All nickels and pennies currently being manufactured by mint facilities are to be discontinued. Pennies and nickels still in existence may be used as valid currency. At the time of passage copper-based (CB) nickel and penny manufacturing will be replaced by production of a cheaper model made of aluminized steel alloy (ASA). This bill will be enforced by the Department of Treasury. The funding currently being allocated to CB nickels and pennies will be redirected to fund the production of ASA coins. 3 A Bill to Open Trade & Travel with Cuba SECTION. SECTION. SECTION. This bill repeals or amends all embargo legislation towards Cuba including the Foreign Assistance Act of, the Cuban Democracy Act of, the Cuban Liberty and Democratic Solidarity Act of, and the Trade Sanctions Reform & Export Enhancement Act of 000. An embargo is defined as an official ban on trade or other commercial activity with a particular country. The State Department will be responsible for implementing any policy changes. SECTION. 4 A Bill to Repeal the USA PATRIOT Act SECTION. SECTION. SECTION. SECTION. SECTION. The USA PATRIOT Act, passed by the United States Congress in 00, and renewed every year since, is hereby repealed and effectively terminated. The USA PATRIOT (Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism) Act of 00 is being a piece of legislation passed in 00 in response to the September, 00 terrorist attack. The United States Congress shall oversee the termination of the USA PATRIOT Act. The termination is effective immediately upon passage of this bill. 5 A Bill to Ban the Creation and/or Use of Artificial Intelligence SECTION. SECTION. SECTION. SECTION. The United States Department of Homeland Security is to ban the creation or use of artificial intelligence to protect the people of the United States of America. Artificial Intelligence refers to any form of intelligence produced by a machine. Ban refers to the official blockage of Artificial Intelligence. Prof Stephen Hawking, winner of the Albert Einstein Award, told the BBC in an interview, "The development of full artificial intelligence could spell the end of the human race." This bill will be enforced by the United States Department of Homeland Security. A. Any Artificial Intelligence discovered after the passing of this bill shall be immediately destroyed upon being discovered. B. Any person convicted of creating and/or using Artificial Intelligence after the passing of this bill shall receive the minimum jail time of five months. SECTION. 6 A Resolution to Encourage the Ban of the Destructive Drug Fentanyl WHEREAS, The United States drug epidemic has increased to catastrophic proportions with fentanyl being linked to thousands of overdoses in recent months; and WHEREAS, It is estimated that over 0 people die of drug overdoses every day; and WHEREAS, The United States drug problem is calculated to cost tens of billions of dollars a year in the near future; and WHEREAS, In 0 drug overdoses killed more Americans in one year than the Vietnam War; now, therefore, be it RESOLVED, That the UIL Congress here assembled make the following recommendation to ban fentanyl in order to end the United States drug epidemic. 7 A Bill to Implement Gender Studies In High Schools SECTION. SECTION. SECTION. SECTION. SECTION. Gender studies will become a mandatory seminar to all American public high school students. Said seminar will include topics concerning the equal pay and treatment of all genders, informative discussion on gender identity, as well as mental health courses for all genders. Said seminar will be divided into a minimum of five one hour assemblies throughout the school year at the campus s discretion. Said seminar will be taught by the school s guidance counselor, whom must attend one () workshop in the length of at least eight () hours to learn how to teach the workshop itself. Any state, county, school district, or school that denies its students this educational opportunity, fails to meet the required hours, and/or does not include the required curriculum points shall have % of its federal funding deducted from its budget. 9 A Resolution to Mandate Therapy to Rape Victims to Allow Recovery WHEREAS, Rape occurs every day all across the United States, and victims don t always pursue emotional or mental help from a trusted professional to overcome the traumatic events; and WHEREAS, Victims do not always have access to resources, such as the one presented; and WHEREAS, Lack of therapy can result in years of self-harm, suicidal thoughts and/or actions, and victims may simply remain traumatized the remainder of their lives; and WHEREAS, We must call for mandatory therapy classes with trusted psychologists/mental health professionals to ensure the safety and wellbeing of victims of sexual assault; now, therefore, be it RESOLVED, That the UIL Congress here assembled mandate therapy to rape victims to allow recovery. 10 A Bill to Annul any Prostitution-Related Charges Pressed Against Victims of Sex-Trafficking SECTION. SECTION. SECTION. SECTION. SECTION. Due to the fact that men and women who have been abused both mentally and physically are being punished for crimes that their traffickers have forced them to commit, the United States government must annul any prostitution-related charges against these victims to help them live a normal, healthy life after escaping slavery. The United States courts will nullify any prostitution-related charge against victims of sex trafficking. All responsibilities of this agency will be laid upon the Department of Health and Human Services. Implementation will occur immediately upon passage. 