1 Alpha Phi Omega National Bylaws can be found here: National Bylaws Alpha Phi Omega Alpha Eta Omega Chapter, Emerson College, Boston, MA Bylaws adopted: 12/10/2016 Last modified: 03/18/2017 CHAPTER BYLAWS OF THE ALPHA ETA OMEGA CHAPTER OF ALPHA PHI OMEGA ARTICLE I: NAME The name of this organization is the Alpha Eta Omega Chapter of Alpha Phi Omega at Emerson College. ARTICLE II: PURPOSE The purpose of this chapter shall be to assemble college students in a national service fraternity in the fellowship of principles derived from the Scout Oath and Law of the Boy Scouts of America; to adhere to Emerson College policy; to develop leadership, to promote friendship, and to provide service to humanity; to provide service opportunities within the Chapter, at Emerson College, in the city of Boston, and beyond; and to further the freedom that is our national, educational, and intellectual heritage. ARTICLE III: MEMBERSHIP Section 1. Open Membership Membership in this Chapter is open to all students of Emerson College. Section 2. Types and Conditions of Membership 2.1 New Members. New Member status will be conferred upon students enrolled at Emerson College who have expressed interest in the ideals and purpose of Alpha Phi Omega, and who wish to participate in a period of preparation and training, lasting six weeks. Clause 1. Eligibility All students wishing to apply to join this Chapter must have a minimum GPA of 2.5. All potential New Members must disclose their GPAs to the Membership Vice President during recruitment and maintain this average throughout their Membership. Potential New Members who do not meet this requirement will not be able to participate in the New Member Education program, but are welcome to apply again during any future semester as long as their GPAs meet the requirement. Should an individual s GPA drop below the requirement at any point, the member and the Executive Board will be notified by the Office of Student Life at Emerson College. The Chapter President and Membership Vice President will then work with the member to develop a plan for the member to raise his or her GPA while still being able to participate in the Chapter. If the member refuses to abide by an agreed-upon plan and/or fails to

2 raise his or her GPA within the timeframe of one semester, he or she will be considered an Inactive Member. Clause 2. Rights. All New Members have the right to full disclosure from the Chapter regarding the requirements of membership and the schedule of New Member Education. As a result, the requirements and schedule will be presented to the new members at the beginning of the program. New Members have the right to attend Chapter Service Projects, Fellowship Events, and Chapter and Executive Board meetings and are encouraged to do so. Clause 3. Responsibilities New Members are required to complete the New Member Education Program, which will familiarize New Members with the history, policies, and program of both the Chapter and the National Fraternity, before the end of the semester in which they apply to join. This program expects no more from New Members than from Active Members, with the exception of attendance at New Member Education meetings. New Members may gain Active Member Status only after fulfilling all membership requirements prescribed by the New Member Education Program which is approved by the second Chapter meetings of every semester. If a New Member fails to meet all membership requirements he or she will be considered ineligible for Initiation. The New Member in question may appeal to the New Member Educator and Membership Vice President for an exception. These two officers will decide if the request is reasonable considering the circumstances which prompted it. If approved, the New Member will be allowed to obtain Active Member status without having completed the outstanding requirements. If rejected, the individual will have to restart the process during a future semester. Clause 4. Induction. Induction for New Members will take place after Recruitment Week every semester, before New Member Education begins. Potential New Members who have demonstrated an investment in the ideals and goals of the Fraternity by participating in recruitment events will be invited to take place in the New Member Education Program. Individuals will be notified by the Chapter of this invitation either in person or via , and must choose to accept or reject the offer at that time. By accepting this invitation New Members agree to follow all Chapter policies. Clause 4. Initiation. The Initiation Ceremony shall follow the official Ritual of the National Fraternity and will be scheduled at the end of the New Member Education period. Following Initiation all newly initiated Active Members must pay dues before the end of the semester. In the case that a newly initiated Active Member is unable to pay dues, he or she may request to meet in person with the President and Treasurer to develop a payment plan to be completed as soon as possible. Requests may be presented either in person or via . Failing to pay dues without having notified the President and Treasurer of an inability to pay will result in the member s status being changed to Suspended Member.

