Provincial Winter Fair Interim Secretary Re: Diamond Sponsorship for 73rd Provincial Winter Fair and Top Hand Ranch Competition Cara Haughton, on behalf of the 73rd Provincial Winter Fair, appeared before the Board of Directors to request funding to assist in the financial operation of their annual agricultural fair and ranch rodeo scheduled for September 23 to 26, Ms. Haughton expressed appreciation for the continued support from the Regional District and provided a historical overview of the event. She noted that the fair will be held at the North Thompson Fair Grounds in Barriere this year. She commented that with the Thompson-Nicola Regional District's assistance, the Fair would provide a livestock show, ranch competition, hall exhibits, statics displays and craft vendors. The applicants constructed a new accessory building (garage) and an addition to an existing residence without Building Permit or Planning approval. A residence without an existing commercial use and accessory structures are not permitted in the C-1 Zone. Rezoning the area of the residence and accessory buildings to LR-1 would resolve the Zoning Bylaw infraction. The applicants are seeking to have the existing residence and existing accessory buildings rezoned to LR-1 along with a site-specific amendment to the LR-1 Zone to permit one accessory building to a maximum size of 135 square meters and to further permit a maximum combined accessory buildings area of 172 square meters. ln addition, the applicants would like to maintain the opportunity for commercial development on a portion of the subject property and are thereby requesting that a vacant portion of the property be rezoned from C-1 to C-5 to allow for a range of C-5 commercial uses that would þe more appropriate than C-1 commercial uses in a small rural community. To ensure that only one dwelling can be located on the property, this application also includes a generaltext amendment to the C-5 Zone to limit said use. Building lnspection Services has two outstanding building permits that cannot be completed due to the impending zoning infractions. The proposed zoning amendment, if supported, will allow the applicants to move forward with their building permit applications. Liaison and Referrals. The applicants have confirmed that this application will not result in any new development north of Paradise Road, which would impact the Riparian Assessment Area of Paul Creek. As a result, a Riparian Areas Regulation (RAR)Assessment Report is not required.. The Advisory Planning Commission recommends that this application þe approved. The lnterior Health Authority states that the existing residential use, with the change in zoning should not affect its regulatory requirements. First Nations Engagement The Tk'emlups, Neskonlith, and Little Shuswap lndian Bands were asked for their comments on this proposed development. The Neskonlith lndian Band states that they have no objections to the Rezoning Application. The Tk'emlups lndian Band advises that they have fon varded the application referral to the ProvincialArcheology Branch to see if it warrants an Archeological lmpact Assessment. The Provincial Archeology Branch states that there are no known archaeological sites recorded on the subject property, but that there is always a limited possibility that unknown archaeological sites may exist on the property. The applicants have been notified that if an archaeological site is encountered during development, activities must be halted and that the Archaeology Branch must be contacted. Public Consultation The Locat Government Act requires that the Board of Directors consider early and on-going public consultation regarding the proposed OCP amendment. On February 10,2011, Planning Services mailed notice of this proposed OCP amendment to property owners within 100 metres of the subject property. The Regional District has received one response opposing the application due to concern that the proposed C-5 Zone allows a restaurant and/or the sale of groceries and gasoline. lt should be noted that the present C-1 zone also allows a restaurant and/or the sale of groceries and gasoline as permitted uses on the subject land. GONGLUSION: Planning Services supports this bylaw amendment application as it will legitimize the existing house and accessory building on the subject property, and will preserve the applicants' ability to create a local commercial business in the future. It is the sale of gasoline on this location that is a problem. Even with above ground tanks, there is a very real danger of having any spillage, and there will be some, to leach into the ground, contaminating the stream that leaves Pinantan Lake and provides water to Paul Lake. The lay of the land, is a down hill slope from the C5 designated parcel to the creek. The distance is under 100 feet, from the edge of the C5 designated parcel to the edge of the creek, with a road and some scrub between the two. It would be good to have some assurance, that prior to a gas station being installed in this location, that the Thompson-Nicola Regional District would require an in depth environmental assessment of any proposed gas station. Under the LUC terms and