This meeting was held at the Watsonville Center. These are the minutes reflective of that meeting. October 13 th, 2011 Note: Please bold font the names of the senate member in the reports Senator Steele moves to approve the Minutes from the October 13 th meeting, and Senator Hunerberg seconds the motion. The Minutes are approved by a vote of 16 yeas 0 nays. Student Senate MINUTES 1
2 V. Public Comments This time is reserved for members of the public to address the Senate on issues not already appearing on the agenda. There will be a limit of five (5) minutes per speaker. Sarah presented two petitions signed by over 50 students that request a reconsideration of the print-on-demand machine as well as extended hours at the Java Corner café located near the CTC building. VI. Announcements 5 Minutes VII. Committee Reports 3 minutes per committee ICC Chair Sumano-Vargas: I went to Running Start this past Monday and there were preliminary discussions about opening admissions and records at 9am, as the reps who work there now say they would like to stick to their current schedules. It was also discussed going to high schools to do registration talks. The next meeting is November 14 th at 2pm. Senator Steele: I went to the Faculty Senate meeting on Tuesday; the program reduction task force created a committee to decide which departments will get the cuts. Trustee Watkins:The SCCCC is still scheduling their meetings; I am in constant talk with Dennis if you would like to get involved. Dennis also has ways to help you get involved in community events as well. Senator Constantino: To add to the Faculty Senate report; it was also mentioned about the new rule about a restriction on taking classes more than three times. This restriction will not go into effect until Summer The Faculty Senate is also discussing and reviewing the honor code about cheating. The Watsonville mail is only picked up twice a week by the postal service which is a huge problem for people who are putting their mail out here and missing their deadlines. Treasurer Gomez: All the grants are done! The Thanksgiving committee will meet tomorrow at 1:15pm. There are decisions going on with the bookstore; food services and retails and ideas about increasing revenue. The next meeting is November 14 th and you are encouraged to attend. Vice President Chuiko: The Bylaws committee met last week to discuss penalties for missing conferences. So far, the amount has stayed the same but the way we approach it may change and we will discuss this more next week. I also picked up the binder for Citizenship for Recycling; see me if you have any questions or want to check out the binder. President Achen: I went to the CPC meeting yesterday. We discussed looking over smoking on campus and also the skateboarding rules. There is consideration about allowing select locations to allow smoking. In addition, there is concern because students are starting to call police reporting marijuana smoking on campus, and there have not been reports of this abuse in the past. For skateboarding on campus; there is a $150 fine if someone is caught skateboarding on campus, and they can have their skateboard confiscated. There are similar fines for biking on campus. As for the Halloween committee, we will have our meeting on Monday between noon and 2pm. At the last meeting, we checked out the parade route. VIII. Special Items A. Guest Speaker: Rachel Mayo Info. / Discussion 30 Minutes Welcome to the Watsonville campus! There have been a lot of changes at this campus this year. Last year we worked out an agreement with two programs for Building B, which is next door. This building will house a charter high school as well as an alternative high school. They lease the building during the day, and we still host classes in some of the rooms in the evening. We were unable to keep a bookstore location open and running on campus throughout the year due to budget cuts. We did incorporate a temporary bookstore during the first few weeks of the semester, which seemed to work fine for our students. It has been discussed whether new furniture should be purchased for the lobby area or other student areas, and what type of furniture (tables, couches etc.,) may be most appropriate considering this campus location and the consideration that most students at this campus do the primary portion of their schoolwork off campus. We are trying to receive Platinum certification for our new building under the LEAD design (Leadership and Energy Academic Design.) This design includes adding energy efficient details that include bio-swales which use dropoff/runoff water for irrigation, and also solar panels and natural light. In addition, a trom-wall (angeled wall the is able to keep the rooms cool in the summer and warm in the winter) is being put in place, as well as parking spots for energy cars, carpools and even an outdoor shower for bikers. This building is meant to be a teaching building to teach people about sustainable energy and ways to build using less energy and more energy sustainable systems. The first classes will not be held in the building until the fall. B. Teleconference Presentation Info. / Discussion G. Avila 10 Minutes Legislative Representative Avila explained how CCC confer teleconference works. The service is free and can provide access to our meetings to members of the public via phone or internet connection. The person interested in viewing the meeting from off-location would simply log onto the website or call into the phone number and Student Senate MINUTES 2
