1 Marietta College Interfraternity Council Constitution Preamble We, the Fraternities of Marietta College, in order to create the means for a representative form of self government, aid in the growth and development of each fraternity, maintain good relations with the College and the Marietta community, sustain an atmosphere of good will and harmony under which each group may effectively function and provide a medium of communication and cooperation between fraternities, do hereby establish this constitution of the Marietta College Interfraternity Council. The Interfraternity Council, as set fourth in this constitution and bylaws establishes governing rules, regulations and policies to achieve its end in the betterment of the fraternal system at Marietta College. Article I The organization shall be known as the Interfraternity Council (IFC) of Marietta College. Article II The Interfraternity Council of Marietta College shall receive authority from the member fraternities and the college, and shall be the official organization upholding the standards and roles of the fraternity system and College. All powers granted by the fraternity and College shall be vested in the Interfraternity Council and those not granted herein shall be retained by the individual chapters of the college. The role of the IFC shall be: 1) to stress the involvement and interaction of the member chapters and Greek students; 2) to enhance unification between the member chapters and the Greek students; 3) to promote the welfare of the Greek system through IFC; 4) to serve as a communication link with the administration, faculty, the Panhellenic Council, individual sororities, other pertinent organizations, and in an advisory capacity for chapters that request assistance and; 5) To enforce any policies that may apply to the fraternity system and or individual fraternities as designated by the IFC or Marietta College. Article III Membership Membership in the Interfraternity Council shall include undergraduate chapters of inter/national social and social/professional fraternities at Marietta College. a. A fraternity shall be defined as a Greek letter organization consisting of all-male membership recognized by IFC. b. A fraternity must me a recognized student organization of Marietta College.

2 I A local organization desiring to become an interest group for recognition by the Interfraternity Council must meet the following criteria: A. A list with the names of all members with their phone numbers and local addresses, along with grade release cards, must be submitted to the Coordinator of Greek life and the IFC president. B. A letter of intent for future colonization must also be submitted to the Coordinator of Greek life and the IFC president. C. There must be proof of support from the respective inter/national organization and its intent to colonize at Marietta College. D. Names, telephone numbers and addresses of three contact people must be submitted for approval. These people should include: a. An undergraduate contact person. b. A local alumnus or faculty/staff member serving in the advisory capacity. c. And inter/national representative. E. Must schedule at least one meeting with the Coordinator of Greek life for group orientation/ introduction to Greek Life at Marietta College. F. The IFC Executive Board has the authority to approve interest group status upon the submission and adherence to the above criteria. G. The in Interfraternity Council president shall notify all member chapters and colonies of the interest group. H. Interest group status allows the group to attend all regular meetings and programs offered by the Interfraternity Council. I. An interest group shall have no vote in any legislative or other corresponding function of the IFC nor may any man from an interest run for an IFC office or chair a committee. J. Interest group status does not provide for the applying for, participating in, or winning of IFC sponsored events/awards. K. Interest groups are expected to follow all IFC rules and regulations. Proven violation can result in possible revocation of interest group status. L. The progress and standing of an interest group will be reviewed by the IFC Executive Board after each semester of interest group status. Status can be extended or withdrawn at that point. M. Interest group status allows for application for colony status after the criteria for such has been met and submitted to the coordinator of Greek life and IFC President. II The Interfraternity Council of Marietta College supports the expansion of the Greek system when campus conditions are favorable. This will be determined each semester by a review of the following: A. Strengths and weaknesses of each member fraternity (i.e., membership numbers, financial condition, academic standing, etc.). B. Strengths and weaknesses of current colonies (i.e., membership numbers, financial condition, academic standing, etc.). C. Number of rushees not affiliated. D. Rush and Social enrollment trends.

