2 A Bill to Restore the DACA Immigration Policy to Help Immigrant Children Succeed SECTION. SECTION. SECTION. The Deferred Action for Childhood Arrivals (DACA) policy will be restored. Restore will mean to resume the acceptance of new applications as well as renewal applications for DACA applicants. The United States Citizenship and Immigration Services (USCIS) will see to it that this new law is enforced throughout the country. A. The USCIS was formerly in charge of applications. 3 A Resolution to Prioritize and Fund Malaria Research to Prevent a Future Outbreak WHEREAS, Funding malaria research should be a priority; and WHEREAS, Malaria vaccines have an increasingly low efficiency rate; and WHEREAS, With the increasing resistance of the virus, malaria is close to being truly untreatable; and WHEREAS, Without effective treatment and preventive options, it is likely to become an epidemic that has the capacity for an extremely high mortality rate; now, therefore, be it RESOLVED, That the UIL Congress here assembled make the following recommendation for solution to prioritize malaria research. 4 A Bill to Improve Drinking Water in Low-Income Communities SECTION. SECTION. SECTION. SECTION. SECTION. Contaminated and hazardous public water systems in low-income communities will be replaced with newer and more effective water systems. Contaminated and hazardous public water systems are dispensers of water that do not meet the Environmental Protection Agency s (EPA) issued water safety standards. A low-income community is where at least 0 percent of the population are living in poverty. The EPA will oversee the enforcement of this. A. The EPA shall investigate the water systems of counties with repeated violations of safety standards. B. If the water is deemed unsafe, the county must take the necessary course of action to replace their unsatisfactory water systems. 5 A Resolution to Mandate Mental Health Screening and Training in all Public Schools Grades - WHEREAS, The Centers for Disease Control and Prevention note one in five students who attend public schools have mental health disorders which act as a barrier to academic success; and WHEREAS, Mental health disorders are not visible to the human eye without professional training and often go unnoticed by untrained school professionals; and WHEREAS, Trained professionals in public schools are often overwhelmed with students who need mental health help and are unable to adequately meet the needs of students; and WHEREAS, Lack of mental health training resources and low numbers of untrained school staff can result in chronic student absence, low scholastic achievement, and disruptive behavior in the classroom; and WHEREAS, These factors reduce the chance of students going to college or having successful careers in the workforce; now, therefore, be it RESOLVED, That the UIL Congress here assembled mandate mental health screening of all students in grades - who attend public school; and, be it FURTHER RESOLVED, That public school districts make student health training resources available to all school professionals. 6 A Bill to Provide Mandated Medical Facilities Specialized Towards Addicts SECTION. SECTION. SECTION. SECTION. SECTION. The United States will provide several medical facilities in every state that safely accommodate those suffering with the illness of addiction. The aforementioned medical facilities would provide sanitary needles and safe substances to those struggling with addiction to help stop the growing HIV/AIDS epidemic and reduce incidences of substance abuse. Health and Human Services will be successfully implementing and overseeing the mandated medical facilities specializing in safe practices for addicts. A. Sanitary and safe places for addicts to find a safe haven from their illnesses, such as: depression, manic depression, schizophrenia, and substance abuse. B. In order to fund facilities and stock them with a reasonable amount of supply, add a.0% increase to federal taxes and increase by.0% until years after passage. The implementation of the aforementioned medical facilities will take effect four years after passage. All current laws in conflict with this legislation are hereby declared null and void. 7 A Resolution to Restrict the Sale of Highly Caffeinated Energy Drinks to Persons Years of Age and Younger WHEREAS, Caffeine is a strong and potentially dangerous stimulant, particularly for children and adolescents; and WHEREAS, Nutrition labels are not legally required to include information about caffeine content; and WHEREAS, Energy drink-related emergency-room visits are on the rise; now, therefore be it RESOLVED, That the UIL Congress here assembled make the following recommendation for solution: Restrict the sale of highly caffeinated energy drinks to persons years of age and younger; and, be it FURTHER RESOLVED, All energy drink manufacturers are required to put the amount of caffeine contained within the drink on the nutrition label. 8 A Bill to Require Compulsory Military Service for the Defense and Well-Being of the Nation SECTION. SECTION. SECTION. All residents of the United States shall be required to serve a minimum of two years in the National Guard from the age range of through 0. A resident of the United States shall be defined as any person who is a citizen of the United States or who resides in the United States and its territories. National Guard refers to the current military structure in place in each State. Two years is defined as two consecutive years. The U.S. Department of Defense shall oversee the compulsory service, education and training of Americans ranging in age through 0 immediately following the conclusion of their secondary education for threats or disasters, or disaster relief in the territorial United States. Qualifying Americans shall receive military training as well as two free years of community college with a qualifying high school diploma; Americans without diplomas shall receive technical training on an as needed basis. Qualifying Americans failing to report and/or participate in compulsory military service shall be incarcerated under the jurisdiction of the military courts and its tribunals. SECTION. 9 A Resolution to Increase Vertical Farming to Reduce Food Shortages in the United States WHEREAS, The U.S. is facing food shortages; and WHEREAS, in people in the U.S. alone face hunger, and a staggering million Americans struggle to put food on the table; and WHEREAS, The number of children in 0 that were in a food-insecure household was over million; and WHEREAS, 0% of land in the U.S. is being used for farmland; and WHEREAS, By using vertical farming methods, less space will be used; and WHEREAS, By increasing the number of vertical farms, we can produce more food to help de-escalate the starving; now, therefore, be it RESOLVED, That the UIL Congress here assembled make the following recommendation to increase vertical farming to reduce food shortages in the U.S. Introduced for UIL Congressional Debate by Boling High School.

