Petersen, President Notice having been advertised and posted and members duly notified, the regular meeting of the Board of School Directors was held on Monday, August 11, 2008, in the High School LGI Room. Theodore Brooks, Solicitor CALL TO ORDER Mrs. Billerbeck called the meeting to order at 7:05 p.m. Procedure for residents' comments was explained. RESIDENTS COMMENTS There were no residents comments at this time. APPROVAL OF AGENDA The Committee unanimously approved the agenda as presented. BUSINESS & FINANCE PRESENTATION BY ARAMARK REGARDING COMMISIONING/LEED CERTIFICATION Matt Judge and Matt Campise, representatives of Aramark, presented information regarding Commissioning/LEED Certification, including the evolution of school building construction, benefits of green school buildings and the Commissioning process, Enhanced Commissioning, the Pennsylvania Commissioning Program, Aramark s building commissioning experience, cost avoidance during design review, commissioning examples, LEED in Pennsylvania school districts,

2 COMMITTEE OF THE WHOLE MEETING MINUTES the commissioning timetable, and Aramark s expertise in commissioning. Mr. Judge and Mr. Campise addressed questions and comments of Board members. Ms. Cordisco recommended enhanced commissioning and also recommended approving Aramark as the commissioning agent at the August Board meeting. She noted that Aramark s net fee (net of the $50,000 credit provided in the facilities contract) is at the low end of the scale compared to figures provided by the United States Green Building Council. APPROVAL TO SUBMIT PA HIGH PERFORMANCE GREEN SCHOOLS PLANNING GRANT PROGRAM APPLICATIONS FOR BOYCE & FORT COUCH MIDDLE SCHOOLS Ms. Cordisco recommended that the Committee approve the submittal of Pennsylvania High Performance Green Schools Planning Grant Applications for Boyce and Fort Couch Middle Schools, which could provide up to $50,000 for each school. The Committee will recommend approval at a Board meeting to be convened this evening. REVIEW OF FINANCIAL & CASH FLOW STATEMENTS, BUDGET TRANSFERS & BILL LIST Ms. Cordisco reviewed the preliminary financial statements for the period ending June 30, 2008, cash flow statements, budget transfers and Bill List and answered questions of Board members. RECOMMENDATION REGARDING 403(b) INVESTMENT PROVIDERS AND THIRD PARTY ADMINISTRATORS Ms. Cordisco recommended that the Board authorize the School District to enter into a contract with ING as a single 403(b) provider, common remitter, and record keeper at no charge to the employee or the employer for a three year term. APPROVAL OF FEDERAL & STATE GRANT PROGRAMS FOR Ms. Cordisco recommended approval of the programs and funds allocated from the federal and state programs for the school year. APPROVAL OF FOOD SERVICE CONTRACT RENEWAL Ms. Cordisco recommended approval of a one-year Addendum to Standard Contract for Food Service Management Services with Aramark Educational Services, LLC for the school year. She noted that this is the final year of the five-year contract and stated that requests for proposals will be requested prior to June 30, 2009.

