PLEDGE OF ALLEGIANCE President Bitler led Council in the Pledge of Allegiance. Representative Hiles made a motion to receive and file the Communications, seconded by Representative Hale. Motion carried. SPECIAL PRESENTATION (Awards) 1. President Bitler requested Carl Burnett to come forward for the presentation of a Certificate of Appreciation thanking him for faithfully and fairly reporting the actions of the Lancaster City Council for more than 18 years. Carl thanked everyone and said that he very much appreciated and respected all of those in office. He also thanked everyone for talking to him for his stories he was working on. Carl s last day with the Lancaster Eagle Gazette as a reporter is Friday, October 30, Denise Crews, introduced Jake Pendleton is an Environmental Scientist and Alice Beamer is an Environmental Scientist Intern who will be presenting the Stream Corridor Master Plan. Jake and Alice went through the PowerPoint presentation with Council of the importance of healthy stream. The presentation showed numerous streams within the City of Lancaster some with large woody debris, trash, bank erosion and floodplain, and channel issues and sedimentation problems There have been some restoration project such as the 2005 Baldwin Run Phase 1 Stream Restoration; 2011 two major wetland restoration projects; and finally the 2015 Baldwin Run Phase 2 Stream Restoration. Their Master Plan is designed to help City officials make informed decisions concerning the City s streams. Increased recreation opportunities associated with the Fairfield Heritage Trail provide public awareness and use for our streams. The plan fills a need for a more methodical approach when dealing with the welfare of our streams. They have already place information on the webpage, will have an informational kiosk with standard design for the parks, have articles printed in the local paper and online, and finally brochures, display, and books in the library. After discussions of not enough support, Mr. Stoughton suggested Mr. Fracassa withdraw the legislation and bring it back to the new administration. Mr. Hedges said the piece must be withdrawn because the question has been called. Mr. Fracassa made a motion to withdraw Temporary Ordinance 20-15, seconded by Mr. Stoughton. Mr. Stoughton asked if the prior motion needed to be officially withdrawn. President Bitler answered yes. Mr. Fracassa made a motion to withdraw the motion to pass Temporary Ordinance 20-15, Mr. Stoughton withdrew is second. Motion to withdraw passed 9-0. NEW BUSINESS/SPECIAL PRESENTATION Mrs. Tener requested to be more transparent she would like to see that all City of Lancaster vehicles, specifically the department head vehicles be marked with the City logo on their doors. Service-Safety Kuhn will get with the department heads and get back to Council on this issue. Mayor Smith asks that Council approve his recommendation for Charles Foster to fill the vacancy on the Lancaster Tree Commission. Miss Bentle asked how many members were on this commission. Mayor Smith answered that there are seven voting members. Mr. Hedges made a motion to concur with the Mayor s appointment of Charles Foster to the Lancaster Tree Commission, seconded by Mrs. Bobbitt. Motion carried.

7 7 Mayor Smith announced that Steve Gayfield is scheduled to leave in November. With that the Park Board is responsible for the advertisement and hiring for this position pursuant to the Ohio Revised Code. Mrs. Bobbitt thanked Denise, Jake, and Alice for the presentation tonight. There was a lot of information and good education for all. President Bitler congratulated Company Wrench, Brad and Penny Hutchinson today being named the Rotary Ethics Award Winner for Business of the Year.