3 2.2. Active Members Active Member status will be conferred upon students enrolled at Emerson College who meet all Active Membership requirements. Active Members carry all rights and responsibilities of the Chapter. Clause 1. Requirements. In order to hold Active Member status students must meet the following requirements: Have completed a period of New Member Education and been initiated in accordance with the official Ritual of the National Fraternity, either at Emerson or another school, in the case of Transfer Members. Have paid all dues and have no outstanding financial obligations to the Chapter that are not part of a payment plan established with the current Treasurer of the Chapter. Attend the required number of Chapter meetings, listed in the Chapter Policy, and stay up to date on Chapter business by reading the minutes for any meetings missed. Complete the service hour requirement listed in the Chapter Policy. Attend the required number of fellowship events listed in the Chapter Policy. Clause 2. Rights. Active Members carry all rights of the Chapter including: The right to speak and vote during Chapter meetings. The right to hold office. The right to nominate other Active Members for office. The right to serve on committees. The right to attend all service projects, fellowship events and rituals, including Induction and Initiation Associate Membership An Associate Member is a member who cannot fully participate in Chapter affairs, but wishes to remain associated with the Chapter. Associate Membership can be granted through the following process: Clause 1. Eligibility. Any Active Member may petition the Chapter to become an Associate Member at any point in the semester. Petitions must be received in writing by the Membership Vice President. Petitions will be reviewed and filed by the Executive Board. No Chapter or Executive Board vote need take place in order to approve the request. Members may not spend more than two consecutive semesters at Associate Member status at a time. If a member wishes to spend a third semester as an Associate Member, he or she must repetition the Chapter, which will vote on approving the request based on whether the petition can be considered reasonable in light of the circumstances that prompted it. The individual must again submit a petition in writing to the Membership Vice President, who will then add the request to the agenda of the next possible Chapter meeting. Petitions must receive a majority vote from the Chapter in order to be approved. If the petition is rejected, the member will be given a choice between assuming Inactive or Active Membership status.

4 . Clause 2. Requirements. In order to hold Associate Member status students must meet the following requirements: Have held Active Member status for at least one full semester prior to requesting Associate Member status, unless otherwise approved by the Chapter for extreme situations such as health issues or other unforeseeable circumstances. Have paid all dues and have no outstanding financial obligations to the Chapter that are not part of a payment plan established with the current Treasurer of the Chapter. Attend the required number of Chapter meetings, listed in the Chapter Policy, and stay up to date on Chapter business by reading the minutes for any meetings missed. Complete the service hour requirement listed in the Chapter Policy. Attend the required number of fellowship events listed in the Chapter Policy. Clause 3. Rights. Associate Members may: Have a voice, but not vote, at Chapter meetings. Attend Induction and Initiation ceremonies. Vote in semester-end elections for officers. File a written petition to the Membership Vice President to return to Active Member status at any point in the semester. Petitions will be reviewed and filed by the Executive Board Advisory Membership. Advisory Membership may be conferred upon persons approved by the Chapter to serve on the Advisory Committee. Those Advisory Members who have not previously held Active or Advisory Membership shall be initiated according to the official Initiation Ritual of the National Fraternity. Additional information on Advisory Membership including eligibility, rights, requirements, and responsibilities of Advisory Members can be found in Article VI: Advisors Honorary Membership. Honorary membership in this Chapter may be conferred upon any persons who have contributed significantly to the ideals and purposes of this Chapter. Persons so honored shall have all rights and privileges of Active Membership, except those of voting and holding office. Honorary membership shall not be bestowed upon undergraduate students, except for students at institutions where extension efforts would be allowed by the Fraternity but cannot be attempted due to institutional regulations. Granting honorary membership under this exception requires the approval of the Membership and Extension Director. Any Active Member can make a motion to make an individual an Honorary Member. The motion must be brought before the Chapter during a Chapter meeting and supported by at least ¾ of the Active Members of the Chapter in order to be approved. If approved, the offer of Honorary Membership shall be formally presented, in writing, to the individual in question, who has the right to either accept or reject the offer Alumni Membership. All members who have held Active, Associate, Advisory, Honorary, or Inactive Membership in this Chapter and who have not been suspended

5 or expelled by either the Chapter or the National Fraternity shall be recognized as Alumni Members upon any of the following events: Leaving Emmerson College as a result of graduation or termination of student status Termination of advisory committee membership, The revocation or nullification of this chapter s charter Alumni Members have the right to attend Chapter Ceremonies and events Suspended Membership. This Chapter shall have the authority to suspend members for just cause and after due deliberation. A member who has been suspended by shall have no rights or responsibilities within the Chapter other than those provided for in Article XI: Disciplinary Action of these bylaws Inactive Membership. An Inactive Member is defined as a member who has chosen to leave the Chapter but remains a student at Emerson College who has not been suspended by the Chapter or the National Fraternity. An Inactive Member has no rights or responsibilities within the Chapter, and may file a written petition to the Executive Board via to return to Active Member status by the second Chapter meeting of the semester if desired. The Executive Board will receive and respond to petitions on a case-by-case basis. The board may not reject the petition unless the Inactive Member does not meet the college or Chapter standards to be eligible for membership Transfer Membership Process/ Procedures. As long as new Transfer Members are able to produce evidence that they have been Active Members of another Chapter, they will be invited to participate in an abbreviated New Member Education Program focusing on the history of this specific Chapter. Transfer Members are expected to uphold all other requirements of New Members, and will go through Initiation with the rest of the current New Member class. ARTICLE IV. OFFICERS Section 1. Officer Training It is the responsibility of outgoing officers to train their successors in all aspects of their positions. In the case of positions where there is no preceding officer to instruct new officers, the President shall instruct the new officer on what the Executive Board expects from that officer. Section 2. Eligibility All Active Members are eligible to run for or be appointed to an office Section 3. Requirements of All Officers All Officers are required to fulfill the responsibilities of their office and attend Executive Board Meetings. If an officer is unable to attend a meeting for any reason, with the exception of an unforeseen