conditions, the propefty is zoned R- 1 (Residential Single and Two Family)which permits a two family dwelling. A two-family dwelling occupies the property and each dwelling unit is serviced by the Whitecroft Community Water System. The applicants are seeking to convert the previously occupied two-family dwelling into two separate strata lots. The applicant has submitted a separate application to the Regional District to convert the two family dwelling building into strata lots (Strata Conversion Application No. SC000001). This Strata Conversion application requires Board review and consideration pending the subject bylaw amendment review process. This property is affected by the ALR. Planning Services received Agricultural Land Reserve Application No. A1R00018 to exclude the subject property from the ALR. At their meeting of October 7,2010, the Board of Directors resolved to fonruard the applicant's Agricultural Land Commission (ALC) application to exclude lands from the ALR. On July 11,2011, the ALC resolved to approve the exclusion for this parcel. Furthermore, the ALC also resolved the following: o That the Commission delegafes fo the CEO the ability to approve the exclusion of the surrounding properties descr öed as /ofs lying north of Sun Peaks Road and directly east and west of Cahilty Crescent and Cahilty Road through Criteria #1 of the Delegation to the CEO (Resolution #008N/2011). 46 September 14,2011 Subject: Land Use Contract Amendment Bylaw No Page 3 of 4 The additional ALC resolution provides the opportunity for the Whitecroft subdivision north of Sun Peaks Road to be considered for ALR Block Exclusion. While the subject application may proceed, the ALR block exclusion may be considered under a separate local government initiated application review process. ln September 2009, Planning Services received notification regarding multiple non-compliant dwelling units on the property. Staff initiated an investigation through Bylaw Compliance File No. 8E and conducted a site visit on January 29,2010. As a result, staff discovered rooms being used by boarders or lodgers, but not converted to individual dwelling units. On September 28,2010, the property owner provided written confirmation that the building had been vacant since April 2010 with the exception of one tenant and all hotplates have been removed from the individual rooms. Building lnspection Services reported that five permits were issued to the property since The first four permits were not completed. The fifth permit Building Permit No , was issued and completed for the most recent renovations. As a requirement for building code compliance and the future strata conversion, the applicant hired Owen and Hunter Architects to complete the required Declaration of Building Condition Trevor Owen, a registered Architect, identified areas of concern related to health and safety and made recommendations for BC Building Code compliance. ln his November 9, 2009 report, Mr. Owen identified several building deficiencies. On August 10,2010, Mr. Owen confirmed that all identified deficiencies have been corrected and the building meets the health and safety requirements of the current Building Code for the purposes of building strata converston. The Advisory Planning Commission for ElectoralAreas "J", "L" and "P" recommended approval of this application. The lnterior Health Authority recommended that a full reserve field area for each dwelling be implemented. The applicants will need to work with the Public Health lnspector to satisfy this requirement before strata conversion approval. BC Hydro has no objection; however, a blanket right-of-way must be registered prior to completion of the proposed strata conversion in order to protect their infrastructure within the property. The right-of-way protection will be included as a condition of a Preliminary Layout Approval. The remaining referral agencies, including Land Use Contract Amendment Bylaw No Land Use Contract Amendment Application No. BA7 Page 46 of 146

47 September 14,2011 Page 4 of 4 Subject: Land Use Contract Amendment Bylaw No, 2366 Whitecroft Water Users Society and the Neskonlith lndian Band, reported no additional concerns or objections. The Ministry of Transportation and lnfrastructure advised that they have no objection to the proposal and that formal Ministry bylaw approval is not required. CONCLUSION: Planning Services supports this application as it will allow for the creation of two separate strata titles, initiate a process for building code compliance and will not result in an increase in the present density. The Board of Directors gave 3 readings to the service establishment and loan authorization bylaws at the same meeting. The bylaws were forwarded to the provincial government and received the approval of the Inspector of Municipalities on August 10, Subsequently, Electoral Area "P" Director Sternig and staff attended a public meeting at the Heffley Creek Community Hall on July 22, 2011 to provide information to residents regarding the proposed fire protection service structure and area, budget and taxes, and timing and process. Approximately 100 people attended the meeting, and representatives from