1 A Bill to help Native Americans lift themselves out of poverty. BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: SECTION. Reduce regulations and bureaucracy on land rights of Native Americans. SECTION. The US Government will, from this point forward, will stop holding Native American land in trust so Native Americans can own their own land and develop it so they can allow economic growth within their communities. SECTION. The Bureau for Indian affairs, the BIA, will oversee that the government will no longer hold Native American land in trust. SECTION. The removal of the land in trust is scheduled for completion February, 0 SECTION. All laws in conflict with this legislation are hereby null and void. Douglas County High School

2 A Bill to Establish a Tax on Single-Use Carryout Bags in the State of Nevada 0 BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: SECTION. For each Single-Use Carryout Bag provided to a customer, Food Stores shall collect from customers, and customers shall pay, at the time of purchase, a Single- Use Carryout Bag Fee of $0. per bag. SECTION. Single-Use Carryout Bag: (n) A bag other than a Reusable bag provided at the point of sale for the purpose of transporting food or merchandise out of the establishment. This term includes compostable and biodegradable bags but does not include reusable bags, produce or product bags, or bags provided by pharmacists to contain prescription medications. Produce bag or Product bag: (n) any bag used exclusively to carry food items or merchandise to the point of sale inside a store or to prevent such items from coming into direct contact with other purchased items. Reusable Bag: (n) A bag that is designed and manufactured to withstand repeated uses over a period of time Food Store: (n) A retail establishment or business located within Nevada State limits in a permanent building, operating year round, that sells a line of staple foodstuffs, meats, produce or dairy products or other perishable items. This term does not include temporary establishments or businesses at which foodstuffs are in incidental part of business. Food sales will be considered incidental if such sales comprise no more than percent of the business s gross sales. SECTION. A food store shall pay all Single-Use Carryout Bag Fees to the State of Nevada, in the same manner as Sales Taxes are collected. Funds from the Single-Use Carryout Bag Fee shall be used only for expenditures that are intended to mitigate the effect of Single-Use Carryout bags. SECTION. A Food Store may provide a Single-Use Carryout Bag to a customer at no charge if the customer provides evidence that they are a participant in a federal or state Food Assistance Program. SECTION. 3 A Resolution to Provide Alternative Sentencing Options to Nonviolent Offenders within the United States WHEREAS, the United States houses about five percent of the world population and contains about a quarter of the prison population; and WHEREAS, approximately two-thirds of prisoners will re-enter society without training or skills to make a living in non-criminal enterprises; and WHEREAS, about twenty five percent of convicts are nonviolent offenders without opportunities for gainful employment during their sentence; and WHEREAS, a majority of inmates do not receive proper rehabilitation treatment for drug offenses following sentencing; and WHEREAS, paid labor and/or rehabilitation programs for nonviolent offenders would decrease the prison population; and WHEREAS, paid labor and rehabilitation programs provide the opportunity for non-violent offenders to reenter the job market and society as dignified citizens of the United States; now, therefore, be it RESOLVED, By the Congress here assembled that paid labor and rehabilitation programs should be federally funded as sentencing options for nonviolent offenders. 4 A Resolution to Build Oceanic Reservations for Injured Aquatic Animals WHEREAS, large aquatic animals like sharks, whales, etc. are hard to care for animals in small areas because they don t fit making it hard for vets to help, WHEREAS, Animals like great white sharks need to keep moving in order to be able to keep on living that s why there are no active great white sharks in any aquariums, WHEREAS, the reservation will be big enough that large aquatic animals could be able to rehabilitate and be released to the wild in good condition, WHEREAS, The great white weighs on average 0lbs and range from - feet WHEREAS, Whales like the humpback whale on average is ft so if one was ever injured vets wouldn t be able to care for the whale and see the progress of the whales health they would just have to release it back to the wild and hope it will improve on its on Galena High School