6 emergency, he or she must notify the Membership Vice President. Beyond this, officers are expected to uphold the standard requirements of Active Membership. Section 4. Rights of All Officers In addition to carrying all rights and responsibilities of membership, officers have the right to vote on Executive Board business at Executive Board Meetings. Officers must be present at the Executive Board meeting where a vote is taking place in order to exercise this right. Section 4. President It is the responsibility of the President to: Serve as the presiding officer at all Executive Board and Chapter meetings. If he or she is unable to be present at a meeting, he or she must appoint another officer to preside. If the president is unable to appoint another officer, the next officer in the order of succession will preside. Lead the Executive Board in carrying out the goals of the Chapter by delegating tasks to Executive Board members and overseeing each individual s progress, as well as supporting the planning and decisions of officers. Serve as the chief spokesperson and representative of the Chapter at outside functions, within fraternity and sorority life at Emerson College, and any other event where the Chapter is present. Establish ad-hoc committees, appoint committee chairs, and appoint members to fill vacant offices as permitted by these bylaws and approved by the rest of the Executive Board. Serve as an ex-officio member of all Chapter committees. Be a signatory for the Chapter bank account. See that the Chapter is operating within all of the policies set forth by the Chapter, the National Fraternity, and the Office of Student Life at Emerson College, as well as within all local and federal laws. If it is not, the President must inform any members found breaking policy, as well as formulate and implement a plan to address any issues on an individual and Chapter-wide level in order to guarantee the Chapter operates properly. Set Executive Board and Chapter meeting agendas. Section 4. Membership Vice President It is the responsibility of the Membership Vice President to: Serve as Chair of the Recruitment Committee. Lead the Chapter recruitment activities, including planning, execution, and potential new member outreach. Bring a recruitment schedule before the Executive Board at the first Executive Board meeting of the semester to vote upon. Share the schedule with the entire Chapter via or at the next Chapter meeting following approval. Distribute the recruitment schedule via to the entire Chapter and explain the role all Active Members should play during recruitment, such as being present at events, posting on social media, and likewise roles. Plan at least 1 event during the semester open and targeted specifically to all students of Emerson College to promote the presence of the Chapter on campus.

7 Work with the New Member Educator to oversee the education of New Members. Receive petitions from members wishing to change their membership status (i.e. go from Active to Inactive or Associate) and share them with the rest of the Chapter. Track patterns of membership, such as how many Active Members wish to leave the Chapter or become Inactive, and inform the Executive Board should any negative and positive trends arise. Keep track of membership retention and create a strategy for the Chapter to follow by the beginning of each semester to improve retention. Keep track of members' accomplishment of membership requirements as outlined in Article III: Membership, Section 2: Types and Conditions of Membership and notify members if they are in danger of not fulfilling Membership Requirements. Be a signatory for the Chapter bank account. Section 5. Service Vice President It is the responsibility of the Service Vice President to: Serve as Chair of the Service Committee. Work with the Service Committee and the entire Chapter to plan, organize, and carry out the Chapter service program. Maintain service records of Active Members, Associate Members, and New Members. Present major service projects, defined as projects requiring approval by the Office of Student Life, proposed by the Service Committee to the Chapter for feedback and approval. Select chairs for major and minor service projects from the Chapter. File the subsequent required paperwork with Emerson College, the National Fraternity, and any other outside group following a service event. Bring outside service opportunities to the Chapter, including sectional or regional service events hosted by other Chapters. Section 6. Fellowship Vice President It is the responsibility of the Fellowship Vice President to: Serve as Chair of the Fellowship Committee. Work with the Fellowship Committee to further the fellowship of the Chapter through the creation and promotion of fellowship events. Plan a variety of fellowship events, some closed to all but the Chapter and others open to all Emerson students and members of other Chapters of the Fraternity in order to unify the Chapter and the wider community. Present major fellowship events, defined as events requiring approval of the Office of Student Life, proposed by the Fellowship committee to the Chapter for feedback and approval. Work with the Fellowship Committee to plan and execute fellowship events for the Chapter, as well as file the subsequent required paperwork with Emerson College, the National Fraternity, and any other outside group.

