1 A Resolution to Refrain from Rescuing Americans Who Travel to High-Risk Countries WHEREAS, the United State Department of State marks clearly the nations unsafe to travel to; and WHEREAS, high-risk nations are often nations the United States does not have any or has poor diplomatic relations with; and WHEREAS, the rescue of American citizens from abroad is often costly; and WHEREAS, the attempted or successful rescue of citizens may hinder current attempts at diplomatic relations or conversations; and WHEREAS, the United States willingness to respond to detained American citizens abroad may encourage reckless travel; now, therefore, be it RESOLVED, By the Congress here assembled that the United States should stop actively working towards the rescue of American citizens who travel to high-risk nations.

2 A Resolution to Expand Gender Designation Change Policy WHEREAS, in 0, one-third of surveyed transgender people said they were harassed, assaulted, or denied service because their ID did not match their gender presentation ; and WHEREAS, Oregon, the District of Columbia, California, and New York have or are in the process of expanding gender designations allowed on state issued identification; and WHEREAS, at least eight other countries including Pakistan have recognized more than two genders on passports or national ID cards; and WHEREAS, the procedure for gender designation changes is already established by the Department of State; and WHEREAS, this would serve as a model for international recognition of non-binary individuals; now, therefore, be it RESOLVED, By the Congress here assembled that the United States expand gender designation on passports to include X as an option in addition to M and F

3 A Bill to Decriminalize Sex Work 0 SECTION. SECTION. SECTION. SECTION. SECTION. SECTION. Sex work shall be decriminalized in States that establish standards and a means to regulate them for its safe execution. Sex workers or those who compensate sex workers shall no longer face legal ramifications for those specific acts. Sex work shall be defined as the exchange of sexual services for money or goods. A. Standards must be deemed sufficient by the Department of Health and Human Services in consultation with the Department of Labor and the Department of Justice. B. Means to Regulate ought to sufficiently test and enforce the standards as determined by the groups outlined in Section A. It shall remain unlawful to solicit in a public place, serve as a procurer for whom procuring is their primary source of income, and to offer financial compensation in exchange for sexual acts. The Department of Justice shall enforce this bill. This bill will go into effect FY 0. State legislatures must present their standards and their means to regulate on the first day of the FY. The groups outlined in Section A will present a ruling by the end of the FY.

4 A Bill to Grant Amnesty to Current Undocumented Residents SECTION. Amnesty shall be granted over a ten-year period beginning January, 0 and ending on December, 0 to all residents who entered the United States illegally prior to its enforcement date. SECTION. SECTION. Residents must prove that they have not committed repeated serious felony offenses. No other standards or requirements may be implemented except those required for clerical purposes. Residents granted amnesty through this bill may begin voting in the Presidential election following their amnesty and in every election thereafter. State and city legislatures may not abridge this right. SECTION. This bill shall go into effect January, 0. SECTION. SECTION. The Department of Homeland Security shall implement this bill.

5 A Bill to Allow Physicians to Practice in Prisons SECTION. Any physician serving a prison sentence for a non-medical misdemeanor - and is slated to retain their license after their prison term - may elect to practice in the prison in which they re placed should there be a need. SECTION. SECTION. SECTION. To be eligible, prisoners wishing to serve as physicians in this capacity must be deemed fit through a psychiatric evaluation. Any prisoner found to be acting maliciously will be unable to continue serving and may be tried for a separate crime as if they were practicing in any other capacity. The Department of Justice shall implement this bill. SECTION. This bill shall go into effect January, 0. SECTION.

6 A Bill to Abolish the Legal Institution of Marriage SECTION. SECTION. SECTION. SECTION. Marriage as a legal institution shall be abolished and instead replaced by civil unions for the purposes of immigration, taxes, and determining various benefits. All federal documents printed after the date this bill s effective date bearing the word marriage or any variation thereof shall be replaced with civil union. All government websites shall be updated to reflect this change. All individuals that have been issued a marriage license and / or a marriage certificate prior to the effective date of this bill may continue to use it for purposes of proving union. Any residents of states that fail to comply, who enter into a marriage per their state, will be ineligible for any federal benefits granted to couples in civil unions. SECTION. This bill shall go into effect January, 0. SECTION. SECTION. This shall be overseen by the Department of State.

7 A Resolution to Protect the Financial Security of American Citizens WHEREAS, in 0,. percent of the United States population -. million people - were found to be living in poverty; and WHEREAS, social welfare funding provides more immediate benefits than space research, to citizens; and WHEREAS, independent companies have the infrastructure to extend on the critical work that NASA participates in including climate change research; and WHEREAS, NASA has been budgeted about 0,000 million dollars during the last three fiscal years and that number is expected to continue to rise through the next three fiscal years; and RESOLVED, By the Congress here assembled that the United States should only increase funding for NASA when funding for social welfare programs increased and should reduce funding for NASA any time funding for social welfare programs is reduced

8 A Bill to Allow for Physician Assisted Death SECTION. SECTION. SECTION. Physician assisted death ought to be legalized. The procedure and conditions to apply this shall be as follows: A. The patient must voluntarily express their wish to die. This must occur without any prompting on the part of the physicians or those visiting the patient. B. The patient must make a request for medication for the purpose of ending their life. C. It must be determined by two independent physiatrists that the patient is aware and independently able to make such a decision. D. The patient must be able to administer the life-ending medication to themselves. If the conditions in Section are met, the attending physician may prescribe medication in a quantity that will end the patient s life. SECTION. This bill shall go into effect January, 0 SECTION. SECTION. This bill shall be overseen by the Department of Health and Human Services.

9 A Bill to Create an Opt-Out Organ Donation System SECTION. SECTION. SECTION. The Uniform Anatomical Gift Act (UAGA) will be amended to create an opt-out organ donation system. All individuals that are currently eligible to donate their organs and are over the age of eighteen shall be considered organ donors unless they indicate otherwise by presenting themselves at their state motor vehicle office or on Department of Health and Human Services website. Minors will not be considered organ donors unless they indicate they wish to and have the consent of a parent or guardian as defined by the UAGA. SECTION. This bill shall go into effect January, 0. SECTION. SECTION. This bill s implementation shall be overseen by the Department of Health and Human Services.

10 A Bill to Make the Electoral College More Representative SECTION. SECTION. SECTION. SECTION. SECTION. The Secretary shall withhold % of the amount required to be apportioned to any State for the funding of research in public universities on the first day of each fiscal year in which the votes of electors in the State are not divided as outlined in Section. In each Presidential election, States shall total the number of votes cast for each candidate in their State. A. Two electoral votes shall be attributed to the candidate which has won the popular vote in the state. B. The remaining electoral votes shall be divided proportionally to the popular vote in the state. This bill shall go into effect for the 00 Presidential Election. This bill shall be overseen by The Office of the Federal Register.
