2 A Bill to Limit Firearm Modifiers 1 BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 2 SECTION 1. It shall be unlawful for any person in or affecting interstate commerce to 3 manufacture, possess, or transfer any part that functions to (1) increase 4 the rate of fire of a semiautomatic rifle or (2) reduce the noise or light 5 emitted when a firearm is fired. 6 SECTION 2. In accordance with the timeline set forth in Section 4, the United States 7 government shall establish one collection facility in each Congressional 8 district and shall provide a cash rebate for the fair market value of any 9 confiscated item turned in by an American citizen. 10 SECTION 3. The Bureau of Alcohol, Tobacco, Firearms, and Explosives ( ATF ) shall be 11 responsible for implementing the provisions of this legislation. 12 SECTION 4. The manufacture and sale of any item restricted by Section 1 shall be 13 unlawful immediately upon the passage of this legislation. The ATF shall 14 set up collection centers within thirty (30) days of the passage of this 15 legislation. Collection centers shall close one (1) year from their opening 16 date, after which point, it shall be unlawful to possess any item restricted 17 by Section SECTION 5. All laws in conflict with this legislation are hereby declared null and void.
3 A Bill to Means Test Social Security to Ensure Fiscal Solvency 1 BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 2 SECTION 1. Future retirees who earn more than $110,000 per year during ten or 3 more years of their career will be ineligible for Social Security benefits 4 upon retiring. 5 SECTION 2. Future retirees refers to those who begin eligibility for Social Security 6 after the implementation date of this legislation. 7 SECTION 3. The Social Security Administration will oversee the implementation of 8 this legislation. 9 SECTION 4. This legislation shall take effect on October 1, SECTION 5. All laws in conflict with this legislation are hereby declared null and void.
4 A Bill to Solve Puerto Rico s Debt Crisis 1 BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 2 SECTION 1. A. The Puerto Rico Economic Revitalization Commission (PRERC) shall be 3 established. 4 B. $100 billion shall be allocated to the PRERC for the purposes of debt 5 forgiveness and economic revitalization. 6 SECTION 2. The PRERC shall be charged with implementing a debt forgiveness 7 program and managing the remaining allocated monies, which shall be 8 used for investment incentives and direct government stimulus 9 programs. 10 SECTION 3. PRERC will implement this legislation. The Departments of Commerce 11 and Treasury will determine the structure and oversight of PRERC. 12 SECTION 4. This legislation will take effect immediately upon passage. 13 SECTION 5. All laws in conflict with this legislation are hereby declared null and void.
5 A Resolution to Recognize Iraqi Kurdish Independence WHEREAS, WHEREAS, WHEREAS, WHEREAS, RESOLVED, On September 25, 2017, the Iraqi Kurdish people voted overwhelmingly in favor of independence; and The Iraqi Kurdish military, known as the Peshmerga, have been invaluable in the fight against ISIS; and The United States ought to be committed to upholding the principles of democracy and self-determination; and An independent Iraqi Kurdistan would provide the United States with another key strategic ally in the Middle East; now, therefore, be it That the Congress here assembled formally recognizes the independence of Iraqi Kurdistan in accordance with the September 25, 2017 referendum.
6 A Bill to Increase Public Investment in Geothermal Energy BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION 1. $500 million shall be allocated toward the subsidization of the US geothermal energy industry. SECTION 2. Geothermal energy shall be defined as energy derived and generated from heat stored in the Earth. SECTION 3. The U.S. Department of Energy shall be charged with the implementation of this legislation. A. Funding for this legislation shall come from an increase in the federal gas tax of 2 cents per gallon. B. All additional or leftover funds shall be redirected to the National Highway Trust Fund. SECTION 4. This legislation shall go into effect FY SECTION 5. All laws in conflict with this legislation are hereby declared null and void.