8 Select chairs for major and minor fellowship events from the Fellowship Committee. Bring outside fellowship opportunities to the Chapter, including sectional or regional fellowship events hosted by other Chapters. Section 7. New Member Educator It is the responsibility of the New Member Educator to: Serve as Chair of the New Member Education Committee. Work with the Membership Vice President to educate all New Members on the ideals, history, and expectations of the Chapter. Develop a curriculum for New Member Education that will be brought before and approved by the Chapter at least one week prior to the recruitment periods established by Emerson College every semester. Plan and run meetings with New Members in the case that a member of the New Member Education Committee has not already been appointed to run meetings. Track the completion of the requirements of each New Member. Update the Executive Board on the progress of New Members at every Executive Board meeting during New Member Education. Section 8. Treasurer It is the responsibility of the Treasurer to: Oversee the use of all Chapter funds and well as keep an accurate record of all Chapter financial transactions. Formulate a budget for the upcoming academic year, subject to the approval of the Chapter by the first Chapter meeting of the fall semester. Keep a checking account in the Chapter s name for the Chapter and be responsible for the checkbook of all transactions. Be a signatory for the Chapter bank account Transfer ownership of the account when there is a new Treasurer. File all appropriate tax forms for the Chapter. Uphold retention of and continual maintenance of a receipt catalog dating back seven years, for every financial transaction of the Chapter. Receipts after seven years are rendered invalid and must be destroyed. Inform members of the current semester s dues at least one month before the first Chapter meeting of the semester, providing enough time for one month s notification before the Chapter may vote on any changes. Reimburse all debts of the Chapter in a timely manner. Present a financial report of any expenditures and income every month to the Executive Board during the last Executive Board Meeting of the month. Ensure that the financial records of the Chapter are inspected annually by an official approved by Emerson College, as well as ensure that the subsequent confirmation of inspection is sent to the National Office upon request..consistently check the books to ensure that they are in good shape and order.

9 Plan and work with the Chapter, particularly the Service Committee, to execute at least one fundraiser a year for the Chapter. File the proper paperwork with Emerson College and any other outside group following the fundraiser. Section 9. Secretary It is the responsibility of the Secretary to: Keep record of all Executive and Chapter Meetings. Maintain the Chapter Google Drive. Take minutes at both Executive Board and Chapter Meetings and post all minutes in the Chapter Google Drive within one day of the meeting. Maintain a contact list including the address, phone number, and student ID number (if applicable) of all Active Members, Associate Members, Advisors, Honorary Members, and pertinent Emerson contacts. Publish this list to the Chapter Google Drive by the second Chapter meeting of each semester and update regularly, making sure it is up to date as of the last Chapter meeting of the semester. Take official counts for all elections in which the Sergeant at Arms is unable to do so, such as the vote electing a new Sergeant at Arms. Section 10. Sergeant at Arms It is the responsibility of the Sergeant at Arms to: Keep record of all elections. Count votes during all meetings and take official counts on all elections except those in which the Sergeant at Arms has a personal interest in the results, such as when the Sergeant at Arms is running for the office being elected. Maintain and keep all ritual equipment and supplies for the Chapter. Keep track of the use of Chapter supplies by members and make sure all borrowed supplies are returned. Take attendance and make sure that quorum is met before voting takes place. Take attendance at all Chapter and Executive Board Meetings. Update the Chapter Bylaws following the approval of any amendments. Book rooms for meetings and events and instruct other members on campus policies for events. Notify members of the time and location of meetings. Possess a working knowledge of campus procedures. Manage APO Locker if in use during the semester. Section 11. Historian It is the responsibility of the Historian to: Maintain an accurate history of the Chapter in the Chapter Google Drive, focusing on the officer s tenure as Historian. If there are gaps in the history, it is the Historian s job to do his or her best, within reason, to fill the gap with relevant information. Keep records of all awards won by the Chapter as well as those handed out by the Chapter. Maintain and update contact information of alumni.

10 Prepare an electronic year-end scrapbook of events, elections, and other programs to be shared with the Chapter. Section 12. Webmaster/PR Chair It is the responsibility of the Webmaster/PR Chair to: Maintain all of the Chapter s social media pages by posting updates and reaching out to the Emerson community. Work with other groups on campus to promote Alpha Phi Omega. Advertise events and programs hosted by the Chapter within the Emerson Community. Work with the Executive Board on any media inquiries. Section 13. Chair of the Advisory Committee It is the responsibility of the Chair of the Advisory Committee to: Call and Chair meetings of the Advisory Committee. Make periodic written reports to the National Fraternity. Serve as the Presiding Officer at trials of misconduct for Chapter members at risk of suspension. Section 14. Length of Term All offices have a renewable term of one year, beginning on the day of elections during spring semester and lasting until the day of elections the following year. Annual Elections for the purpose of selecting new officers will be held at the last meeting of the spring semester before the beginning of final exams and take effect as soon as elections are closed. Section 15. Vacancies In the event that an officer decides to step down mid-term, a needed office may be left vacant. All officers planning to step down must submit a formal letter of resignation to the Executive Board at least one month before the desired date of resignation. Vacancies will be filled by special elections. If a position becomes vacant, and the next annual election is over a month away, special elections will be called to address the vacancy. These elections will only include the offices left vacant, and occur within the timespan of two Chapter meetings following the receipt of letter of resignation or the suspension of an officer. If the next annual election is under a month away an officer or member will be appointed by the Chapter President with the approval of the Executive Board to temporarily fill the office for the remainder of the term. If an office becomes vacant over a school break special elections will be held by the second Chapter meeting of the following semester.. Section 16. Appointed Positions Appointed Positions are created in the event that the Chapter requires a specific service provided that it previously did not need. The people who hold these positions are appointed by the President and confirmed by the Executive Board. The term of all Appointed Positions lasts until the end of the semester in which they were appointed. While the people holding these positions should attend Executive Board meetings, they have voice but no voting privileges at these meetings.