5 A Bill to Promote Human Rights by Ending Israeli Military Detention of Palestinian Children 0 SECTION. No amount of funds authorized to be appropriated to assist Israel shall be used to support, the military detention, interrogation, abuse, or ill treatment of Palestinian Children in violation of international humanitarian law or to support the use against Palestinian children of any following practices: (A) Torture or cruel, inhumane or degrading treatment. (B) Physical violence, including restraint in stress positions. (C) Hooding, sensory deprivation, threats of death or any other forms of psychological abuse.(d) Incommunicado detention or solitary confinement (E) Administrative detention (F) Denial of access to parents or legal counsel during interrogations.(g) Confessions obtained by force or coercion SECTION. Definitions: Administrative detention is a practice in which a detainee may be held indefinitely, without charge or trial, by the order of a military or government official. SECTION. Not later than December, 0 and annually thereafter, the secretary of state shall be responsible for submitting to the Committee on Appropriations of the House of Representatives and the Committee on Appropriations of the Senate-- A. A certification that none of the funds obligated or expended in the previous fiscal year for assistance to the Government of Israel has been used by such Government to support, personnel, training, lethal materials, equipment, facilities, logistics, transportation or any other activity that supports or is associated with any of the activities found under section ; or B. if the Secretary cannot make such a certification, a report describing in detail the amount of such funds used by the government of Israel in violation of section and each activity supported by such funds. C. The Secretary of State shall include, in each report required under section of the Foreign Assistance Act of, a description of the nature and extent of detention, interrogation, abuse, or ill treatment of Palestinian children by Israeli military forces, or police in violation of international humanitarian law. 6 A Resolution to Amend the Privilege of Arrest for Senators or Representatives WHEREAS, In the constitution it is written The Senators and Representatives...shall in all Cases, except Treason, Felony, and Breach of the Peace, be privileged from Arrest during their Attendance at the Session of their respective Houses, and in going to and returning from the same this is Article, Section, Clause ; and WHEREAS, This means that a senator on the way to and from the House is exempt from breaking many laws such as traffic violations or many other minor crimes that could be fatal; and WHEREAS, This can also lead to a contradiction to the statement No one in America is above the law because if they are able to break street laws this could lead to lives lost through crashes or even reckless driving; and WHEREAS, This would be implemented federally, to amend and fix how time has changed, this law was only implemented so when there were no cars, a Senator could not be stopped and so they are able to go to the House. However now with cars and a proper form of transportation then this law needs to be amended; now therefore, be it RESOLVED, That the Congress here assembled make the following recommendation to amend the privilege of arrest for senators or representatives; and, be it. 7 A Bill to Encourage Bilingual Education Programs SECTION. SECTION. SECTION. The Department of Education shall make $ billion in grants available for states which either currently offer or will commit to the use of bilingual education programs to educate all students not currently proficient in spoken English. Bilingual education programs are those which provide instruction in English as well as the students spoken languages. This method is used to develop student literacy in both languages. The Department of Education shall administer the grant program. Grants shall be awarded upon demonstrated proof that the state has adopted bilingual education programs as a primary means of English proficiency instruction. Grants may be renewed if the state is able to demonstrate growth on state-based English proficiency assessments. Funding shall be taken from existing Title funding. SECTION. 8 A Bill to Reform the Census SECTION. SECTION. SECTION. SECTION. SECTION. All questions on the 00 Census shall be reviewed by an independent commission to determine if each question is both relevant to the mission of the census and will encourage, rather than discourage, participation in the census. Any question which does not meet both requirements shall be discarded from the Census form. The independent commission shall be compromised of individuals appointed by members of the Senate and House Appropriations Committees. The United States Census Bureau will receive the results of the independent commission s report and shall adjust the 00 Census as deemed necessary. In the event that the USCB cannot adequately change the questions on the census prior to September, 0, the decennial census shall be delayed until 0. This shall take effect immediately upon passage.

