1 MARCH 6, 2018 BOARD MINUTES Pursuant to motion of adjournment the Polk County Board of Commissioners met in session at 1:00 o clock p.m., due to inclement weather March 6, 2018 in the Commissioners Room, Government Center, Crookston, MN. Members present: Commissioner Warren Strandell, Commissioner Joan Lee, Commissioner Don Diedrich, Commissioner Gerald Jacobson, Commissioner Gary Willhite and Charles S. Whiting, County Administrator, Clerk of the Board. Others present: Michelle Cote, Deputy Clerk of the Board. AGENDA A motion was made by Commissioner Willhite seconded by Commissioner Jacobson and adopted by unanimous vote of the Board to approve the March 6, 2018 agenda. CONSENT AGENDA A motion was made by Commissioner Strandell seconded by Commissioner Diedrich and adopted by unanimous vote of the Board to approve the March 6, 2018 consent agenda: 1. Approve Auditor Warrants. 2. Approve for payment Lost Warrant No in the amount of $37.45 in the name of Bethany Satrom dated July 21, Approve for payment Lost Warrant No in the amount of $7.39 in the name of John Ophoven. 4. Approve for payment Lost Warrant No in the amount of $33.07 in the name of John Ophoven. 5. Approve for payment Lost Warrant No in the amount of $25.14 in the name of John Ophoven. 6. Approve for payment Lost Warrant No in the amount of $8.26 in the name of John Ophoven. 7. Approve payment to HN Quality Plumbing, Inc., Crookston, MN in the amount of $1, for installation, valve checks and push button assembly for the Facilities Department. 8. Approve payment to Keith s Security World, Grand Forks, ND in the amount of $ for lock supplies for the Facilities Department. 9. Approve payment to Bydal Signs, East Grand Forks, MN in the amount of $60.00 for sign lettering for the Facilities Department. 10. Approve payment to Fleet Services, Arden Hills, MN in the amount of $1, for vehicle lease payments for the Facilities Department. COUNTY BOARD MEMBERS ISSUE FORUM 1. Commissioner Strandell brought forth that he attended a TAC Transportation Advisory Committee meeting. In addition he also attended the Parnell Impoundment Advisory Committee meeting. 2. Commissioner Lee brought forth that she attended the Informational meeting regarding the consolidation of Judicial Ditch No. 72 and State Ditch 61 in Gully, She also brought forth that she attended the House Tax Committee meeting for HF She also participated in the meeting with Senator Mark Johnson and Representative Deb Kiel. 2 She also attended the AMC Health and Human Services Committee meetings. She also brought forth concern regarding conversations held with the media and that the information brought forth to the media should reflect the opinion of the commissioner being interviewed only. 3. Commissioner Diedrich brought forth that he attended the Parnell Impoundment meeting. He also brought forth that he attended the Informational meeting regarding the consolidation of Judicial Ditch No. 72 and State Ditch 61 in Gully. 4. Commissioner Jacobson brought forth that he attended the MRC meeting. In addition he attended the AMC Legislative Conference that included a meeting with Senator Mark Johnson and Representative Deb Kiel. In addition he brought forth information regarding DNR PILT payments. He also brought forth discussion regarding Mental Health needs and services in Polk County. 5. Commissioner Willhite brought forth that he attended the Tri-Valley Opportunity Council meeting where the focus was the Agassiz Townhomes currently under construction. In addition the Spirit of Martin Luther King Award was given to Victoria Ramirez. SOCIAL SERVICES Kent Johnson, Social Services Director came before the Board with matters pertaining to his department: 1. Resolution ( ) Accepting Grant Funds From Pohlad Foundation On Behalf Of Polk County Social Services Resolution Accepting Grant Funds from Pohlad Foundation On Behalf Of Polk County Social Services RESOLUTION ( ) The following resolution ( ) was offered by Commissioner Diedrich: WHERAS, A grant application was made to the Pohlad foundation by Polk County Social Services to fund summer camp for Polk County youth; and WHEREAS, The Pohlad foundation has awarded Polk County Social Services $15, for youth camp grants. NOW THEREFORE BE IT RESOLVED, By the County Board of Polk County, Minnesota as follows: That the grant award in the amount of $15, to Polk County Social Services by the Pohlad foundation is hereby accepted and designated for use for youth camp grants in Commissioner Jacobson seconded the foregoing resolution and it was declared adopted upon the following vote. CY 2018 Sanford Medical Center Thief River Falls Adult & Children s Mental Health Crisis Purchase of Services Agreement A motion was made by Commissioner Willhite seconded by Commissioner Strandell and adopted by unanimous vote of the Board to approve the CY 2018 Sanford Medical Center Thief River Falls Adult & Children s Mental Health Crisis Purchase of