Welcome and Greetings President Hopp thanks everyone for waking up early for the meeting, and is looking forward to getting work done on the constitution. 2. ORAL COMMUNICATIONS

APPROVAL OF MINUTES a. 3/2/2018 President Hopp adds if so Item 4a reads mention if there is, and adds his report. Motion: Move to approve the minutes of March 2nd, 2018, with corrections. (Scott/Watt/C/U) 7. CONSENT CALENDAR a. SU Request - CCE Lunch i. 3/28/2018 ii. 10:00 AM - 2:00 PM iii. Exclusive President Hopp states the event will be during Spring Break when the campus will empty. Motion: Move to approve the consent calendar. (Ohrin/Vasquez/C/U)

4 4 8. UNFINISHED BUSINESS Action/ Discussion 5 minutes per item a. None 9. NEW BUSINESS Action/ Discussion 15 minutes per item a Budget Motion: Move to move the action of the day to Item 9c. (Scott/Watt/C/U) c. Monetary Request - $400 Hikers and Backpackers Club A representative for the Hikers and Backpackers Club states the club has raised some money, and is still fundraising for their trip. They will need $400 to finish covering the cost. President Hopp asks how much the last monetary request from the Hikers and Backpackers Club was for. The representative answers it was $700, but the club had to use some of the funds for permits for their last hike. Senator Contreras notes the club is good standing with the ICC. President Hopp states he is happy to see clubs fundraising. Motion: Move to approve the monetary request of $400 for the Hikers and Backpackers Club. (Scott/Watt/C/U) a Budget President Hopp says this budget cycle came up sooner than before. There are a few changes: money has been added to the club incentive fund for the ICC, and added to events. The budget balances out, and the reserves are not touched. Advisor Titus notes someone wanted a line item adjustment, and asks of that would make it more efficient to access funds. President Hopp responds it was most likely ICC, and will discuss different funding sources along side the constitution. Senator Scott asks if they can amend the budget. President Hopp responds yes, but it would take a couple of months to be approved. Vice President Bancroft asks if there is a line item for ASG attire. President Hopp responds no, but in the past they have spent between $500 and $1000 on attire. He asks if they have used all $5000 for office supplies, and Advisor Titus answers not usually. President Hopp moves $500 from office supplies to ASG apparel. Senator Scott inquires about the CWA budget. President Hopp replies that each event has its own budget, and he has increased funding for all the events. The money will come out of the general fund, except for legislative events which will come out of the SRF. Motion: Move to approve the Budget with changes.

5 5 (Scott/Watt/C/U) b. Monetary Request - $350 Geoscience Club Senator Armando states the Geoscience Club is in good standing with the ICC. President Hopp says the money is for club t-shirts. The club has money in its account, but it is not equal to half the costs; they are planning fundraising efforts. Motion: Move to table Item 9b until Delegate Nagtalon is present. (Watt/Scott/C/U) d. Monetary Request - $2000 Election Committee President Hopp states this will cover advertisements in The Telescope and a banner; the banner has already been made. Senator Scott notes that advertisements in The Telescope do not cost $2000; she does not plan on spending the whole amount, but would prefer the amount just in case. President Hopp states the banner has no specific dates on it, and can be used in the following years. Senator Scott adds that if the ASG moves offices the OSA can direct students to the proper place. Motion: Move to approve the monetary request of $2000 for the Election Committee. (Watt/Smith/C/U) e. Constitution - 3 Hours Vice President Bancroft thanks Senator Scott for creating the cover page. There are two documents, a Word document and a Google document; the Google document comments will be used for discussion. Senator Scott states she prefers Government over Organization in the mission statement. Advisor Titus notes that if Government is used, that language should be reflected throughout the entire document. Vice President Bancroft says a table of contents will be added once all of the edits have been done. Advisor Titus asks if the language is correct in art. 2, 1, cl. 1. Vice President Bancroft clarifies that all Palomar students are a part of the Associated Students of Palomar College (ASPC), and so can vote to elect the ASG. President Hopp adds the ASG is the government of the ASPC. Motion: Move to pull from the table to discuss Item 9b. (Scott/Smith/C/U) b. Monetary Request - $350 Geoscience Club Delegate Nagtalon states he does not know what type of fundraising the club has planned. President Hopp notes the board must hold all clubs to the same standard.

