3 Prelim - A Resolution to Eliminate Funding of Anti-American Governments. WHEREAS over billion dollars are sent in aid every year to the governments of. Sudan, Venezuela, Pakistan, Egypt, Jordan, Colombia, Russia, Nigeria, and Yemen,. although they do not concur with American values.. WHEREAS Defense Department and State Department spending adds an extremely large. amount of money to the national debt.. WHEREAS millions of dollars of military equipment and other forms of aid are hijacked. every year by foreign militias and terrorist organizations.. 4 Prelim - A Bill to Colonize Space BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 0 0 SECTION. SECTION. SECTION. SECTION. SECTION. SECTION : SECTION : The U.S. will administer a fund of five trillion dollars to the National Aeronautics and Space Association. (NASA) A. This fund will come partially from loans from other countries. B. Other funds will come from the ILC tourism program. (further explained in Section ) NASA will be charged with the hiring and training of skilled scientists and engineers. A. These workers will research and develop advanced methods of space travel and human survivability in space. NASA will be charged with establishing a colony on the Moon. This colony will be called the Interstellar Lunar Colony. (ILC) A. The ILC will be capable to house and sustain humans for the action of research and observation of the Moon and space. B. The ILC will be armed with high-powered missiles armed with nuclear warheads to strengthen U.S. National Security and to protect the ILC from both natural and international crises. C. The ILC will have security composed of groups of the U.S. armed forces. D. The ILC will provide a staging ground for further exploration of space. The ILC will have a separate tourism program. A. This program will be a source of revenue for the ILC and NASA. B. This program will allow private citizens to take a three month long excursion to the ILC, where the tourists will be able to tour the ILC under supervision of the ILC security. This bill will go into effect immediately following the passage of this bill. Any U.S. law or regulation in conflict with this bill is hereby declared null and void. 5 Prelim - A Resolution To Offer Incentives Such As Tax Breaks To Businesses That Provide Food In Areas That The United States Department Of Agriculture Classifies As Food Deserts WHEREAS: The United States Department of Agriculture classifies food deserts as urban neighborhoods and rural towns without ready access to fresh, healthy, and affordable food. Instead of supermarkets and grocery stores, these communities may have no food access or are served only by fast food restaurants and convenience stores. WHEREAS: The lack of access to healthy food by. million Americans in these deserts perpetuates American diets based largely on processed, fast, chemical laden, and unhealthy food that ultimately contribute to higher levels of obesity and other diet-related diseases, such as diabetes and heart 0 disease that are both a detriment to the quality of an individual s life and cause them to accumulate hefty medical bills. This causes increasingly poor, obese, and overweight Americans to find themselves in a seemingly never-ending cycle of harmful food and health problems and medical costs. WHEREAS: Obesity is the second leading preventable cause of death in the United States. THEREFORE BE IT RESOLVED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT in order to prevent the life-threatening disease of obesity that disproportionately affects low-income Americans, to offer incentives such as tax breaks to establishments that offer fresh, healthy, 0 and affordable grocery options. 6 Prelim - A Bill to Ban Caged Farming BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 0 SECTION. SECTION. SECTION. Caged farming will be banned throughout the entirety of the nation. All cases of caged farming shall be stopped within the next two years. Caged farming will be defined as farming in which livestock are raised in confined spaces and in conditions intended to maximize production (i.e. battery cages) without concern for the health and welfare of the livestock. The U.S. Department of Agriculture will oversee the enforcement of this legislation. A. Farms found to be cage farming will be fined $,000 per animal. B. After three offenses, farmers will be prohibited from owning or running a farm. C. After being shut down, a farm may be fined an additional $,000 to $,000 depending on the severity of the offense. 7 Prelim - A Bill to Halt Civil Asset Forfeiture Abuse BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: 0 Section : Section : Section : Section : Section : Title, Section is amended to require that any and all applications of Civil Asset Forfeiture by any Government entity within the United States shall heretofore be subject to the legal criterion for lawful search and seizure established by the Fourth Amendment to the United States Constitution. Civil Asset Forfeiture is defined as seizure by law enforcement or Government officials of property they assert to be involved in criminal activity, regardless of the possessor s perceived guilt or innocence of a crime, absent charge, probable cause, and/or warrant; the Constitutional Fourth Amendment mandate for legal seizure is subverted by charging the property itself with a crime. The Department of Justice and the Office of the Attorney General will be jointly responsible for the implementation and enforcement of this legislation. This law shall take effect immediately upon passage. All laws in conflict with this legislation are hereby declared null and void.