7 A Bill to Fund the Deployment of Anti-Ballistic Missile Defense Systems to Japan BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION 1. $2.5 Billion shall be allocated for the purpose of funding the deployment of either THAAD or Aegis Ashore units to Japan, pending Japanese state approval. SECTION 2. The money allocated should be enough for about 2 THAAD units or 3 Aegis Ashore units, whichever the Japanese government desires. A. THAAD shall be defined as Terminal High Altitude Area Defense. B. Aegis Ashore shall be defined as the land-based component of the Aegis Ballistic Missile Defense System. SECTION 3. The Bureau of Political-Military Affairs shall be charged with implementation of this legislation. SECTION 4. This legislation shall go into effect immediately upon passage. SECTION 5. All laws in conflict with this legislation are hereby declared null and void
8 The Unaccompanied Minor Immigration Act of BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION 1. Undocumented immigrants who arrived to the United States from Guatemala, Honduras, or El Salvador shall be eligible for temporary residence in the US if they meet the following qualifications: A. Must have arrived between January 1, 2014 and January 1, B. Must have arrived as an unaccompanied minor. C. No history of violent crime. SECTION 2. Those who are given temporary residence under this legislation must commit to attending school, joining the military, or obtaining a job under risk of losing their residence. After 5 years, they will be eligible for full permanent residence status. SECTION 3. The Department of State shall be charged with the implementation of this legislation, and The Department of Homeland Security shall be charged with vetting the applicants. SECTION 4. This legislation shall go into effect immediately upon passage. SECTION 5. All laws in conflict with this legislation are hereby declared null and void.
9 A Resolution to Ratify the Rome Statute WHEREAS, WHEREAS, WHEREAS, WHEREAS, RESOLVED, The United States remains one of the only developed Western countries to have not ratified the Rome Statute; and Being able to actively participate in the International Criminal Court (ICC) is key to promoting US interests in the international community; and As a global superpower, the United States ratification of the Rome Statute would substantially strengthen the ICC; and A strengthen ICC, with United States backing, would be able to more effectively combat and prosecute war crimes; now, therefore, be it That the Congress here assembled officially ratifies the Rome Statute of the International Criminal Court.
10 A Bill to Abolish the Subminimum Wage BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION 1. The subminimum wage shall be raised to the current federal minimum wage. A. Whenever the federal minimum wage is increased, the subminimum wage shall be increased to ensure it indefinitely equals the same amount as the minimum wage. SECTION 2. The subminimum wage shall be defined as the employment of studentlearners, tipped workers, or disabled workers at below the minimum wage. SECTION 3. The Department of Labor shall be charged with the implementation of this legislation. A. Both the subminimum wage and the minimum wage shall be adjusted to inflation on an annual basis. SECTION 4. This legislation shall go into effect FY SECTION 5. All laws in conflict with this legislation are hereby declared null and void.
11 A Resolution to Refrain from Rescuing Americans Who Travel to High-Risk Countries 1 WHEREAS, the United State Department of State marks clearly the nations unsafe to 2 travel to; and 3 WHEREAS, high-risk nations are often nations the United States does not have any or has poor diplomatic relations with; and 4 WHEREAS, the rescue of American citizens from abroad is often costly; and 5 WHEREAS, the attempted or successful rescue of citizens may hinder current attempts at 6 diplomatic relations or conversations; and 7 WHEREAS, the United States willingness to respond to detained American citizens 8 abroad may encourage reckless travel; now, therefore, be it 9 RESOLVED, By the Congress here assembled that the United States should stop actively 10 working towards the rescue of American citizens who travel to high-risk 11 nations.