6 6 Senator Scott asks if fundraisers have been necessary in the past, and President Hopp responds that in the past clubs were able to show definite intent for fundraising. Senator Vasquez notes that fundraising is difficult for clubs; her club has tried before and lost money. President Hopp agrees, and says it is especially difficult when clubs have put money upfront with no guarantee of making it back. Motion: Move to approve the monetary request of $350 for the Geoscience Club. (Vallone/Williamson/C/U) e. Constitution - 3 Hours Vice President Bancroft asks if in art. 3, 1, cl. 1 there should be a different number of signatures required for different positions. President Hopp replies that 50 signatures is a good number to get people talking to students. He can see how lowering the number would be less of a barrier to entry, and how increasing the number could mean talking to more people. Senator Scott voices support for 50 signatures, and says it would be a good balance between talking to ne people and people they already know. Advisor Titus notes the OSA encourages people to have more than 50 signatures in case there are problems; candidates should go out of their way to show they want to represent the student body. Vice President Bancroft also supports the 50 signature requirement, but thinks increasing the requirement for executive positions would make sure the candidates are serious about running. Senator Williamson and Senator Ohrin both support this idea. President Hopp adds and at least seventy-five (75) ASPC members for executive positions. to art. 3, 1, cl. 1. Advisor Titus inquires if the document differentiates between the different executive position, and if the election board is defined; Vice President Bancroft answers yes to both. President Hopp states candidates must meet the requirements stated in art. 3, 2 at the time of application, and may only run for one position at a time. Senator Ohrin asks how art. 3, 2, cl. 3 will work for students in their first semester at Palomar. President Hopp answers the candidate s verified high school GPA will be used. Senator Scott asks if a candidate would be able to change which position they are running for after collecting signatures. President Hopp states they are still working on this portion, but will likely make the signatures collected position sensitive; changing positions could require receiving additional signatures.

7 7 However, this does not apply to any candidates running in the current election. Senator Scott agrees with this, as people might change their mind once they meet with the Election Committee. Advisor Titus asks if the election packet clearly defines each position and its duties, as the OSA has received many questions about the packet. Senator Scott answers the duties are clearly defined in the meeting with the Election Committee. President Hopp suggests updating the election packet to clearly lay out the positions once the board has finished the current meeting. Senator Scott agrees with adding information to the packet, but stresses the importance of candidates meeting with the Election Committee. President Hopp asks where the high school GPA requirement is, and Vice President Bancroft replies it is in the ASG bylaws. President Hopp adds If there is no established college GPA a minimum 3.0 high school GPA will be required. to art. 3, 2, cl. 3. Senator Ohrin inquires how the high school GPA will be verified, and President Hopp replies the transcripts will be sent to the OSA. Senator Vasquez asks what must carry means in relation to credit requirements. President Hopp clarifies that ASG officers must be enrolled in a minimum number of credits during their term, and adds that by state law the credit requirement cannot be lower than five credits. Senator Ohrin asks if the wording can be changed for clarity. President Hopp replies that will be difficult because of Fast Track classes, which may count towards the credit minimum but are only active for part of the semester. Senator Scott notes that Fast Track classes require the same amount of work as regular classes, and does not see why they would be treated differently. She also asks if an officer would be dropped from the ASG if they dropped their Fast Track classes. President Hopp responds that a student enrolled in Fast Track 2 could be in the ASG without doing any schoolwork. Advisor Titus states it would be up to the ASG to determine the validity of officers that enroll but then later drop Fast Track 2 classes. President Hopp adds a similar problem exists with Fast Track 1, and student schedules do not always align with the spring and fall semester model. Senator Watt asks to confirm the changes will require people to run for positions, instead of being appointed.

8 8 President Hopp clarifies that students will have to run for office; however, if a position opens up during the year it will be filled by appointment for the remainder of that term. Delegate Nagtalon asks how an officer s status would be checked if enrolled in Fast Track classes. Advisor Titus replies the OSA regularly checks officer requirements at times linked to registration and census dates. President Hopp states he does not believe people should be barred from serving on the ASG because of Fast Track 2 enrollment. He states the largest issue with Fast Track 2 students is using ASG funds while not doing coursework, and suggests implementing travel restrictions to work around that. Senator Scott asks, for an officer that does enroll and then drop from Fast Track 2, is there a way to move from disciplinary action to suspension or non-standard suspension. President Hopp notes if an officer drops their classes they are no longer a part of ASG, and there is a clause that prevents them from joining for two years. Advisor Titus adds the ASG can sanction within its own body but not outside of it; a suspension would require a code of conduct violation. Vice President Bancroft asks if there is a problem with throughout their term of office, and Advisor Titus replies she wonders what the intention of the phrase is. President Hopp says the intention is for officers to take seven units per semester. He would like it worded as students enrolled in at least seven units for the semester are eligible to serve on the board, and students currently doing classwork for at least seven units are eligible for travel. President Hopp notes this could affect travel during the summer. Senator Watt suggests requiring a minimum number of weeks be served before officers can travel. President Hopp states that is already in the bylaws, and the language must carry exists so the specifics can be defined in the ASG bylaws. Vice President Bancroft replaces must carry with must be enrolled in a minimum of in art. 3, 2, cl. 2 and 3. Advisor Titus asks where in the document it states high school students must supply the relevant documents; President Hopp answers that would be on the policy level. Senator Watt asks why there is a difference between minimum high school and college GPA, and President Hopp replies high school is not as academically challenging as college. Vice President Bancroft explains the hierarchy will be the President, the Executive Vice President, and then all other vice presidents, who will act similar to committee chairs. Vice President Bancroft changes Student Body President to President in art. 4, 2.