10 A Bill to Amend the CAPTA Reauthorization Act of 0 to Instill Harsher Punishment on Child Abusers SECTION. SECTION. SECTION. Punishments for those found guilty of child abuse shall receive harsher penalties by amending the CAPTA (Child Abuse Prevention and Treatment Act) Reauthorization Act of 0. Harsher punishment is defined as an increase to sentencing, lower chance of probation, and an increase to current fines. The Justice Department and CAPTA will oversee the funding, enforcement, and any infractions. SECTION. This bill shall be enacted upon January, 0. SECTION. 11 A Bill to Legalize Hemp in all 0 States SECTION. SECTION. SECTION. SECTION. SECTION. Hereby the production of hemp for agricultural research and development will be legalized in all 0 states. The legalization of hemp will lead to the development of agricultural products such as: paper, biodiesel, clothes, food, rope, textiles, plastics, insulations, and seed oils for medical purposes. The agricultural production of hemp will be easy on the environment due to the absence of pesticides and herbicides needed to cultivate the plant. The United States Department of Agriculture shall oversee this bill. The following will be used to legalize the production of hemp for agricultural research and development in all 0 states. A. Researchers of the production of hemp will receive a tax deduction on yearly taxes due to them helping research of agricultural byproducts of hemp. B. By producing hemp, you will be recognized in the field of agricultural development and research. Upon passage of this bill, any person producing or possessing hemp shall not be incarcerated. 12 A Bill to Legalize Assisted Suicide for the Terminally Ill SECTION. SECTION. SECTION. SECTION. The United States federal government will grant terminally ill medical patients the right to choose assisted suicide through the form of medical euthanasia. Prior to the procedure there would be counseling sessions held with the patient and their family so that they can be talked through the procedure and what all would happen. Terminal illness is defined as a disease that cannot be cured and will cause death. Medical euthanasia is defined as the practice of intentionally ending a life to relieve pain and suffering. The procedure will be executed by an approved and trained medical professional. This will be enforced by the Food and Drug Administration and the Center for Disease Control. SECTION. 13 A Bill to Reduce Access to Opioids SECTION SECTION. SECTION. This new law will implement the complete discontinuation and easy access of medical doctor prescription notes given to opioid receiving patients to help minimize the opioid epidemic. By the terms discontinuation prescription notes will no longer be used, and easy access opioids will become harder to access. The Food and Drug Administration will see to it that every practicing medical professional in the United States will discontinue use of medical note pads and give prescriptions through a computer system. A. With use of computers instead of prescription pads, the illegal use of opioids, impersonating a doctor, and addiction will diminish significantly as well as the opioid epidemic. SECTION. 14 A Resolution to Establish a Single-Payer Government Healthcare System By 0 WHEREAS, Studies have proven that the United States under performs and over pays for healthcare in comparison to other developed nations; and WHEREAS, Many developed nations have already moved to a single-payer government healthcare system; and WHEREAS, Recent studies have shown that single-payer government healthcare would reduce the overall cost of healthcare for the nation; and WHEREAS, A single-payer government healthcare system will ensure that all citizens are granted proper access to healthcare; now, therefore, be it RESOLVED, That the UIL Congress here assembled make the following recommendation to create a single-payer government healthcare system by the year 0. 15 A Bill to Privatize Social Security to Give Individuals Control Over Their Retirement Decisions SECTION. SECTION. SECTION. The U.S. Government will privatize Social Security. A. Privatize: To transfer ownership from public to private. B. Social Security: Federal system that provides benefits to citizens who are retired or unable to work. The Social Security Administration will implement this bill. The U.S. Department of Treasury will oversee implementation that the SSA initiates. SECTION. This bill will be implemented by January, 0. 16 A Bill to Grant Subsidies to Schools Who Teach Safe Sex Curriculum to Promote the Teachings of Safe Sex SECTION. SECTION. SECTION. Schools who teach a Safe-Sex Curriculum Course, of their choice, shall be given two percent more federal funding to promote the teachings of safe sex. Subsidy shall be defined as a government grant of an additional % of the federal funding that already goes into that school. A. Safe-Sex Curriculum shall be defined as the teaching of how to have protected and safe sex. There are multiple curriculums to choose from for teaching safe-sex. The states may choose which curriculum they wish to teach as long as it includes contraceptives, birth control, and Sexually Transmitted Disease prevention. The Department of Education would enforce this bill along with the grant of the funding. SECTION. This bill upon being passed will go into effect on January, 0. SECTION. 