12 A Bill to Allow for Physician-Assisted Death 1 BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 2 SECTION 1. Physician-assisted death shall be legalized. 3 SECTION 2. The procedure and conditions to apply this shall be as follows: 4 A. The patient must voluntarily express their wish to die. This must occur 5 without any prompting on the part of the physicians or those visiting 6 the patient. 7 B. The patient must make a request for medication for the purpose of 8 ending their life. 9 C. It must be determined by two independent physiatrists that the 10 patient is aware and independently able to make such a decision. 11 D. The patient must be able to administer the life-ending medication to 12 themselves. 13 SECTION 3. If the conditions in Section 2 are met, the attending physician may 14 prescribe medication in a quantity that will end the patient s life. 15 SECTION 4. This bill shall go into effect January 1, SECTION 5. This bill shall be overseen by the Department of Health and Human 17 Services. 18 SECTION 6. All laws in conflict with this legislation are hereby declared null and void.
13 A Bill to Create an Opt-Out Organ Donation System 1 BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 2 SECTION 1. The Uniform Anatomical Gift Act (UAGA) will be amended to create an 3 opt-out organ donation system. 4 SECTION 2. All individuals that are currently eligible to donate their organs and are 5 over the age of eighteen shall be considered organ donors unless they 6 indicate otherwise by presenting themselves at their state motor vehicle 7 office or on Department of Health and Human Services website. 8 SECTION 3. Minors will not be considered organ donors unless they indicate they 9 wish to and have the consent of a parent or guardian as defined by the 10 UAGA. 11 SECTION 4. This bill shall go into effect June 1, SECTION 5. This bill s implementation shall be overseen by the Department of Health 13 and Human Services. 14 SECTION 6. All laws in conflict with this legislation are hereby declared null and void.
14 A Resolution to Rein in Early Re-Election Campaigning 1 WHEREAS, the next presidential election will be held in November of 2020; and 2 WHEREAS, most presidents refrain from openly campaigning for re-election until the 3 year before the election; and 4 WHEREAS, President Trump officially launched his re-election campaign on January 5 20, 2017; and 6 WHEREAS, a majority of his public appearances since that time have been campaign 7 rallies designed to excite his base; and 8 WHEREAS, such events have sparked protests and resulted in violence; and 9 WHEREAS, even if the rallies have been paid for by campaign funds, there is still a 10 significant cost to the taxpayers of the city where such events are held; 11 and 12 WHEREAS, there is also a significant cost for Secret Service protection during said 13 events; and 14 WHEREAS, such rallies diminish the image of the office of the presidency; now, 15 therefore, be it 16 RESOLVED, By the Congress here assembled that this Congress strongly condemns 17 the president s use of campaign-style rallies so early in his administration.
15 The Infrastructure Improvement Act of BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 2 SECTION 1. All Interstate highway improvement needs, as determined by the Federal 3 Highway Administration and the Interstate Maintenance program, shall 4 be put out to bid for private contractors who will complete the work at 5 their own expense. 6 SECTION 2. Such private contractors may be permitted to charge a toll for travel 7 upon the segment of highway which they maintain. They will retain toll 8 rights for a period of ten years. The private contractor shall be permitted 9 to set the price of the toll at a level by which they estimate they will 10 recover their costs within seven years. 11 SECTION 3. The Department of Transportation shall oversee the procurement of 12 private contractors to maintain the interstate highway system. The 13 portion of the federal tax on gasoline intended for highway maintenance 14 shall be removed for a period of 10 years. 15 SECTION 4. This shall take effect on January 1, SECTION 5. All laws in conflict with this legislation are hereby declared null and void.
16 A Bill to Modify Travel Restrictions 1 BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 2 SECTION 1. The travel restrictions placed on entry from Syria, Chad, Yemen, Libya, 3 Somalia, Sudan, Iraq, and Iran through the Visa Waiver Program (VWP) 4 will be lifted. 5 SECTION 2. People visiting the United States through the VWP program from these 8 6 countries will only be allowed to stay in the United States for 30 days 7 before being required to leave the country. 8 SECTION 3. $50 million will be allocated towards the Department of Homeland 9 Security to strengthen the Electronic System for Travel Authorization 10 (ESTA) system. 11 SECTION 4. This bill will be implemented immediately upon passage. 12 SECTION 5. All laws in conflict with this legislation are hereby declared null and void.