3 E. Ability of coordinator of Greek life and the IFC to serve and support members, colonies, and potential new members. This review will be conducted annually by the Coordinator of Greek life with the assistance of the IFC Executive Board. V A. If the review finds the campus conditions for colonization favorable, the IFC Executive Board will begin accepting petitions from interest groups to advance to colony status. B. The IFC Executive Board will invite all eligible interest groups that have submitted petitions for colony status to appear before the Interfraternity Council. The IFC will review and rank in preferential order all such groups. Invitations to colonization will be granted by a two thirds vote by the voting body present at the IFC meeting. Final approval for a colony has to come from the President of the College. Section V Those groups applying for colonization must meet the following criteria: A. Interest group status must have already been approved by IFC. B. Must possess an active membership of at least 50% of the average chapter size of a National Interfraternity Conference fraternity at the time of application. C. Must present a copy of their constitution and by-laws, membership list, grade release cards, addresses, officers and advisor listings to the IFC Executive Board and the Coordinator of Greek life. D. Must have a regularly scheduled meeting time and place. E. Must submit a letter of intent for chartering at Marietta College. This letter should be endorsed by the inter/national organization and should include a timetable for colony progress toward chartering. F. Must have approval from the inter/national organization. This shall include at least two (2) scheduled visited from inter/national representatives per semester during the colony period. G. Must submit the name, addresses, and telephone numbers at least three (3) active alumni or delegates acting in an advisory capacity in the area. H. Must present a written new member education program. Section VI Groups obtaining colony status must do the following during the colony period: A. Must achieve an accumulative semester grade point average greater than or equal to the all-fraternity men s grade point average. B. Must be a member in good standing with the Interfraternity Council concerning attendance and participation in IFC sponsored events and programs C. Pay all dues according o the by-laws of the Interfraternity Council of Marietta College D. Must abide by all IFC rules and regulations as stated in the IFC Constitution and by-laws. E. Must achieve a total membership equal to or more than the Marietta College average for National Interfraternity Conference fraternities

4 Section VII Colony status allows for participation in IFC sponsored events, workshops, and meetings. However, colony status does not allow for voting privileges on any motion brought before the IFC. No colony member may hold any office of the IFC Executive Board or IFC Judicial Board. Section VIII A. A colony may petition for full membership in the IFC only after: B. It has experienced at least one (1) full semester as a colony of an inter/national organization. C. It has received a charter from the supporting inter/national organization. An approval of two thirds (2/3) of the voting body present at Interfraternal Council meeting is necessary to grant full membership. X The final form of invitation to a fraternity to establish a chapter at Marietta College shall come directly from the Dean of Student Life. Section X Upon granting of full membership, the new chapter shall be afforded all powers, privileges, and duties equal to that of full members. Section XI If a colony fails to achieve the approval of the IFC for full membership, its term of colony status may be extended for one semester or recognition may be receded by a two-third (2/3) vote of the voting body present at the IFC meeting. This decision may be appealed directly to the Dean of Student Life. Article IV Representatives and Attendance Each inter/national social or professional fraternity recognized by the IFC shall elect two voting representatives and two alternate representatives (one of which will be the chapter s current president) to be members of the IFC. A. Each chapter must submit in writing to the IFC Secretary at the beginning of each new IFC term the names of their elected representatives. B. If a chapter representative is no longer able or eligible to represent his fraternity, the chapter may elect a new representative and notify the IFC secretary in writing to validate him as the chapters new IFC representative. C. The responsibilities of each chapters representatives are as follows a. Must attend all IFC meetings b. Must in his absence send an alternate to attend the regular meeting c. Bring the concerns of their chapters to the attention of the IFC d. Present issues to their chapters and inform their chapters on how the decision will affect all chapters on campus. e. Be responsible for voting on issues brought before the IFC f. Remain in good academic and judicial standing with the IFC and College g. Uphold the IFC constitution and by-laws.