3 provide a passcode, which will allow the person to join our meeting. It was discussed whether a teleconference machine would be necessary. C. Resolutions Presentation Info. / Discussion G. Avila 10 Minutes The General Assembly is a biannual conference that is held in the fall and in the spring. This semester it will be held in Northern California, and next semester in Southern California. At these meetings, resolutions are voted upon. Resolutions are formatted letters or proposals that a student writes if they have something they would like to see implemented at every college in the state. Every single resolution submitted is looked at, and then if the issue is something that the General Assembly is unable to act un, the group will move on to the next issue. Please see Gaby if you have a resolution you would like to submit or if you would like more information. IX. Old Business A. Bylaws Revisions Info. / Action O. Chuiko 20 Minutes This item is up for discussion / possible action regarding the approval of several bylaws changes. This item was tabled. B. Fax Machine for the Library Info. / Action J. Collins 10 Minutes This item is up for discussion / possible action regarding the approval of $1, from the Account to purchase a fax machine for the Library. This would be for student s use. Senator Collins moves to approve up to $500 from the 73 account for expenses for a fax machine available for student use, and ICC Chair Sumano-Vargas seconds the motion. This moves to discussion. Fast Track To Work has offered to donate a fax machine to us, and so this money will be used for any expenses including covering the fees associated with sending faxes. The phone line will be put in for free, and this would be put in place in the Student Senate office. This will help motivate us to show up for our posted office hours, as well as give the senate an opportunity to meet with students one-on-one. We will providing fax services to our students free-of-charge, as an additional benefit of holding a Student Activities Card. This item goes to vote, and is approved by a vote of 15 yeas, 2 nays and 0 abstains. C. Reusable Bag Initiative Info. / Action G. Avila 5 Minutes This item is up for discussion / possible action regarding the approval of $ from the Account to support the reusable bag initiative being started by the bookstore to sell reusable bags at a discounted rate, with the senate logo on the bags. Legislative Representative Avila met with the manager of the bookstore to discuss the reusable bags. We can order the bags in batches of $100, and we have options of 5inch and 8inch bases of the bags. Gaby will bring in examples of these sizes as soon as she has them available to her. The black colored bags are the least expensive. There is a logo charge of $92 plus a fee of less than $2 per bag. We will need to decide if we want the bags to be free or be offered at a reduced cost, and also whether we should have printing on both sides or just one side of the bag. Gaby with your concerns and questions so that she may address them with the bookstore reps. X. New Business A. Occupy Wall Street at Cabrillo Info. / Action C. Maiorino 10 Minutes This item is up for discussion regarding starting an Occupy Wall Street here at Cabrillo Senator Maiorino discussed that Occupy Cabrillo had a meeting today and 28 people were present who officially agreed to come together. They have created 13 different committees and are meeting tomorrow at noon to work with the sustainability committee. Time was extended for five minutes by a majority vote after a motion from Legislative Representative Avila and a second from Senator Steele. It was discussed that this group does not require time commitments from the senate, and that primarily they are looking for support. Issues of whether this is the appropriate location to host a community-wide event came up. Sesario advised the senate that if it is chosen to support this event, that he will expect you to work it, and that your advisors have a responsibility to support events that the senate supports. It was also spoken about that the goals seem vague and broad and there is concern about supporting the item since it is unclear what the group is trying to accomplish. B. Purchasing Kitchen-ware for Events Info. / Action F. Chacòn 10 Minutes This item is up for discussion / possible action regarding the approval of $500 from the Account to purchase kitchen-ware to be used at any senate-run event. The necessity of having serving supplies and utensils available for senate-run activities was discussed. These items need to be readily available, and a list will be proposed between Senator Petrillo and Senator Goncharoff based on plans for upcoming events. Senator Steele moves to approve $500 from the 73 account to purchase kitchen-ware to Student Senate MINUTES 3