10 10 President Hopp says the vice presidents are intended to be more focused on one topic, will not have general senator duties, and will have senators serving under them in committees. Advisor Titus asks if vice presidents would serve on committees if the board was small, and President Hopp answers yes. Vice President Bancroft adds the executives would have a second weekly meeting to discuss goals and plans. President Hopp states in the past non-citizens have faced problems meeting the requirements for president because they could not serve as student trustee, but this is no longer an issue. President Hopp notes that the swearing in policy says at the last meeting of the Spring Semester to avoid problems with academic calendar changes. Advisor Titus changes student body to ASPC in art. 4, 7. President Hopp states other colleges have a formal bill process, and the presidential veto authority would help the ASG move in that direction. Advisor Titus adds councils to art. 4, 7, cl. 1, it. IX, and asks if power is the right wording for that clause. Vice President bancroft creates a list of verbiage changes to be later applied to the whole document: Student Body President to President, power to authority, and student body to ASPC. President Hopp states that art. 4, 7, cl. 1, it. XII reads to the first available Executive rather than the Executive Vice President to avoid a situation in which both President and Executive Vice President are absent. Advisor Titus notes that the most critical part is that the President s notice of absence is written. Senator Scott asks in the case of an interim president, is there a clause stating the next executive who meets the requirements serve as the Student Trustee. President Hopp replies that since the Executive Vice President is not holding the position permanently, this problem may be negated. Advisor Titus notes that district policy requires that the Student Trustee position follow the line of succession. President Hopp changes art. 4, 8, cl. 1, it. I to read Serve as interim President in the case that the President is unable to serve. President Hopp says he would like to rearrange the order of executives to better reflect the order of succession, with the Vice President of Legislative Affairs first in line after the Executive Vice President.

11 11 Advisor Titus adds that the Vice President of Shared Governance should be next in line, as shared governance is one of the ASG s primary duties. Temporary Point of Privilege: Armando Contreras at 10:45 AM, return at 10:50 AM. Senator Scott asks if executives must serve on two councils, and President Hopp replies this is covered by the bylaws. President Hopp suggests adding Oversee the maintenance for the ASG website to the duties of the Vice President of Communication. Senator Scott suggests changing The Telescope to the Palomar College newspaper, and asks if this position would handle any social media for the ASG; President Hopp answers yes. Delegate Nagtalon inquires if the Vice President of Communication would be responsible for the meeting minutes. Vice President Bancroft replies the secretary is still separate from the board. President Hopp adds that the secretary is in charge of the day to day administration of the ASG, including minutes and agendas. The position is overseen by the President and the OSA, but discipline falls to the OSA rather than the board. President Hopp says the Vice President of Club Affairs is intended to keep the connection between the ASG and the ICC, which is why the duties include attending Activities Committee meetings. Senator Contreras voices his support for the new position. Delegate Nagtalon asks if this position will be work with the Vice President of Communication to update the ASG website. President Hopp says this could be added to the list of duties, but worries the wording would exclude publicity of other committees. Permanent Point of Privilege: AJ Watt at 10:57 AM President Hopp says the Vice President of Finances position is intended to be an active role in the ASG s finances and help prevent past problems. He replaces keep with maintain in art. 4, 13, cl. 1. it. III. Delegate Nagtalon inquires if the ASG budget is published publicly. President Hopp replies the ASG budget is part of the overall Palomar College Budget which is public record. President Hopp adds Vice President of Shared Governance to the list in art. 4, 2. President Hopp states this position would be in charge of campus-wide committees, and changes Campus Food Pantry to Anita and Stan Maag Food & Nutrition Center in art. 4, 10, cl. 1.