Individuals currently residing in the United States without proper documentation or authorization shall be permitted to apply for citizenship provided that they meet the following conditions: A. They have previously met the qualifications for the Deferred Action for Childhood Arrivals program, or B. They can demonstrate that they have resided in the United States for ten consecutive years, have not been arrested for any crime, and have paid all applicable taxes on income earned. Upon demonstration of the above, the person may apply for citizenship following the process currently in place. Fees for this form of citizenship application shall be set at $0 per applicant, with $00 of that fee placed in an account for the purpose of strengthening border security. The Department of Homeland Security, through Immigration and Customs Enforcement, shall oversee implementation of this legislation. This shall take ninety days after passage.

Columbus Day, traditionally recognized on the second Monday in October, shall no longer be recognized as a federal holiday. No observances of this holiday, including closure of federal offices, shall be permitted. All branches of the United States government, including all executive departments, shall immediately create contingency plans for operation on that day. This shall take effect upon passage.

Title VIII of the Civil Rights Act of is amended by adding citizenship status, after familial status, whenever it appears to describe a protected class. Retaliation upon a member of this protected class, including threats to notify Immigration and Customs Enforcement, shall be considered the same as retaliation against any other protected class under this act. Citizenship status refers to legal status within the country, whether documented or undocumented. The Department of Housing and Urban Development shall enforce this definition. The Department shall have the power to sanction property owners for violations of section one using the same penalties as proscribed for other violations of Title VIII. This shall take effect immediately upon passage.

13 A Bill to Recoup Remittances SECTION. SECTION. SECTION. Remittance payments from the United States to countries in Central and South America shall be subject to a 0% export tax. A remittance payment shall be defined as a transfer of funds from a personal account hosted in a United States bank to a personal account hosted by a bank in another country. This shall not include funds as the result of international business dealings. The Department of Treasury will administer the collection of the tax and shall oversee the distribution of the proceeds into the United States general fund. SECTION. 14 A Bill to Replace NAFTA With the USMTR SECTION. SECTION. SECTION. The North American Free Trade Agreement is considered invalid, and shall be replaced by the United States-Mexico Trade Agreement. This agreement shall retain most of the basic tenets as NAFTA, however, specific differences in this agreement include: A. The government of Mexico must pass legislation which adheres to the United Nations standards for worker rights, including the right to real union representation. B. Mexico must increase the amount of United States manufactured car parts by 0%, or cars assembled in Mexico will be subject to a % import tariff. C. A minimum of 0% of cars manufactured in Mexico intended for export to the United States must be built in a factory where the minimum wage is $ an hour. The United States Trade Representative shall oversee final implementation of this agreement and shall coordinate with the government of Mexico to insure compliance with section. SECTION. 15 WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, RESOLVED, A Resolution to Acknowledge Sanctuary Cities the subject of Sanctuary Cities has become an important issue to the current administration; and Sanctuary Cities are defined as an urban area where the local law enforcement does not follow federal immigration guidelines with respect to detaining suspected undocumented immigrants; and Cities which hold these policies choose to do so because they feel that it will make their cities safer by reducing fear of local law enforcement officials; and there is no appreciable increase in crime in an area designated as a Sanctuary City; and undocumented immigrants are more likely to come forward and cooperate with local law enforcement due to this understanding; and such areas may even see an economic benefit from a larger available workforce due to a greater pool of potential workers who will take lowwage jobs; now, therefore, be it By the Congress here assembled that the United States federal government should stop attempting to force local law enforcement compliance with federal immigration laws in cities which have chosen a Sanctuary status.

16 A Bill to Amend the Voting Rights Act to Provide Accessibility SECTION. SECTION. SECTION. Section 0 (c) of the Voting Rights Act of is amended by striking all references to English-illiteracy rate higher than the national average and shall mandate that all materials provided to voters shall be made available in Spanish and any other language which is spoken by at least % of the population of that voting area. Materials provided to voters shall include ballots, voter information pamphlets, applications, instructions at polling sites, mailings to identify polling sites, The Department of Justice will oversee all provisions related to language accessibility issues. The deliberate failure of a state to adhere to these regulations shall cause that state to bd in violation of section of the Voting Rights Act, and shall subject the state to penalties to be determined by the Department of Justice.