11 A Bill to Legalize the Reprocessing of Nuclear Waste to Increase Profit from Nuclear Power BE IT ENACTED BY THE UIL CONGRESS HERE ASSEMBLED THAT: 0 SECTION. SECTION. SECTION. That a plant be able to reprocess any nuclear waste in order to salvage any fissionable materials for fuel. This process is shown to work in other countries that have developed a reliability on nuclear energy such as France which has greatly increased the profitability of nuclear energy by the opening of their reprocessing plants. These plants serve as recycling centers for spent nuclear fuel rods and would use chemical processes to extract the fissionable materials from the waste and have it reused. The fact that there is a ban on this practice is greatly handicapping the potential for the United States nuclear energy program. Nuclear waste: A radioactive waste material that can still contain material useable in nuclear power plants. Reprocessing: the processes used to separate spent nuclear reactor fuel into nuclear materials that may be recycled for use in new fuel and material that would be discarded as waste. Fissionable materials: Any radioactive materials that can be used in the act of fission that mostly consist of Uranium- and Plutonium- for fuel in nuclear reactors. Spent nuclear fuel rods: The containers of nuclear fuel that can no longer be used in a reactor efficiently because of the lack of fuel but which often contain salvageable amounts of unused nuclear fuels. The Nuclear Regulatory Committee and the Department of Energy would oversee the enforcement of this bill by allowing the construction and use of plants whose main purpose would be the reprocessing of nuclear waste. 12 A Bill to Eliminate the Death Penalty SECTION. SECTION. SECTION. SECTION. SECTION. All issuances of death penalties by juries shall henceforth cease. All cases currently in progress with death penalty as the punishment being sought for the defendant will not be affected. All inmates currently on death row will not be affected. Henceforth, the highest form of punishment in the United States shall be a life sentence without parole. Issuances means that a jury has returned a unanimous verdict of guilty against a defendant who faces the death penalty. The Department of Justice shall oversee the remaining pending executions in the US. A. The Department of Justice shall oversee the destruction of lethal chemicals used during executions once the last execution in the nation has been carried out. B. The Department of Justice shall be charged with seeking sentences of life without parole for defendants in place of the capital punishment. 13 A Bill to Engage in Military Operations in North Korea Aimed at Destroying Their Nuclear Program SECTION. SECTION. SECTION. The U.S. federal government shall begin military operations aimed at destroying North Korea s nuclear program. Military operations - coordinated military actions of a state, or a non-state actor, in response to a developing situation. Nuclear Program - A government backed program that focuses on the production of nuclear power and/or weapons. The Joint Chiefs of Staff shall form a joint task force between all the branches of the military aimed at destroying North Korea s nuclear program. A. The task force shall have complete military control for this operation with the goal being to destroy any and all existence of North Korea s nuclear program. B. The task force shall have months after the implementation of the bill in order to complete their goal. SECTION. The bill shall be implemented on Jan., 0. SECTION. 14 A Bill to Change the Prescription and Distribution of Pain Relievers to Reduce the Rate of Addictions and Overdose 0 BE IT ENACTED BY THE UIL CONGRESS HERE ASSEMBLED THAT: SECTION. The United States federal government shall hereby require that all health care insurance companies cover non-addictive pain relievers at a price comparable to addictive pain relievers. The purpose of this bill is to offset the rising rate of addictions and overdoses stemming from the use of addictive pain relievers covered by insurance companies due to their cheaper price. SECTION. A comparable price is one that allows doctors and patients to choose either the addictive or non-addictive pain reliever and pay the same or nearly the same price for their choice. All pain relievers proven to not cause addictions or lead to overdoses will be considered as non-addictive. SECTION. The United States Department of Health and Human Services will be responsible for enforcing the implementation of this bill. A. The Centers for Medicare and Medicaid Services (CMS), under the oversight of the Department of Health and Human Services, will set the market price on non-addictive pain relievers based on the market price for other pain relievers. B. The CMS will also ensure that all health care insurance companies offer coverage of non-addictive pain relievers. C. The CMS and Department of Health and Human Services will jointly take care of any questions or problems that arise from the health care insurance companies. SECTION. 