the Whitecroft and Heffley Lakes Fire Association, the Pritchard Fire Department, the Sun Peaks Volunteer Fire Department, and a representative of the insurance industry were available to answer questions. The petition was made available at the meeting for residents to sign. After the meeting, petitions were mailed out to property owners who did not attend the meeting. The deadline for receipt of petitions was September 15, DISCUSSION: In order for the petition to be certified as sufficient and valid, Sections 797.4(3) and (3) of the Local Government Act provide that: 1. The petition must be signed by the owners of at least 50% of the parcels liable to be charged for the proposed service and in relation to the proposed borrowing, and 2. The persons signing must be the owners of parcels that in total represent 50% of the net taxable value of all land and improvements within the proposed service area. The proposed service area includes 292 property owners. At the September 15, 2011 deadline 79 petitions (27.05% of the property owners) were received, representing 26.91% of the net taxable value of land and improvements in the proposed Whitecroft and Heffley Lakes Fire Protection Service Area. Accordingly, pursuant to Section 212(4) of the Community Charter, the Clerk has determined that the petition is not sufficient or valid, and has certified this Whitecroft and Heffley Lakes Fire Protection Service Page 64 of 146

These vacant properties are across Midday Valley Road from the Merritt Mountain Music Festival properties. The applicant is applying to amend the OCP and Zoning Bylaws to allow a comprehensive residential and hotel development. Boundary Extension ln response to the applicant's request, the City of Merritt has initiated a Boundary Extension Application with the Ministry of Community, Sport, and Cultural Development to include the three properties within the City. The Board of Directors, at their meeting of June 23,2011, resolved to support the City of Merritt application to extend city boundaries. ln accordance with Section 24 of the Local Government Act, land use bylaws adopted by the Board of Directors will remain in force on the subject properties, until amended by City Council, should the municipal boundary extension application be successful. 90 September 1,2011 Page 3 of 6 Subject: Nicola Valley Official Community Plan Amendment Bylaw No' 2357 Zoning Amendment BYlaw No Nicola Valley Official Community Plan Amendment Application No. BA 17 Zoning Amendment Application No. BA 17 City of Merritt staff and the applicant in the development of the proposed OCP Amendment and Zoning Amendment Bylaws, and the Development Permit application, OGP Provisions The existing OCP designations for the subject properties are RuralResource, and Comprehensive Entertainment Commercial, which would have allowed the development of a racetrack and associated facilities. The applicant is now applying to create a new OCP designation Comprehensive Residential Commercial, which would allow the proposed residential and hotel development to proceed, provided the development is serviced by the City of Merritt community water system, sanitary sewer system, and road network; and with due consideration for stormwater drainage, environmental concerns, wildlife protection, wildfire hazard, and unstable soils. One of the properties is also within the Nicola Valley OCP Coal Hill Development Permit Area for the protection of the natural environment; the protection of development from hazards (specifically historic mine shafts); and the regulation of form and character of commercial, industrial and multi-family residential development. The applicant has submitted Development Permit Application No. DP 2for all three properties. Proposed Development Permit DP 2 will contain detailed requirements for the proposed residential and hotel development, and will come before the Board of Directors should Bylaws 2357 and 2358 þe adopted, The existing Coal Hill Development Permit No. 27 on Lot 2 includes a guideline requiring berms, screens and landscaping to mitigate the noise and visual impacts of the racetrack; given the racetrack was not developed, this provision is unnecessary and would be deleted by OCP Amendment Bylaw No Zoning The properties are zoned RL-1 (Rural), and C-10 (Comprehensive Entertainment Commercial), which would have allowed the development of a racetrack and associated facilities, The applicant is seeking the Board's support to delete the C-10 Zone, and create a new zone: CD-2 (Comprehensive Residential Commercial Two)Zone allowing the applicants to develop 90 country residential lots; 200 townhouses; and a hotel with 125 rentable units, The benefit of a new CD-2 zone rather than a combination of existing zones is that the CD-2 zone would allow the developer some flexibility in locating the different residential and commercial components of the proposed project, as more information becomes available. 