A barter system will be implemented in the US, abolishing the current monetary system as our primary form of economic value. Barter system- an economic system where people exchange services and goods for other services and goods in return. Currency- the current US monetary system using bills and change. The U.S. Department of the Treasury with assistance from the International Monetary Fund (IMF) will oversee the enforcement of the bill and construct plans for its implementation. 0. The U.S. Department of the Treasury and IMF will work to develop an effective barter system that is compatible with foreign countries in relations with the US.. A Resolution to Regulate Special Purpose Districts 0 WHEREAS, The creation of special purpose districts has expanded dramatically over the last decade to more than,000 nationwide; and WHEREAS, Special purpose districts are often created independently of city or municipal governments to do a variety of jobs ranging from school district management to overseeing municipal waste disposal to sports venue parking; and WHEREAS, Special districts are frequently empowered with the ability to raise revenues through taxation and/or tax-exempt bond sales; and WHEREAS, Special districts currently take in and spend roughly $00 billion per year in public funds, which is more than all US city and municipal governments combined; and WHEREAS, Many of these special districts operate with little direct government oversight, transparency, or voter accountability; now, therefore, be it RESOLVED, That the UIL Congress here assembled should require all special purpose districts which levy taxes or sell municipal bonds to serve a governmental purpose and be governmentally controlled ; and, be it FURTHER RESOLVED, That any special district funding derived through taxes or bond sales should be approved through either a public vote or a majority vote of the local government council overseeing the district. A Resolution to Pave the Way for Development in Africa 0 WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, RESOLVED, The lack of transportation infrastructure is hindering African development and communication between states; and Time and time again the United Nations has discussed transportation infrastructure development in Africa to help aid the developing countries; and Without any investment in transportation infrastructure in Africa it will directly prohibit full development in Africa and is a necessary stepping stone in allowing for growth in the continent; and The United States will devote over 00 million dollars to countries in Tripartite Free Trade Area Agreement or commonly called the TFTA to connect the trading bloc with roads to provide vital transportation infrastructure; and The federal US government will entrust the Development Innovations Group, or DIG, an NGO dedicated to providing infrastructure development to developing countries worldwide by handling the money as well as the task for developing infrastructure in Africa. The United States Coast Guard will be responsible for implementing guidelines for port and facility security as outlined by the General Accountability Office. FEMA will be responsible for enhancing cybersecurity capabilities to enhance port security. The US Department of Homeland Security will be responsible for overseeing the mandates placed upon the US Coast Guard and FEMA from this Act. All necessary funding will be presented to Congress for appropriation. Appropriations for the mandates of this Act will begin no later than May, 0. A Resolution to Impose an Embargo On Saudi Arabia 0 WHEREAS, The government of Saudi Arabia, itself an undemocratic monarchy, professes itself to be the head of a radical Salafi movement; and WHEREAS, The government of Saudi Arabia has a long history of human rights violations, including but not limited to, decapitations of Shia and other religious minorities, the oppression of women, and the suppression of dissidents; and WHEREAS, The United States is currently engaged in conflict against the Islamic State, an organization that describes itself as a radical Salafi movement; and WHEREAS, The United States has continued to ally itself with Saudi Arabia despite its knowledge of these abuses; now, therefore, be it RESOLVED, That the UIL Congress here assembled make the following for a total economic embargo of Saudi Arabia; and, be it FURTHER RESOLVED, That the Congress here assembled make the following recommendation to the United Nations that Saudi Arabia be permanently banned from holding a seat on the United Nations Human Rights Council. A Resolution to Terminate the Terminator 0 WHEREAS, The development and use of remotely operated robotic and drone weaponry has dramatically increased over the last decade; and WHEREAS, Research into artificial intelligence is being applied to weapons development for the purpose of creating autonomous weapon system designs that can select and engage targets without further intervention by human operators, taking human decision-making out of the equation; and WHEREAS, Pentagon officials now estimate that the US military is roughly a decade away from the capability of creating Terminator-like weapons with the ability to think and act without human oversight; and WHEREAS, The development of these types of weapon systems violates humanitarian ethics and could trigger an arms race unlike any the world has ever encountered; now, therefore, be it RESOLVED, That the UIL Congress here assembled should ban the development and use of autonomous weapons by the United States; and, be it FURTHER RESOLVED, That the United States should encourage the United Nations to establish an international protocol against the development and use of autonomous weapons systems. Congress will establish new procedures for drawing congressional districts independent of state legislatures. Congressional districts shall be defined as a constituency that elects a Representative of the Federal House of Representatives. The Senate Judiciary Subcommittee on the Constitution will be responsible for dissolving powers of state legislations, and any affiliate, to draw congressional districts and establish a Redistricting Committee to decide congressional districts. A. The Redistricting Committee will be subject to oversight, critiquing, and repercussions from the subcommittee. B. The Redistricting Committee is to strictly uphold any districting expectations of the Voting Rights Act of and will also establish new federal standards for any left void by this legislation--in the deconstruction of state powers. C. The districts shall be redrawn for the 0 midterm elections and hereafter: Congressional districts are only to be redrawn following an official government census. Otherwise the Redistricting Committee will redraw when ordered by constitutional authority. The Redistricting Committee is to be provided a flexible time frame, an new congressional districts must be finalized by the 0 midterms. A Resolution to Fund Resource-Recovery Systems to Turn Wastewater into Energy Sources 0 WHEREAS, Funding for wastewater systems is very minimal; and WHEREAS, The Environmental Protection Agency (EPA) estimates that at least $ billion is needed to upgrade the wastewater infrastructure and an equal amount is needed to maintain and repair the existing systems; and WHEREAS, Wastewater can be recovered to both save money and provide renewable energy, making the systems eventually self-sustaining; and WHEREAS, Funding for wastewater resource-recovery systems is not currently available for most states and territories; and WHEREAS, The technologies are promising and provide both a system to eliminate wastewater and a way to provide new energy; now, therefore, be it RESOLVED, That the Congress here resolve to provide funding for further research in technology for resource-recovery systems, and, be it FURTHER RESOLVED, That immediate funding be provided to build and maintain wastewater resource-recovery systems based on current technology in all 0 states and the U.S. territories, and, be it FURTHER RESOLVED, That funding be set aside for future technology to revamp and rebuild wastewater resource-recovery systems based on future technology in all 0 states and the U.S. territories. 