4 be used at any senate-run event, and Senator Constantino seconds the motion. This item moves to discussion. It is possible to store these items in the storage area near the elevator by the bike club or in the storage at SAC East. Legislative Representative Avila calls to question this item and it is seconded and immediately goes to vote. This items is passed by a unanimous vote. C. Senate Internship Program Info. / Discuss. J. Watkins 10 Minutes This item is up for discussion regarding the possibility of starting a senate internship program. It was discussed offering an incentive program to students who are not members of the senate but are interested in helping out. Our ultimate goal would be to get more students involved. Possibly we could offer letters of recommendation or AGS hours to constituents who are assisting. This would allow the senate to provide more services to students. A committee was created for those interested, and includes Stephan, Jennifer, Summer, Darwin, Jesse, Stephanie, Laura and Ivan. D. Emergency Prep. Training Info. / Discuss. S. Escoto 10 Minutes This item is up for discussion on whether the senate is interested in having a one hour safety training done at one of our senate meetings. A possible date is at our October 27 th meeting. The Safety committee for the district has been working on disaster preparedness and safety training and Harry Bittleman will be coming to offer this workshop to us. Sesario suggested to Harry to shorten his 2 hour program to a 1 hour program, but discussion on the idea determined that the senate members are interested very much and are not concerned about the length of time. It was discussed considering breaking the program in half or in multiple sections to accommodate our meetings better. It is strongly supported and will begin next week. E. Sustainability Resolution Info. / Discuss. J. Watkins 10 Minutes This item is up for discussion / possible action regarding reviewing and possibly amending the sustainability resolution that we adopted over the summer. IT was discussed that the resolution is somewhat confusing and overdone, and that it could be rewritten to be more business-oriented and easier to understand. This discussion should have occurred when this was voted upon and will now go to a committee. F. Event Confirmation Form Info. / Discuss. S. Escoto 10 Minutes This item is up for discussion regarding the new event form for all senate-related events This new form was sent to all senators via . It confirms one week prior to an event taking place the actual names of the people who will be assisting in setups, serving, and take down/clean up. If you cannot fill out the form a week before the event, the event will not happen and you will not be able to send out an all-cabrillo . G. Emergency Funds Info. / Discussion J. Watkins 10 Minutes This item is up for discussion on the Emergency Fund for economically disadvantaged students. The Emergency Support program was implemented by the governing board on March 7 th. These funds are available to students who are waiting for financial aid or a paycheck and can show the ability to pay it back. The current limits are $100 for students enrolled in 11 units or under, and $200 for students enrolled in 12 or more units. The 71 account is the only one that could work with this type of activity. The payback rate on these loans is really good, as half of the ones issued for this semester have already been paid back. It was discussed considering putting $10,000 to this program. H. Air Conditioning in SAC East Info. / Discuss. K. Barlow 10 Minutes This item is up for discussion regarding the possibility of installing air conditioning in SAC East. Senator Barlow is not present, but Legislative Representative Avila spoke on her behalf to see how the senate feels about considering purchasing Air Conditioning for the SAC East. Consensus stated that there was no interest in doing this. I. Senator Mentoring Info. / Discuss. J. Watkins 10 Minutes This item is up for discussion regarding the possibility of having veteran senators mentoring new senators. This item has been tabled. J. Legislative Representative: Gaby Avila- get packed for this weekend! Student Trustee: Joseph Watkins In regards to Occupy Wall Street- you really need to speak with administration and faculty and Dennis and the operations to see what is and what is not okay to do on campus. This weekend is going to be fun! This will be very entertaining and we will get to know other people! Get excited! Inter-Club Council Chair: Ivan Sumano-Vargas- ICC meeting approved another club and now we have a total of 20 clubs chartered. Also, a reminder that November 8 th and 9 th is the blood drive!