91 September 1,2011 Page 4 of 6 Subject: Nicola Valley Official Community Plan Amendment Bylaw No Zoning Amendment Bylaw No Nicola Valley Official Community Plan Amendment Application No. BA 17 Zoning Amendment Application No. BA 17 Regional Growth Strategy (RGS) The RGS states that residential and commercial growth should be directed to into established centers where local government can ensure that adequate and appropriate services are provided. As the City of Merritt has requested a boundary extension to encompass the subject properties, and as the proposed Comprehensive Residential Commercial OCP designation and CD-Z zone require that the proposed development be serviced by the City of Merritt community water and sanitary sewer systems, the proposed development conforms to the RGS. It is anticipated that the subdivision stage of the development approval process would occur after the properties are included within the expanded boundaries of the City of Merritt. At the subdivision stage the local government will advise the applicant of the park dedication, road layout, and other subdivision servicing requirements. Referrals and Liaison The subject properties were used for coal mining in the past. The applicant has submitted a Preliminary Assessment of Historical Mining on Proposed Soleado Ridge report, prepared by Michael Cullen, P. Eng, which identifies the locations of the historic mine shafts. Further geotechnical hazard assessments will be required should this application move to the subdivision and building permit stages of the development approval process. o ln accordance with the Fringe Areas Policy Paper, this proposed development was referred to the City of Merritt for their consideration. At their meeting of July 26,2011, Merritt City Council resolved to recommend support for the proposed development and determined that the development can be serviced by the community water system and sanitary sewer system. o Advisory Planning Commission advises that it does not approve of this application, stating that the area does not appear to be suitable for residential development.. Building lnspection Services states that there are no outstanding building permits or building violations on the subject properties, and that building permits will be required for all construction. Ministry of Transportation and lnfrastructure states that the applicant is required to submit a traffic impact study and plan for this proposed development, Covenant No. Nicola Valley Official Community Plan Amendment Bylaw No Page 91 of 146

92 September 1,2011 Page 5 of 6 Subject: Nicola Valley Official Community Plan Amendment Bylaw No Zoning Amendment Bylaw No Nicola Valley Official Community Plan Amendment Application No. BA 17 Zoning Amendment Application No. BA 17 KR currently registered against the subject properties, states that a trafflc impact study and plan shall be submitted and approved by approved by the City of Merritt and the Ministry of Transportation and lnfrastructure (MOTI) prior to the issuance of a Building Permit. On April 14,2011, the Board of Directors authorized the amendment of Covenant r No. KR024393, so that the MOTI is now listed as a Transferee on the covenant, Fisheries and Oceans Ganada advises that any works considered within 30 meters of a stream will require their review. Planning Services has received correspondence from a Qualified Environmental Professional who states that there are no streams on the properties that meet the definition of a stream in the Riparian Areas Regulation. o Wildfire hazard report, as submitted, states that the subject properties have a moderate fire hazard rating, but that this rating can be lowered by implementing the mitigative measures recommended in the report. The proposed development shall be required to conform to the recommendations of the wildfire hazard repoft.. Archeological Branch of the Ministry of Forests, Lands, and Natural Resource Operations advises that there are two known archaeological sites on these properties and a significant potential for other unrecorded archaeological sites. Prior to any land altering activities, the Archeological Branch requires that the owner have a qualified archaeologist determine the steps that will be required to manage impacts to protect archaeological sites, which could include an Archaeological lmpact Assessment and Alteration Permit. First Nations Engagement The Lower Nicola lndian Band advises that the properties are in their traditional territory and that there is a significant potential for unrecorded archaeological sites to exist onsite. The Lower Nicola lndian Band (LNIB) recommends that an Archeological lmpact Assessment (AlA) be conducted prior to the commencement of any proposed work. LNIB further states that they would like to be active participants in the AlA, Planning Services has given the applicant a copy of the LNIB letter and recommended that the applicant contact Lower Nicola lndian Band directly to discuss the proposed development. ln response to the concerns raised by the Lower Nicola lndian Band, Development Permit No. DP 2 requires that, prior to development occurring, the owners must hire an archeologist to determine how to protect the archeological resources on the property. 