8 Prelim - 0 A Resolution to Amend the Constitution to Allow for Sensible Gun Ownership BE IT RESOLVED BY TWO-THIRDS OF THE CONGRESS HERE ASSEMBLED: That the following article is proposed as an amendment to the Constitution of the United States, which shall be valid to all intents and purposes as part of the Constitution when ratified by the legislatures of three-fourths of the several states within seven years from the date of its submission by the Congress: SECTION. The Second Amendment to the Constituion shall be amended to read As a strong military is necessary to the security of a free state, the right of the people to keep and bear arms when actively engaged in the security of the state shall not be abridged. SECTION. The Congress shall have power to enforce this article by appropriate legislation.
9 Prelim - A BILL TO ENACT PRESUMED ORGAN DONATION IN ORDER TO SAVE LIVES BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION. All United States citizens years old or over are presumed organ donors unless they opt out. SECTION. Any United States citizen between the ages of years and years shall remain opt in, meaning her or she must legally sign a document stating that he or she wishes to donate his or her organs. The reason for this year waiting period is so that citizens will have time after becoming a legal adult to decide whether to opt out or not. SECTION. The laws regarding organ donation shall remain the same for those under 0 the age of. SECTION. No citizen may make the decision for another citizen, except in the case of a citizen with a mental disorder that interferes with his or her conscious decision processes. In such cases, the next of kin of the affected citizen may decide. SECTION. The method to opt out shall be the same as current methods of opt in in each state. SECTION. This law will take effect thirty days after upon passage. SECTION. All laws in conflict with this legislation are null and void upon its passage.

Any air traveler has the ability to opt out of AIT scanning at any time. SECTION. If the traveler choosed to opt out, they will receive an enhanced patdown in accordance with previous Transportation Security Administration rules. SECTION. The Transportation Security Administration will train airport security agents in proper procedures to ensure travelers who wish to opt out are treated with dignity space. SECTION. All controlled substances prohibited by the Drug Enforcement Administration, and the Food and Drug Administration are hereby legalized. B. All offenders currently imprisoned for a nonviolent drug crime are to be released. Controlled substances shall be defined as Schedules I, II, III, IV, and V substances as listed by the Controlled Substance Act Scheduling. The Drug Enforcement Administration and the Food and Drug Administration shall oversee the implication of this bill. This piece of legislation shall go into full effect no later than one year after passage. All laws in conflict with this legislation are hereby declared null and void.