15 A Bill to Make Police Body Camera Use Required in all Fifty States to Ensure the Safety of Citizens and Officers SECTION. SECTION SECTION. SECTION. SECTION. Audio/Video body cameras use is mandatory in all 0 states during all on duty time for law enforcement officers. On duty time is defined as the time when officers are in uniform, working in any capacity. Law enforcement officers are defined as police on the state and local levels. The Department of Homeland Security will initialize a sub-department responsible for issuing notices of required corrections in state rules and monitoring execution of procedure, as well as allocating funds from military budget to the law enforcement sub-department. A. The DHS is to assure proper implementation and is to take necessary measures determined by the organization for purposes of securing cooperation and thorough, efficient execution. 16 A Bill to Mandate and Fund Mental Health Care Providers Inside Homeless Shelters SECTION. SECTION. SECTION. In order to employ trained mental health professionals to help mentally ill homeless persons in the United States, the federal government shall set a tax of seven cents for vending machine items, and that those monies raised in this tax be donated to local homeless shelters by the vender to hire required mental health professionals. A mental health professional is to be defined as health care practitioner or community services provider who offers services for the purpose of improving an individual's mental health or to treat mental disorders. The Internal Revenue Service (IRS) and the Food and Drug Administration (FDA) will be responsible for enforcing this bill by collecting the monies and ensuring that the monies are appropriated to the local homeless shelters. A. The FDA will conduct random searches of vender logs to ensure that the monies have been appropriated. SECTION. This bill will go into effect at the beginning of the fiscal year of 00. SECTION. 17 A Bill to Abolish Affirmative Action BE IT ENACTED BY THE UIL CONGRESS HERE ASSEMBLED THAT: SECTION. SECTION. SECTION. SECTION. SECTION. Affirmative Action policies will no longer be in force. Affirmative Action policies are those which institutions and organizations across the United States use to improve opportunities for minority and excluded groups. These mainly are used within business and colleges/universities. The United States Department of Education and the Fair Employment Practice Agencies will oversee the enforcement of this bill and make sure all affirmative action programs are removed from all businesses and universities. 18 A Bill to Create the Substance Decriminalization Act of 0 SECTION. SECTION. SECTION. SECTION. SECTION. All substances currently incurring criminal prosecution shall be decriminalized, and offenders shall be rehabilitated. A. Substances shall be defined as a drug or other substance, or immediate precursor, included in schedule I, II, III, IV, or V on the DEA s Controlled Substances list. The term does not include distilled spirits, wine, malt beverages, or tobacco. B. Decriminalized shall be defined as to eliminate criminal penalties for a substance. C. Rehabilitated shall be defined as the mandated attendance of a program to cleanse drug abusers of all illegal substances. This legislation shall be enforced by the Criminal Justice Department. A. Those convicted of possession of illegal substances shall be mandated to attend government rehabilitation programs for not more than two years. B. Those convicted of distribution of illegal substances shall not be affected by this legislation. This legislation shall take effect at the beginning of the 0 fiscal year. 19 A Bill to Require Congressional Approval of Presidential Pardons SECTION. SECTION. SECTION. All Presidential Pardons must receive a majority congressional vote to pass. Pardons coming as an order from the United States President first must be voted on by the House of Representatives and Senate with a vote of fifty percent plus one in favor for the motion to pass. The United States Legislative branch will oversee the passage and maintenance of this bill. A. Inclusive to the President, House of Representatives, and Senate. B. 20 A Resolution to Provide Free Lunches in Schools WHEREAS, The Denver Post found that over million kids are going to school hungry; and WHEREAS, million students rely on reduced-price or free school lunches, and half of that number rely on reduced-price or free school breakfast; and WHEREAS, Reduced-priced and free school lunches only reach about percent of the kids in need; and WHEREAS, percent of US school districts have students with unpaid lunch debt; now, therefore, be it RESOLVED, That the UIL Congress here assembled make the following recommendation to provide free lunches for all students in public schools; and, be it FURTHER RESOLVED, That we invest more resources into summer and break food programs for children. 21 A Resolution to Ban Private Prisons WHEREAS, WHEREAS, Private prisons such as The Corrections Corporation of America has seen a 00% increase in profit in the last 0 years due to the use of prison labor; and Private prisons cut costs by underfeeding prisoners and cutting other provisions. This has resulted in prisoners dropping -0 pounds during incarceration; and WHEREAS, Private prisons are required to fill a quota usually paralleling 0% occupancy incenting longer prisoner sentences to fill the quota; now, therefore, be it RESOLVED, That the United States will dissolve the current use of privately funded prisons and prevent tensions that exist today.