93 September 1,2011 Page 6 of 6 Subject: Nicola Valley Official Community Plan Amendment Bylaw No Zoning Amendment Bylaw No, 2358 Nicola Valley Official Community Plan Amendment Application No, BA 17 Zoning Amendment Application No. BA 17 The Shackan lndian Band has expressed concerns about the impact that the proposed development will have on the water supply in the area, ln addition, the Shackan point out that the Coldwater River, which is located east of the subject properties, is being considered for placement on the Outdoor Recreation Council list of Endangered Rivers. ln response to the concerns expressed by the Shackan lndian Band, the following two requirements were added to proposed Development Permit No DP 2: 1) an environmental impact assessment shall be completed prior to development commencing onsite; and 2) water conservation measures such as watering restrictions, low-flow plumbing fixtures, and xeriscape landscaping shall be required during the development. Public Gonsultation the Local Government Acf requires the Board of Directors to consider early and on-going public consultation regarding the proposed OCP amendment. On August 19 and 26,2010, the applicant placed notices in two editions of a local newspaper advertising an Open House regarding the proposed development which was held at the Merritt Desert lnn on September 2, ln addition, Planning Services mailed formal Notice regarding this proposed amendment to property owners within 100 metres of the subject property on October 19,2010, The Regional District has received three letters in support of this proposed development, which will be provided to the Board should this application proceed to a Public Hearing. CONCLUSION: Planning Services supports this development application as it conforms to the Regional Growth Strategy, is supported by the City of Merritt, and would be serviced by the City of Merritt community water and sanitary sewer systems. 106 Zoning Amendment Bylaw No. 2358, 2011 SCHEDULE "A" Page 3 (i) Home based business: (a) The following conditions apply to home-based businesses in single family dwellings:.1 A home-based business shall involve no structural alterations to the dwelling and shall give no exterior indication except as permitted in Sub-Section 2 that the dwelling is being used for any purpose other than a residential use..2 A fascia sign not exceeding zero point one nine (0.19) square metres in area..3 The home-based business shall be carried out wholly within a dwelling unit or within an accessory building and shall involve no external storage of materials, containers, or finished products..4 The home-based business shall be operated solely by the resident of the residential dwelling unit and no more than one additional employee shall be permitted..5 Home-based businesses, excluding day care, are permitted to use to a maximum area of twenty (20) square metres entirely within the residential dwelling unit..6 A maximum of one (1) home-based business will be permitted per dwelling unit..7 A home-based business requiring delivery of material to or from the residence by commercial vehicles or trailers shall not be permitted..8 The home-based business use shall not generate the need for more than one additional on-site parking space..9 A home-based business shall not produce offensive noise, vibration, smoke, dust, odor, heat, glare radiation, or electrical interference..10 A home-based business is not permitted in garden suites if the single family dwelling has a home-based business..11 A bed and breakfast shall not alter the residential character or show an external indication the dwelling is being used for any purpose other than a residential use Nicola Valley Official Community Plan Amendment Bylaw No Page 106 of 146

Coquihalla Highway Corridor Special Planning Study Agricultural Land Reserve Parcel area o Applicatlon date Not Affected 6.24 ha April 11,2011 Lac Le Jeune (which includes Little Lac Le Jeune) is located approximately 25 kilometres southwest of Kamloops, The property under application is located on Cowan Pond, just north of Lac Le Jeune on Lac Le Jeune Road. The propefty gently slopes from the middle of the property north to pond's natural boundary. Tree cover consists of a sparse mix of deciduous and spruce trees. Most of the Lodgepole pine was killed by the pine beetle and removed. The existing fishing and hunting resort, clustered at the north end of the propeíy, is comprised of 15 duplex units, a lodge and an accessory building. Woody Life Village, originally developed in the late 1980s as a fishing and skiing resort permitted under the AF-1 zone, operated until 2001, Since that time, the resort buildings have not been used with the exception of a few years where the buildings were used as a seasonal youth camp, Building code and servicing non-compliance issues impacted the use of the buildings. ln 2009, the applicants submitted an Approval for Marketing of Shared lnterest Development application for Board approval. This application sought shared ownership within the resort with additional development planned in a second phase. ln September 2010, the applicant abandoned this application for an application for Conversion of Previously Occupied Buildings into Strata Lots. Unlike the 2009 Shared lnterest application process, the strata conversion requires a zoning bylaw amendment for a reduced parcel size for each unit and a maximum density of 30 rentable units. The applicant wishes to continue operating a fishing and hunting resort within the AF-1 zone. Zoning Amendment Bylaw No Zoning Amendment Application No. BA28 Page 111 of 146