19 Prelim - A Bill to Shift the American Position on the Palestine-Israel Conflict 0 BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION. A. United States military aid to Israel shall be eliminated. B. This military aid will be reinstated if and when the Israeli Defense Forces (IDF) remove all military checkpoints and outposts from the West Bank, with the exception of checkpoints on the border between the West Bank and Israel. C. By working with the allies in the Middle East and the Palestinian Authority, the United States shall seek to have an unarmed member of Hamas at the next round of US-led negotiations between Israeli and Palestinian negotiators. SECTION. Military aid shall be defined as any monetary, physical, or advisory aid given to the Israeli Defense Forces. The Israeli intelligence service, Mossad, shall be exempt from this legislation. SECTION. The Department of Defense and Department of State will oversee the implementation of this legislation. SECTION. This legislation shall take effect immediately. SECTION. The Animal Welfare Act, U.S.C. et seq., is amended to classify retail pet stores as animal dealers subject to regulation under the Act. SECTION. Retail pet stores are prohibited from selling animals acquired from commercial breeders. SECTION. Commercial breeders are defined as sellers who mate animals primarily for profit, rather than for the promotion or preservation of a particular breed or species of animal. SECTION. The United States Department of Agriculutre will oversee enforcement of this legislation, and will regulate and inspect retail pet shops for compliance. SECTION. This bill will take effect August, 0. 24 Supersession A Bill to Make Concealed Handgun Laws Regarding Issuing of Permits Shall-Issue BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION. Section. Section. Section. Section. In order to protect the rights outlined by the Second Amendment to the constitution, laws regarding the issuing of concealed carry permits shall now be under the shall-issue jurisdiction. Concealed weapon refers to a weapon, lethal or non lethal, that is able to be concealed on one s person or in close proximity. The Second Amendment states that the right of the people to keep and bear arms, shall not be infringed. Shall issue category refers to the policy in which a person must carry a license to carry a concealed handgun, but where granting of such licenses is subject only to the criteria laid out by law and the authority granting this has no discretion in the granting of licenses. The congress of the united states will make policies regarding concealed carry. Requests for permits, background checks, and, if necessary, evaluation of other criteria shall be managed by the bureau of alcohol, tobacco, firearms and explosives. Additionally, once the law comes into effect, there will be a review of current owners of concealed carry permits. The review of current owners of concealed carry permits and pending requests for permits will be overseen by the bureau of alcohol, tobacco, firearms, and explosives. Legislation regarding the new federal policy will come into affect by the beginning of the next fiscal year. All laws in conflict with this legislation are hereby declared null and void. Electronic Daily Fantasy Sports is defined as competitions that are conducted over short-term periods, such as a week or single day where individuals pay a fee to compete against others by building a team of professional athletes from a particular league or competition, and earn points based on the actual statistical performance of the players in real-world competitions. B. Randomized Electronic Packs shall be defined as purchased electronic items that contain an assortment of electronic items of value selected by chance. Typically found using the term Card-Pack. Individual State s Gaming Control Boards shall be responsible for the enforcement of this legislation SECTION. This law goes into effect on January, 0. SECTION. 27 Supersession A Bill to Establish a Corporate Tax Holiday BE IT ENACTED BY THE GENERAL ASSEMBLY HERE ASSEMBLED THAT: Section. Companies willing to repatriate their foreign earnings to the united states will have those foreign earnings taxed at a reduced rate of 0%, rather than the standard corporate tax rate. (A) All earned revenue from the 0% tax shall go toward the establishment of a national infrastructure bank. (B) At least 0% of repatriated funds must be spent on at least of the following categories: increased hiring, wages, pensions, research and development, environmental improvements, or public-private partnerships. Companies that repatriate will be barred from sending money overseas or inverting for 0 years after participating in this program, those that do must repay the tax incentive with interest. Section. To be eligible for the 0% tax rate: (A) The repatriation must exceed each company s average repatriations in recent years. (B) The repatriated funds must have been earned in 0 or earlier. Section. All branches of the United States federal government, and departments operating therein are hereby barred from using any federal monies to comply with, implement, or otherwise achieve the aims of the Paris Agreement as outlined during the 0 United Nationals Climate Change Conference. SECTION. Some of the aims of the Paris Agreement include, but are not limited to, limiting global warming to two degrees Celsius and reducing carbon emissions as quickly as possible. 0 SECTION. Each department and agency within the Executive Branch will be required to submit a report to the House Committee on Science, Space, and Technology demonstrating that they have not spend any federal monies on implementing the Paris Agreement. The National Security Agency (NSA) is authorized to collect data from Internet based social networks for the purposes of terrorism prevention. Such information will be provided upon request of the NSA regardless of the issuance of a warrant. SECTION. Internet based social networks are defined as a dedicated website or other application that enables users to communicate with each other by posting information, comments, messages, images, etc.. 0 SECTION. The Department of Defense and the Director of National Intelligence will coordinate efforts to ensure that such metadata is collected from each network or website and is properly analyzed for information related to terrorism prevention.
