2 J-0 A Resolution to Ban College Credit Plus (CCP)to Increasing Funding to High Schools 0 WHEREAS, College Credit Plus (CCP) currently diverts funds from high schools to colleges; and WHEREAS, Schools are allocating far too many resources for these classes which are ineffective; and WHEREAS, Schools need these resources to further their own ability to efficiently teach students; and WHEREAS, The standard of a freshman level CCP class is lower than that of a senior high school class; and WHEREAS, These classes are lowering the quality of a college education; now, therefore, be it RESOLVED, By the Congress here assembled that College Credit Plus classes be banned. 3 J-0 A Bill to Implement a Financial Transaction to Ensure Economic Stability 0 SECTION. A Financial Transaction Tax of % shall be instituted on all financial transactions in the United States. SECTION. A Financial Transaction Tax shall be defined as a tax levied upon financial transactions, such as the purchase of bonds, stocks, and securities. SECTION. The U.S. Securities and Exchange Commission, Financial Industry Regulatory Authority, and Internal Revenue Service will oversee the implementation of this bill. A. The U.S. Securities and Exchange Commission and Financial Industry Regulatory Authority will oversee the Financial Transaction Tax. B. The Internal Revenue Service will oversee the distribution of revenue gained by the Financial Transaction Tax. SECTION. This bill will be implemented one month after passage. SECTION. 4 J-0 A Resolution to Remove the Sales Tax on Feminine Hygiene Products WHEREAS, An unnecessary sales tax is currently applied to feminine hygiene products, like pads and tampons; and 0 WHEREAS, In 0 states, these products are subject to sales tax; and WHEREAS, Removing the tax would save consumers 0 to 0 million dollars a year collectively and have no significant negative economic repercussions; and WHEREAS, For the past 0 years, almost all women have felt the effect of this tax; and WHEREAS, Women should not be victims of an expense that taxes a natural and unavoidable part of life; now, therefore, be it RESOLVED, By the Congress here assembled that the sales tax on feminine hygiene products is removed. 5 J- A Resolution to Protect Vulnerable Families 0 WHEREAS, The Century Cures Act was passed on November 0, 0 and will increase medical research and drug addiction; and WHEREAS, Passed with the support of numerous special interest group and made two deals that could adversely affect American families. WHEREAS, The new law includes, regulatory rollbacks that drug makers have long sought and creates cheaper and quicker paths for drug approval by reducing safeguards according to the Huffington Post; and WHEREAS, The main people that will be affected by this are families with persons with illness, who are the most vulnerable.; and WHEREAS, It is our duty as lawmakers to protect the most vulnerable and seek to review laws that may cause harm.; now, therefore, be it RESOLVED, By the Congress here assembled that we will review the Century Cures Act biannually to ensure American families are protected. 6 J- A Bill to Deploy Special Forces to Defeat ISIL 0 SECTION. The United States Military Joint Special Operations Command shall be authorized to deploy forces in the Middle East and Northern Africa to combat ISIL. SECTION. Combating ISIL shall be defined as intelligence or combat related activities designed to degrade and destroy ISIL. Missions shall include, but not be limited to the following activities: A. Training of local, indigenour, and irregular troops by conducting recruiting and training missions. B. Conducting intelligence gathering operations. C. operations targeting high priority targets. SECTION. The United States Department of Defense shall be in charge of the enforcement of this bill. SECTION. This bill will go into effect immediately after passage. SECTION. 7 J-0 A Bill to Require Plain Tobacco Packaging 0 0 SECTION. Tobacco manufacturers be required to use plain packaging on cigarette packs of any size. SECTION. Plain packaging shall be defined as generic and standardized packaging consisting of the tobacco brand name in -point Times New Roman Font on the bottom of the package, an image chosen by the United States Surgeon General, and any other currently mandated health information. It may not feature a logo, picture, visual aid, imagery, or trademark. SECTION. All United States based tobacco manufacturers will be required to exclusively produce cigarettes with plain packaging beginning on June st, 0. All tobacco sold in the United States will be required to use plain packaging beginning on January st, 0. SECTION. This legislation shall be enforced by prosecution in the federal court system, as well as an administrative fine levied without court order not exceeding the value of five million dollars per violation. SECTION. The Bureau of Alcohol, Tobacco, Firearms, and Explosives will oversee the implementation of this legislation. SECTION. 8 J- A Bill to Implement the National Viral Defense Act 0 SECTION. One seventh of the United States defense budget shall go to preventing and defeating viral outbreaks. SECTION. Viral is the nature of, caused by, or relating to a virus or viruses. SECTION. The Center for Disease Control injunction with the Department of Defense shall enforce this bill. A. The allocated funds for viral outbreaks shall go to prevention through research grants to defeat viral diseases and preparation for a viral disaster. B. The Presidential Award of Freedom shall be given to those doctors, that are US citizens, who supersede expectations by prevent and/or defeating a viral disease both in the United States and/or abroad. SECTION. The bill shall be adopted on January of the year following this bill s passing. SECTION. All laws in conflict with this legislation are hereby declared null and void. Social Security Recipients may delegate money not used because of death from their social security fund to someone(s), in any level of capacity, through a legal and documented will. SECTION. The Federal Security Agency injunction with the Department of Justice shall enforce this bill.. The United States will establish a flat tax of % for all individuals who make over $,000 a year, or couples who make over $0,000 a year. Anyone who makes under those respective amounts will pay a 0% income tax. SECTION. This tax will replace the current tax code for personal incomes SECTION. The IRS will enforce this bill. SECTION. 