5 I An IFC representative who is absent from two meetings during one semester and who has not sent an alternate or notified the Executive Board with a legitimate excuse will automatically lose his voting privileges for the remainder of the semester. This action will be recorded in the minutes, and the fraternity of the representative will be notified by the IFC Secretary. II Each chapter representative to the IFC must be in good academic (2.0 on a 4.0 grading scale) and judicial (not currently under consideration for or on disciplinary probation) standing with the college. V Each representative to the IFC shall have one vote. The IFC officers (and chairman if applicable) shall have no vote. The IFC President shall vote only to break a tie. Section V In a representative s absence, the chapter s alternate may cast a vote. Section VI An IFC officer who is absent from two meetings (Executive Board or Council) without a legitimate excuse during one semester will be brought before the Judicial Board for possible removal. When missing a meeting, it is the officer s responsibly to notify the President of his absence. Section VII If a representative is absent from a meeting and does not send an alternate in his place, a $5.00 fine will be charged to the respective chapter. If both representatives are absent without alternates in their places, a $10.00 fine will be charged to the respective chapter. Article V Meetings The Interfraternity Council meetings shall be held weekly and or whenever deemed necessary by the council. A. The president shall call a meeting by the end of the second week of each semester. A part of the agenda for this meeting will be the establishment of a specific time and place for future meetings. B. At least twenty four hours notice shall be given to every IFC representative before each meeting, including special meetings. C. Meetings will be held at a central location to be determined by the IFC President and advisor. I The IFC Executive Board will plan agendas for IFC business. Representatives or other fraternity members can request to attend Executive Board meetings. Any changes or additions to the agenda from any source outside of the Executive Board must be submitted in writing at this time.

6 II Special meetings may be called into session by the IFC President to by a twothirds (2/3) vote of the voting body present at an IFC meeting. V A quorum shall consist of two-thirds (2/3) of the voting membership of the IFC. Section V Meetings will be conducted using the following basic outline: 1. Roll Call 2. Reading of the Minutes 3. President s report 4. Vice President s report 5. Chief Justice s report 6. Treasure s report 7. Public Relations Chair report 8. Greek Life Coordinators report 9. Committee reports 10. Chapter reports 11. Old Business 12. New Business 13. Announcement of next meeting The IFC President is responsible for deciding when guest speakers will speak during a meeting. Section VI Whenever possible, meetings will be conducted with IFC representatives and officers arranged in a square, or circle, with the officers sitting together on one side. Section VII Meetings shall be conducted according to Roberts Rules of Order. Article VI Officers/Officer Elections The officers of IFC shall be: President, Vice president, Chief Justice, Secretary, Treasurer, and Public Relations Chair. A. Each officer of the IFC must be an initiated member of his respective fraternity and his status must remain active throughout his term. B. To be eligible for nomination and election to the office of President, Vice President, Chief Justice, Secretary, Treasurer, or Public Relations Chair, one must have a cumulative grade point average of at least 2.00 on a 4.00 scale. C. Furthermore, to be eligible for nomination and election to the office of President or Vice President, one must have been a representative, alternate, or officer of the IFC for at least two (2) semesters. D. President and Vice President may not be from the same fraternity. No one fraternity can hold more than three offices.

7 E. All officers must be in good academic (2.0 on a 4.0 scale) and judicial (not currently under consideration for or on disciplinary probation) standing with the IFC and College. I The officers of the IFC retain the right to conduct the search and appointment of a webmaster to maintain the IFC s website. Nominations for the webmaster shall come through the representatives of member fraternities. All nominees will then be voted on by the IFC representatives. II The officers of the IFC shall serve as members of the Executive Board along with any students the IFC officers feel necessary to organize all business meetings and special sessions. V Any officer of the IFC failing to carry out his duties of office shall be referred to the IFC Judicial Board for review upon request of an officer of the IFC. The recommendation of the Judicial Board shall then be brought before the IFC for approval by a two thirds (2/3) vote of the voting body present at the IFC meeting. Section V Officer nominations shall take place at the first regular IFC meeting in November. Section VI Officer elections shall take place at the first regular IFC meeting in November. A. Officers will be elected in the order of President, Vice President, Chief Justice, Secretary, Treasurer, and Public Relations Chair. B. The term of office will begin at the second regular meeting in November (preceded by an instillation ceremony during the Executive Board meeting) through the next year with the installation of new officers. C. The installation ceremony for new IFC officers consists of the coordinator of Greek Life presenting the following oath to the new IFC officers for repeat. I [state your full name]/ pledge my fraternal honor/ to the fulfillment of the responsibilities and duties/ bestowed upon me as an officer/ of the Interfraternity Council/ to work for the betterment/ of the fraternal system/ to take as my own/ the goals of this council/ and to uphold the constitution and bylaws/ of this body. Section VII The outgoing IFC officers and the Greek Life Coordinator will conduct an officer training session for the new officers within two weeks of their election.