11 Section 16. Disciplinary Action Against Officers Officers are expected to uphold all standards and requirements of membership. Should they fail to do so, they may be subject to the procedure of disciplinary action outlined in Article XI: Disciplinary Action. ARTICLE V. EXECUTIVE BOARD Section 1. Membership The Executive Board of this Chapter shall consist of the following officers, in this order of succession: President, Membership Vice President, Service Vice President, Fellowship Vice President, New Member Educator, Treasurer, Secretary, Sergeant at Arms, Historian, and Webmaster/PR Chair. The Chair of the Advisory Committee is an ex-officio member of the Executive Board. Section 2. Executive Board Duties It shall be the responsibility of the Executive Board to: Manage all disciplinary actions in which a Trial of Misconduct is not called and assist the Chair of the Advisory Committee in managing Trials of Misconduct in instances they are necessitated. Serve as Chapter liaisons to the Sectional, Regional, and National Fraternity staff. Operate with the understanding that failure to comply with the policies and rules set by Emerson College and the National Fraternity may prompt disciplinary action against the Chapter, and potentially even the dissolution of the Chapter. Making emergency or immediate decisions based on the best interests of the Chapter. Hold a planning meeting at the beginning of each semester to develop a tentative program of fellowship activities, service projects, outreach, and fundraising to be presented to, discussed by, and voted on by the Chapter. Work together to modify this plan as needed. Discuss and propose solutions to any problems involving the Chapter. Ensure the Chapter meets all requirements of operation set by the Office of Student Life. Organize a CAPS meeting for the entire Chapter once a year to be held by the last Chapter meeting of the spring semester and run by the Chapter President. Record all CAPS decisions in the Chapter Google Drive. Section 3. Voting The Executive Board shall vote on business pertaining to the board and the administration of the Chapter. Any member of the Executive Board may call for a vote on any issue to reach a decision. In the event that a member holds multiple offices on the Executive Board, he or she will have the standard single vote regardless of the number of offices held. ARTICLE VI. ADVISORS Section 1. Types of Advisors The Chapter must always have at least two Faculty/Staff Advisors, one Community Advisor, and one Youth Service/Scouting Advisor registered with the Alpha Phi Omega National Office at all times. Additional advisors may be selected to provide additional support and resources to the Chapter.

12 1.1. Faculty/Staff Advisors. The role of Faculty/Staff Advisors shall be to act as a campus liaison to help the Chapter organize events within the Emerson community. Faculty/Staff Advisors are expected to inform the Chapter of any potential service projects with the Emerson community they are made aware of Community Advisor(s). The role of Community Advisors shall be to provide counsel and advice to the Chapter on how to develop and maintain strong community relationships. Community Advisors are expected to lend assistance to Chapter projects acting in the interests of the greater Boston community by connecting the Chapter to community organizations, and to inform the Chapter of any potential service opportunities within the community they are made aware of Youth Service/ Scouting Advisor(s). The role of Youth Service/Scouting Advisors shall be to provide counsel and advice to the Chapter on how to develop and maintain strong Youth Service/Scouting relationships. Youth Service/Scouting Advisors are expected to lend assistance to Chapter projects acting in the interests of the greater youth community by connecting the Chapter to service or scouting organizations, and to inform the Chapter of any potential youth service/scouting opportunities within the community that they are made aware of. Section 2. Duties of Advisors The responsibilities of all advisors are as follows: Provide advice and insight to the Chapter. To encourage high academic and fraternal standards by overseeing and reviewing Chapter business and policy. To attend at least one Chapter meeting a month, if able. Serve as members of the Advisory Committee. Section 3. Becoming an Advisor Advisors can be proposed to the chapter in any of the following ways: An Active Member can make a motion to approve any eligible person as a potential advisor at any Chapter Meeting. Should an individual approach the Chapter and express interest in serving as an Advisory Member, he or she will be welcome to send an application to the Executive Board and provide details of any prior experience relevant to this position. The Executive Board will review the potential new Advisor s experience and vote on whether to recommend the individual as a potential Advisor. If the recommendation is approved, the Membership Vice President or another officer selected by the Executive Board will make a motion at the next Chapter Meeting to approve the person as a potential advisor. In the case that the Chapter no longer has the minimum number of Advisors in any category, and no members propose suitable candidates, the Executive Board will search for a qualified individual on campus or in the Boston community to fill the position. Upon finding such an individual, the person will be invited to a Chapter Meeting to get to know the Chapter and so the members of the Chapter can get to know the person and ask any questions that the Members need to ask.

