1 BOARD OF COMMISSIONERS INFORMATIONAL AND GENERAL AFFAIRS MEETING MINUTES OCTOBER 29, 2018 The Informational and General Affairs Meeting of the Board of Commissioners of the Township of Upper St. Clair, duly advertised and posted in accordance with law, was called to order at approximately 7:30 PM, Monday, October 29, 2018, in the Board of Commissioners Meeting Room, Township of Upper St. Clair Municipal Building, 1820 McLaughlin Run Road, Pittsburgh, PA PRESENT: Commissioner Christie President Commissioner Seitanakis Vice President Commissioner Del Re Commissioner Orchowski Commissioner Paoly Commissioner Pardini EXCUSED: Mark S. Mansfield Mark P. Romito Adam A. Benigni Jacque Rowden Irving S. Firman Jennifer Slagle, P.E. Cynthia Kane Commissioner Logan Matthew R. Serakowski Assistant Township Manager Director of Finance Director of Planning & Community Development Director of Information Technology Township Attorney Township Engineer Recording Secretary Township Manager PUBLIC: Approximately 2 public attended. Commissioner Christie opened the meeting with the following comments: As we get started this evening, I d like to extend our thoughts and prayers to the friends and families of the victims of Saturday s tragedy and we would also like to extend our sympathy and support to the community of Squirrel Hill. [A moment of silence followed.] I would also like to extend our thanks and appreciation to the first responders who always show up at these scenes. So thank you to them as well. None. CITIZENS COMMENTS OLD BUSINESS None. NEW BUSINESS Public Hearing Re. PLC Boyce Road Crossroads United Methodist Church Nonresidential Conditional Use Approval
2 October 29, Mr. Benigni stated this is the initial public hearing for an application filed by Patrick Roddy for Conditional Use Approval to permit Crossroads United Methodist Church to occupy the remaining half of the existing building located in the Special Business (SB) Zoning District at 1120 Boyce Road. This application was considered by the Planning Commission at its regular meeting on September 20, 2018 and recommended for approval subject to certain conditions. Following the applicant s presentation, staff will recommend that the hearing be continued to December 3, 2018 for the purpose of taking staff testimony. Public Hearing Re. PLC Boyce Plaza Road Southwood Psychiatric Nonresidential Amended Tentative and Final Approval of Boyce Plaza Complex Planned Office/ Hospital Center Mr. Benigni stated this is the initial public hearing for an application filed by Roger Hartung for Amended Tentative and Final Approval to permit a 1,124 sq. ft. addition of administrative offices, 2,030 sq. ft. outdoor walled play area, landscaping and related site improvements on property located in the Planned Restricted Light Industrial (RM-P) Zoning District at 2575 Boyce Plaza Road. This application was considered by the Planning Commission at its regular meeting on September 20, 2018 and recommended for approval subject to certain conditions. Following the applicant s presentation, staff will recommend that the hearing be continued to December 3, 2018 for the purpose of taking staff testimony. Items of Interest Report Mr. Benigni reported that the Township s Traffic Engineer, Trans Associates, has completed the Traffic Calming Follow-up Study for Huntington and Country Club Drives. Based upon the results of the study, no additional traffic calming measures are warranted at this time. Commissioner Christie requested that this item be placed on the Agenda for the Regular meeting of the Board of Commissioners of November 5, Discussion Re. Public Hearing 2019 Proposed Budget Mr. Romito stated the public hearing and presentation for the 2019 Proposed Budget is scheduled to take place at the November 5, 2018 Board of Commissioners Regular meeting. Additionally, he stated the Budget & Finance Committee met on September 24, 2018 to review the budget assumptions and met again on October 19, 2018 for an initial review of the Proposed Budget. The 2019 Proposed Budget is available for public inspection at the Township s administrative offices, the library, and on the Township s website. Board approval of the Budget is expected at the Regular meeting of December 3, Discussion Re. Contract. Gasoline and Diesel Fuel Mr. Mansfield stated the SHACOG Purchasing Alliance recently received bids for gasoline and diesel fuel. Glassmere Fuel Service, Incorporated, Curtisville, PA, was the lowest responsible bidder for the 87 and 89 Octane gasoline for the quantities required by the Township, with a fixed margin price between $.0127 and $.0848 on each gallon, depending on the number of gallons ordered. Glassmere Fuel Service, Incorporated was also the best responsible bidder for the quantities of diesel fuel ordered by the Township, with a fixed margin price of between $.0179 and $.0848 on each gallon. A winterized diesel fuel additive is also available at the cost of $.0325/gallon. The Township purchases 87 and 89 Octane (approximately 80,000 gallons/year) and diesel fuel (approximately 30,000 gallons/year) under this contract.
3 October 29, Staff will recommend that the proper Township officials be authorized to enter into a contract with Glassmere Fuel Service, Incorporated, at the Regular meeting on November 5, GENERAL AFFAIRS Status Report Re. Budget & Finance Committee of the Board Meeting of October 19, 2018 Commissioner Paoly, Chair, Budget & Finance Committee of the Board, stated that Committee met on October 19, 2018 to review the 2019 Proposed Budget and stated that it is a very favorable one. Review of the Informational and General Affairs Meeting Minutes of September 24, 2018 Commissioner Seitanakis moved to approve the Informational and General Affairs Meeting Minutes of September 24, This was seconded by Commissioner Del Re and approved by a 6-0 voice vote. Commissioner Del Re commented that there has been some improvement to property at 772 Somerville Drive that was addressed at the September 24, 2018 meeting. Consideration of the October 2018 Bill Sheet Commissioner Paoly stated that the Bill Sheet has been sent to all Commissioners. He moved for approval of the October 2018 Bill Sheet which was seconded by Commissioner Orchowski and approved by a 6-0 voice vote. Acknowledge Receipt of Financial Statements for the Nine-Month Period ending September 30, 2018 Commissioner Paoly acknowledged receipt of the Financial Statements for the Nine-Month Period ending September 30, Other Business Commissioner Christie announced that Upper St. Clair voters from Ward 3, District 1 and Ward 3, District 3 will be voting at the Municipal Building, Training Room for the November 6, 2018 General Election. The venue was changed due to ongoing renovation of the McLaughlin Run Activity Center (the MAC). Commissioner Christie announced that the annual Veterans Day Observance will be held on Monday, November 12, 2018 at 10:00 AM at the Upper St. Clair Veterans Park. ADJOURNMENT Commissioner Christie announced that the Board will be meeting in Executive Session following this evening s Informational and General Affairs Meeting to discuss legal and personnel matters. Commissioner Pardini moved to adjourn the, which was seconded by Commissioner Seitanakis. This was approved by a 6-0 voice vote and the meeting was adjourned at approximately 7:49 PM.
