Call to Order Lana Chanda, AE Vice Chairperson, called the meeting to order at 9:12 am. II. Welcome Mr William Antone, Ak-Chin Indian Community Vice Chairman, welcomed everyone to Harrah s Ak-Chin and the Ak-Chin Indian Community. He wished the directors a very productive meeting and invited everyone to visit the Multitainment Center. III. Introductions Ms Chanda asked everyone to introduce him/herself and tell where they are from. IV. Roll Call Ron Trusley, NTNWIB Executive Director, called roll and stated a quorum is present. He announced that Don Eddy retired on April 30, and Kim Booth is Acting Director at Colorado River Indian Tribes; Georgianna Sieweumptewa is Alternate for Hopi; Cody Juan resigned employment on April 18, and Yvonne Corella is Acting Manager at Tohono O odham; and Terilyn John is Alternate for White Mountain. He also announced that Lucille Watahomigie is absent today due to her brother s death and is excused.

2 Page 2 V. Approval of Minutes Earl Daniel moved to approve the February 6, 2013 Directors Meeting minutes. Sandy Johnson seconded the motion. Motion carried by voice vote. VI. TABE Presentation Ken Barr gave a detailed presentation about TABE and how to use it. various books on display. He also had VII. Veterans Presentation James Ramm, Arizona State Veterans Manager, and Joseph Niznik, Arizona State Veterans Coordinator, presented information on veterans services offered by DES and how their representatives can work with the local Tribal areas. They also provided a handout that lists the DES Veteran Representative for each local Tribal area. VIII. AE Chairperson AE Vice Chairperson Lana Chanda stated there is a director vacancy on the SOC and asked if anyone is interested in filling the position. Jessica Mills said a new director will start at Fort Mojave on Monday-May 20, and she will ask him if he is interested. IX. NTN SOC SOC Chairperson, Tanya Lewis, reported the last SOC meeting was March 14, In that meeting the SOC review NTN policies and NTN_POL_007-NTNWIB Reallocation Policy specifically. The SOC worked on a PY13 NTN Budget but could not come up with a feasible budget. After new allocations are received, the SOC will prepare a budget to submit to the NTNWIB for approval. Ron Trusley was previously appointed as the NTN EO Officer, and effective July 1, 2013 he will assume the duties and responsibilities Each local workforce investment area is still required to have a youth council. The NTNWIB Chairperson appointed Lana Chanda to continue as the NTN YAC Chairperson; she is updating the YAC membership and will begin scheduling quarterly meetings. X. NTNWIB Executive Director Ron Trusley presented a written report (copy attached). He also reviewed the NTNWIB Reallocation Policy and reminded everyone that the policy has been implemented. He reminded everyone that on April 10, 2013 a letter from NTNWIB Chairperson Patrick Andrews was sent out that Ron Trusley would assume the duties and responsibilities as NTN EO Officer on July 1, It is imperative that everyone submits reports and requested information in a timely manner. XI. REPAC/Dislocated Workers Diana Russell began by stating Sally Fulmer is no longer with REPAC; she accepted a job with Unemployment Insurance. She distributed a written report for the period of July 1, 2012 May 3, 2013 that shows 16 active enrollments. 11 of the enrollments are in job search, and 5 are in classroom training. One participant exited and entered unsubsidized employment at a wage of $11.00 per hour.

3 Page 3 XII. State WIA Update Ms Connie Fraijo reported: Mary Lawrence has been hired as a contractor for DES & Arizona Commerce Authority to provide technical assistance regarding the state plan. Policies are being developed. Ms Lawrence is working on a concept paper for functional alignment and defining business services. The state will request local areas to extend their local plan through June 30, The state will distribute guidance for creation of the local business plan. Two Tribes are still scheduled for programmatic monitoring, and three are scheduled for EO monitoring. The state will work with Ron Trusley as NTN EO Officer to develop outreach plans for individual Tribes. The new LLSIL figures and guidance letter should be out by June 14, and the charts should be updated in AJC by July 1. The state is looking at other acceptable documents to use for veterans to also count them as a dislocated worker. The Roadtrip Nation Youth Engagement Workshop is scheduled in Phoenix on June 19 & 20. Attendance and participation from all Tribes is recommended and encouraged. The State WIA Technical Assistance Conference is scheduled for August at the Desert Willow Conference Center in Phoenix. Information will be disseminated soon. Edgar Casasola made a very good presentation on Transition to Common Measures. Common measures will be effective July 1, XIII. WIA Fiscal Rich Utzig was unable to attend the meeting but presented a written report. Local areas should expect an overall reduction of 8% in PY13/FY14 allocations specifically 3.47% reduction for youth, 4.91% reduction for adult, and 14.73% reduction for dislocated workers. New contracts were prepared for PY13/FY14 allocations. Before DES Procurement will sign off on the contracts, each area must completed and return the information to Central Registry. The information was sent to directors on May 10, PY11/FY12 funds expire 6/30/13. Expenditure reports are due no later than 8/15/13. If reports are not received by 8/15/13, there will be no reimbursement for expenditures. Aurora Gonzales and Joe Steech have been hired as analysts in the WIA Fiscal Unit. Joe will also help with on-site monitoring. Rich recommends the NTNWIB retain 8% of the admin dollars instead of 7% in order to be able to continue with current activities. Discussion followed, and directors agree with the recommendation. This will be presented in the NTNWIB Meeting tomorrow.

