2 A Bill for the United States to Legalize Marijuana and Instill a Universal Marijuana Tax 0 BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION. The United States currently has two states that have legalized marijuana, and they are currently gaining. Colorado has established a % state tax pertaining to marijuana. If American as a whole legalizes marijuana, America could generate an estimated. billion dollar in federal and state tax revenue as stated by the Cato Institute in a 00 report. SECTION. One of the two states that have already legalized marijuana, such as Washington, has estimated a. billion dollars in additional revenue in the next five years due to the legalization of marijuana. The United States would implement a 0% tax on all products pertaining to marijuana nation-wide. SECTION. The United States Drug Enforcement Administration can oversee each state s distribution as well as grants for the expansion of marijuana shops across the country. SECTION. This bill will be implemented within the next twenty years of its passing. SECTION. All laws in conflict with this legislation are hereby declared null and void. 3 A Resolution To Reform Medical Liability In Nevada WHEREAS, Physician liability is in place to hold physicians accountable for their actions; and, WHEREAS, Physicians are trusted to do what is best for the patient. In medical negligence claims, physicians are sued on the basis that the patient received treatment that was below accepted standards; and, WHEREAS, Between,000 and,000 malpractice suits are filed each year and that number continues to grow. In over 0% of the cases that go to trial, physicians were found not negligent; and, WHEREAS, In Nevada, malpractice insurance can be as high as $,000 per year; and, 0 WHREAS, Every year, between $ and $ billion are lost due to the practice of defensive medicine- a practice where excessive and unnecessary tests, procedures, and consultations are ordered not to benefit the patient, but to help safeguard the physician from malpractice claims; and, WHEREAS, Medical negligence claims cost an average of $,000 per claim to defend, harming the health system even more; and. WHEREAS, By limiting the liability of physicians, patients will be given better care and the costs of diagnosis and treatment will be lower; now, therefore be it RESOLVED, That the student congress here assembled begin medical liability reform in Nevada. 4 0 0 A Resolution for the United States Government to Legalize Sports Gambling/Betting WHEREAS, The Professional and Amateur Sports Protection Act of, also known as the "Bradley Act," banned betting on sports in all but four states, Nevada, Delaware, Oregon, and Montana; and WHEREAS, Under the current status quo there are very few states which allow sports gambling/betting and Federal laws prevent states from legalizing sports gambling/betting; and WHEREAS, Journalist Shannon Doyne from the New York Times states, Las Vegas sports books accepted over $. billion in wagers in 0 It can be seen that states would benefit greatly from the legalization of sports gambling/betting, but are prevented from accessing these profits due to Federal laws; and WHEREAS, Currently there are a few states making their way towards legalizing sports gambling/betting and challenging current Federal policies such as New Jersey and California, who are taking steps towards legalization; and WHEREAS, States will be allowed the ability to opt out of this resolution and they will also have the ability to impose additional regulations of sport gambling/betting in their respective states; and WHEREAS, American journalist Radley Balko states, Gambling is no different from any other consensual crime. Prohibiting it does not make it go away. It merely pushes it underground ; and WHEREAS, With the U.S. debt pushing almost $ trillion dollars it is time for the U.S. government to access this possible form of revenue rather than lose this potential profit through underground or black markets; now, therefore, be it RESOLVED, By the Student Congress here assembled legalizes sports gambling/betting Reno High School Session in the United States of America.
