1 JANUARY 8, 2019 BOARD MINUTES Pursuant to motion of adjournment the Polk County Board of Commissioners met in session at 8:00 o clock a.m., in the Commissioners Room, Government Center, Crookston, MN. Members present: Commissioner Warren Strandell, Commissioner Joan Lee, Commissioner Don Diedrich, Commissioner Gerald Jacobson, Commissioner Gary Willhite and Charles S. Whiting, County Administrator, Clerk of the Board. Others present: Michelle Cote, Deputy Clerk of the Board. Judge Remick administered the Oath of Office for Commissioners Elect Joan Lee and Warren Strandell. CALL TO ORDER Joan Lee, the Chair of the Board called the meeting to order and proceeded to call for nominations for the Office of Chairman of the Polk County Board of Commissioners for ELECTION OF OFFICERS The Chair called for nominations for the Office of Chair of the Polk County Board of Commissioners for A motion was made by Commissioner Diedrich to nominate Commissioner Strandell Chair of the Polk County Board, seconded by Commissioner Jacobson and adopted by unanimous vote of the Board. Commissioner Strandell assumed the Chair. The Chair of the Board asked for nominations for the office of Vice-Chair of the Board. A motion was made by Commissioner Diedrich to nominate Commissioner Willhite as Vice-Chair of the Polk County Board seconded by Commissioner Lee and adopted by unanimous vote of the Board. AGENDA A motion was made by Commissioner Diedrich seconded by Commissioner Willhite and adopted by unanimous vote of the Board to approve the agenda. CONSENT AGENDA A motion was made by Commissioner Lee seconded by Commissioner Jacobson and adopted by unanimous vote of the Board to approve the consent agenda. 1. Approve Auditor Warrants. 2. Approve payment to Wagner Mobile Welding & Repair Shop, Crookston, MN in the amount of $$ for Hobart Mixer Repair and Installation of Shelves, Mileage, and Supplies for the Facilities Department. 3. Approve payment to Driver and Vehicle Services, Coon Rapids, MN in the amount of $96.00 for backgrounding fees for enhanced driver s licenses (3) for the License Center. 4. Commissioner Strandell brought forth that he attended the retirement reception for former Sheriff Erdman. Discussion was brought forth regarding an regarding the One Water Exhibit. 3. Commissioner Lee brought forth she attended the East Polk County Soil and Water meeting where the focus was the resignation of Lisa Newton Erickson. Rachel Klein was appointed as interim Director. Discussion was brought forth regarding the 4-H Coordinator position. It has been filled by Katie Becker who previously was the 4-H Coordinator of Clearwater County. She also brought forth that she has been contacted by several concerned citizens regarding Enbridge Line 3 and an appeal filed by the Minnesota Department of Commerce. A letter of support was discussed but will be brought forth at a subsequent meeting. Page 3
4 4. Commissioner Diedrich brought forth that he attended the retirement reception for former Sheriff Erdman. 5. Commissioner Jacobson brought forth that he attended the retirement reception for former Sheriff Erdman. He also attended the MRC meeting where the 2019 priorities were the focus. 6. Commissioner Willhite brought forth that he attended the swearing in of Sheriff Elect Jim Tadman. He also attended the LARL meeting where the employment contract was the focus. Discussion was brought forth regarding Tri-Valley and the Fornet building. HIGHWAY Richard Sanders, Polk County Highway Engineer came before the Board with matters pertaining to his department: Mower Tractor Rental Quote A motion was made by Commissioner Willhite seconded by Commissioner Jacobson and adopted by unanimous vote of the Board to award the quote to Valley Plains Equipment, Crookston, MN to lease 3 John Deere Mower Tractors with a per hour rate of $19.00 for (6 months approximately 500 hours). (Quotes on file in the Administrator s Office) ¾ Ton Cargo Van Quote A motion was made by Commissioner Lee seconded by Commissioner Diedrich and adopted by unanimous vote of the Board to award the quote to Brost Chevrolet, Crookston, MN for a 2019 Chevy ¾ ton Express 2500 Passenger Van in the amount of $25, (Quotes on file in the Administrator s Office) (3) Kuhn Multi-Disc Rotary Mowers A motion was made by