Public Comments This time is reserved for members of the public to address the Senate on issues not already appearing on the agenda. There will be a limit of five (5) minutes per speaker. Jillian Wilconson states that she is running for senator at large, and thatt she is a wonderfully friendly and social person. She feels she can bring the interestss of the public to the table and support programs such as the text book programs and green programs. ASCC Minutes, September 1st 1

2 James Williams understands there has been restructuring, and that specifically the bus passes have been reintroduced. He iss interested in the process leading to the current program. V. Committee Reports 3 minutes s per committee Representative Avila and Senator Constantino met to work on the calendar, and improved it. SAC Card Committee Has an updated list of vendors. Will distribute it soon. Application betterr Bylaws committee Thank you for working on updating bylaws. Electronic copy has been ed out, and printed copies were distributed to the inboxes. Welcome Week committee Going along great; we have all food ordered and activities planned. VI. VII. Special Items A. Presentation on the Student Senate for Members of thee Public C.Achen 10 Minutes -represents the 15,000 Cabrillo students -Funds four textbook programs -Funds college wide support grants -Allocates funds at our disposal to help support students -Send a Legislative representative to Sacramento and talk to regional representatives about issues relevant to our constituents -Represent Cabrillo in the State Student Senate -Best way to support Student Senate is to get and use the SAC card -Great platform for the students to come and voice their opinions -Meet every Thursday at 3:00pm in SAC East -Big pool of informationn for students to draw on to understand what is going on at Cabrillo -Capable of getting a better understanding of what is going on at Cabrillo as a whole, more so than one student could; around 30 committees we attend in total -We negotiate contracts with vendors to get discounts at various businessess -Here to provide students with the environment that is conducive to being able to transfer Old Business VIII. New Business A. Martin Luther King Jr. Celebration Discussion / Possible Action F. Chacon This item is up for discussion and possible action regardingg the approval of $ from the Account for thee MLK Celebration held in the Spring. Want Senators to be involved in planning and executing the event Committee will meet in January and announce scholarship winners in February Award $850 per scholarship Funding will cover food, music, entertainmen etc.. BSU is the sponsoring club. Asking for $2,000; budget has not been verified, and may need to ask for more money later, but want some to get started. Usually get people, so most money goes towards food. Representative Avila motions to approve up to 2,000 from Cultural Events account forr the MLK celebration held in Spring. Treasurer Gomez seconds. 3 This item is up for discussion and possible action regardingg the support off the Student Senate to help Cabrillo with the 4 th Grade Cabrillo Experience that is being currently planned in relation to the College Commitment signed on by all 12 k-12 school districts in Santa Cruz County. Local schools have passed the Santa Cruz county College Commitment Goal is to get students entering community colleges to be ready to take college level courses. Around 80% of students currently test into precollege levels. Starting this year by bringing 4 th graders to campus. Started with the idea of doing a tour, but decided bringing thousandss of fourth graders here for tours would be difficult. Would like to have the help of the Student Senate and other campus organizations. It is significant that we have 122 school systems and universities gettingg together to support this commitment. Vice President Chuiko moves to support the College Commitment. Representative Riparetti seconds. Senator O Reilly notes that it would be great to get the ICC involved, andd have the clubs present their activities to the 4 th graders. Representative Avila thinks we should be aware that if we vote yes we should mean itt and commit to spend time and money working on aiding this college goal. Dennis notes that it is still developing, but that it should be taking off this year. Theree is a plan to raise around 10 million for scholarships to pay for every student s first semester at Cabrillo, to make the transition easier. resolution to support the College Commitment passes unanimously. C. Cafeteria Renovations Info. / Discussion / Possible Action C. Achen 10 Minutes This item is up for discussion and possible action regardingg the support and interest of the Senate to begin exploring options to renovate the Cafeteria. If approved, a committee will be formed to start this process. Dennis thinks it would be a good idea to renovate the cafeteria and makee it a more desirable place for students to hang out and study. He also notes that food service is an issue, and the more students we can attract to the cafeteria, the better servicee we can get there. Trustee Watkins moves to form a committee to investigate these possibilities. Treasurer Gomez seconds Trustee Watkins notes that it is true that it is not a very attractive space.. He strongly suggests we try to create a recreational area for students to really enjoy spending time and socializing. Senator Barlow notes that the bookstore is thinking of remodeling and making a café,, and there could be a problem creating competing spacess Trustee Watkins thinks the committee should investigate that issue Advisor Chacòn notes that the cafeteria is one of the few places the 71 account can be used. 11 yeas - 2 nays - 2 abstains Motion Passes D. Deposit Checks for Future Conferences / Retreats Discussion / Possible Action K. Barlow This item is up for discussion and possible action regardingg the approval of a requirement that for future conferences and retreats a deposit check is given at time of registering and if said person does not attend said conference / etreat, the deposit check will be cashed. However, if they do attend, the check will be returned. Senator Barlow states that the Senate has had some problems with people not showing up to conferences, which makes money paid for their reservation go to waste. Senator Petrillo seconds Senator Petrillo notes that at the end of October there will be an event requiring hotell rooms etc., and that if people don t takee responsibility for keeping their word they should reimbursee the college. Representative Avila reminds Senators that our job is to represent the students, and not to waste money by not showing up. Senator Petrillo moves to extend time 5 minutes Treasurer Gomez seconds. 