11 J-0 A Resolution to Increase Funding for NASA 0 WHEREAS, The National Aeronautic and Space Administration received the smallest proportion of the federal budget spending in 0 years; and WHEREAS, In 0, funding for NASA only made up 0.% of the federal budget; and WHEREAS, In order for NASA to continue projects and missions such as the Space Launch System and the Mars Rover program, much more funding is necessary; and WHEREAS, besides space exploration, NASA funding also contributes to climate change, fresh water, and commercial aviation research; now, therefore, be it RESOLVED, That the Congress here assembled increase the amount of funding for NASA to % of the federal budget. 12 J-0 A Resolution to Submit a Proposal to the UN in Order to Create Safe Zone for Civilians in Syria 0 WHEREAS, There is an ongoing civil war in Syria; and WHEREAS, Many non-combatants are harmed in the conflict and they are left without shelter; and WHEREAS, Safe zones established by the United Nations would provide safety and shelter from the dangerous war; and WHEREAS, Seeing as the U.N. is the appropriate body and would add a degree of separation, for the U.S., from another Middle Eastern conflict; and RESOLVED, By the Congress here assembled that the U.S. Ambassador to the U.N. submit a proposal to the General Assembly and Subsequently the Security council to create safe zones for all civilians in close proximity of Syrian war zones. 13 J-0 A Bill to Increase the Social Security Payroll Tax Cap 0 SECTION. The social security payroll tax cap will be increased to $ SECTION. The payroll tax shall be defined as the tax which funds the social security system in the United States. SECTION. The Internal Revenue Service will oversee the increase to the payroll tax cap. A. The Internal Revenue Service will also be responsible for determining when a change to the payroll tax is necessary. B. In five years after this bill is enacted, the IRS will determine if any further increase or decrease to the payroll tax is required.. SECTION. This increase shall go into effect on January st, 0. 14 J- A Bill to Tax Carbon Emissions to Combat Climate Change 0 SECTION. The Environmental Protection Agency (EPA) will create realistic goals for carbon emissions reduction by companies and corporations of the United States, which the Congress will administer through the implementation of a progressive tax on carbon emissions. SECTION. Realistic goals is defined as being attainable in the next 0 years. SECTION. The Internal Revenue Service (IRS) will oversee the enforcement of this bill through annual assessments. A. The IRS will collect the taxes and reprimand those who do not comply with a fine at a value of 0% of the original tax. B. The annual assessment will determine the amount of carbon emissions a company has and the tax that must be paid. C. The progressive tax rate will be set by the IRS with the goal of achieving the goals set by the EPA. SECTION. This bill shall go into effect June, 0. SECTION. 15 J- A Bill to Stop Sending Aid to Countries Utilizing Child Soldiers In Order To Combat Violent Extremism 0 0 SECTION. The Child Soldiers Prevention Act of 00 shall hereby be repealed. All military aid and/or arm sales with a country utilizing child soldiers shall be strictly prohibited. All suspended aid shall be reallocated to expand counterviolent extremism programs (CVE). SECTION. A. Child Soldiers shall be defined as any person under the age of that actively engages or provides support to state-sponsored military operations. B. Counter-violent extremism programs shall be defined as programs authorized by the Department of Homeland Security that address the root causes of violent extremism by providing resources to communities to build and sustain local prevention efforts and promote the use of counternarratives to confront violent extremist messaging online. C. Military aid shall be defined as aid which is used to assist a country or its people in its defense efforts, or to assist a poor country in maintaining control over its own territory. D. Arm sales shall be defined as the sale of weapons. E. State-sponsored shall be defined as government-supported. SECTION. The Department of Homeland Security in conjunction with the Bureau of Counterterrorism will oversee the passage of this bill. SECTION. This bill will be implemented on January, 0. SECTION. 16 J- A Bill to Prohibit Concealed Weapons on Campus 0 SECTION. Congress shall withhold all federal funding provided to public universities and colleges that permit the carrying of concealed weapons on campus. SECTION. The funding being withheld will include all forms of federal student aid, which includes all grants and loans, as well as all funding provided for research at the university or college. SECTION. The U.S. Department of Education shall oversee the enforcement and withdrawal of funding for public universities that allow the carrying of concealed weapons. A. For public universities that permit the carrying of concealed weapons and subsequently ban the practice, funding provided to these universities shall return to the amount awarded before withdrawal. SECTION. This bill shall take effect starting January, 0. SECTION. All laws in conflict with this legislation are hereby declared null and void.
