1 MINUTES OF THE REGULAR COUNCIL MEETING CITY OF SPRING VALLEY VILLAGE, TEXAS TUESDAY, OCTOBER 27, 2015 AT 6:00 P.M. IN THE COUNCIL CHAMBERS OF CITY HALL 1025 CAMPBELL ROAD, HOUSTON, TEXAS 1. CALL THE ROLL AND ANNOUNCE A QUORUM IS PRESENT With a quorum of the Council Members present, the Regular Meeting of the Spring Valley Village City Council was called to order by Mayor Ramsey at 6:07 p.m. Members Present: Mayor Tom Ramsey Mayor Pro-Tern Allen Carpenter Council Member Trey Moeller Council Member Marcus Vajdos Members Absent: Council Member Bo Bothe Council Member Aaron Stai 2. PROCLAMATIONS / ANNOUNCEMENTS 3.1 Recognition to the Coordinators of the Fall Festival Mayor Ramsey commended Lori and Mike Kochn for their hard work. take items 6.7, 10.1 and 10.2 out oforder. Motion carried RECEIPT OF REPORTS 6.7 Police Department Report Chief Bond gave the crime report, introduced new officers and issued commendations Discussion and Possible Action in Regards to Policy Changes in the Spring Valley Village Police Department General Orders Handbook Captain Evans presented all of the policy changes to City Council. the policy changes in the Spring Valley Village Police Department General Orders handbook. Motion carried 3-0.

2 10.1 Appointment of Darrell Bond as Chief of Police Council Member Moeller motioned, Council Member Vajdos seconded, to appoint Darrell Bond as the Police Chief for the Spring Valley Village Police Department. Motion carried 3-0. Council Member Carpenter motioned, Council Member Vajdos seconded, to take item 7.1 out of order. Motion carried PRESENTATIONS / PERSONAL APPEARANCES 7.1 Presentation by Abercrombie Custom Homes in regards to proposed PAD B.A. Abercrombie Jr. gave a presentation regarding a proposed subdivision PUBLIC COMMENTS 4.1 Joy McCormack, who lives on Cedardale Lane, presented a petition requesting Cedardale be made into a cul-de-sac. 4.2 Kelly Dobbins, who lives on Cedardale Lane, spoke regarding the history of Cedardale and requested that the street be made into a cul-de-sac. PUBLIC HEARING 6. RECEIPT OF REPORTS 6.1 Mayor Tom Ramsey City Hall and Police Department Design Update Mayor Ramsey gave an update on the design of the new city hall and police department. 6.2 Council Member Allen Carpenter - Village Fire Department Commissioners Meeting Council Member Carpenter gave his report. 6.3 Council Member Marcus Vajdos - Planning & Zoning Commission Meeting Council Member Vajdos gave his report. 6.4 Council Member Trey Moeller- Civic Activities Board Meeting Council Member Moeller gave his report. 6.5 Council Member Bo Bothe - Community & Connectivity Enhancement Greenspace Update Council Member Bothe was absent, no report was given. 6.6 Public Works Director Erik Tschanz City Administrator Ashley gave the report in P.W. Motion carried Discussion and Possible Action in Regards to a Preliminary and Final Plat of Enclave at Fries, a division of acres of land into six lots, Located in the A. H. Osborne Survey, Abstract No. A-610, City of Spring Valley Village, Harris County, Texas bearing the address of 1391 Fries Road Matt Tucker, from Windrose Land Services, stated that there would be six lots, on a cul-de-sac, each over 10,000 square feet. the preliminary and final plat of Enclave at Fries, a division of acres of land into six lots, located in the A. H. Osborne Survey, Abstract No. A-610, City of Spring Valley Village, Harris County, Texas bearing the address of 1391 Fries Road. Motion earned Discussion and Possible Action in Regards to the Appointment of a New Member to the Planning & Zoning Commission appoint Patrick Johnson as a member of the Planning & Zoning Commission. Motion carried Discussion and Possible Action in Regards to Agreement for Katy Freeway Noise Reduction Plan approve the agreement for the Katy Freeway Noise Reduction Plan. Motion carried CONSENT AGENDA All matters listed under consent agenda, are considered to be routine by the City Council and will be enacted by one motion. There will not be separate discussion of these items. If discussion is desired, that item will be removed from the consent agenda and will be considered separately. 8.1 Meeting Minutes for City Council Meeting on September 22, Meeting Minutes for City Council Meeting on October 16, Pay Estimate No. 3 for Reconstruction of Cedarbrook Drive, Lanell Lane, Cedardale Drive Council Member Carpenter motioned, Council Member Vajdos seconded, to approve all items on the consent agenda. Motion carried AUTHORIZATIONS/RESOLUTIONS/ORDINANCES 9.1 Proposed Resolution Designating a Representative and Alternate to the 2016 Houston-Galveston Area Council (H-GAC) General Assembly designate Council Member Bo Bothe as the representative to the 2016 Houston- Galveston Area Council (H-GAC) General Assembly and Mayor Tom Ramsey as October 27, 2015 Regular Council Meeting I5»S^ 3