17 A Bill to Sell NASA and Its Assets to Create Private Sector Competition in Space Aeronautics SECTION. SECTION. SECTION. National Aeronautics and Space Administration (NASA) and its assets shall be sold to the highest American corporate bidder upon satisfactory agreement to federal and military oversight as stipulated by both parties in contracts. Assets being defined as the program personnel and property that has been used under the NASA program with the exception of the facilities at Cape Canaveral and the Houston Control Center, both of which will be kept as National Monuments and museums for future generations. Furthermore, patents and pending patents shall be retained as property of the military of the United States. The U.S. Department of Defense shall oversee the sale and maintain oversight of the program goals. SECTION. The sale of NASA and its assets shall commence no later than May, 0. SECTION. 18 A Bill to Inform High School Students About the Dangers of Drugs and Overdoses SECTION. SECTION. SECTION. SECTION. SECTION. High school students are not well informed in the education and dangers of overdoses. The number of overdoses raise each passing year within the student body. Information of drug abuse is needed to be promoted through all courses of education, as there are little to no enforcements. At young ages students are more easily manipulated into the involvement of drug abuse. The U.S. Department of Education will be the government agency in charge of setting up a Drug and Overdose Educational Course. This course will be mandatory for teens entering their freshman year of high school. This bill shall be in effect within the year of its passing. 19 A Resolution to make Public School Lunches Healthy WHEREAS, According to Business Insider, the Trump administration has relaxed school-lunch nutrition rules; and WHEREAS, Whole grain rich items are full of nutrients, the Trump administration has taken them away and replaced it with refined grains, which has little nutrition. For some students, school is the only place to eat nutrient-rich food; and WHEREAS, The Trump administration is also adding sugar into every carton of flavored one percent milk. During the Obama administration, students were only allowed to have sugar in skim milk. Business Insider notes that students in school today will be obese by age ; and WHEREAS, There is plenty of research over the internet that shows a correlation between poor diets and poor behaviors. If students adopt poor diets, it will most likely distract them in the classroom; this is bad for both students and their peers. As a result, this will impact their overall performance in the classroom; now, therefore, be it RESOLVED, The UIL Congress here assembled needs to make all public school lunches healthy. 20 A Resolution to Declare the United States Flag an Object of National Importance WHEREAS, The United States flag is widely considered to be an Object of National Importance ; and WHEREAS, The United States flag has been perpetually burned, destroyed, or otherwise willfully abused; and WHEREAS, Such acts are demoralizing and shocking to the United States people; and WHEREAS, Such acts incite further acts of violence, lawlessness and un-american activities; now, therefore, be it RESOLVED, That the UIL Congress here assembled make the following recommendation for solution: that the United States flag be declared an Object Of National Importance and all acts desecrating such an object be considered unlawful and punishable by criminal law; and, be it FURTHER RESOLVED, That such Objects of National Importance be treated in accordance with guidelines to be set in a future day by appropriate legislation, detailing proper care for such objects. 21 A Resolution to Amend the Constitution to Prevent Presidential Self-pardons RESOLVED, SECTION : SECTION : By two-thirds of the UIL Congress here assembled, that the following article is proposed as an amendment to the Constitution of the United States, which shall be valid to all intents and purposes as part of the Constitution when ratified by the legislatures of three-fourths of the several states within seven years from the date of its submission by the Congress: ARTICLE XXVIII The President of the United States shall not have the ability to pardon himself/herself from any crime. 22 A Bill to Abolish the USA PATRIOT Act to Protect the Privacy of U.S. Citizens SECTION. SECTION. SECTION. The Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism (PATRIOT) Act should be abolished to protect the privacy and rights of US Citizens. The USA PATRIOT Act is the law put in place during the George W. Bush administration after / and was intended to help government agencies prevent possible terrorist attacks. The Department of Justice shall see to it that this bill is enforced in the United States. A. The USA PATRIOT Act violates citizens rights in the U.S. Constitution. B. This bill ensures that the amendments violated by the USA PATRIOT Act are now protected. SECTION. This bill will be enacted no later than January, 0. SECTION.
