1 220 MINUTES OF REGULAR CITY COUNCIL MEETING Call to Order The City Council of the City of Katy, Texas, convened in regular session Monday, December 10, 2018, at 6: 30 p. m., at Katy City Hall, 901 Avenue C, Katy, Texas. The following City Officials were present: Chuck Brawner, Mayor Durran Dowdle, Mayor Pro Tem Frank O. Carroll, 111, Janet Corte, Councilmember Chris Harris, Councilmember Councilmember Jimmy Mendez, Councilmember Art Pertile, III, City Attorney David Leyendecker, City Engineer Byron Hebert, City Administrator Melissa A. Bunch, City Secretary Recognize 2018 Ka Police Department Citizen Police Academy Graduates The Mayor recognized Katy Police Department Sergeant Jack Feild for being the Coordinator of the 2018 Katy Police Department Citizen Police Academy program and he recognized each of the graduates with a Proclamation. There were fourteen graduates for the first-ever class. Keep Katy Beautiful Board - Recognition of 2018 Ado t -A -Wreath Participants Meagan Bishop, Keep Katy Beautiful Board Member, presented recognition to the 2018 Adopt - A -Wreath participants. A brief photo presentation was given. Presentation of Katy Proud Business Award - Vinta a Back Roads 813 Avenue B Ka Texas Jamie Wolman, Keep Katy Beautiful Board Member presented the Katy Proud Business Award to Vintage Back Roads located at 813 Avenue B. Megan Morgan, Owner accepted the Award. Public Comments All were given an opportunity to be heard and the following spoke during Public Comments: 1) Karri Schneider, 2911 Patna, explained she lives across the Street from the Charter School built on Morton Road and has had several problems. She has contacted the School, without any resolve. She said, parents honk at her, students sitting on the street, parents making U- turns in the middle of Morton Road. She asked City Council for assisting is correcting these issues. Public Hearings on Petition to Annex and on an Ordinance Changing Zonin Classification for Katy. Partners Ltd. Aportion Between HkAway 90 and U.S. Interstate 10 and West of Igloo Road) The Mayor opened at 6: 50 p.m. a Public Hearings on Petition to Annex and on an Ordinance Changing Zoning Classification for Katy Partners, Ltd. ( A portion Between Highway 90 and U.S. Interstate 10 and West of Igloo Road). Reid Wilson, Representative for Katy Partners, Ltd. Explained a petition for annexation into the City of Katy has been presented and he was available if there were any questions. The Mayor closed the Public Hearing at 6: 51 p. m. 2 221 Consider an Ordinance ( No. 2883) for a Petition for Annexation for the Extension of Certain Boundary Limits of the City of Katy, Texas to Include a Acre Tract of Land Located in the H. & T.C. RR Co. Survey, Abstract No. 168, Waller County, Texas Motion was made by Councilmember Mendez, seconded by Councilmember Dawdle, approving as printed and read ( caption) an Ordinance ( No. 2883) for a Petition for Annexation for the Extension of Certain Boundary Limits of the City of Katy, Texas to Include a Acre Tract of Land Located in the H. & T. Consider an Ordinance o Amending the Zoninp, Map of the City of Katy b Changing the Zoning Classification from " R- 1" Single District -Family District to " M" Industrial Motion was made by Councilmember Mendez, seconded by Councilmember Harris, approving as printed and read ( caption) an Ordinance ( No. 2884) Amending the Zoning Map of the City of Katy by Changing the Zoning Classification from " R- 1" Single -Family District to " M" Industrial District. All voted Aye, and the motion carried. Consider A roval of Annual Membership Dues for 2019 Houston -Galveston Area Council ( H -GAC) - $ printed and presented Approval of Annual Membership Dues for 2019 Houston -Galveston Area Council ( H -GAC) in the amount of $ It was explained Councilmember Corte is the City' s Representative for H -GAC. All voted Aye, and the motion carried. Consider Approval of Annual Membership Dues for 2019 Katy Area Chamber of Commerce - $ 8, Motion was made by Councilmember Corte, seconded by Councilmember Harris, approving as printed and presented Approval of Annual Membership Dues for 2019 Katy Area Chamber of Commerce in the amount of $ 8, All voted Aye, and the motion carried. Councilmembers asked the Chamber to make a presentation at a future City Council meeting.. Consider Award Bid for 1. 0 Million Gallon Ground Stora a Tank and 500, 000 Gallon Elevated Storage Tank Rehab and Painting at Water Plant No. 4 to CFG Industries LLC Magnolia, Texas in the Amount of $ 746, ; Total Project Cost of S872, Includes bid amount, contingencies, engineering, and inspection fees) ( Bids Received ) Motion was made by Councilmember Dowdle, seconded by Councilmember Harris, approving as printed and presented the Award of Bid for 1. 0 Million Gallon Ground Storage Tank and 500, 000 Gallon Elevated Storage Tank Rehab and Painting at Water Plant No. 4 to CPG Industries, LLC, Magnolia, Texas, in the Amount of $ 746, ; Total Project Cost of 872, ( Includes bid amount, contingencies, engineering and inspection fees) ( Bids Received 1I ), Enterprise Reserve Funds will be used. All voted Aye, and the motion carried. Consider a Resolution flyo, 92$ Declaring Certain Proper as Surplus and Authorizin the Sale or Disposal ( Fire and Police Departments) ( vehicles and miscellaneous equipment and arts printed and presented a Resolution ( No. 923) Declaring Certain Property as Surplus and Authorizing the Sale or Disposal ( Fire and Police Departments) ( vehicles and miscellaneous equipment and parts). 