1 A RESOLUTION TO REQUIRE THE SERVICE TEXT-TO- THROUGHOUT NEVADA Whereas, in the status quo, the program Text-To- is only available in limited locations across the nation; and; Whereas, there are many situations where Text-To- would be useful and more efficient, such as unfortunate cases of kidnappings, school shootings, and abuse; and, Whereas, the four largest wireless companies (AT&T, Sprint, T-Mobile, and Verizon) have voluntarily committed their companies to make texting to possible; and, therefore, BE IT RESOLVED BY STUDENT CONGRESS ASSEMBLED THAT Text-To- 0 all across Nevada be required. 2 A Resolution to Only Use Bail When the Defendant Can Afford It and Instead Replace It with Pretrial Services 0 0 WHEREAS, The bail system in incredibly bias against the poor because, even if they are innocent they are unable to pay their bail; and WHEREAS, According to the New York Times 0% of the people currently in jail have not been convicted of anything; and WHEREAS, According to Vox many people who are not guilty plead guilty just to avoid being put into jail for several weeks; WHEREAS, According to the New York Times if someone is in jail for even a few days they can lose their job or housing; and WHEREAS, Pretrial services are a way to assess the flight risk of a person, if they are likely to run then bail will be set, otherwise they will be free to go until their court date; and WHEREAS, Bail is meant to be used to be used as incentive for the defendant to come back on their court date, but if you have enough money, you can simply pay your bail, and never come back; and WHEREAS, According to NCSL supervised pretrial release costs averages less than 0$ per day, far less than the cost of keeping someone in jail; and WHEREAS, Pretrial services are already put into place in Washington D.C. and they have shown incredibly positive effects; therefore be it RESOLVED, By the Student Congress here assembled, that bail will only be used when the defendant can afford it and in cases where they are unable to, pretrial services will be used Primary Damonte Ranch High School

4 A Resolution to Create a Federal Agency to Provide Education and Temporary Housing for the Homeless 0 WHEREAS, There are over six hundred thousand homeless individuals in the United States; and WHEREAS, Around % of the homeless population are living in emergency shelters; and WHEREAS, Explain the impact and harms perpetuated by the current problem (once again, the clause needs to flow in a logical sequence); and WHEREAS, homeless individuals are three times more likely to contract a disease such as HIV/AIDS, tuberculosis and influenza; and WHEREAS, this resolution would enable homeless individuals to get back up on their feet and contribute to society; and RESOLVED, That the Student Congress here assembled make the following recommendation to create a Federal Agency for Homeless Aid and, be it FURTHER RESOLVED, That the Federal Agency for Homeless Aid provide education, job training, and temporary housing for the homeless across the nation. 5 A Resolution to end the Legality of Child Marriage in the United States Whereas child marriage is currently legal in the United States with parental consent in cases of children between the ages of, and Whereas, you could also have a case of someone under the age of, with both parental consent and permission from a judge, legally married, and Whereas, a large number of these marriages occur with children between the ages of 0 and, and Whereas, these children are either forced to marry or don t know the consequences of their actions, or they know the consequences and don t care about the harm that may come to them, and Whereas, in an article published by the New York Times, in New Jersey, between the years of and 0,, children were legally married; According to the same article, percent of these children were married to adults, and Whereas, those under cannot vote, own property or legally own possessions, and Whereas, therefore, the government should have stricter marriage laws and not allow those under the age of to marry. 6 A Resolution to Decrease Amount of CO Emitted In Order to End Climate Change 0 WHEREAS, a study conducted by Loyola Marymount University and the Massachusetts Institute of Technology shows a harsh assessment: Climate change could leave major cities in a key part of the Middle East, the oil-rich Persian Gulf region, unfit for humans to survive; and WHEREAS, The widely respected National Academy of Sciences recommends more research into large-scale CO removal while focusing on mitigating greenhouse gas emissions, that might mean using CO-sucking technology to reduce the climate change; and WHEREAS, Dr. Klaus Lackner, director of Arizona State University's Center for Negative Carbon Emissions says "If you drive a car, you put out about a pound of CO per mile. Per person, we put out tons of CO per year"; and WHEREAS, Some experts fear if the average global temperature rises above two degrees Celsius, reversing global warming will be even more challenging. Research indicates that to keep below degrees Celsius, the world may have to take more CO out of the air than we put into it; now, therefore, be it RESOLVED, That the Congress here assembled make the following recommendation to decrease the amount of CO emitted in order to end climate change. 7 A Resolution to Ban Kill Shelters in Nevada 0 WHEREAS, According the Humane Society, kill shelters only give animals approximately - 0 days to be adopted before euthanizing them, leaving little room for adoption to take place; and WHEREAS, Only % of cats and dogs actually get adopted in kill shelters before that period is up; and WHEREAS, Almost $ million is spent each year on euthanasia in animal shelters in the United States; and WHEREAS, Instead of funding an inhumane way to handle overpopulation, it could be to neuter them or place them in programs to become seeing eye or emotional support animals; now, therefore, be it RESOLVED, That the Student Congress here assembled recommend a resolution to ban kill shelters in Nevada. 9 A Bill to Require the IRS to Affirm the Status of Churches BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 0 SECTION. SECTION. SECTION. SECTION. SECTION. The Internal Revenue Service (IRS) shall undertake an audit of all non- profit organizations designated as churches or other religious congregations in order to assure compliance with current laws. The IRS shall insure that designated churches have a defined set of bylaws and follow regulations regarding compensation and political activities. The Department of Treasury will oversee the IRS effort. Non- profit organizations found in violation of current regulations shall have their non- profit status revoked and shall be liable for all current tax burdens. This shall take effect six months after passage. All laws in conflict with this legislation are hereby declared null and void.

