Administrative Assistant. CAG s Administrative Assistant, Amber Garza, resigned from CAG effective January 4, This position serves as the receptionist and assists in the finance department to ensure the separation of duties as well as providing assistance to all departments within CAG. 30 AGENDA ITEM VII-E CONSENT AGENDA ITEM: YES NO X CENTRAL ARIZONA GOVERNMENTS Request for Regional Council Action Date Submitted: December 18, 2017 Date Action Requested: January 31, 2018 Type of Action(s) Requested: X Formal Action/Motion Information Only Resolution Other Subject: Authorization to apply for 5310 Grant Application TO: CHAIRMAN AND REGIONAL COUNCIL MEMBERS FROM: Travis Ashbaugh, AICP, Transportation Planning Manager STAFF RECOMMENDATION: Staff requests approval to submit for 5310 grant funds through ADOT s application process to fund the Coordinated Mobility Management Program and duties thereof. The grant application requires CAG to seek permission from Regional Council to apply due to fiscal obligations of Local Matching funds. CAG is requesting approval to submit for $100,000 per allowable year (with $25,000 in addition Local Match of In-Kind Contributions) of 5310 grant funds to establish and continually update coordinated mobility plans with CAG Region 5310 program providers. A signature from the CAG Regional Council Chairperson will be required to submit the final application. DISCUSSION: There is no financial expenditure by CAG or its member entities. Local match will be provided by CAG through In-Kind contributions up to $25,000 per year as an expected required local match for this grant. MANAGEMENT COMMITTEE RECOMMENDATION: Mr. Bryant Powell, City of Apache Junction, made a motion to approve and pass to Regional Council the authorization to apply for the Grant Application. Mr. Steve Sanders, Gila County, seconded the motion. The motion passed unanimously. DISCUSSION: The Arizona and Nevada Departments of Transportation worked together in 2012 through 2014 to complete the I-11 Intermountain West Corridor Study. The study examined the planning of a possible Interstate link between Phoenix and Las Vegas, as well as high-level visioning for future extension of the corridor south to Mexico and potentially north to Canada that originated from the CANAMEX corridor discussions in the early 1990s. In March of 2016, the Federal Highway Administration (FHWA) and ADOT initiated the environmental review process for a portion of I-11. Throughout the process, the Pinal County I-11 Coalition has met several times over the last 4-5 years, and continues to do so, to discuss pivotal elements and details of the results of the study in order to better position Pinal County as an economic development beneficiary of such a corridor throughout the County. During the last meeting held in December 2017, a consensus was driven for all involved within the Coalition to provide a letter of support regarding the I-11 Tier 1 Environmental Impact Statement Alternatives Selection Report that was recently released. MANAGEMENT COMMITTEE RECOMMENDATION: Mr. Steve Sanders, Gila County, made a motion to approve and pass to Regional Council the approval of CAG Staff sending a support letter regarding the Interstate 11 Tier 1 Environmental Impact Statement Alternatives Selection Report. Mr. Bryant Powell, City of Apache Junction, seconded the motion. The motion passed unanimously. DISCUSSION: The proposed land exchange will benefit Pinal and Gila counties by reducing BLM checkerboard holdings, increasing local tax revenues and creating new jobs for the region. CAG s mission is to provide effective regional planning services for Gila and Pinal counties and to promote a community of interest. CAG s membership includes 17 incorporated communities, including Kearny, Hayden and Winkelman, which are the communities most impacted by this exchange. The land exchange has strong support in these communities and each town council has issued an individual letter of support for this project. The proposed exchange will benefit our local communities by allowing the BLM to reduce land holdings inside the existing Asarco Ray Mine, lands that are not publically accessible and have diminished public value. The exchange also includes BLM land that has existing Asarco mining claims and has little development opportunities outside of mining. It is beneficial to dispose of this land in exchange for new land that has high public recreation value and is suitable for future conservation efforts. The Ray Land Exchange is also beneficial from an economic standpoint. This exchange will create 200 new jobs, 500 indirect jobs and 150 temporary construction jobs for a region that is heavily dependent on natural resource operations. The exchange is also estimated to increase various local tax revenues by $1.5 million, which will provide resources for our local communities for years to come. The Asarco Ray Land exchange is a net-positive proposal for central Arizona that will benefit our local communities by exchanging limited use land for high value land, creating new jobs and increase local revenues. Staff is visiting communities with wastewater projects to familiarize and educate the communities, boards, and councils on the 208 process as it may effect development projects in their community or region. Discussions continue with the Town of Queen Creek regarding a 208 Amendment. Staff anticipates 208 proposals from the Coolidge and southern Pinal County areas as well as 208 Amendments for the Attesa and Dreamport projects in the Casa Grande area. Talks continue with Tri-City Regional Sanitary District and ADEQ regarding submitting their 208 amendment. We continue to explore cooperation on projects that cross over county lines. There is interest from the EPA in regional stormwater projects. There may be money available next Fiscal Year for such projects in the CAG Region. The Copper Corridor Mayors meetings continue with the seven members rotating as host. USDA presented program options to the Mayors at their December meeting in Winkelman. The Final project Work Plan for ASARCO Lead Paint Abatement Program in Hayden and Winkelman was submitted in December after additional changes were made with the EPA.
