1 ABSECON BOARD OF EDUCATION BOARD OF EDUCATION MEETING REGULAR MEETING December 19, 2017 CALL TO ORDER The meeting was called to order at 7:00 P.M. in the Media Center of the Marsh School, with the president, Mr. Hoenes presiding. Mr. Hoenes announced that the meeting was being held in compliance with the "Sunshine Law", in that a notice was posted with the City Clerk and the newspapers were notified. Mr. Hoenes announced that a mechanical device would be used to record these proceedings. Mr. Corkhill, Abstain, Ms. COMMUNICATIONS: Letter from Richard Stepura, Interim Executive County Superintendent, November 29, 2017, informing the Board they are not entitled to representation on the Pleasantville School District BOE because the percentage of Absecon pupils attending Pleasantville School District is less than 10%. Letter from Richard Stepura, Interim Executive County Superintendent, November 29, 2017, commending the District for spending efficiencies identified at the mid-year budget review. 2 Page 2 December 19, 2017 COMMITTEE REPORTS SUPERINTENDENT S REPORT: The Superintendent reported on the following: Recognition of Service to the Absecon School District: Hoenes: Dr. DeFranco recognized Gerald Hoenes, Absecon Board of Education President for his contribution and dedication to the children of Absecon. Mr. Hoenes was served as a member of the board of education starting in February of 1978 through April of 2005 and then again in April of 2011 through December Artist Presentation for the Absecon School District s Historic Mural Project: Dr. DeFranco presented a certificate of appreciation to artists, Bill Parker and Carly Broomhead, Robin Adams, who was not present was acknowledged and will be mailed a certificate of appreciation. Hire Part-Time Maintenance/Custodian: Upon the recommendation of the Superintendent, motion to hire Rene Perera-Navarro as a part-time (0.625) maintenance/custodian, at a base rate of $19,982 with no benefits, for the school year pro-rated at Level 1 effective 12/20/2017. Approve Marsh After School MAST Program: Upon the recommendation of the Superintendent, motion to approve the Marsh After School MAST program for twenty-three [23] days from January 9, through March 27,. Those dates are as follows: Jan 9, 11, 16, 18, 23, 25, 30 Feb 1, 6, 8, 13, 15, 20, 22, 27 Mar 1, 6, 8, 13, 15, 20, 22, Approve Stipend for Marsh After School MAST Coordinator: Upon the recommendation of the Superintendent, motion to approve as the Marsh After School MAST Coordinator at a stipend of five-hundred [$500.00] dollars. 10. Approve Staff for the Marsh After School MAST Program: Upon the recommendation of the Superintendent, motion to approve the following staff for the Marsh After School MAST program at the hourly rate of forty [$40.00] dollars per hour, not to exceed twenty-three [23] hours each [Acct. No ]: 11. The motion was seconded by Ms. Law, and unanimously carried by a roll call vote. Ms. FISCAL AFFAIRS COMMITTEE: Items for Action 1. Ratify Tuition Contract Sent to Waterford Township Schools: Motion to ratify the tuition contract with Waterford Township Schools to send student WT-01, a DCPP placement in Waterford Township, to Hammonton High School, for the 2017/ school year, at an annual tuition of $12, Ratify Transportation Contract with Waterford Township Board of Education: Motion to ratify the transportation contract with Waterford Township Board of Education to transport one student, a DCPP placement in Waterford Township to Hammonton High School at an annual fee of $ Security Upgrades for Holy Spirit High School: Motion to approve the purchase for security upgrades at Holy Spirit High School to include video surveillance, and door access control, upgrades for a total cost of $23,250 with Atlantic Coast Alarm. The purchases will be made using non-public security aid. 4. School Board Member Election Results November 7, 2017: Motion to accept the school board member election results, November 7, 2017, as shown below. Elected to fill the two open seats for the term are: Thomas Grites and Eric Neal. Eric Neal 1,154 Thomas Grites 1,119 Mr. Cottrell moved to approve items 1., 2., 3., and 4. The motion was seconded by Mr. Rynkiewicz, and unanimously carried by a roll call vote. Ms. FACILITIES COMMITTEE: Mr. Corkhill reviewed the items discussed at the Facilities committee meeting held prior to the Board meeting this evening: Update on water cooler replacement project Update on door/hardware replacement project Facility use request review for karate program NEGOTIATIONS: None

5 Page 5 December 19, 2017 DELEGATE TO NJSBA: Mr. Cottrell discussed the NJSBA meetings he attended in December and the upcoming NJSBA meetings to be held in January. OLD BUSINESS: None NEW BUSINESS: Mr. Cottrell spoke about the City s potential plan to put a roundabout traffic pattern at five corners. RECEIPT OF TREASURER S and SECRETARY S REPORT: Mr. Cottrell moved to acknowledge receipt of the Treasurer s Report and the Secretary s Report for November which are in agreement. BOARD OF EDUCATION S MONTHLY CERTIFICATION: Mr. Cottrell moved that, after review and pursuant to 6A:23A-16.10(c)4 the Absecon Board of Education certifies that as of November 30, 2017, after review of the Secretary s and Treasurer s Monthly Financial Reports (Revenue and Appropriations Sections), and upon consultation with the appropriate district officials that, to the best of our knowledge, no major account or fund has been over expended in violation of N.J.A.C. 6A:23A-16.10(b), and there have been no changes in anticipated revenue sources and/or amounts so that sufficient funds are available to meet the district s financial obligations for the remainder of the fiscal year. TRANSFERS: Mr. Cottrell moved to ratify the November transfers. MONTHLY PURCHASE ORDERS AND BILLS: Mr. Cottrell moved to approve the following: Bills to be Approved for Payment $ 742, Check to be Ratified $ 51, Payroll (December) to be Ratified $ 711, OPENED/CLOSED TO PUBLIC: Meeting was opened to public at 8:45 pm. No public comments. EECUTIVE SESSION On a motion by Mr. Cottrell, seconded by Mr. Corkhill, and carried by a voice vote, the following resolution was adopted at 8:46 pm. Ms. Wallace, Absent: RESOLUTION BE IT RESOLVED at a public meeting of the Board of Education of Absecon, Atlantic County, New Jersey, held December 19, 2017, that pursuant to the Open Public Meeting Act, the following subject(s) be discussed in a session of the board closed to the public: Personnel Potential Litigation Negotiations It is presently anticipated that the item(s) mentioned in the resolution can be disclosed to the public upon final determination of the subject by the Board of Education.

Ms. EDUCATIONAL POLICIES COMMITTEE ADDENDUM 13. Retirement Letter: Motion, to accept, with regret, Dr. DeFranco s retirement letter effective July 1,. Mr. Corkhill moved to accept item 13. The motion was seconded by Ms. Law, and unanimously carried by a roll call vote.
