1 A Resolution to Ban Gay and Transgender Panic/Advance Defenses in Nevada 0 WHEREAS, In the gay/transgender panic defense, the accused claims that they have been the object of romantic or sexual advances by someone who identifies as a different gender than they were born (transgender) or by someone who identifies as LGBTQA+, and the accused finds the advances so offensive and frightening that it brings on a psychotic state and unusual violence; and WHEREAS, The accused is able to argue their case from murder to manslaughter (a lesser charge) by claiming that they were so appalled by learning that their victim was gay or transgender, and that the only option was extreme violence; and WHEREAS, The new law will state that the accused s discomfort with, or fear of, a victim's sexual orientation or gender identity may not be used as a legal defense to justify the assault; and WHEREAS, If it is illegal to assault someone based off of their skin color, then it is logically equivalent to make it illegal to assault someone based off of their gender identity or sexual orientation; and RESOLVED, This bill shall take effect as of January, 0. After No Child Left behind (NCLB) passed in 00, the US slipped from th in the world in math on the Program for International Student Assessment (PISA) to st place in 00, with a similar drop is science and no change in reading; now, therefore, be it RESOLVED, By the Student Congress here assembled that future funding from the federal government for all primary and secondary schools will require the use of alternative methods of academic assessment instead of standardized testing. 4 A Resolution to Ban Child Beauty Pageants 0 0 WHEREAS, Child beauty pageants are defined as a competition in which contestants under the age of sixteen are judged by their physical beauty and are awarded prizes or titles given by pageant coordinators; and WHEREAS, About,000 child beauty pageants are held every year with about 0,000 child contestants participating; and WHEREAS, Pageants are exempt from child labor laws, meaning children as young as two risk spending eight hours at competitions without breaks; and WHEREAS, Child beauty pageants often sexualize participants through dress and actions; and WHEREAS, These pageants also promote unhealthy behaviors, such as giving more importance to outer beauty than inner beauty; and WHEREAS, Beauty pageant contestants have been extensively documented using health and beauty products meant for adults on children, risking the health of children involved; and WHEREAS, Excessive caffeine and sugar consumption has also been seen in pageants for children of all ages; and WHEREAS, The welfare of children cannot solely be the responsibility of parents, it must be a priority for everyone; now, therefore, be it RESOLVED, That the Congress here assembled bans the organization of beauty pageants for children under the age of sixteen. 5 A Resolution to Implement a Fast Food Tax in the United States 0 WHEREAS, Childhood obesity is one of the largest problems facing our society; and WHEREAS, food restaurants have a large selection of cheap foods that are high in calories, which have severe negative effects on the nation s youth; and WHEREAS, Over one third of America s youth are obese; and WHEREAS, According to the Center for Disease Control most fast food restaurants sell food that is not healthy and has shown to increase obesity; and WHEREAS, By implementing a tax people will be less likely to purchase and consume these fast food products, thus stopping them from contributing to obesity ; and WHEREAS, Aside from the health benefits from reducing the consumption of fast food the government would also see an additional source of revenue from the tax; and WHEREAS, With the national debt being very high any additional source of income will help the nation immensely; and RESOLVED, That the Student Congress here assembled make the following recommendation to Reno High School Primary implement a fast food tax in the United States
6 A Bill to Require a Limit to the Number of Terms a Congressional Member Can Serve 0 0 BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION. All members of both the House of Representatives and the Senate will be faced with a designated term limit for their respective branches. A. Members within the House of Representatives will be faced with a limit of ten terms for a combined total of twenty years of congressional service. B. Members within the Senate will be faced with a limit of four terms for a combined total of twenty-four years of Senate service. SECTION. A term is to be defined as a set number of years of service in a position to which the person has been elected. A. Within the House of Representatives a single term consist of two years of service in their elected position. B. Within the Senate a single term consist of six years of service in their elected position. SECTION. In the case of a death of a congressperson, a substitute will be placed to fill the vacancy, however this will not be counted as one of his/her terms of service. SECTION. If a congressperson has run out of time that they can serve in one of the two branches, they will be allowed to run for office in the branch that they were not previously affiliated with. SECTION. This bill will be enforced by the election commission until it can be further amended into the Constitution of the United States with further debate. SECTION. 7 A Resolution to Mandate Better Sex and HIV Education in the United States of America 0 WHEREAS, According to the National Conference of State Legislatures, in the United States of America, out of the 0 states mandate sex education, and; WHEREAS, 0 out of those states require sex and HIV education, and; WHEREAS, of those states require medically accurate sex education (and Nevada isn t one of them), and; WHEREAS, in high school students will have had sex by the end of their senior year, and; WHEREAS, Approximately % of all STI s contracted by Americans in 0 will occur in people under and in new HIV infections currently occur in people younger than years of age, and; WHEREAS, Traumatizing teen pregnancies and STI s are 00% avoidable, and; WHEREAS, In states without sex education, the teen pregnancy and STD/STI rates are reportedly higher, and; RESOLVED, By the student congress here assembled that, with this resolution being enacted on January, 0, every state will have mandatory, medically accurate sex and HIV education that includes contraception options, a positive view on same sex relationships, education on sexual assault and rape, and education on STD s and STI s. Parental consent will be required before any and all sex education, and parents will be able to opt-out on the behalf of their children. 