13 The Membership Vice President or another officer will make a motion at the next Chapter Meeting to approve the person as a potential Advisor. Upon approving a person as a potential advisor, the Membership Vice President or another officer selected by the Executive Board shall contact the individual and offer him or her the position. If the person accepts the offer, he or she becomes an advisor. Section 4. Length of Term There is a perpetually renewable term of three years for Advisory Members. Terms can be renewed during elections by a majority vote of the Chapter. Individuals wishing to vacate their positions as Advisory Members must submit a letter of resignation in writing either in person or via to the President and Membership Vice President. Letters of resignation must be handed in at least one month prior to the desired resignation date so that the Chapter has time to find a suitable replacement. Former Advisory Members who vacated their position and now wish to resume their duties as an Advisor must follow the procedure outlined in section 3 of this article. Section 5. Rights Advisory Members shall have all rights and privileges of Active Membership except those of voting at Chapter and Committee meetings other than those of the Chapter Advisory Committee, directing the supervision of New Members, and directing the establishment of New Member or Active Member programs and policies. The only Chapter office Advisory Committee members can hold is the office of the Chair of the Advisory Committee. Such membership may not be conferred upon undergraduate students. Section 6. Removing Advisors from Office Any Active Member may form a petition to remove an Advisory Member from office at any point in the semester. Petitions may be presented during a Chapter meeting and must be supported by at least two-thirds of the Chapter s Active Members in order to prompt further action. Should a petition be approved when the Advisor in question was not present, he or she will be notified via by the Executive Board that there has been a motion to remove the advisor from office. The Executive Board will then establish a date, at least two weeks in the future, for a formal vote to remove the Advisor from office. All voting must take place during a Chapter Meeting. There is a special quorum of seventy-five percent of Active Membership that is required for this vote. At least two-thirds of Active Members must vote in favor of removal in order for the Advisor to be removed from office. The following offenses are examples worthy of removal from office: Failing to uphold the responsibilities of Advisory Members, as outlined in Article VI. Acting in such a manner that breaks from the policies of the Chapter, National Fraternity, or Emerson College. Violence against another individual. Breaking state or federal law. Harassing or hazing another individual. Acting in such a manner that breaks from the ideals and values of the Chapter.

14 3.2 Rights of Advisors Under Petition All Advisors at risk of being voted out of office have the following rights: The right to present a defense to the Chapter explaining any actions or shortcomings. The right to appeal the Chapter for the repeal of all charges during any Chapter meeting up to one month following the decision of the Chapter. Advisors wishing to appeal must inform the Executive Board. The Executive Board will then add the appeal to the agenda for the next possible Chapter meeting, where a discussion of circumstances and a vote will take place. Appeals must be approved by at least three-quarters of the Active Membership in order to pass. ARTICLE VII. COMMITTEES Section 1. Establishing a Committee New Committees may be proposed by an Active Member during a Chapter Meeting at any point in the semester. Proposals may be submitted in writing or in person, and must explain the purpose and goals of the suggested committee. At least one other Active Member must support a proposal before a vote can take place, either in the same or following Chapter Meeting as the proposal was received. Should a proposed committee be voted into place, a Chair for the committee may be selected from all Active Members by a vote. Section 2. Recruitment Committee The Recruitment Committee shall be chaired by the Membership Vice President. Any Active Member in good standing can request to join this committee. The size of the Recruitment Committee shall be determined by the Membership Vice President. The purpose of this committee shall be to organize and execute the Chapter s New Member Recruitment period at the beginning of every semester. 3.1 Recruitment Committee Duties. It shall be the responsibility of the Recruitment Committee to: Develop a theme for Recruitment Week that highlights the Chapter s values and ideas. Communicate regularly over school breaks in order to ensure that the recruitment program for the coming semester is properly planned. Assist the Membership Vice President in accomplishing his or her duties relating to New Member recruitment. Plan events for recruitment week and spread awareness of Alpha Phi Omega within the Emerson Community. Reach out to or meet with Emerson students who have expressed interest in joining this Chapter. 3.2 Chair Duties. It shall be the responsibility of the Chair of the Recruitment Committee to: Act as presiding officer at all Recruitment Committee meetings. Oversee the planning of programs and events during recruitment week by delegating tasks to committee members.