Commissioner Jacobson seconded by Commissioner Willhite and adopted by unanimous vote of the Board to award the quote to Valley Plains Equipment, Crookston, MN for the purchase of 3 John Deere Kuhn Multi-Disc Rotary Mowers for a total amount of $38, ($12, each). (Quotes on file in the Administrator s Office) New Hustler Super Z Mower A motion was made by Commissioner Jacobson seconded by Commissioner Lee and adopted by unanimous vote of the Board to award the quote to Service Pro, Crookston, MN for a new Hustler Super Z riding lawnmower with a rear discharge in the amount of $10, (Quotes on file in the Administrator s Office) (2) Tandem Axle Diesel Trucks A motion was made by Commissioner Willhite seconded by Commissioner Diedrich and adopted by unanimous vote of the Board to award the quote to I State Truck Center, Inver Grove Heights, MN for the purchase of (2) 2020 Freightliner Tandem Axle Diesel Trucks for a total amount of $230, ($115, each). (Quotes on file in the Administrator s Office) 6. Out Of State Travel The 2019 Out Of State Travel list was discussed and presented to the Board. A motion was made by Commissioner Diedrich seconded by Commissioner Lee and adopted by unanimous vote of the Board to allow Richard Sanders, Polk County Highway Engineer to travel out of state to the meetings as presented to the Board. County Ditch Maintenance Request Ditch maintenance requests have come in for County Ditch No. 79 Section 20, Onstad Township as the ditch used to be straight in this section and over the years has meandered off course in areas. Rudolph Applequist owns property where the meanders have occurred and would like to straighten them back up with his own equipment and labor. A motion was made by Commissioner Jacobson seconded by Commissioner Diedrich and adopted by unanimous vote of the Board to approve the work in County Ditch No. 79 and name Richard Sanders as Engineer over the project. 8. CSAH 11 Fisher Avenue Design Widseth Smith Nolting & Associates, Inc., have completed plans for the Fisher Avenue Reconstruction Project from the east side of the BNSF railroad tracks to the city limits on the east end of Crookston (approximately 5,300 feet in length). A motion was made by Commissioner Diedrich seconded by Commissioner Jacobson and adopted by unanimous vote of the Board to allow Widseth Smith Nolting & Associates, Inc., Crookston, MN to complete all the work/tasks as presented to the Board as proposed on the Design Proposal for CSAH 11. Resolution (2019-5) Making CSAH 19 A 10 Ton Route From TH 220 To TH 75 Resolution Making CSAH 19 A 10 Ton Route From TH 220 To TH 75 RESOLUTION (2019-5) The following resolution (2019-5) was offered by Commissioner Diedrich: WHEREAS, The Board of County Commissioners of Polk County desire to designate an efficient transportation system of County Highways within Polk County. NOW THEREFORE BE IT RESOLVED, By the Board of County Commissioners of Polk County that the following route be and hereby is designated a Ten Ton County Highway Route: County State Aid Highway 19 from MN TH 220 (in East Grand Forks) east to US TH 75 near Euclid, MN. Commissioner Lee seconded the foregoing resolution and it was declared adopted upon the following vote: YEAS: Lee, Diedrich, Strandell, Willhite, and Jacobson. NAYS: None. 10. Approve 2019 Polk County Road Restriction Map A motion was made by Commissioner Willhite seconded by Commissioner Jacobson and adopted by unanimous vote of the Board to approve the 2019 Polk County Road Restriction Map as presented to the Board showing the following changes: CSAH 19 from CSAH 20N to TH 75 9 ton to 10 ton, CSAH 54 from CSAH 11 to CSAH 57 7 ton to 9 ton. (Map on file in the Administrator s Office) MIS DEPARTMENT Sebastian Sullivan, MIS Director came before the Board with matter pertaining to his department: 1. Approval To Purchase Replacement Network Switches Page 5