9 A Resolution to Require the Information Regarding Unsafe Injection Practices is Posted in Every Medical Practice in Nevada 0 0 WHEREAS, Unsafe injection practices have caused over 0,000 patients in the United States to be notified of possible exposure to blood-borne diseases; and WHEREAS, Healthcare providers are responsible for making us well and preventing diseases, not giving us another disease in the process; and WHEREAS, Every Medical Practice in Nevada shall be defined as all those listed in Senate Bill No. ---Committee on Health and Human Services; and WHEREAS, Senate Bill No. requires that these practices attest that they have knowledge of and are in compliance with the guidelines of the Centers for Disease Control and Prevention concerning the prevention of transmission of infectious agents through safe and appropriate injection practices, but patients have a right to know this as well; and WHEREAS, This knowledge may put more of a positive pressure on physicians to make sure that they themselves and their coworkers follow these guidelines; and WHEREAS, This information is easily attainable by contacting the One and Only Campaign; now, therefore, be it RESOLVED, By the Congress here assembled that every medical practice in Nevada be required to post information, provided by the One and Only Campaign, on unsafe injection practices in their waiting rooms, rooms where they see/treat their patients, and/or front desk areas. 11 A Bill to Change the Voting Weights of the International Monetary Fund BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 0 SECTION. SECTION. SECTION. SECTION. SECTION. The International Monetary Fund, or IMF, will now base the voting weight given to each nation rather based on that nation s individual contribution to the Fund as well as their overall importance to the international economy. Importance to the international economy will be based on that nation s share of the world gross domestic product, along with the importance of that nation s economy to the international economic order. The shift in voting weights will also push the fund s main executive board away from relying solely on the West to also incorporating major Eastern economies. The Department of the Treasury, alongside the U.S. Governor to the IMF, will be in charge of implementing this procedural change to the Fund and working with the IMF s Executive Board to establish the proper voting percentages for each member nation. This law will go into effect immediately after passage. All laws in conflict with this legislation are hereby declared null and void. 12 A Bill to Ban Pre- Employment Marijuana Drug Tests BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 0 SECTION. SECTION. SECTION. SECTION. SECTION. Employers will no longer be allowed to drug test potential employees for marijuana before an official job offer has been accepted and the employee has completed their first day of work. Post- employment drug tests are allowed, as all employees must still adhere to the workplace policies established by their employer. Employers may not fire or otherwise penalize employees found to be using marijuana if the employee has a prescription and is following the treatment plan prescribed by their doctor. The Department of Labor will be in charge of implementing this change and monitoring both private and federal employers transition to drug testing that doesn t include THC tests. A. The DOL will also work with certified laboratories to change their unrinanalysis package to remove marijuana testing. This law will go into effect months after passage. 13 A Bill to Designate a Teacher as a School Protection Officer BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 0 SECTION. SECTION. SECTION. SECTION. SECTION. School districts will have the option of naming one or more teachers or administrators, in either elementary or secondary schools, as a School Protection Officer. A School Protection Officer must be authorized and licensed to carry a concealed firearm inside schools within that district. The Officer will have the ability to detain any suspicious person that they have reasonable grounds to believe has violated school policy or state and federal law. Any detained person that has violated a policy or law must be turned over to a law enforcement agent as soon as possible. The U.S. Department of Education and the Bureau of Alcohol, Tobacco, Firearms, and Explosives will be in charge of implementing this legislation. A. The Department of Education and the ATF will work with school districts to ensure that each Protection Officer has received the proper training and followed all procedure for obtaining a concealed carry license. This law will go into effect immediately after passage. All laws in conflict with this legislation are hereby declared null and void. 14 A Resolution to make the Proliferation Security Initiative a Legally Binding Agreement 0 0 WHEREAS, The Proliferation Security Initiative is currently a non- binding international effort to prevent the spread of Weapons of Mass Destruction and their materials; and WHEREAS, all nations that have signed onto the PSI have done so voluntarily and can leave the initiative at any time; and WHEREAS, many nations that have signed onto this Initiative have not taken action to achieve its goals; and WHEREAS, the commitment of certain countries to follow international maritime law alongside the PSI has not been fully established; and WHEREAS, there is currently no consequence for a PSI member nation that fails in its duties to monitor its ports and ships; and WHEREAS, though the Initiative has been deemed a success in several instances, it can still do more to properly protect materials that could be used to create a Weapon of Mass Destruction; and WHEREAS, a formal binding agreement will reassure member nations that other PSI members should be trusted with an increased access to information; and WHEREAS, a binding agreement could also be useful in convincing major nations who haven t joined the initiative to sign onto the PSI; and WHEREAS, the threat of WMDs or their parts getting into the hands of a rogue state will only increase in 0, therefore, be it RESOLVED, That the Congress here assembled support an end to the EU membership enlargement talks. Current regulations denying the ability of a potential donor to contribute blood based on their gender or sexual orientation will be considered illegal. Non- profit organizations that participate in gathering blood donations will be denied federal funding and/or tax benefits bestowed by Congress if they engage in discriminatory donor practices. The FDA shall oversee the implementation of this policy. SECTION. This legislation shall go into effect on June 0, 0. SECTION.