15 Provide support and advice to committee members. Keep a list of all Emerson students who have expressed interest in joining the Chapter during the semester. Assign committee members to contact individuals and invite them to interest meetings and events. Section 3. Service Committee The Service Committee will be a chaired by the Service Vice President. Any Active Member can request to join this committee. The size of the committee shall be determined by the Service Vice President. The purpose of this committee is to organize and execute a program of service for the Chapter each semester. 2.1 Service Committee Duties. It shall be the responsibility of the Service Committee to: Decide which service projects the Chapter will pursue, basing its decisions regarding these projects on their respective timeliness, audience, and impact. Provide a wide variety or service opportunities each semester. Research local opportunities for community service. Meet at least once a month to discuss and develop the chapter s service program. Help the Service Vice President organize and execute service events and programs. 2.2 Chair Duties. It shall be the responsibility of the Chair of the Service Committee to: Act as presiding officer at all Service Committee meetings. Oversee the planning of programs and events by delegating tasks to committee members. Keep the chapter up to date on the committee s progress. Provide support and advice to committee members. Section 4. Fellowship Committee The Fellowship Committee shall be chaired by the Fellowship Vice President. Any Active Member can request to join this committee. The size of the Fellowship Committee shall be determined by the Fellowship Vice President. The purpose of this committee shall be to organize and execute programs to strengthen the fellowship of the Chapter. 4.1 Fellowship Committee Duties. It shall be the responsibility of the Fellowship Committee to: Decide which fellowship projects the Chapter will pursue. Provide a wide variety of fellowship opportunities each semester. Research local opportunities for fellowships. Meet at least once a month to discuss and develop the Chapter s fellowship program. Help the Fellowship Vice President organize and execute events and programs.

16 4.2 Chair Duties. It shall be the responsibility of Chair of the Fellowship Committee to: Act as the presiding officer at all Fellowship Committee meetings. Oversee the planning of programs and events by delegating tasks to committee members. Provide support and advice to committee members. Keep the chapter and executive board up to date on fellowship opportunities. Section 5. New Member Education Committee The New Member Education Committee shall be chaired by New Member Educator. Any Active Member can request to be on this committee. The size of the New Member Education Committee shall be determined by the New Member Educator. The purpose of this committee shall be to organize and execute the Chapter s New Member Education program. 5.1 New Member Education Committee Duties. It shall be the responsibility of the New Member Education Committee to: Assist the New Member Educator in accomplishing his or her duties. Plan programs for new member education. Meet at least once a month while New Member Education is under way. Operate with the understanding that failure to abide with National and Emerson College policies regarding New Member Education will mean the immediate dissolution of the committee by the school and the potential for major consequences to the Chapter. Should the committee be dissolved, the Chapter will follow the procedure provided by the Office of Student Life to reinstate the committee for the next semester. Operate within the guidelines for New Member Education set by both the National Fraternity and Emerson College. 5.2 Chair Duties. It shall be the responsibility of the Chair of the New Member Education Committee to: Guarantee that all committee actions align with National and Emerson College policies regarding new member education, operating with the understanding that failure to do so may prompt disciplinary action from both the college and the Chapter. Remove members from this committee should they fail to meet this requirement. Act as presiding officer at all New Member Education Committee meetings and events. Oversee the planning of programs by delegating tasks to committee members. Provide support and advice to committee members. Continue to run the New Member Education program, with the help of the rest of the Executive Board if desired, even if all committee members have been removed from the committee due to failure to meet requirements.

17 Section 6. Advisory Committee The Advisory Committee of this Chapter shall be chaired by the Chair of the Advisory Committee. The committee shall consist of the Chair of the Advisory Committee, all Advisors, and the Chapter President, an ex-officio member. The purpose of this committee is to oversee all Chapter efforts and to develop methods of improving the Chapter and its administration Advisory Committee Duties. It shall be the responsibility of the Advisory Committee to: Meet at least once every semester in order to discuss the accomplishments of the Chapter and areas within the Chapter s program and administration that have opportunities for improvement. Provide feedback on service, fellowship, and leadership programs held during the semester, as well as any recruitment tactics and New Member Education programing used. Communicate feedback and constructive criticism to the Chapter President to convey to the rest of the Chapter. Give direction to the Chapter for upcoming semesters Chair of the Advisory Committee. The Chair of the Advisory Committee is an Advisor elected by majority vote by the Chapter who will chair meetings of the Advisory Committee. It shall be the responsibility of the Chair of the Advisory Committee to: Make periodic written reports to the National Fraternity, as well as serve as the Presiding Officer at trials of misconduct for Chapter members threatened with suspension. Call meetings of the committee for a time when as many committee members as possible are available. Call for additional meetings as needed, with the approval of the majority of committee members. ARTICLE VIII: MEETINGS Section 1. Chapter Meetings Chapter meetings are defined as a gathering of Active Members to discuss Chapter business. Chapter Meetings will be held biweekly while school is in session for the purpose of discussing Chapter business. All official Chapter Meetings must be held on the Emerson College campus. Meetings will be scheduled virtually at the beginning of the semester during a time when most Active Members are available. All Active Members will be notified to the time and place of the meetings via by the Sergeant at Arms. If an Active Member or Advisor is unable to attend Chapter Meetings, either due to a conflict with class, work, or some other unforeseeable complication, he or she must see the Chapter President and Secretary for an exemption from the meeting requirement for members. It is the responsibility of the Member who missed the meeting to stay up to date on Chapter business by reviewing the minutes for every meeting missed.

