The CHAIRMAN announced' that, although the report of the Uorkng Grou]0 (A/C.3-/ÿ-/lÿ)ÿ was not yet avalable n Arabcÿ the Arab countres had agreed that the Coÿnttee should proceed to vote on the amendments to the draft Conventon so that t could complete ts work by 7 December. He thanked those countres for ther coÿoperaton. 2. Hro GONZALEZ de LEON (Hexco) sad thatÿ although hs delegaton had alÿ.ÿays pressed for work on the draft Conventon to be speeded upÿ t was aware that the draft had been completed only two weeks ÿrevously and that not all the relevant doctmlents were avalable n all languages so that Goverpmÿ.ents could consder the provsons of the draft n depth. The draft Conventon contaned varous provsons for whch several alternatves had been submttedÿ and at the Colmÿtteeÿs prevous meetng a ntunber of delegatons had begun to submt amenÿent s. 3. If the Comuttee was to produce a unversally acceptable textÿ the present draft should reman open for comnents for at least a year. Some delegatons had argued that t was preferable for the draft Conventon to be opened for sgnature pror to the 1980 ÿbr!d Conference of the Unted Hatons Decade for Women. Hs de!egatonÿ hoÿ.teverÿ beleved that the Conference mght be able to mprove on the exstÿ,s draft and ensure that t was acceÿdtable to a greater nÿ'ÿoer of countres. He wshedÿ thereforeÿ to ÿropose formally that the adopton of the, draft Conventon should be postponed to the thrty offth sesson of the General Assembly so that Governments ÿ,tould have tme to make any co:ÿm_ents they shed wth regard to t. He also wshed to recall that the 1975 Uorld I, I :, Conference n Hexco had establshed the draftns and adopton of a Conventon on the elmnaton of dscrmnaton aganst ÿ,romen as one of the. man objectves of! the Decade for Women. 8. Every effort had been made to ensure that the draft Conventon ÿtas unversally acceptable andÿ as ÿ -,ÿas avalable n fnal form n tme the for representatmve the 1980 World of Conferenceÿ Inda had ÿonted that ÿ,7ould outÿ f t help to publcze t and would probably result n ts beng sgned by a larger ntÿmber of States. He therefore aÿnealed to the representatve of Hexco not to submt hs proposal formally at the present stage. That would nether help to expedte the adopton of the Conventon nor mprove the stuaton n any othep ÿ,tay 9. -ÿr KIPLAGAT (K.enya) observed that a consderable amount of ÿ,ÿork had been put nto the preparaton of the draft Conventon over the past three years by more than 50 delegatons and that the draft had been avalable for comments and amendments for some tme. It should therefore be adopted at the current sesson for the reasons put forÿard by the representatve of Inda. He had no doubt that the amendments could be adopted wthout further delay and he aÿpealed to the representatve of Hexco not to nropose formally that the adonton of the draft should be postponed. ÿ 0o Hrs. VOLLERS (Federal Republc of Germany) sad that he supported the ÿroposal by the representatve of Hexco. The draft Conventon produced by the Worÿng Group was very soundÿ but several ssues remaned unresolved. Work had ndeed been under way on the draft Conventon for the past three yearsÿ but only the revous day neÿ proposals and ÿencÿnents had been put forÿ ard whch could alter the actual substance of the draft. If necessaryÿ t ÿould take a decson afterwards on how to proceed wth the teÿ@ once t had been fnalzed. She appealed to the representatve of Hexco not to press hs proposal. 27. }@. BEKELE (Ethopa) sad t was hs understandng that the representatve of Hexco had not called for a suspenson of the dscusson of the draft Conventon or the amenÿents but had merely proposed that the adopton of the draft Conventonÿ when t was readyÿ should be deferred to the thrty-ffth sesson. 28. Nÿ. GONZALEZ de LEON (Mexco) sad that the Ethopan representatve,s understandng was correct. The remanng tme avalable at the current sesson could be used for dscussng the amenaÿentsÿ tdynÿ up the text and elmnatng alternatve versons and the square brackets. It would be useful for the Commttee to try to reconcle the varous versons and prepare a clear textÿ whch should not, howeverÿ be adopted at the current sesson but should be deferred to the thrtyffth sesson. Hs delegatonvs proposal was beng crculated as a draft decson n document A/C.3/34/L.79o 29. Hr. BEKELE (Ethopa) urgedÿ n the lght of the clarfcaton provded by the representatve of Mexcoÿ that the Commttee should take up dscusson of the draft Conventon and amendments mmedately and no longer dscuss the Hexcan ÿrodosal. 