112 September 12,2011 Subject: Zoning Amendment Bylaw No BA 28 Page 3 of 5 Cowan Pond is not currently classified in the Lakeshore Development Guidelines (LDG); however, the property is within one kilometer of Lac Le Jeune and impacted by the LDG, Lac Le Jeune is currently classified as a Development Lake (Developed Subclass). The applicant's environmental consultant, Don Holmes, R.P. Bio,, from Lakeshore Environmental Ltd., addressed this designation and lake impacts in his report entitled "Assessn?ent of lmpact of Woody Life Resort on Lac Le Jeune". The assessment provides a detailed biological and chemical analysis of Lac Le Jeune, the LDG lake classification and management criteria as well as the potential impacts including recommendations for the proposed development. Mr. Holmes' assessment and Riparian analysis concluded that the proposed building improvements at Woody Life Resort should be allowed with the following provisos: o a Domestic sewage shall be disposed in properly designed and regulated septic sysfems Clearing of vegetation in the building areas be kept to a minimum to maintain the natural aspect of the area The present motor type restriction (Little Lac Le Jeune) and speed limit be strongly enforced as ffiese parameters have the greatest impact on maintaining a quality lake environment ln all other development projects on small lakes, the TNRD should consider the use of boating restrictions as a measure against preventing lake surface crowding and to help maintain a quality lake experience for the lake sufface users. lt is advanced that this method is more effective at achieving the TNRD's lake quality objectives than the "User IJnit Ratio" or "Perimeter Development" standard. Building Status Building lnspection Services reported that two permits were issued in 1989 and 1990 but that neither permit had been completed. As a requirement for building code compliance and future strata conversion, the applicant hired M. Milligan & Assocraúes Lfd. to complete the required Declaration of Buitding Condition. Mr. Merv Milligan, professional engineer, identified areas of concern related to health and safety and made recommendations for BC Building Code compliance. ln his March 23,2009 report, Mr, Milligan identified several building deficiencies. Building lnspection Services further confirmed that Building Permit Nos, had been recently issued to complete the buildings, Zoning Amendment Bylaw No Zoning Amendment Application No. BA28 Page 112 of 146

113 September 12,2011 Subject: Zoning Amendment Bylaw No BA 28 Page 4 of 5 DISCUSSION: This development proposal is generally consistent with the Regional Growth Strategy's destination resort policy which recommends consideration based on site specific and distinct location factors, characteristics and amenities, while minimizing impacts on adjacent resource uses. The proposed development will utilize existing buildings from a previous resort operation and support the broad range of lake-based and environmental activities that prevail at Lac Le Jeune. Furthermore, the Coquihalla Highway Corridor Special Planning Study recognizes existing resort development and development must only occur in accordance with the LDG, The proposed bylaw amendment will enable the applicant to develop individual rentable unit ownership within a strata fishing and hunting resort. The site-specific amendment will not: r impact existing resort building locations as the proposed strata boundaries will align with existing building footprints; o increase the density as the amendment includes a maximum 30 rentable units;. change the historic fishing and hunting resort use at this location; or o impact the LDG user unit ratio or perimeter development on Lac Le Jeune. The zoning bylaw amendment and future strata conversion will provide the resort ownership with the ability to attract new investors and visitors while concurrently providing individual commercial (i.e. resort use) strata lot owners the opportunity to benefit from improved servicing levels and unit rentals. The AF -1 zone permits either residential and resort as 'primary' uses; however, the development is for resorf use and that permanent or primary residential is not the purpose. Substantial improvements have been made to the existing community water and sewage disposal systems with approvals from the appropriate Provincial agencies. Community service systems, operated within a self-sufficient strata environment, will ensure adequate health compliance, alleviate any potential impacts on adjacent watercourses and comply with the servicing goals in the LDG's lnfrastructure Guidelines, Further mitigative measures related to flood construction, fencing and wildfire protection will be required in conjunction with the future strata conversion application review process. The strata conversion is favoured over the original marketing of shared interest development' The Ministry of Transportation and