1 A Bill to Cut Down on Abusive Visas in the United States 1 Be it enacted by this Student Congress here assembled that: 2 Article I: An entry deposit based on visa holder s current income will be enacted to 3 cut down on abusive visas and decrease the population of illegal 4 immigrants. If the Visa applicant does not comply with the terms of the 5 Visa, then the deposit will be forfeited. 6 Article II: Visa is an endorsement on a passport indicating that the holder is 7 allowed to enter, leave, or stay for a specified period of time in a country. 8 Illegal Immigrant is a foreigner who enters the United States without an 9 immigration visa or citizenship. Work Visa is a specialty occupation 10 requiring an education degree from high school or higher education and to 11 include temporary or seasonal non-agricultural work and those who 12 receive training, other than graduate medical or academic or to perform, 13 teach or coach under a program. 14 Article III: The provisions of this bill shall be enforced at the beginning of the next 15 fiscal year. 16 Article IV: The Department of Homeland Security shall be appointed to oversee the 17 enforcement of this bill. 18 Article V: All laws in conflict with this law shall hereby be declared null and void. 2 A Bill to Invest in U.S Cyber Security 3 Article I: The United States shall re-allocate and invest one billion dollars into the 4 creation and development of Public-Private Partnerships to improve U.S 5 Cyber Security Infrastructure and Initiatives. 6 Article II: US Cyber Security Infrastructure and Initiatives shall be defined as the 7 body of technologies, processes, and practices designed to protect 8 computers, programs and data from attack, damage, or unauthorized 9 access. 10 Article III: This legislation will be implemented six months after passage. 11 Article IV: The United States Department of Defense shall oversee this legislation and 12 determine which Private Companies are eligible for a partnership. 13 A) Funds shall be allocated from the U.S Military Budget. 14 Article V: All laws in conflict with this legislation shall be null and void. 3 A Bill to Make Birth Control Available Over the Counter 3 Article I: Birth Control will be available without a prescription. 4 Article II: A. Birth Control shall be defined as the practice of preventing 5 unwanted pregnancies, typically by use of contraception. 6 B. Prescription shall be defined as an instruction written by a medical 7 practitioner that authorizes a patient to be provided a medicine or 8 treatment. 9 Article III: This legislation will take effect January 1 st, Article IV: The Food and Drug Administration will oversee the workings of this bill. 11 Article V: All other laws that are in conflict with this new policy shall hereby be 12 declared null and void. 4 A Bill to Ban Black Bloc Protesting Practices in Order to Retain Justice 1 Be it enacted by this Student Congress here assembled that 2 Article 1: Black Bloc protesting practices will be banned from utilization on 3 public property. 4 Article 2: Black Bloc shall be defined as protesting practices utilizing: clothing 5 that intentionally hides identity, building barricades, resisting police 6 force, demonstration without proper permits, and the assistance of 7 criminals in escaping authority. Identity shall be defined as the ability of 8 law enforcement to identify protestors based on facial, body, and other 9 distinct features. 11 Article 3: This bill shall go into effect immediately upon passage. 12 Article 4: The Department of Justice (DOJ) will be responsible for the 13 implementation of this legislation. 14 A. Individuals who utilize Black Bloc practices as defined by 15 this legislation shall be charged with a misdemeanor 16 offense and a $500 fine with additional consequences 17 subject to state jurisdiction. 18 Article 5: All laws in conflict are hereby declared null and void. 5 A Bill to Require Prior Political or Military Experience to Run for President 3 Article I: In order for an individual to be eligible to run for presidency, they must 4 have past political or military experience. 5 Article II: A. Political experience will be defined as attaining a leadership 6 position in government or public affairs. 7 B. Military experience will be defined as any leadership experience or 8 training in the Army, Navy, Marine Corps, Air Force or Coast 9 Guard. 10 Article III: This legislation will go into effect upon its passing. 11 Article IV: Congress will oversee and enforce the provisions of this bill. 12 Article V: All other laws that are in conflict with this new policy shall hereby be 13 declared null and void. 6 A Bill to Outlaw Medically Unnecessary Surgery on Minors 3 Article I: Minors will pre protected from irreversible autonomy changes by 4 outlawing all medically unnecessary surgeries. 5 Article II: Medically unnecessary surgery shall be defined as any elective surgery 6 that is not medically necessary, including circumcision and intersex 7 surgeries. Minors shall be defined as any person under the age of eighteen. 8 Article III: This bill shall be implemented January 1st, Article IV: The Department of Health Services and the Department of Justice shall 10 oversee the implementation of this legislation 11 A) Doctors who do not comply with this legislation will be charged 12 $10,000 and have their medical license revoked. 13 B) Parents who consent to medically unnecessary surgeries will be 14 charged $10,000 but will serve no prison time. 15 C) People with religious affiliations that mandate surgery will be 16 permitted to do so under the 1st Amendment. 17 Article V: All other laws that are in conflict with this new policy shall hereby be 18 declared null and void. 7 A Bill to Increase the Quality of Sexual Education in Public Middle School and High School Classrooms 3 Article I: Students enrolled in public idle and high schools are required to attend at 4 least one session of sexual education under a qualified instructor once per 5 semester. 6 Article II: The phrase session of sexual education is defined by classroom 7 environment that discusses the effects of being sexually active and how to 8 be safe, including both the practices of contraceptives and abstinence 9 without the influence of religion, politics, or bias against sexual 10 orientation. The term qualified instructor is defined as a teacher, 11 counselor, or administrator qualified under the American Association of 12 Sexuality Educators to teach the class. 13 Article III: The Department of Education and the Department of Health and Human 14 Services will be in charge of overseeing the implementation of this bill. 15 Article IV: This bill will be implemented at the start of the FY2018 school, according 16 to each state and county start dates. 17 Article V: All laws in conflict with this policy shall hereby be declared null and void. 8 A Bill to Alleviate the Power of Private Prisons 1 BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: 2 Article 1. Juveniles will be banned from being sent to private prisons. Federal 3 funding for private prisons shall also be reduced by 50%, and the funds 4 will be reallocated to create more federal public prisons. Current juveniles 5 in private prisons shall be relocated to a federal public prison. 6 Article 2. Juveniles shall be defined as those who are age 18 and younger. This 7 legislation shall pertain to those who have been charged or convicted of an 8 offense. 9 Article 3. This legislation shall be put into effect on October 1st, Article 4. The Department of Justice will enforce the prevention of juveniles from 11 being sent to private prisons. The Department of Treasury will be in 12 control of regulating the reduction in funding, along with its reallocation. 13 Article 5. All laws in conflict with this legislation are hereby declared null and void. Suncoast High School

9 A Resolution to Amend the War Powers Act 1 Whereas: The War Powers Resolution (50 U.S.C et seq.) has not worked as 2 intended, and has added to the division and ambiguity that exists regarding 3 the war powers of the President and Congress; and 4 Whereas: The President and Congress should be involved in the decision making 5 process when United States Armed Forces are committed to military 6 conflict; and 7 Whereas: The involvement of both branches is important to ensure the soundness of 8 the resulting decision, promote checks and balances intended by the 9 Constitution, and avoid executive overstepping; therefore, be it 10 Therefore: be it resolved that the United States should amend the War Powers 11 Resolution, allowing both the President and Congress to decide whether 12 the United States should engage in significant armed conflict.