4 10 year 4 nay - extension passess Senator Avila thinks it is a good idea. Trustee Watkins notes that some students don t have the funds to put forth this kind of thing. Vice President Chuiko notes that there are other ways to make sure Students are responsible for this kind of thing. He furtherr notes that some students can't afford this, and there are better alternatives. Senator Barlow notes that in case of emergency it would be excused. Senator O Reilly notes that we are students and don t have a lot of money. There are better ways to handle this kind of thing. Vice President Chuiko notes that the motioner and seconder are both first year Senators and inexperienced. President Achen notes that $1,000 was lost due to people not attending the retreat. Advisor Chacòn notes that it does seem extreme, but notes that it does happen every year. 4 yea 10 nays - motion fails. E. SAC Senate Challenge Fall 2011 Information / Discussion C.. Steele Each senator and advisers are challenged to complete five Merchant Discount Contracts. One contract per week with the challenge to complete within five weeks. The challenge begins September 5, 2011 and ends October 6, 2011 during the senate meeting held that day. We will review who met the challenge during committeee reports on October 6, 2011 and will distribute surprise incentives for all those that participated. Senator Steele notes he has signed on 25, and feels we can get it done. Visit shops you visit a lot and like. Senators who fulfill the challenge will get prizes. Will also bring this to the ICC. Contracts can be given to Senator Steele, Charlotte, or Flor. Trustee Watkins notes that if you don t have the contract you should gett some copies, and carry a copy around with you. Senator Petrillo was wondering if Senators could be provided some kindd of script to help Senators approach vendors. Senator Constantino notes that we should not forget getting contracts inn Watsonville and Scotts Valley as well. Advisor Chacòn notes that most of our funds come from the SAC card, and that whether clubs have supported it is a criteria for our helping them. If there are any businesses you visit frequently youu ought to ask them about contracts. Past senates didd poorly at this, and hopes this Senate can turn it around. Public notes that we should remember the sustainability resolution when getting contracts. F. Sustainability Review Discussion / Possible Action S. O Connor This item is up for discussion and possible action regardingg our stance on the Sustainability Resolution and amendingg our agreement to instead of using the word Cease to instead use gradually implementing a stop to within the resolution we agreed to. Some of us failed to read it thoroughly and are now realizing impact it is having towards organizing student events. The main concernn with this is onn the purchasing of plastic bottled beverages and the lack of cost-effective options. All of us wish to continue on becoming a more sustainable campus now and in the future. G. Update on Food Information C. Achen We had food for 50, and it all got consumed. Food will be provided at each meeting. H. Q&A from Audience to Senators Information / Discussion 20 Minutes A member of the public asked that the members of the Student Senate go around and share which committees each Senator are on, and help explain what they do. It would be very exhaustive to listt all committees and responsibilities heree so please consult a Senator for details. A member of the public inquired about the new bus pass program. The old contract was cancelled; Student Senate appropriated $6,000 to purchase 162 bus passes in bulk in order to get a 20% discount. SC Metro recently voted to increase the cost of monthly passes, and those will be implemented soon. IX. Reports (Every other name is Bold for Easy Reading) Executive Officers, Senators, Advisers and Committees report on Senate Activities. 3 minutes ea. A. Executive Officers Student Trustee: Joseph Watkins Hopes everyone s school year is going well, and that the cost of textbooks and supplies is not making too much of a dent in their budget. Apologizes for being absent for much of the summer, and notes that he will be much more involved now. Notes that you should really avoid abstentions unless it is really a conflict of interest. 5 Office has been pushing the Higher One card; students aren t aware there are other options. Concerned about info item A; tooo much information, time not extended. Inter-Club Council Chair: Ivan Sumano-Vargas First meeting of the ICC will be next week; food will be provided. Worried that clubs are not turning in their charters yet. Watsonville Representative: Joshua Riparettii Welcomes people to Watsonville on September 15 th for Welcome Week; there will be food and perhaps even Sammy the Seahawk. Scotts Valley Representative: Stephan Venegas Wants to work on bringing awareness about all the textbook programs. Legislative Representative: Gaby Avila Reminds Senators they are heree to represent the students. Encourages Senators to speak in their classes about the SAC cardd and the Senate. The legislative committee will begin meeting soon. Thanks Darwin for his assistance with the website. Welcome Week sign up list seems pretty empty. Treasurer: Joseph Gomez Will be posting the agenda for budget committee soon; him for additions to the agenda. Will send out a doodle poll for the Thanksgiving committee meetings shortly. Vice President: Olekseii Chuiko Also encourages Senators to speak about the Senate in their classes, and to help with Welcome Week President: Charlotte Achen Dance departmentt sent us a report regarding how they used funds givenn to them by the past year s Student Senate. Notes that Senators left trash at the tabling area on Wednesday which had to be cleaned up by SAC building staff. All College Day Presidents speech will be on youtube. Business cards are on their way. Reminds Senators to not leave valuables in the Senate area. Thanks the audience for attending. B. Senators-at-Large Stephanie Petrillo Hopes everyone had a wonderful first week of school. Hoping to get involved in the Welcome Week Committee. T-Shirts are inn the mail. Excited to reveal them, and should have them by the next meeting. Jerry Peters Apologizes for missing the first portion of the meeting. Notes that in thee last few days he has met with hundreds of students and has gotten an idea of what they want. Sharon O Connor Excited about Welcome Week; still hoping to get some slots filled on tabling and setup. Arthur O Reilly Plans on starting up the Publicity Committee either this week or next week. Darwin Constantino Worked on the website today and got a lot done. Encourages Senators to check out the website and see if anyone wants anything changed. Notes that Welcome Week committee needs more help with posterr making. Chris Steele Will start SAC committee meetings soon; re-emphasizes the SAC challenge. Jesse Collins Kind of fun to take minutes, but glad to be done. C. Advisors 5 minutes ea. Was very proud on All College day. Congratulates Gaby on her award. Has paperwork and information regardingg the SEESAWW conference. Is about to finish the photographs taken of Senators over the summer. If anyone doesn t select a photo to be printed Flor will pick for them. Really encourages Senators to do well in their classes and keep on top of time management. Sesario Escotoo Contact chairs of the committees you are on. Suggests Senators self monitor themselves. Notes that a committee was made for the cafeteria, but that no one was appointed to it. Suggests it returnss to the agenda. Also suggested that the Senate revisitt the 4 th grade activities and discuss what we would like to see happen with that. Notes that the money appropriated for food and drinks over the past week has been well used, and helped satisfy many constituents hunger and thirst. Notes that anyonee interested in the leadership class will most likely be able to add it when students drop. Was very impressed with the presentation but forth by President Achen on All College Day. Compliments the Senate on meeting 7 times over the summer, and notes it is unprecedented. Encourages Senators to keep on track with their educational plans and to meet with counselors. X. Discussion of Meeting 30 Minutes\ Representative Riparetti thought it was pretty good, but a little rough around the committees. Senator O Reilly notes that it is a good idea to stand up and project while addressing the audience. Jokes during the meeting are not good. Senator Constantino thought it went pretty well. Trustee Watkins is concerned about the issue of agenda items coming back after being voted down. Noted that the deposit check issue would apply to students as well senators. Senator Petrillo finds it distracting when people have side conversationss during the meetings, including joking around. Thinks it is unprofessional and something should be done about it. It is also simply disrespectful to speak while another is speaking. Feels there needs to be something done about this, and there e should be some kind of repercussion. Trustee Watkins agrees that side conversations are not good, and notess that sometimes clarifications require small side comments. President Achen notes that she will start stopping the meeting when a side conversation is taking place. ASCC Minutes, September 1st 6

7 Representative Avila notes that Senators should not take issues personally, but that it is personal when individuals speak while someone else has the floor. She notes that Senators should try to handle the issue one on one first. If we don t handle this now it will only escalate. Representative Venegas has class 1-3:00pm on Tuesdays in Scotts valley. Will be allowed to leave a little early. Senator Barlow notes that it is in the bylaws to be recognized prior to speaking. Trustee Watkins notes that after a vote has been taken we should continue on with our business Senator Petrillo notes that theree should be no reason to use one s cell phone during meetings unless keeping time on items. Point of information Non e-board members can only speak once duringg the E-board meeting. Trustee Watkins notes that sometimes Senators use their cell phones too check their schedules. D. Excusal of Late Arrival of Senator 10 Minutes Senator Peters will be minutes late to each meeting. It is the only time he could take the class, and he needs it for transfer. Representative Avila notes that it is odd to have noticed the schedule conflict so late; he ran for election last semester, and had plenty of time to notice. Advisor Chacòn notes that by the time he arrived today most of the action items had already been handled. Trustee Watkins suggests not to excuse him from this meeting; he should try to work something out with his professors; we need to set a strong statement regarding this kind of thing. Senator Collins suggestss that Senatorr Peters not be excused, but that an effort be made to include him in committee work and other Senate work outside of the regular meetings. Vote for excusing Senator Peters 2 yeas, 4 nays, 1 abstain, - not excused Stephan and Jenny Venegas have class on Thursdays but will be able too leave class early. Should only be ten to fifteen minutes late. Noted that 3:00pm will often have traffic, and that they should try to arrange to leave class even earlier. XVI. New Business XVII. Advisors Reports Sesario Escoto Great start, and good presence. Is proud of the Senate. ea. Notes it is really tough dealing with tardinesss and trying to be consistent and fair.