8 Article VII Officer (And Webmaster) Responsibilities - IFC President 1. Preside over all meetings of the IFC, casting a vote only in the case of a tie. 2. Maintain on file the Constitution, bylaws, and rules of the Marietta College IFC. 3. Delegate responsibility to the IFC Executive Board and assure the responsibilities are being fulfilled. 4. Serve as a contact person for the IFC both with the Coordinator of Greek Life and individual member fraternities. 5. Represent IFC and Greek affiliated men of Marietta College at appropriate meetings and events. 6. Consult with the Coordinator of Greek Life on questions and/or problems that may arise. 7. Work with the Panhellenic Council and Greek Council in coordinating Greek events. 8. Facilitate, review, and revise IFC Executive Board goals. 9. Coordinate new officer training and transition in November. 10. Serve as an IFC representative at Greek council meetings. 11. Perform any other duty that the council may delegate to him. 12. Uphold the IFC Constitution and bylaws. I - IFC Vice President 1. Preside at all IFC meetings in the President s absence. 2. Be the chairman of the rush committee. 3. Nominate interested students to the council for election to IFC committee chairmanships. 4. Be an ex-officio member of all IFC committees 5. Coordinate the election process for new officers. 6. Coordinate all IFC task forces developed by the IFC Executive Board. 7. Attend all IFC Executive Board meetings and all IFC meetings. 8. Be considered the second ranking member of the council. 9. Uphold the IFC Constitution and bylaws. II Chief Justice 1. Preside over all the IFC Judicial Board meetings, as a nonvoting member except in the case of a tie. 2. Coordinate the selection process of the Judicial Board Justices. 3. Coordinate training of Justices. 4. Maintain records of all Judicial Board Incident reports, notices to appear and statements of decisions. 5. Coordinate IFC Judicial Policy Revisions. 6. Interpret results of all IFC Judicial Board hearings to the respective chapters.

9 7. Be the Chairman of the Constitution Committee. 8. Uphold the IFC Constitution and by-laws. V - IFC secretary 1. Record and file minutes of IFC meetings. 2. Draft the agenda for all official IFC meetings. 3. Maintain an official attendance record. 4. Handle all IFC correspondence. 5. Schedule, secure, and announce all meeting times and locations. 6. Inform member fraternities of any loss of voting privileges. 7. Distribute useful IFC information to member fraternities. 8. Attend all IFC Executive Board meetings and all IFC meetings. 9. Preside over all IFC meetings in the absence of the President and Vice President. 10. Uphold the IFC Constitution and bylaws Section VI - IFC Treasurer 1. Assess and collect all fraternity IFC Dues. 2. Maintain and balance all IFC financial records. 3. Pay all bills promptly 4. Prepare a yearly budget with the Executive Board, to submit to IFC for approval by April 1 5. Attend all the IFC Executive Board meetings and all IFC meetings. 6. Uphold the IFC constitution and bylaws. Section VII Public Relations Chair 1. Publicize all IFC events, including Rush. 2. Maintain positive relations with the Marietta College/Marietta community. 3. Draft and submit material to the Marcolian for publication. 4. Work with the webmaster to provide content. Section VIII Webmaster 1. Update and maintain a webpage the IFC. 2. Provide on this webpage a contact list of all IFC members. Article VIII Committees The IFC shall have the power to create any and all committees that the IFC sees fit to accomplish its goals. I The IFC Vice President and President are charged with interviewing IFC representatives or interested active members of member fraternities for the position of chairman of an IFC committee and nominating him to the Council for a majority vote confirmation.