6 A motion was made by Commissioner Jacobson seconded by Commissioner Lee and adopted by unanimous vote of the Board to approve purchasing 8 CISCO Network Switches to replace current at the end of normal service life from Morris Electronics, Morris, MN in the amount of $26, (All costs are provided for in the Board approved 2018 Department of Information Systems budget) SOCIAL SERVICES Peter Sedgeman, Social Services Director came before the Board with matters pertaining to his department: 1. Contract Approval Personal Money Management The Purchase of Service and Host County Contract between Polk County Social Services and Personal Money Management was discussed and presented to the Board. A motion was made by Commissioner Diedrich seconded by Commissioner Jacobson and adopted by unanimous vote of the Board to approve and sign the Purchase of Service and Host County Contract for the period of January 1, 2019 through December 31, 2019 as presented. (Contract on file in the Administrator s Office) SHERIFF Chuck Whiting, Polk County Administrator came before the Board on behalf of James Tadman, Polk County Sheriff with matters pertaining to the Sheriff s Office: 1. Signature Authority for Chief Deputy Michael Norland to Sign Vouchers in the Absences of Sheriff James Tadman A motion was made by Commissioner Jacobson seconded by Commissioner Diedrich and adopted by unanimous vote of the Board to approve Chief Deputy Michael Norland to sign vouchers in the absences of Sheriff James Tadman. PUBLIC HEALTH Sarah Reese, Public Health Director came before the Board with matters pertaining to her department: 1. Out of State Travel Request Judy Ophus A motion was made by Commissioner Willhite seconded by Commissioner Lee and adopted by unanimous vote of the Board to approve out of state travel for Judy Ophus, Public Health Nurse to attend the Nurse-Family Partnership 2019 National Symposium from September 16 September 18, (Scholarship will pay for major portion of travel expenses with minimal additional expenses paid by MDH Nurse Family Partnership Expansion/MIECHV) 2. Out of State Travel Request Gail Halverson A motion was made by Commissioner Jacobson seconded by Commissioner Lee and adopted by unanimous vote of the Board to approve out of state travel for Gail Halverson, Nurse Practitioner to attend the Contraceptive Technology Conference in Anaheim, CA from March 24 March 27, (Expenses paid by MDH Family Planning Special Projects Funds) 3. Out of State Travel Request Amy Van Den Einde A motion was made by Commissioner Jacobson seconded by Commissioner Willhite and adopted by unanimous vote of the Board to approve out of state travel for Amy Van Den Einde, Public Health Nurse to attend the Contraceptive Technology Page 6

Medical Consultant Contract The Medical Consultant Contract between Polk County Public Health and Altru Clinic, Crookston was discussed and presented to the Board. A motion was made by Commissioner Diedrich seconded by Commissioner Lee and adopted by unanimous vote of the Board to approve the Medical Consultant Contract with Altru Clinic for consultant services of Dr. Ronald Dorman, MD for January 1, 2019 to December 31, 2020 as presented. Resolution (2019-1) Designating Polk County s Website For Publications Of Invitations To Bid On Polk County Transportation Projects Designating Polk County s Website For Publications Of Invitations To Bid On Polk County Transportation Projects RESOLUTION (2019-1) The following resolution (2019-1) was offered by Commissioner Diedrich: BE IT RESOLVED, By the Board of County Commissioners of Polk County that pursuant to M.S. 331A.12, Polk County s web site; be and hereby is designated by the Board of County Commissioners of Polk County as the official site for the publications of invitations to bid on Polk County transportation projects. Resolution (2019-2) Designating The Polk County Official Newspaper Designating The Polk County Official Newspaper RESOLUTION (2019-2) The following resolution (2019-2) was offered by Commissioner Diedrich: BE IT RESOLVED, By the Board of County Commissioners of Polk County that the Exponent be and the same is hereby designated by the Board of County Commissioners of Polk County as the Official Newspaper of Polk County for 2019 and as such is the newspaper designated in which shall be published all notices and publications which the County is required to publish during the year of BE IT FURTHER RESOLVED, That the bid of $1.48 per column inch be accepted for the Official Publications of Polk County. Resolution (2019-3) Designating Publication of the Delinquent Tax List Statement of Polk County Designating Publication Of The Delinquent Tax List Statement Of Polk County