Motion carried (a) Proposed Resolution Approving an Interlocal Agreement between the City of Spring Valley Village and Harris County Department of Education Providing for a Cooperative Purchasing Program for Goods and Services approve Resolution No , an Interlocal Agreement between the City of Spring Valley Village and Harris County Department of Education Providing for a cooperative purchasing program for goods and services. Motion carried (b) Proposed Ordinance amending the Code of Ordinances of the City of Spring Valley Village, Texas adding to Exhibit "A" of Article , Zoning Ordinance retained, of Chapter 12, Planning and Zoning, a New Subsection 05:03 Setting forth Regulations regarding Building Materials in Section Five, Building and Use Restrictions in Dwelling District "A"; and a new Subsection 05:04, Setting forth Regulations regarding Colors and Building Features in Section 5, Building and Use Restrictions in Dwelling District "A"; Containing Findings and other Provisions related to the Subject; Providing a Penalty in an Amount not to Exceed Two Thousand Dollars ($2,000.00); and Providing for Severability Ordinance No , amending the Code of Ordinances of the City of Spring Valley Village, Texas adding to Exhibit "A" of Article , zoning ordinance retained, of Chapter 12, Planning and Zoning, a new subsection 05:03 setting forth regulations regarding building materials in Section Five, Building and Use Restrictions in Dwelling District "A"; and a new subsection 05:04, setting forth regulations regarding colors and building features in Section 5, Building and Use Restrictions in Dwelling District "A"; containing findings and other provisions related to the subject; providing a penalty in an amount not to exceed two thousand dollars ($2,000.00); and providing for severability. Motion carried Discussion and Possible Action in Regards to Recommendations for Villages Mutual Insurance Group for FY 2016 Insurance Carriers to wit: Major Medical, Dental, Life/AD&D, Long Term Disability, Supplemental Life and Vision approve the Villages Mutual Insurance Group recommendations for FY 2016 Insurance Carriers to wit: Major Medical, Dental, Life/AD&D, Long Term Disability, Supplemental Life and Vision. Motion carried Discussion and Possible Action in Regards to an Interlocal Agreement Renewal between Harris County and the City of Spring Valley Village to House Municipal Prisoners. Contract Term is for One Year Beginning January 1, 2016 for County Jail Facilities Located at 701 N. San Jacinto, 1201 Commerce, 1200 Baker, and 1307 Baker in Houston, Texas at $74.00 Per Prisoner, Per Day And Authorize City Administrator to Execute the Interlocal Agreement renewal between Harris County and the City of Spring October 27, 2015 Regular Council Meeting Page 4

5 Valley Village to house municipal prisoners with the contract term is for one year beginning January 1, 2016 for county jail facilities located at 701 N. San Jacinto, 1201 Commerce, 1200 Baker, and 1307 Baker in Houston, Texas at $74.00 per prisoner, per day and authorize City Administrator to execute. Motion carried Discussion and Possible Action in Regards to Changing the Dates of the City Council Meetings for November and December The Council decided to schedule the City Council meetings for November and December on the following dates: Tuesday, November 17, 2015 Tuesday, December 15, PUBLIC COMMENTS 4.3 Charles Calderwood, who lives on Woodsborough, spoke regarding traffic issues on Westview and the feeder road of I EXECUTIVE SESSION 12. TAKE ANY ACTION NECESSARY AS A RESULT OF THE EXECUTIVE SESSION 13.