Services Agreement as presented to the Board. (Agreement on file in the Administrator s Office) ENVIRONMENTAL SERVICES Jon Steiner, Environmental Services Director came before the Board with matters pertaining to his department: 1. Resource Recovery Facility (RRF) Phase I Wall Change Order Due to additional serious construction defects that were discovered during the construction project a motion was made by Commissioner Strandell seconded by Commissioner Diedrich and adopted by unanimous vote of the Board to approve Change Order No. 17 for the Resource Recovery Facility office area wall modification to Vercon, Inc., Menahga, MN in the amount of $4, Resource Recovery Facility (RRF) Phase I Winter Conditions Change Order Due to extreme weather conditions the 18,000 square foot concrete was needed to be poured within a four day period which caused significant efforts and additional expense. A motion was made by Commissioner Diedrich seconded by Commissioner Jacobson and adopted by unanimous vote of the Board to approve Change Order No. 11 for the Resource Recovery Facility winter change order to Vercon, Inc., Menahga, MN in the amount of $51, Existing MRF Equipment Disposition An existing MRF Fosston Equipment Disposition list was discussed and presented to the Board. The items listed are not incorporated into the new MRF design at this time. The listed equipment shall be considered surplus and eligible for sale, recycling or trade-in. A motion was made by Commissioner Diedrich seconded by Commissioner Willhite and adopted by unanimous vote of the Board to approve the presented list of existing MRF Fosston Equipment to be declared surplus and disposition will be the responsibility of the Environmental Services Administrator. (Existing MRF Fosston Equipment Disposition list is on file in the Administrator s Office) 4. Polk County Truck Scale Quotes A motion was made by Commissioner Jacobson seconded by Commissioner Strandell and adopted by unanimous vote of the Board to approve the quote from Kennedy Scales, Coon Rapids, MN for indoor and outdoor full length truck scales, temporary scale and associated materials and labor to complete the project in the amount of $231, Transfer Station (TS) Surplus Equipment Discussion was brought forth regarding the disposal or sale of Transfer Station surplus equipment. Mark Dietz, Facilities Management Director will bring the list to the Board for approval at a later date. 6. 4 ASSESSOR Mark Landsverk, Polk County Assessor came before the Board with matters pertaining to his department: 1. County Board of Appeal & Equalization A motion was made by Commissioners Strandell seconded by Commissioner Jacobson and adopted by unanimous vote of the Board to set the date and time for the County Board of Equalization for June 19, 2018 at 6:00p.m., at the Polk County Government Center, Crookston, MN. HIGHWAY DEPARTMENT Darin Carlstrom, Polk County Highway Department came before the Board with matters pertaining to the Highway Department: 1. Street Sweeping Quote A motion was made by Commissioner Willhite seconded by Commissioner Strandell and adopted by unanimous vote of the Board to approve the 2018 Street Sweeping Quote to Twedt s Sweeper s Inc., Grand Forks, ND in the amount of $94.00 per hour. PUBLIC HEALTH Sarah Reese, Public Health Director came before the Board with matters pertaining to her department: 1. State Community Health Services Advisory Committee Meeting Discussion was held with the Board regarding the February 23, 2018 SCHSAC meeting where Federal Funding for Public Health, 2018 Minnesota Legislative Session, Environmental Health Strengthening Public Health in Minnesota and the 2018 SCHSAC Work Plan Overview were the topics of discussion. A handout from the Minnesota Department of Health/Strengthening Public Health Workgroup was also presented to the Board. (Handout on file in the Administrator s Office) PROPERTY RECORDS Michelle Cote, Property Records Director came before the Board with matters pertaining to her department: 1. License Center Operational Decision (Option A Cease Operations/Option B Continue Operations) A motion was made by Commissioner Willhite seconded by Commissioner Jacobson and adopted by unanimous vote of the Board to continue the operations of the Polk County License Center at the Government Center, Crookston, MN. Due to a vacancy in the License Center a motion was made by Commissioner Diedrich seconded by Commissioner Willhite and adopted by unanimous vote of the Board to approve posting, advertising and filling the Clerk Typist Cashier III position for the License Center and any internal subsequent position vacancies occurring as a result of this action. 2. Request to Close License Center on March 9, 2018 for Training Purposes A motion was made by Commissioner Willhite seconded by Commissioner Jacobson and adopted by unanimous vote of the Board to close the Polk County License Center on March 9, 2018 for training purposes.