RESOLUTION (2018-3) The following resolution (2019-3) was offered by Commissioner Lee: BE IT RESOLVED, By the Board of County Commissioners of Polk County that the McIntosh Time with a bid of $2.50 per column inch be and the same is hereby accepted for the Publication of the Delinquent Tax List Statement of Polk County to be published in Commissioner Jacobson seconded the foregoing resolution and it was declared adopted upon the following vote: YEAS: Lee, Diedrich, Strandell, Willhite, and Jacobson. NAYS: None. (As Shown Below) 4. Resolution (2019-4) Designating Delegates To The Association Of Minnesota Counties & Payment Dues Designating Delegates To The Association of Minnesota Counties & Payment Of Dues RESOLUTION (2019-4) The following resolution (2019-4) was offered by Commissioner Willhite: WHEREAS, The Board of County Commissioners of Polk County, Minnesota, has availed itself of the authority granted under Section , M.S.A., and will pay the dues of said County to the State and National Association of County Commissioners for the year 2019 and it is the intention of said Board of County Commissioners to designate individuals to attend meetings of said Association. NOW THEREFORE BE IT RESOLVED, That the Board of County Commissioners of Polk County Minnesota, does hereby designate all of its members as delegates from said County to serve on various committees of that Association. BE IT FURTHER RESOLVED, That upon presentation of a properly verified claim, the finance department be and hereby is authorized to reimburse each of said person Page 8
9 for their actual and necessary expenses in attending such meetings, and to pay the annual dues of the County for membership in the Association of Minnesota Counties. BE IT FURTHER RESOLVED, That the following named individuals are Polk County's official delegates to the Association of Minnesota Counties: Commissioner Jacobson, Commissioner Strandell, Commissioner Willhite, Commissioner Lee, Commissioner Diedrich, Charles S. Whiting, County Administrator, Michelle Cote, County Director of Property Records, and Richard Sanders, County Highway/Ditch Engineer. Commissioner Lee seconded the foregoing resolution and it was declared adopted upon the following vote: YEAS: Lee, Diedrich, Strandell, Willhite, and Jacobson. NAYS: None. 5. Approval of 2019 Mileage, Meals and Lodging Reimbursement Rates A handout was presented and discussed with the Board regarding the 2019 mileage, meals and lodging reimbursement rates. A motion was made by Commissioner Jacobson seconded by Commissioner Lee and adopted by unanimous vote of the Board to adopt the 2019 IRS mileage rate of $.58 per mile for county business travel with a personal vehicle. A motion was made by Commissioner Diedrich seconded by Commissioner Willhite and adopted by unanimous vote of the Board and to adopt the 2019 federal meal reimbursement rates as listed for Minnesota, and for out of state travel at federal rates for the given state. A motion was made by Commissioner Willhite seconded by Commissioner Jacobson and adopted by unanimous vote of the Board to adopt the 2019 federal lodging reimbursement rates for lodging for personal lodging expense incurred on county business. Cart Tippers Organics Collection Grant A motion was made by Commissioner Diedrich seconded by Commissioner Lee and adopted by unanimous vote of the Board to approve the quote from Toter Professional Products, Statesville, NC for the purchase of 2 cart lifters plus delivery in the amount of $13, Order and payment will be made by Polk County through Beltrami County. Payment of $13, will be made to Beltrami County. PROPERTY RECORDS Michelle Cote, Property Records Director came before the Board with matters pertaining to her department: 1. Tobacco License A motion was made by Commissioner Jacobson seconded by Commissioner Lee and adopted by unanimous vote of the Board to approve the 2019 Tobacco Licenses for Dean s Bulk Service Inc., Barnesville, MN for the Win-E-Mac Travel Center, Erskine, MN location presented to the Board of which the application and payment have been received. 2. License Center Remodel Discussion along with handouts pertaining to costs and floor plans were presented to the Board regarding the License Center redesign project. A motion was made by Page 9