12 12 Advisor Titus asks what influence the ASG has over Phi Theta Kappa, and if the board has the right to tie Phi Theta Kappa to the nutrition center in the constitution. President Hopp answers the position is just intended as a liaison with Phi Theta Kappa, and replaces Phi Theta Kappa with OSA in art. 4, 10, cl. 1, it. 2. Advisor Titus agrees with this change, and says this will prevent problems if Phi Theta Kappa stops their work with the center. President Hopp notes the Vice President of Shared Governance position is intended to oversee the internal operation of the campus, and facilitating the acting on ideas from the student body. Vice President Bancroft adds this position is separate from the Executive Vice President so that they are not overwhelmed. Senator Ohrin states the Vice President of Legislative affairs should be in charge of researching and bringing relevant legislation, to be shared with the student body. President Hopp adds Coordinate with the Vice President of Communication to inform ASPC of legislature and political issues relevant to the ASG in art. 4, 9, cl. 1. Vice President Bancroft adds Bring forward appropriate legislation to the ASG involving students to art. 4, 9, cl. 1. President Hopp asks for input on the title of Vice President of Statewide Student Senate. He does not want to tie it to a specific group title, because a name change would require a change in the constitution. Senator Scott notes if the position is called Vice President of Statewide Student Senate, all the election advertising will need to be changed. President Hopp states only the title would change, not the duties. Advisor Titus adds that advertising is not an issue, and the OSA can help any candidate that needs to change this on their packet. President Hopp says the position could help translate decisions made in Region X to the ASG. Senator Ohrin asks if something similar to SOVAC can be established in the constitution to address voter access and civic encouragement. President Hopp adds Encourage voter involvement and civic engagement in the ASPC to art. 4, 9, cl. 1. Senator Scott asks if the board wants all of the descriptions and duties being discussed included in the election packet cover letter. President Hopp replies yes. Senator Scott says she will use student body instead of ASPC in the cover letter for clarity.

President Hopp states the one year limit on each term will eliminate the current issue of keeping track of dates for each individual senator. If there is a vacancy during a semester, the senator position will be filled by appointment for the rest of the term. Senator Vallone asks if swearing in of new officers will happen at the last meeting of the Spring semester, and President Hopp answers yes. President Hopp adds beginning at the end of the Spring Semester to art. 5, 1, cl. 2, it. 1. President Hopp notes the number of senators has been increased to reflect the increased amount of work required. Vice President Bancroft adds the hope is there will be at least two people per executive. Senator Ohrin inquires if executives can sit on other committees besides their own, and if there is a cutoff point after which vacancies will not be filled by appointment. President Hopp answers both issues are covered in the bylaws. He notes that while there is a Vice President of Finances, the senators are still the body that authorizes using funds. President Hopp removes the duty of establishing any ASG fees, as that would have to be voted on by the ASPC. Senator Vallone asks if there are still plans to pay senators and executives. President Hopp answers this is still in the works, but would not be a constitutional item. The hope is to implement an opt-in student government fee for the student body, which would go towards stipends for senators and executives. Delegate Nagtalon asks if shared governance should be included in the senators duties, President Hopp answers yes. Vice President Bancroft adds board, council, and to art. 5, 1, cl. 4, it. X. President Hopp notes the number of delegates is increased so there is one delegate for every executive. Temporary Point of Privilege: John Ohrin at 11:43 AM, return at 11:46 AM. Vice President Bancroft states art. 7 allows the ICC to exist. Senator Contreras asks what ICC Senator means in art. 7, 1, cl. 2. President Hopp replies it is meant to recognize that the ASG does not appoint or elect the ICC representatives from each club. He changes the clause to read The ICC must be responsible for

14 14 recognizing the ICC Representative for each club, and removes art. 7, 1, cl. 3. President Hopp notes the article on elections was taken largely from the existing bylaws, and petition for nomination refers to an election packet. Vice President Bancroft changes senate approval to ASG approval in 4, it. 2 in the elections article, and adds Distribute pertinent petition for nomination form(s) to the ASPC through the OSA in 5 of the same article. Motion: Move to extend the meeting by 20 minutes. (Scott/Smith/C/U) Delegate Nagtalon asks if there will be a second reading of the document, and President Hopp replies yes, after the current changes have been added. Senator Scott notes that the cover letter cannot go out yet. President Hopp suggests not using the phrase voted on in the packet, to avoid giving false information. He adds that 5, it. III exists in the case of a contested elections and broken campaign rules. Delegate Nagtalon asks if something regarding the Brown Act needs to be in this section. President Hopp answers that since it is a legal requirement it is not needed in this document, and should be removed. Vice President Bancroft suggests adding cast a tie breaking vote to the duties of the Election Chair. President Hopp notes that anyone can report an election violation. Delegate Nagtalon asks for clarification on the OSA s role in the election process. President Hopp replies that any violation can be brought to the OSA, and the OSA can check if candidates meet the requirements. Advisor Titus notes the OSA is there to assist the ASG, and sends these issues over to the board for review. President Hopp removes art. 8 and moves the item into art. 7. Senator Scott inquires if the constitution final draft must be posted, and President Hopp replies yes. Motion: Move to approve to a second reading, with corrections. (Scott/Williamson/C/U) 10.