30 The CHAIRMAN felt that snce the Mexcan proposal was the text furthest removed n substance from the draft resoluton relatng to the adopton of the draft conventon (A/C.3/34/L.75)ÿ t should be voted on frst. If the Hexcan proposal was adoptedÿ the Commttee would then take Up the amendmentsÿ generally tdy up the teÿ@ of the draft and elmnate the square bracketsÿ on the understandng that the resultng textÿ after all decsons had been takenÿ would stll be a draft and not the fnal verson of the Conventon. It would then be submtted to Governments. If the Mexcan proposal was not adoptedÿ the Commttee would proceed to take decsons on the amendments and prepare the fnal text of the Conventon for possble adopton at the current sesson. 31. Hs. VÿY DEN ASSUH (Netherlands) sad that there were two separate matters whch should not be confused. There wasÿ on the one handÿ, the Mexcan draft decsonÿ applyng to the procedure Whch the General Assembly should follow wth regard to the draft Conventonÿ and9 on the other handÿ there were the amendments to the teÿ@ of the draft Conventon. Snce the Mexcan proposal was not an amendment t should not be consdered before the amendments. It would be correct to consder t only after all the amendments had been dealt wth and just before draft resoluton A/C.3/34/L.75 callng for the adopton of the draft Conventon. 32. AL-KUTTAB (Unted Arab Emrates) sad that the draft Conventon was an mportant nternatonal nstrument and requred thorough study, All efforts to prepare the best possble Conventon should be encouraged, The pont was not to draft a text for mmedate adopton but to prepare a Conventon that would be acceptable to a large number of Hember Statesÿ whch dd not seem to be the case at the present stage as far as the exstnÿ teÿ@ was concerned. Hs delegaton therefore supported the Mexcan proposal. 35. Hr. WANG Jechen (Chna) sad that the Conventon would be an nternatonal nstrumÿent and should be prepared carefullyÿ so that t would be acceptable to as many Hember States as possble and enjoy comprehensve support. Many delegatons had eÿressed the need for addtonal tme to consder the amendments and the textÿ and ther vews should be taken nto account. Hs delegaton therefore supported the Mexcan proposal. 36, Ms. FAWTHORPE (New Zealand) sad that the Hexcan proposalÿ though nerhaps not unreasonableÿ was premature and had the unfortunate effect of dstractng the Comnttee from dscusson of the substance of the matter. She felt that most delegatons were n a poston to consder the amendmentsÿ the majorty of vhch were not new. There was also the danner thatÿ f the draft Conventon were referred back to Governmentsÿ t mght take a long tme for t to re-emerge from the mnstres concerned. 37. }ÿ. HOLLWAY (Australa) observed that years of work were beng frustrated by a very confusng dscusson and by proposals submtted at the last mnute for whch there seemed to be very lttle justfcatonÿ snce the Worknÿ Groupÿ whch was a workng group of the whole open to partcpaton by all delegaÿonsÿ had been workng for a long tme and ts work was known to all nterested delegatons, It would therefore be napproprateÿ even neglgentÿ to allow any more tme'to be wasted. The Cormÿttee should turn to consderaton of the re;@ and the amendments mmedately and make every effort to adopt the draft Conventon at the current sesson. He agreed wth the representatve of the Netherlands that the Mexcan Proposal must not be allowed to put the cart before the horseÿ t was not an amendment but should be consdered as an alternatve to draft resoluton A/C.3/34/L.75 callng for the adopton of the draft Conventon To avod confuson the representatve of Hexco should wthdraw hs proposal ad resubmt t at a later Stage when the text of the draft Conventon was ready. y o. THIAH (Senegal) sad that n the lght of the dscusson n the Commttee t was unreasonable to expect that the Commttee could examne and adopt the draft Conventon at the current sesson. There was the problemÿ referred to by several delegatonsÿ that the text would be m conflct wth exstng legslaton under the varous socal and legal systems represented n the Unted Natons. Many conventons had been adopted but there had been less success n havng them ratfed and generally mplemented. He therefore supported the Mexcan proposal. 41o The CHAIRÿ¼N sad he would suspend the meetng to consult wth a representatve of the Legal Offce as to how to proceed wth regard to the varous proposals before the Commttee. The meetng was suspended from 5.15 p.m. to 5.25 p.m. 421 Hr. GONZALEZ de LEON (Mexco) expressed regret that hs procedural proposal appeared to have been msunderstood as an amendment. Hoÿ{everÿ he felt that the problem could be solved by movng an amendment to document A/C.3/34/L.75 under whch operatve paragraphs I and 2 would be replaced by the follownÿ two operatve paragraphs conceved along the lnes of the draft decson n document A/C.3/34/L.79: 'ÿ.