lnfrastructure requests that the applicant acquire a commercial access permit and adhere to the required building setbacks. o The Ministry of Environment's Environmental Management Section has no concerns with the development as there have been numerous improvements to the sewage disposal system on the property. A Permit to discharge sewage effluent has been issued by the Ministry. The Ministry of Forests provided advice to that will help limit the spread of noxious weeds. The Ministry asked that perimeter fencing be completed during the subdivision process along with a covenant to ensure ongoing maintenance' CONCLUSION: Planning Services believes that the zoning bylaw amendment which is supported by community servicing standards and incorporates principles of compact design will assist in capturing a broader tourist commercial market and work towards compliance with the management objectives of the Lakeshore Development Guidelines and long-range planning goals, The applicant is working cooperatively towards completing the necessary building code infractions which will be completed before the final strata conversion approval. Accordingly, Planning Services supports this application for the reduction of parcel sizes to enable future strata conversion. Purpose This communication is being forwarded to invite expressions of interest from local government representatives, elected officials and/or staff, who wish to be appointed as a member of the British Colurnbia/Local Government RCMP Contract Management Committee. If a member of your Council/Board and/or staff wants to be considered for this appointment we would ask that you submit the following information - name, title and local government - to the UBCM by Friday, October 7, The purpose of the Committee is to provide a forum for consultation, analysis and communication between Local Government and the Province regarding the management of the Agreement under which the RCMP provide local police services in BC and to analyze and respond to changes that may be proposed from time to time by the Federal government and/or the RCMP and recommend changes to the Federal government and/or the RCMP that may be considered necessary or appropriate. 2. British Columbia - RCMP Contract Management Committee 111British Columbia, the Provil1ce and local governments that have RCMP services will establish a management committee to monitor the RCMP agreement. This committee will not have to wait until the completion of the RCMP contract negotiations to begin operations, as it is not part of the Master Agreement. UBCM is working with the Province to establish this mal1agement committee as soon as possible. The Provincial/Local Government cornrnittee, similar to its federal counterpart, will address issues and concerns related to the RCMP contract and the on-going delivery of local government police services by the RCMP. The committee will facilitate regular input/feedback between local governments and the Province, and ensure local government input into the 5 year RCMP Contract review process. UBCM has received local government input on the Terms of Reference for the establishment of a British Columbia/Local Government RCMP Contract Management Committee and the UBCM Executive has approved the Terms of Reference and the creation of a joint committee with the Province. RCMPContract Management Committee: Membership The local government representatives to the RCMP Contract Management Committee will come from communities policed by the RCMP and will be appointed by the UBCM. The RCMP Management Committee will have a total of ten local government representatives, this includes a UBCM Executive member. Appointments to the Committee may be elected officials or local government staff, however, the majority of the Committee must be elected officials. Local government appointments to the Committee will coincide with the terms of elected office and will take into account the need for some level of continuity of service on the Committee for the effective functioning of the Committee. The appointments to the Committee will be made until the local government elections in UBCM would point out that there may be a significant time commitment on the part of Committee members, in the early stages, to ensure that everyone understands the RCMP contract and is aware of the issues that the RCMP Contract Management Committee will need to consider. 4. UOCMAppointments to RCMPContract Management Committee UBCM is looking for representatives from the following areas to appoint to the Committee: 3 representatives (elected officials or staff) from a local government with a population over 15,000 in the Lower Mainland RCMP District (two of which must be from the Metro Vancouver Area); 2 representatives (elected officials or staff) from a local government with a population over 15,000 outside of the Lower Mainland RCMP District; 2 representatives (elected officials or staff) from a local government with a population between 5,000 and 15,000; 1 representative (elected official or staff) from a regional district policed by the RCMP; 1 representative (elected official or staff) from a local government with a population under 5,000.
