1 BOARD OF COMMISSIONERS INFORMATIONAL AND GENERAL AFFAIRS MEETING MINUTES MARCH 26, 2018 The Informational and General Affairs Meeting of the Board of Commissioners of the Township of Upper St. Clair, duly advertised and posted in accordance with law, was called to order at approximately 7:30 PM, Monday, March 26, 2018, in the Board of Commissioners Meeting Room, Township of Upper St. Clair Municipal Building, 1820 McLaughlin Run Road, Pittsburgh, PA PRESENT: Commissioner Christie President Commissioner Logan Commissioner Paoly Commissioner Pardini Matthew R. Serakowski Mark S. Mansfield Adam A. Benigni Irving S. Firman Michael Albright Cynthia Kane Township Manager Assistant Township Manager Director of Planning & Community Development Township Attorney For Gateway Engineers Recording Secretary EXCUSED: Commissioner Seitanakis Vice President Commissioner Del Re Commissioner Orchowski Mark P. Romito Director of Finance PUBLIC: Five people attended. CITIZENS COMMENTS None. Community Development Old Business None. Community Development New Business Public Hearing Re. PLC McLaughlin Run Road Nonresidential Unified Conditional Use/Preliminary and Final Land Development Approval Mr. Benigni stated this is the initial public hearing for an application filed by Brad Childs for Conditional Use/Preliminary and Final Land Development Approval to permit a kennel in the existing commercial professional office building with related site improvements on property located in the Restricted Light Industrial (RM) Zoning District at 1377 McLaughlin Run Road. This application was considered by the Planning Commission at its regular meeting on February 22, 2018 and recommended for approval subject to certain conditions. Following the applicant s presentation, staff will recommend that the hearing be continued to Monday, May 7, 2018 for the purpose of taking staff testimony.

PLC Boyce Plaza Road Southwood Psychiatric Amended Tentative and Final Approval of Boyce Plaza Complex Planned Office/Hospital Center Mr. Benigni stated this application was withdrawn at the applicant s request on March 21, The Board will accept the withdrawal at the Regular meeting on April 2, Public Hearing Re. PLC McLaughlin Run Road Nonresidential Unified Conditional Use/Preliminary and Final Land Development Approval Mr. Benigni stated this is the initial public hearing for an application filed by Thomas Drucis for Conditional Use/Preliminary and Final Land Development Approval to permit a hair salon in the existing professional office building with related site improvements on property located in the Restricted Light Industrial (RM) Zoning District at 1405 McLaughlin Run Road. This application was considered by the Planning Commission at its regular meeting on February 22, 2018 and recommended for approval subject to certain conditions. Following the applicant s presentation, staff will recommend that the hearing be continued to Monday, May 7, 2018 for the purpose of taking staff testimony. Recommendation Re. IMP Acceptance of Public Improvements at 220 Johnston Road Mr. Benigni stated that James Baburich has requested acceptance of the sewer extension to 220 Johnston Road. All requirements have been met including the posting of the maintenance security. A Bill will be prepared for consideration by the Board on April 2, Community Development Other Items of Interest Report Mr. Benigni reviewed the Items of Interest Report which included an update on the March 22, 2018 Boyce Mayview Rail-with-Trail Ad Hoc Committee. Mr. Benigni stated the Committee met on that date at the C&RC to discuss several items including the presentation and potential trail alignments from the University of Pittsburgh Engineering students, review of maps and property ownership and future action steps. Other Agenda and Discussion Items Discussion Re. Recognition Commissioner Christie stated that Commissioner Logan will present a Proclamation to the Library staff and Library Board members on behalf of the Board of Commissioners at the Regular meeting on April 2, 2018, in recognition of National Library Week in Upper St. Clair, April 8-14, GENERAL AFFAIRS Review of the Informational and General Affairs Meeting Minutes of February 26, 2018 Commissioner Logan moved to approve the Informational and General Affairs Meeting Minutes of February 26, This was seconded by Commissioner Paoly and approved by a 3-0 voice vote. Commissioner Christie abstained from the vote as he was not present at the February 26, 2018 meeting. Consideration of the March 2018 Bill Sheet Commissioner Paoly stated that each Commissioner has received a copy of the March 2018 Bill Sheet and he motioned for its approval. This was seconded by Commissioner Pardini and approved by a 4-0 voice vote.

3 March 26, Acknowledge Receipt of Financial Statements for the Two-Month Period ending February 28, 2018 Commissioner Paoly acknowledged receipt of the Financial Statements for the Two-Month Period ending February 28, Other Two Upper St. Clair High School Civics students were present, introduced themselves, and spoke re. what they learned at tonight s meeting. Commissioner Logan stated she and her family attended the Arts and Chocolate Spectacular at the C&RC on March 24, 2018 and that it was a great event. ADJOURNMENT Commissioner Christie announced the Board would be meeting in Executive Session to discuss Legal and Personnel Matters following adjournment of this Informational & General Affairs Meeting. Commissioner Paoly moved to adjourn the, which was seconded by Commissioner Logan. This was approved by a 4-0 voice vote and the meeting was adjourned at approximately 7:42 PM.