3 222 Consider a Resolution OV Authorizing Withdrawal of Bid Award for 2018 Waterline ReIRlacement Pro' ect from Canyon Construction bid awarded Motion was made by Councilmember Dowdle, seconded by Councilmember Corte, approving as printed and presented a Resolution ( No. 924) Authorizing Withdrawal of Bid Award for 2018 Waterline Replacement Project from Canyon Construction ( bid awarded ). City Engineer Leyendecker explained Canyon Construction had previously been awarded the bid for the 2018 Waterline Replacement Project, they have contracted various jobs with the City over the past twenty- one years and they had contacted Leyendecker that they would be unable to complete the job in the time prescribed and asked to be withdrawn his bid. Leyendecker explained Canyon Construction has no other current jobs in the City at this time. All voted Aye, and the motion carried. Consider a Resolution No. 925 Awarding Bid for Kall Civic Center & Visitor Center Buildings to Nash Industries Inc. Houston Texas in the Amount of S2, 149, 000 bids received Revenue Source Series 2000 Bonds and Convention & Tourism Bureau Hotel Occupancy. Tax_FunW Visitor printed and presented a Resolution ( No. 925) Awarding Bid for Katy Civic Center & Center Buildings to Nash Industries, Inc., Houston, Texas, in the Amount of $2, 149, 000 ( bids received ) ( Revenue Source Series 2000 Bonds and Convention & Tourism Bureau Hotel Occupancy Tax Funds). All voted Aye, and the motion carried. Consider a Resolution ( No. 926) Authorizing the Mayor to Sign an Interlocal Agreement with Harris Countv for Harris County to Administer and Implement a Regional Watershed Protection Education Pro ram Motion was made by Councilmember Carroll, seconded by Councilmember Harris, approving as printed and presented a Resolution ( No. 926) Authorizing the Mayor to Sign an Interlocal Agreement with Harris County for Harris County to Administer and Implement a Regional Watershed Protection Education Program. All voted Aye, and the motion carried. Consider a Resolution No. 927 Authorizing the Mayor and Fire Chief to Sin a Program Agreement with Outside Service Provider VALENTIA Bilingual Therapy Services PLLC for the Operation Resilience Project Ka Fire Department) Motion was made by Councilmember Harris, seconded by Councilmember Mendez, approving as printed and presented a Resolution ( No. 927) Authorizing the Mayor and Fire Chief to Sign a Program Agreement with Outside Service Provider, VALENTIA Bilingual Therapy Services, PLLC, for the Operation Resilience Project ( Katy Fire Department). All voted Aye, and the motion carried. Consider a Resolution CVo. 928 Authorizing the Mayor to Sin a Master Service Agreement with Everbrid a Inc. for a Mass Notification System O ee ol Emer enc Management} Motion was made by Councilmember Harris, seconded by Councilmember Dowdle, approving as printed and presented a Resolution ( No. 928) Authorizing the Mayor to Sign a Master Service Agreement with Everbridge, Inc., for a Mass Notification System ( Oce of Emergency Management). OPEN MEETING The Mayor reconvened the meeting in open session at 7: 46 p. m. Consider an Ordinance No Re -Establishing Tax Abatement Guidelines and Criteria for Southern Glazer' s Wine and Spirits of Texas ( HimhwaE 90 and Cane Island Parkway) Motion was made by Councilmember Mendez, seconded by Councilmember Dowdle, approving as printed and read ( caption) an Ordinance ( No. 2885) Re -Establishing Tax Abatement Guidelines and Criteria for Southern Glazer' s Wine and Spirits of Texas ( Highway 90 and Cane Island Parkway). All voted Aye, and the motion carried. Consider a Resolution ( No. 929) Authorizing _the Mayor to Execute a Tax Abatement Agreement with Houston Property Partners II LLC and Southern Glazer' s Wine and Spirits of Texas LLC for the Development of Approximate! y Acres of Land Within the City of Katy Motion was made by Councilmember Harris, seconded by Councilmember Dowdle, approving as printed and presented a Resolution ( No. 929) Authorizing the Mayor to Execute a Tax Abatement Agreement with Houston Property Partners, Il, LLC and Southern Glazer' s Wine and Spirits of Texas, LLC for the Development of Approximately Acres of Land Within the City of Katy. All voted Aye, and the motion carried. Councilmembers' Reports Councilmember Carroll spoke about the seriousness on holiday crimes, such as stolen packages and destruction of decorations. He commented on the penalties and the City' s actions to be taken these and other similar crimes during the holidays. Councilmember Corte reported she and Councilmember Harris had taken a tour of Katy Prairie Conservancy and how impressed they were. She encourage all to attend the upcoming Wreath Across America Event to be sponsored by the Local American Legion Post 164, on Saturday, December 15, 2018 at 10: 00 a.m. at Katy Magnolia Cemetery. She wished all a Merry Christmas, a Happy New Year and encouraged all to stay safe. Councilmember Harris thanked Representative Mike Schofield for attending the meeting. Harris reported he had attended, on behalf of the Mayor, the Keep Texas Beautiful training day hosted by the Keep Katy Beautiful Board on Monday, December 3, 2018 at the VFW Hall. Councilmember Mendez reported his family is back in their house after Hurricane Harvey and had their first Thanksgiving and have decorated for the holidays and has a great deal of holiday spirit, for the first time since Harvey. 5 224 Mayor' s Reports The Mayor reported the next regular City Council Meeting will be held on Monday, January 14, He wished all Happy Holidays and a Happy New Year. The Mayor reported he had attended the Katy Professional Firefighters Association Pancakes with Santa on Saturday, December 1, 2018, at the Katy Fire Station. He wished everyone a Merry Christmas and a Happy New Year. Adiourn Motion was made by Councilmember Corte, seconded by Councilmember Mendez, to adjourn. All voted Aye, and the motion carried.