13 Finals. A Bill to Grant USDA Authority to Close Standard Violating Food Plants 0 SECTION. SECTION. SECTION. The USDA shall, henceforth, possess authority to temporarily or permanently close any food processing plant that violates USDA or any other US Government agency s standards for food safety. USDA is defined as the United States Department of Agriculture. Food safety is defined as is a scientific discipline describing handling, preparation, and storage of food in ways that prevent foodborne illness. Shut down is defined as cause to cease business or operation. Food processing plant is a type of food service establishment that processes food for human consumption, and provides processed food for sale and distribution to other business entities such as other food establishments. The USDA shall have authority to enforce this bill. A. The USDA shall, with input of the food industry, set the standards which food packaging plants are to be held to including standards for food plants in the process of being shut down. B. The USDA shall be granted a 0% budget increase in order to enforce this law. SECTION. This bill shall be effective February st, 0. SECTION. 14 Finals. Bill to Replace the United States Current Opt-in Organ Donation System with Presumed Consent. 0 SECTION. SECTION. SECTION. The United States current opt-in organ donation system is not meeting the needs of the people. The proposed system, presumed consent, would alleviate the need for organs in the United States. Presumed consent regarding organ donation means that, unless otherwise specified, a person is presumed to have consented to organ donation in the case of their accidental death. The current U.S. opt-in organ donation system describes the system that requires a person to register on the official government website to become a donor or through their local Department of Motor Vehicles. The U.S. Department of Health and Human Services will regulate the organ harvesting, organ preservation, and organ transplantation process. SECTION. This bill will be implemented January, 0. SECTION. 15 Finals. A Bill to Increase Organization of Domestic Disaster Relief and Preparation 0 SECTION. SECTION. SECTION. SECTION. SECTION. Disaster relief and preparation shall receive additional funding, allowing for better organized, proper post-disaster relief efforts. Prior to a disaster, more advertising and civil evacuation attempts will take place. Relief efforts as in there shall be more community shelters, free food and water rations and providers, and immediate medical care for all injured civilians following disaster. More evacuation routes shall be developed for various disasters as part of the increased funding to prevent heavy traffic, and repeated alerts will be sent via all forms of media for civilians reasonably impacted by the known incoming disaster. A. Federal Emergency Management Agency (FEMA) will coordinate this bill and be ready to oversee proper sending of assistance to the affected site. B. FEMA will also connect with agencies such as the National Hurricane Center, National Oceanic and Atmospheric Administration and United States Geological Survey to monitor and keep the public informed of current or incoming disastrous events. A Resolution to Enforce Rape Kit Processing 0 0 WHEREAS, At least 0,000 untested sexual assault kits are in custody of national police agencies; and WHEREAS, Sexual assault kits and DNA evidence are vital for both solving crimes and exonerating innocently accused defendants; and WHEREAS, The federal government has provided a $ million grant for testing the backlog of sexual assault kits; and WHEREAS, Only % of that money has actually been used for testing; and WHEREAS, Of the $. billion provided for testing over the past ten years, almost half has been used for general DNA testing improvements and other expenses instead of its intended use; and WHEREAS, Most small law enforcement agencies do not have the funding or personnel necessary for dealing with the backlog yet are not receiving the federal money available; and WHEREAS, Congress enacted the Sexual Assault Forensic Evidence Reporting Act (SAFER Act) in 0 to address the issue, but it has not been enforced by the Department of Justice; now, therefore, be it RESOLVED, That the Student Congress here assembled pass a resolution to require the Justice Department to enforce the SAFER Act; and, be it FURTHER RESOLVED, that the money provided for testing the backlog of sexual assault kits be spent ONLY for its intended purpose. A Resolution to Extend Romeo and Juliet Provisions to Digital Communications. 0 WHEREAS, Citizens aged - are protected from laws regarding statutory rape by so-called Romeo and Juliet laws; and WHEREAS, Citizens aged - have no such protection when it comes to private communication between students who would be protected if they engaged in a physical act but are afforded no protection for their privacy in communication; and WHEREAS, Citizens ages -, based on current law, are considered sex offenders if their private communication if charges are brought to bear; and WHEREAS, Citizens ought to have a reasonable expectation when communicating in intimate relationships; now, therefore, be it RESOLVED, That the UIL Congress here assembled recommends that so-called Romeo and Juliet provisions be extended to cover the spoken, written, and digital communication who are in a Romeo and Juliet type relationship with one another ; and, be it FURTHER RESOLVED, That citizens previously convicted of digital crimes where Romeo and Juliet provisions would apply in the future be allowed the right to appeal their sentences or seek to have their records expunged. The sport of football is to be banned in all high schools in the United States of America to prevent physical damage to the students, particularly in the case of CTE. Furthermore, this would be the first step towards the improvement of academic standards and eliminating one of many causes of misogyny in the American society. The National Federation of High School Sports will see to that this bill is enforced. A. Any and all funding for the sport will be used to purchase and maintain academic resources for students and proper raises for deserving teachers. B. The existing structures for the use of football games and football practice can and will be altered for the use of other physical activities which are not as harmful as football. SECTION.