10 A. Chairmen of an IFC committee must have a cumulative grade point average of at least a 2.00 on a 4.00 scale prior to being appointed and must retain said GPA throughout his term as chairman. Any chairman failing to maintain said GPA shall be removed from office. B. Chairmen will attend meetings of the IFC Executive Board as requested by the members of the board. II Chairmen interviews will take place within twelve (12) days of the IFC designation of a committee taking into account any College breaks and vacations, after sufficient notice has been given to member fraternities and its members. V Any chairman of an IFC committee failing to carry out his duties shall be referred to the IFC Judicial Board for review upon the request of an officer of the IFC. The recommendation of the Judicial Board shall be brought before the IFC for approval by a two thirds (2/3) vote of the voting body present at the IFC meeting. Section V The IFC Rush committee shall be chaired by the Vice President. A. The Rush committee shall have a minimum of four (4) members (including the Vice President) and a minimum of 3 fraternities represented in the committees. B. Any IFC representatives or alternates are eligible to be members of the rush committee. C. The duties of the IFC Rush committee shall be: 1. Organize and implement all formal IFC Rush programs. 2. Develop IFC Rush publications and promotions. 3. Offer mid-semester rush seminars to interested chapters. 4. Maintain ongoing records concerning rush. 5. Report to the IFC meetings on all findings, programs, and suggestions. 6. Coordinate rush efforts with Panhellenic Council and Greek council. 7. Uphold the IFC Constitution and bylaws. Article IX Judicial Board The IFC Judicial Board shall be responsible for upholding the IFC constitution and by-laws, applicable College Policies, the Judicial Board Manual, and the Greek Document: Marietta College Statement of Greek Relations.

11 I The IFC Judicial Board shall be composed of the Chief Justice and six (6) justices. The Chief Justice will be elected during the IFC officer selection process. The six (6) remaining justices shall be selected as outlined in the IFC Judicial Board manual. II Judicial Board members must meet and maintain the membership requirements set fourth in the IFC Judicial Board Manual. V The Chief Justice shall conduct the IFC Judicial Board meeting impartially, and shall vote only in case of a tie. Section V Two thirds of the members of the board must be present for cases to be heard and decisions rendered. Section VI An appeal of any decision must be heard within 72 hours of that decision being made to the College Hearings Board. Section VII A Judicial Board member may be removed by a two thirds (2/3) vote of the voting body present at the IFC meeting. Section VIII A Judicial Board member should not be a voting member of the Interfraternity Council itself, nor may they be an officer or chairman of the IFC with the exception of the Chief Justice. X The board will follow all procedures and policies outlined in the IFC Judicial Board Manual. Article X Finance The appropriations of all IFC finances shall be determined by the IFC Executive Board with the approval of the IFC. I All IFC expenditures shall be authorized by the IFC President and Treasurer. II The IFC Executive Board shall annually prepare and submit a budget for the ensuing year by April 1 to be submitted to the IFC for approval by a two-third (2/3) vote on the voting body present at the IFC meeting. V The IFC will assess dues to member chapters in the amount of $200 to be paid in full within thirty (30) days of the billing date, taking into account school breaks and vacations.

12 Article XI Coordinator of Greek life The Coordinator of Greek life shall act as an advisor to the IFC and the IFC officers. I The IFC President shall work cooperatively with the director of campus life and the campus life office to assist and advise in the interviewing and selection of a coordinator of Greek life. Article XII Distribution/Reading of the Constitution The IFC constitution and by-laws shall be distributed to the IFC officers and Chapter representatives upon appointment to their respective positions. I Each member fraternity, colony, and interest group shall be provided with a copy of the constitution and bylaws at the beginning of every fall semester. Article XIII Method of Amendment Amendment to this Constitution and by-laws may be made by a two thirds (2/3) vote of the voting body present at the IFC meeting. I Amendments to the Constitution and by-laws shall be announced and submitted in writing to the IFC at least one week prior to the vote on the amendment. II No bylaw may be passed that does not meet Marietta College Policy. Any interpretation of the College Policy shall be made with the assistance of the Coordinator of Greek Life. Article XIV Ratification Ratification of the Constitution shall be complete upon acceptance by the IFC, the Coordinator of Greek Life, and the Dean of Student Life.