4 Page 4 XIV. NTN Performance Consultant & MIS Task Force Mimi Hurtado said the MIS Task Force met on April 11, and it was a very productive meeting with lots of discussion and interaction. She presented a PY12 Performance RECAP from the AJC 9090 Reports. The report shows the NTN is exceeding 3 measures and meeting 5 measures. The reports show the NTN is failing the Adult Employment & Credential, Older Youth Employment & Credential, and Younger Youth Diploma Rate measures. Expectations are the final outcomes will show much improvement as Mimi is working with individual Tribes to review files for accuracy and to correct errors that could affect performance. XV. AE Chairperson Election Cody Juan was the chairperson and since he resigned employment, the position must be filled. Nominations for AE Chairperson were opened with Sandy Johnson nominating Lana Chanda. Lana accepted the nomination. Earl Daniel moved to close nominations and elect Lana by acclamation. Georgianna Sieweumptewa seconded the motion. Motion carried by voice vote. Nominations for AE Vice Chairperson were opened with Lana Chanda nominating Sandy Johnson. Sandy accepted the nomination. Earl Daniel moved to close nominations and elect Sandy by acclamation. Georgianna Sieweumptewa seconded the motion. Motion carried by voice vote. XVI. Future Meetings Future NTN Directors Meeting will be Wednesday-August 14 and Monday-December 2, XVII. None Call to Public XVIII. Announcements Sandy Johnson reported, with the additional money recently received from REPAC, 5 more clients were served, and 4 of them are employed. Lana Chanda distributed a document that lists the Career Pathway staff at Gila River Indian Community/ XIX. Adjourn Earl Daniel moved to adjourn the May 15, 2013 NTN Directors Meeting. 5 NTNWIB Executive Director s Report NTN Directors Meeting May 15, 2013 I participated in a Wanted Analytics conference call on April 23, but only a few Directors and staff participated. The call was actually a webinar that gave a very quick overview of Wanted Analytics. This could be a very helpful program for you to use especially when job searching for your participants. We currently have one login for the NTN that everyone can use. I strongly encourage you to go on line and review the program and then start using it as much as possible. Although the NTNWIB appointed me as the single WIA EO Officer for the NTN, I will not assume the duties and responsibilities until July 1, This effective date was established to allow time for appropriate training and development of procedures. Sector Strategy continues as a major component for Local Workforce Areas. Sector Strategy and Career Pathways go hand in hand, and I encourage you to work toward implementation in your respective location even if you begin with only one identified industry sector. Hopefully, many of you were able to attend the NTN Sector Strategy Academy on May 10, The NTNWIB Reallocation Policy (policy #007) was distributed April 1, Please review the policy and ensure your money is spent within the appropriate timeframes. Literacy and Numeracy Gains is one of the common measures, and an area in which we need to greatly improve as we move to common measures. I participated in a webinar on April 30, and there was very limited participation from directors and staff. Hopefully, you reviewed the information I ed you. In addition to the training you will receive today, the state has scheduled regional Technical Assistance sessions on Understanding Literacy & Numeracy. The sessions are scheduled as follows: Local Area/Region Location Date Southern Region Tucson May 20 Maricopa County Gilbert May 23 City of Phoenix Phoenix June 6 Northern Region Flagstaff June 25 I encourage you to attend and send as many staff as possible to one of these training sessions. On May 2 I forwarded an about a 2-day training on youth engagement. Please remember that you need to respond to me by June 3 telling me how many people will attend. To date I have received responses from Cocopah, Hopi, and Tohono O odham. The SOC met on March 14 and reviewed the State Integrated Workforce Plan. On April 2 I sent an asking directors to let me know by May 10 if you have questions/comments/concerns about the plan. To date I have not received any responses. Please put the dates of December 3-5 in your calendars for the 2013 NTNWIB Annual Conference. And, let me know if you have suggestions for presentations.

6 Membership on the Workforce Arizona Council (previously Governor s Council on Workforce Policy) has been finalized with 30 members. Their first meeting will be May 30. I want to remind you that the 2013 WIA Technical Assistance Conference is scheduled for August in Phoenix. At this time, I do not know how many slots we will be given, but I am asking you to please put these dates in your calendar. As soon as I know more about the number of slots we have, I will let you know. As the end of this program year approaches, it is very important that you make sure all information has been entered into AJC and review case files and make sure all information entered is correct and up-to-date.