18 1.1. Special Meetings. Special Chapter Meetings may be called as needed by the Chapter President or by suggestion from the majority of Active Members. No formal vote need take place in order to approve calling a Special Meeting. Members must be given notice at least twenty-four hours in advance of a Special Meeting. All members will be informed of the time and place of the Special Meeting via by the Sergeant at Arms. Members are not required to attend Special Meetings, but are encouraged to review the meeting minutes if unable to attend. Section 2. Executive Board Meetings The Executive Board shall meet at least once every other week while school is in session. All official Executive Board Meetings must be held on the Emerson College campus. Unofficial meetings, such as are held over breaks, may be held virtually. Meetings are scheduled virtually at the beginning of the semester during a time when all officers are available. The Chapter, including the Executive Board Officers, will be notified to the time and place of the meetings via by the Sergeant at Arms. Though non-officer members are welcome to attend Executive Board Meetings, they will have neither voice nor vote. If an officer plans to be absent from an Executive Board Meeting he or she must see the Chapter President and Secretary at least one week in advance to receive an exemption from that meeting requirement. It is their responsibility to stay up to date on Executive Board business by reviewing the minutes for any meeting missed Special Meetings. Special meetings of the Executive Board may be called as needed by the Chapter President with the majority approval of all Officers, or by suggestion from the majority of Officers. Officers must be given notice at least twenty-four hours in advance of a Special Meeting. All Officers will be informed of the time and place of the Special Meeting via by the Sergeant at Arms. The entire Executive Board does not need to be present in order for a Special Meeting to take place. Absent members are encouraged to review the meeting minutes for all missed meetings. Section 3. Quorum Quorum for all Chapter meetings is a majority of all Active Members. Quorum for Executive Board meetings is a majority of all board members. No voting can take place for either kind of meeting if quorum is not met. ARTICLE IX: ELECTIONS Section 1. Frequency of Elections Elections will occur once per academic year during the spring semester at the last Chapter Meeting before the beginning of final exams. The time between elections and the first day of classes the following semester will serve as an interim period where the outgoing officer will inform the officer elect of the current status of the position and hand over pertinent paperwork Calling Additional Elections. As stated in Article IV: Officers, Section 15:Vacancies, special elections may be called to select a replacement. Special elections will be called by the Executive Board to take place during a Chapter Meeting if necessitated by the procedure established in Article IV section 15..

19 Members will be notified of the time and place for the elections by the Sergeant at Arms. Section 2. Rules of Running Any Active Member may run for office, and may even run for multiple offices if desired. Once a member has been elected to and accepts the role of President, all of his or her other nominations for other offices are immediately withdrawn; members are unable to hold multiple offices in this position. Once a member has been elected to and accepts a vice president position, all of his or her nominations for other vice president positions are immediately withdrawn; a member cannot hold multiple vice president positions, though a vice president position may be paired with any other non-vice president position, such as Secretary or Treasurer. No member may hold more than two offices at a time. Section 2. Nominations Nominations for Chapter offices shall commence at a Chapter Meeting at least two weeks before elections are to take place, and shall remain open until just before before elections. Any Active Member shall be eligible to nominate or be nominated for an elected office. Nominations may happen in person during a Chapter Meeting, or may be sent via to the Sergeant at Arms. All nominations must be seconded by another Active Member. Nominations taking place virtually must also receive a second, sent via or given in person at the next Chapter Meeting to the Sergeant at Arms, in order for the nomination to be valid. The Sergeant at Arms will contact all nominees via to inform them of their nomination and to see if they accept or decline to run for the nominated office. Section 3. Procedure of Elections Elections in this Chapter will follow a set procedure Speeches. All candidates running for office are invited to give a speech before elections to explain their platforms. Candidates may run for office even if they are not able to attend elections. If unable to be present, they may give the Sergeant at Arms a speech to read on their behalf on election night if desired Voting. Elections shall take place one at a time in the following order: President, Membership Vice President, Service Vice President, Fellowship Vice President, New Member Educator, Treasurer, Secretary, Sergeant at Arms, Historian, and Webmaster/PR Chair. A candidate shall be declared elected when he or she receives the highest number of votes from both Active and Associate Members at an election meeting where a quorum prevails. Following election, individuals have the right to accept or reject the offered position. Should the member reject the position, a new vote will be taken. In the event that there is a tie between the two or more candidates with the highest number of votes, a revote will be taken between the candidates involved in the tie. If the tie is between the only two opponents for a particular office, each will have an opportunity to speak to the brotherhood at that time, and the brothers will then revote.
