1 1 A Bill to Raise the Minimum Wage 1. Article I: Be It Enacted: The minimum wage is one that is not high enough 2. for individuals to sustain themselves. 3. Article II: The status quo is making taxpayers subsidize large corporations. 4. Article III: A wage increase will lift almost one million American citizens out 5. of poverty. 6. Article IV: This present Congress must enact the following changes: 7. Article V: Raise the minimum wage to $8.25, starting on July 1 st, Article VI: Raise the minimum wage to $9.00, starting on July 1 st, Article VII: Raise the minimum wage to $9.75, starting on July 1 st, Article VIII: Raise the minimum wage every year on July 1 st based on a Cost of 11. Living Adjustment, similar to Social Security adjustments 12. Article IX: All laws or sections of laws in conflict with this bill are hereby 13. declared null and void. Harbor Creek High School

2 2 A Resolution to Shutdown PETA 1.WHEREAS, PETA is the People for the Ethical Treatment of Animals. 2. WHEREAS, PETA claims itself to be an animal s rights organization. 3. WHEREAS, PETA kills about 96% of the animals they have receive on a yearly basis. 4. WHEREAS, On a daily basis, PETA euthanizes about 90% of the animals they receive within 5. the first 24 hours. 6. WHEREAS, Ingrid Newkirk, the founder of PETA, doesn t believe animals have the right to 7. live. 8.RESOLVED, By the Congress here assembled here today, that we shutdown PETA for its 9. animal cruelty, and murdering. 3 3 A Bill to Require All Public Schools to Provide Free or Reduced Price Lunches to Children Who Qualify 1. SECTION 1. The National School Lunch Program (NSLP) will mandate that all US states are required by law to provide school lunches for reduced or no cost to children that qualify under the conditions outlined in the SY Income Eligibility Guidelines (IEG) 2. SECTION 2: The NSLP will allocate 300 million dollars per school year to cover these children s school lunches. A. Each individual state education agency will oversee and enforce compliance as a condition for receiving federal money. B. Districts will be allotted proportional sums of money by the state in proportion to the level of students in their districts beneath the poverty line. 3. SECTION 3: This law will take effect September 1, SECTION 4: All laws in conflict with this legislation are hereby declared null and void. Mercyhurst Prep

4 4 A Resolution to Nullify the Federally Mandated Lunch Program 1. Whereas: School lunches, though now federally mandated, are unhealthy, and 2. Whereas: high amounts of minerals without equal amount of fats, carbohydrates, 3. and proteins can cause higher risks of heart disease, muscular problems, 4. and brittle bones, and 5. Whereas: growing children and especially child athletes need higher amounts of 6. carbohydrates to create stores of energy for activities, and 7. Whereas: the mandated lunch program requires a maximum amount of 850 calories 8. which does not give the growing children and athletes the nutrition they 9. need. 10. Therefore, be it resolved by this Student Congress that: the current mandated lunch program 11. be discontinued and replaced with a program that is more suitable for youth and 12. their activities. 5 5 A Bill to Change U.S. Foreign Policy regarding Iran BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: ARTICLE I. The Iranian government shall adhere to the following points before diplomatic relations can occur. ARTICLE II.1.) The Iranian government will directly apologize to the United States for the Iran hostage crisis. 2.) The Iranian government will take down the Anti-American museum in Tehran. They will officially recognize that the 9/11 terrorist attacks were committed by Islamic extremists and not the U.S. Government. 3.) The Iranian government will dismantle and discontinue their Nuclear program, and allow IAEA Inspectors into their country for further review. ARTICLE III. The Legislative and Executive branch will be tasked with implementing this new policy. SECTION IV. This policy shall take affect upon passage. SECTION V. 6 6 A Resolution to Combat the Expansion of Shadow Cities 1. Whereas: In 2007, one in six people on Earth lived in a Shadow City, 2. Whereas: Shadow Cities are areas of high poverty and third world 3. conditions, 4. Whereas: According to Robert Neuwirth, Shadow Cities are the future of 5. urban settlements, 6. Whereas: 70 million people a year migrate to Shadow Cities, 7. Whereas: Disease often spreads through the crammed conditions quickly, 8. Resolved, This Student Congress here assembled combat the expansion of 9. Shadow Cities. J.P. Jarecki Fairview High School

7 7 Same Sex Marriage Recognition in All States 1. Article 1: Within all states and commonwealths of the United States, all marriages 2. legally performed in other states shall be recognized. This shall include 3. marriages between persons of the same sex when joined under the laws of 4. another state or commonwealth. Full faith and credit will be granted to these 5. lawful unions under the same terms as those of any other legally married 6. couple. 7. Article II: Marriage is defined as the legal union of two persons through a person licensed 8. to perform a marriage ceremony. And when said couple is issued a marriage 9. license by the state where the ceremony occurs. 10. Article III: This bill shall take effect immediately after its passage. 11. Article IV: The governments of each state will oversee this bill s enforcement. If 12. any state is found to not be in compliance with the legislation, the federal 13. government will withhold 50% funding for any and all social programs 14. within that State. 15. 8 8 A Resolution on Military Intervention in Syria 1. Whereas: The people of Syria have suffered hundreds of thousands of casualties since the 2. beginning of the civil war; and, 3. Whereas: The regime of Hafez al Assad has rejected all suggestions that it should turn 4. over power and step down from governing; and, 5. Whereas: All efforts at a diplomatic solution or the imposition of sanctions have been 6. persistently frustrated by the opposition of Russia and China and their veto threat; and, 7. Whereas: The Assad regime has shown its contempt for the United Nations and world 8. opinion in general by it repeated use of chemical weapons on its own people; 9. Therefore, Be it Resolved by this Student Congress here assembled that: The United 10. 9 9 A Resolution to Repeal the Affordable Care Act 1 Whereas: The Affordable Care Act has overstepped its constitutional boundaries. 2 Whereas: The Affordable Care Act s individual mandate exceeds the congressional 3 Power of regulating interstate commerce; and 4 The Affordable Care Act was pushed through Congress too quickly and; 5 President Obama and his fellow democrats of his administration were 6 Unwilling to negotiate any changes to the Act; and, 7 Whereas: The Affordable Care Act has caused over 5 million Americans to lose 8 their health coverage, and millions of employers are no longer providing 9 Coverage for their employees in order to combat the rising costs under the Act; 10 and, 11 Whereas: President Obama has repetitively lied to the American people about their 12 Coverage; and, 13 Whereas: The failure of the website has proven the administration s inability to 14 handle such a complex system so many Americans are depending on. 15 Therefore: Be it resolved by this Student Congress here assembled that we repeal the 16 Affordable Care Act to better uphold the constitution and provide a 17 Comprehensive healthcare systems that benefits all parties involved.