10 A Bill to Expand Medicare to all Americans BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION. SECTION. SECTION. All citizens and legal residents of the United States are eligible to register for Medicare, regardless of age. Medicaid shall be eliminated and current program enrollees shall be transferred to Medicare. The Department of Health and Human Services shall oversee implementation of this legislation. A. 11 A Resolution to Reform Teacher Evaluations WHEREAS, current Race to the Top grant monies are contingent on states using student achievement in teacher evaluations ; and WHEREAS, many states only use a small fraction of student achievement in their teacher evaluation systems; and WHEREAS, observation based evaluations are subjective and often demonstrate favoritism; now, therefore, be it RESOLVED, By the Congress here assembled that states should make teacher evaluations based solely or mostly on student achievement measures.

12 A Bill to Provide Transgendered Individuals with Access to International Travel BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION. SECTION. SECTION. United States passports will now include options for transgendered individuals on applications. In addition to specific genders, gender neutral options shall be added. The United States Department of State shall oversee implementation of this law. SECTION. This shall take effect on February, 0. SECTION. 13 A Bill to Mandate Plans for Water Rationing BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 0 SECTION. SECTION. SECTION. SECTION. SECTION. Every state shall create and submit a plan detailing mandatory water rationing in the event of severe drought. The plan shall include a description of what conditions will cause the plan to go into effect, the mechanism by which the state will enforce mandatory rationing, and the percentage of water which the state believes it will save. The Department of the Interior will oversee implementation of these plans. A. States not in compliance shall have their federal highway funds suspended, as overseen by the Department of Transportation. After passage, states shall have one calendar year in which to submit their plan. All laws in conflict with this legislation are hereby declared null and void.

14 0 A Bill to Hold For- Profit Schools Accountable BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 0 SECTION. SECTION. SECTION. The Gainful Employment Rule, as defined by the Department of Education shall be amended for schools designated as for- profit. Non- profit or public schools shall remain unchanged. The amended rule shall read: Student loan payments shall not exceed 0% of discretionary income or % of total income for a student who graduates from a for- profit institution of higher education. The Department of Education is responsible for monitoring progress for these institutions. Schools which fail to meet this amended standard will lose the ability to offer federally funded student loans. SECTION. This will take effect on August, 0. SECTION. 15 A Bill to Provide Opportunities for Federal Prisoners BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION. SECTION. SECTION. A sum of fifty million dollars will be spent on developing vocational programs to train federal prisoners in welding. The program shall provide prisoners with the ability to become a Certified Welder as defined by the American Welding Society. The Bureau of Prisons shall provide for this program from their current annual appropriations. SECTION. This shall take effect on June, 0. SECTION. 16 A Bill to Discourage the Use of Private Probation Companies BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION. SECTION. SECTION. States which receive federal funding for Community Oriented Policing Services (COPS) are prohibited from contracting with private probation companies. Private probation companies are non- profit and for- profit organizations which seek to assist states in supervising probation for misdemeanors, oversee the collection of fines, and often charge fees for their services The Department of Justice shall oversee the implementation of this program and shall determine when states are out of compliance. 0 SECTION.