3 COMMITTEE OF THE WHOLE MEETING MINUTES APPROVAL OF NON-PUBLIC TITLE I CONTRACT WITH ALLEGHENY INTERMEDIATE UNIT Ms. Cordisco recommended approval of the Non-Public Title I Contract with the Allegheny Intermediate Unit in the amount of $4, for the school year. GRAVES & MC LEAN MIDDLE SCHOOLS RENOVATION PROJECT UPDATE Mr. Dave McLean provided a status update regarding the Middle Schools Renovation Project. He noted that the project is proceeding on schedule and preliminary drawings have been submitted to P. J. Dick for estimate verifications. Mr. McLean stated that he has met with the middle level director and principals to review the design in further detail and will be meeting with additional staff members regarding space and room layouts. He added that property and environmental surveys have been completed, and the landscape architects are working with the site plans. Mr. McLean explained that it is his goal to present an updated design to the Board no later than October in order to complete the Township s site plan approval. He reviewed the PlanCon and LEED certification process. Mr. McLean noted that there have been discussions with engineers regarding geothermal considerations being a possibility at Fort Couch more than at Boyce and explained that the Board would need to consider whether they wanted to invest in drilling a test well that could cost between $16,000 and $20,000. Mr. McLean suggested sharing updated design information to the community in October, explained that Act 34 public hearings are required, and suggested scheduling them in January or February Mr. McLean addressed questions and comments of Board members, including approving Aramark as the commissioning agent, the payback related to commissioning, the LEED certification process, and energy savings on a square footage basis. ADMINISTRATORS REPORTS APPROVAL OF RESOLUTIONS REGARDING STAFFING AND INCREASE TO SUBSTITUTE BUS DRIVER RATE Mrs. Toner recommended approval of the resolutions regarding staffing and the increase to the substitute bus driver rate, both to be approved at the Board meeting to be convened. PERSONNEL APPROVALS Mrs. Toner recommended approval of the Personnel Listings, to be approved at the Board meeting to be convened. BOARD MEETING CONVENED Mrs. Petersen convened a Board meeting at approximately 8:55 p.m. COMMITTEE OF THE WHOLE MEETING RECONVENED The Committee of the Whole meeting was reconvened at approximately 9:00 p.m.

4 COMMITTEE OF THE WHOLE MEETING MINUTES APPROVAL OF CONTRACTS INTERIM HEALTH CARE Dr. O Toole recommended approval of the Health Care Services Contract with Interim Healthcare for the school year for 1 to 1 nursing services during the school day for two students. WESLEY SPECTRUM SERVICES Dr. O Toole recommended approval of the Academic Mental Health Services Agreement with Wesley Spectrum Services for the school year for two Intervention Specialists who will assist in providing emotional support services to designated students. THE WATSON INSTITUTE Dr. O Toole recommended approval of the Service Agreement with The Watson Institute for the school year for training/consultation and community-based instructional services for several students. PHYSICAL REHAB, INC. Dr. O Toole recommended approval of the Agreement with Physical Rehab, Inc. for the school year for physical therapy services and consultation for designated students. APPROVAL TO DECLARE EQUIPMENT SURPLUS Mr. Berrott recommended approval to declare equipment surplus. CLASSROOMS FOR THE FUTURE GRANT UPDATE Mr. Berrott explained that the School District will be receiving $110,000 for the Classrooms for the Future Grant and noted that he anticipates that the state will continue the program for one more year. BACKGROUND CHECKS FOR CONTRACTORS (Toner) Mrs. Toner explained that there has been a question regarding background checks for contractors and shared information regarding the regulations. Following discussion, Mr. Brooks recommended that a clause be included in the construction documents regarding background checks for contractors.

5 COMMITTEE OF THE WHOLE MEETING MINUTES SUPERINTENDENT S REPORT APPROVAL OF TWO VOTING DELEGATES FOR PSBA LEGISLATIVE POLICY COUNCIL MEETING Dr. O Toole recommended the approval of two voting delegates at the Pennsylvania School Boards Association Conference on October 14-17, 2008 at the Hershey Lodge and Convention Center. Mrs. Bolas, Mr. Piconi, and Mrs. Petersen stated that they were interested in attending. RECOGNITION OF GIFTS TO SCHOOLS Dr. O Toole presented the gifts to the schools for the school year and recognized those individuals and groups who made the donations. He recommended that the Board officially recognize the gifts to schools at their regular meeting. APPROVAL OF BUS STOPS FOR SCHOOL YEAR Dr. O Toole explained that the bus stops for the school year will be presented for approval at the regular meeting. REMINDER BOARD GOALS WORKSHOP AUGUST 18, 2008 Dr. O Toole reminded Board members of the goals workshop to be held on Monday, August 18. Mrs. Billerbeck encouraged all Board members to attend. RESIDENTS COMMENTS Jerry Grunnagle, 15 McMurray Road, commented regarding Board training and workshops, payback of geothermal systems, and student safety with respect to a weapons policy for adults. Dr. O Toole responded that Mr. Grunnagle s concern regarding a weapons policy is part of the ongoing security review.