5 0 0 A Bill to refine and reform the American Welfare State BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION. The Supplemental Nutrition Assistance Program and The Department of Labor's Unemployment Insurance will be reformed to favor capitalist initiative and to reduce spending through the re-implementation of the Works Progress Administration and the Civilian Conservation Corps. SECTION. The Supplemental Nutrition Assistance Program (SNAP) is responsible for managing the implementation of food stamps. The Department of Labor s Unemployment Insurance is responsible for all unemployment benefits. The Works Progress was a New Deal reform responsible for employing millions to work on infrastructure and public art projects. The Civilian Conservation Corps was a New Deal program responsible for maintaining public parks and nature reserves. SECTION. The United States Department of Health and Human Services and the United States Department of Labor will carry out these reforms. The current Food Stamp Program budget will be cut by /rds and will be used only to prevent cases of malnutrition; the buying of luxury products will be prohibited on food stamps. Food Stamp recipients will be monitored by state social workers. Unemployment benefits will be capped at one year of benefits out of every five years for all eligible recipients. Benefits can be extended past the one-year period through government-enforced labor with technical and vocational training. The Works Progress Administration and the Civilian Conservation Corps will be re-implemented, oversee government-enforced labor, and will repair infrastructure. Participants will be paid in food stamps or unemployment benefits. Funding will come out of the current Food Stamp program. SECTION. This law will take effect within six months of passage. SECTION. All laws in conflict with this legislation are hereby declared null and void. Douglas High School Session
6 A Resolution to Restrict the Ability of United States Senators to Place a Hold on Legislation 0 WHEREAS, Any individual United States Senator has the ability to stall legislation and nominations unanimously via a hold ; and WHEREAS, this currently puts bipartisan nominess and legislation at risk of failure of passage; and WHEREAS, leaves the Senate to be hijacked by the whims of a singular senator; and WHEREAS, the United States House of Representatives has no parliamentary tool like the hold in place; therefore, be it RESOLVED, That the Student Congress here assembled make the following recommendation that United States Senators are not allowed to put holds on legislation and nominess, unless by agreement by fifteen percent of the United States Senate. 7 A Resolution to Mandate Paid Maternity Leave in the United States 0 WHEREAS, WHEREAS, WHEREAS, WHEREAS, RESOLVED Elko High School Session Currently the United States is one of only four countries that do not have a mandated, paid maternity leave, while most other nations give mothers as much as - months of paid maternity leave; and over 0 percent of US women and percent of men are forced to take unpaid leave in order to care for their newborns, leaving the families in financial hardship; and in California in 00, the PFL (Paid Family Leave Act) was passed mandating a six week paid maternity leave for all mothers, and statistically the passing of the law has shown an increase in hours and pay of working mothers one year after the child s birth; and the first few months of a child s life include some of the most important developing stages, and a parent should have the right to care for the child/children during these stages without the added stress of financial issues; now, therefore, be it by the Student Congress here assembled that; the United States mandate a paid maternity leave of at least two months for the health and development of the child/children.
8 A Resolution to Encourage the MPAA to Create New Content-Specific Ratings for PG- Films WHEREAS, Younger audiences are influenced by explicit content; and WHEREAS, MPAA PG- film ratings are incredibly vague; and WHEREAS, Exposure to explicit material has been shown to influence the decision making process of teens; and WHEREAS, Many parents are unaware of the content of these films due to the vague rating system; now, therefore, be it RESOLVED, That the Congress here assembled make the following recommendation for solution to encourage the MPAA to create new content-specific ratings for PG- films. 9 A Resolution to Encourage High Schools to Form and Support Paintball Teams WHEREAS, Due to an ever expanding participation in paintballing games and teams and WHEREAS, some school administrators may feel that weapons at school violate school policy and WHEREAS, some high schools have rifle teams and operate within the laws governing weapons at school and WHEREAS, paintball weapons are no more dangerous than currently used rifle team weapons when operated under the same rules, therefore be it RESOLVED, that the Student Congress here assembled to encourage high schools to form and support paintball teams North Valleys High School Session
10 A Resolution to Ban Social Networking in Nevada 0 0 WHEREAS, There is currently an online environment which is unsafe for teens and other children, involving such leading major social network sites as Facebook, Twitter, and Instagram; and WHEREAS, information from apa.org (the American Physiological Association) states that daily use of social media makes children and teens more prone to disorders such as anxiety, depression, and other physiological disorders; and WHEREAS, in July 0, Americans spent billion minutes on social media on home computers, 0. billion minutes on cell phone apps, and. billion minutes via mobile web browsers, for a total of. billion minutes on social network sites, which totals,0, years spent on social media in just one month; and WHEREAS, on September, 0, false rumors of fires, shootouts, and caravans of gunmen in a Mexico City suburb, spread by way of Twitter and Facebook, caused panic, flooded the local police department with more than,000 calls, and temporarily closed the schools; and WHEREAS, this resolution will not prohibit the use of social networking to anyone of the age or older; now, therefore be it RESOLVED, that the Student Congress here assembled make a resolution to ban social networking to children and teens under the age of, in order to provide a safe online environment, and to avoid the infiltration of the minds of these young people. 11 A Resolution to Establish a Senate House in Every Student Congressional Debate Session WHEREAS, Most novice congress participants are first-timers and hardly stand a chance to board against senior congress participants, and WHEREAS, P.O. s board within their chamber nearly every congress session and take a high ranking in the end results, and WHEREAS, If P.O s were novice participants in novice houses, and senior participants in senior houses, everyone would have an equal chance of boarding within their chamber, and WHEREAS, other debate events such as Lincoln/Douglas and Public Forum use this separation technique, and it works successfully, and 0 WHEREAS, by creating this separation of senior and novice, Student Congressional Debate could mirror the other debates, rather than being a debate of its own, thus allowing Congress to grow and improve, therefore be it, RESOLVED, that the Student Congress here assembled establish a Senate house in every Congress session.
