2 A Resolution to Make Selective Service System Gender Neutral 0 WHEREAS, The Selective Service System requires almost all male U.S. citizens and male immigrants, who are through, to register with Selective Service; and WHEREAS, There are currently over,000 females working in the United States military; and WHEREAS, There are,00 trans people working in the United States military; and WHEREAS, The term male only permits one sample of the United States population eligible for the Selective Service. Dropping the term male for a non-gender specific word such as persons allows a greater number of candidates in the Selective Service System; now, therefore be it RESOLVED, That the UIL Congress here assembled make the following recommendation to make the Selective Service System gender neutral. 3 A Bill to Encourage US Armed Forces to Go Green BE IT ENACTED BY THIS UIL CONGRESS HERE ASSEMBLED THAT: 0 SECTION. SECTION. SECTION. SECTION. SECTION. In the status quo, many military vehicles do not measure miles per gallon and instead measure gallons per mile. The amount of foreign oil that is being consumed on these military vehicles can only exacerbate our conflicts with oil supplying countries. Be it enacted by the UIL Student Congress here assembled that the United States begin phasing out gas guzzling military vehicles and replace them with more energy efficient models. This law will take effect within six months of passage. All laws in conflict with this legislation are hereby declared null and void. Introduced for UIL Congressional Debate by Americas High School

4 A Resolution Regarding Natural Disaster Evacuations 0 WHEREAS, When mandatory evacuations are called in cases of natural disasters, there are often many people who choose to stay behind and ride it out ; and WHEREAS, When the natural disaster hits in full force and people realize that they are indeed in danger, it is often too late to safely evacuate; and WHEREAS, Attempts to rescue those who decided to ride it out puts first responders and other citizens in danger of injury or death; now, therefore, be it RESOLVED, That the UIL Congress here assembled recommends that citizens who choose not to evacuate when evacuation is mandatory shall forfeit the right to claims for injuries or property damage. 5 A Bill to Create the Territory Referendum Act of BE IT ENACTED BY THIS UIL CONGRESS HERE ASSEMBLED THAT: SECTION. The United States will allow for the five island territories of the United States to hold legally binding referendums concerning their status as territories: A. The citizens of those territories will be given the choice between statehood or continuing the Commonwealth Agreement in its current form. B. If a territory opts for statehood, its members in their individual House of Representatives become the states' representatives in the U.S. House of Representatives, keeping existing territory-congressional districts for future elections. U.S. Code Chapter, in its entirety, will be repealed. C. If a territory opts for statehood, the governor of each territory will appoint two members from that territory's Senate to serve as senators in the U.S. Senate until the next congressional elections. D. If a territory opts for statehood, the people of that state will be entitled to all privileges granted to citizens by the Constitution, including voting in presidential elections. SECTION. This referendum will be legally binding in for the following territories: American Samoa, Guam, the Northern Mariana Islands, Puerto Rico, and the U.S. Virgin Islands. SECTION. The Department of State and the Federal Election Commission will oversee the implementation of this Act. SECTION. This legislation will be enacted on January 0, 0. SECTION. 6 A Bill to Amend Title II of the Social Security Act to Improve Solvency and Stability for Future Generations BE IT ENACTED BY THIS UIL CONGRESS HERE ASSEMBLED THAT: 0 SECTION. SECTION. SECTION. In order to maintain the solvency of the Social Security System, the existing cap on wages subject to the Social Security tax shall be eliminated. Section 0 of the Social Security Act ( U.S.C. 0) is amended for purposes of determining wages and self-employment income under sections 0,,, and of this Act and sections 0,,,,, and of the Internal Revenue Code of, so that the contribution and benefit base with respect to remuneration paid shall be eliminated. From the date of enactment, all remuneration paid shall be subject to the Social Security Tax. The Internal Revenue Service shall enforce this provision SECTION. 7 A Bill to Ratify Presidential Pardons BE IT ENACTED BY THIS UIL CONGRESS HERE ASSEMBLED THAT: 0 SECTION. SECTION. SECTION. SECTION. SECTION. ARTICLE II, SECTION, CLAUSE of the United States Constitution should be ratified allowing the POTUS (President of the United States) power to grant Reprieves and Pardons on the federal, state, and civic levels. Presidential pardons are defined that the President...shall have Power to grant Reprieves and Pardons for Offences against the United States, except in Cases of Impeachment. Reprieve: the commutation or lessening of a sentence already imposed; it does not affect the legal guilt of a person. Pardon: granting of a pardon to a person who has committed a crime or who has been convicted of a crime is an act of clemency, which forgives the wrongdoer and restores the person's Civil Rights. The United States Department of Justice shall have power to enforce this article by appropriate legislation. This bill shall be implemented immediately upon passage. 8 A Bill to Avoid Multiple Concussions for High School Athletes BE IT ENACTED BY THIS UIL CONGRESS HERE ASSEMBLED THAT: 0 SECTION. SECTION. SECTION. SECTION. SECTION. All athletes who suffer a severe or grade concussion from an injury in their sport will be required to retire from that sport for the remainder of the season for the same school year. Severe concussions will be defined as: temporary unconsciousness; brain injury that is classified as a category or grade and may become problematic to a person s well-being. Retirement will be defined as: the action or fact of ceasing to play a sport competitively. The Department of Education will be in charge of overseeing and enforcing this bill. 9 A Resolution to Repeal Senate Joint Resolution WHEREAS, Senate Joint Resolution allows hunters to kill animals during hibernation; and WHEREAS, The legislation allows the hunter to kill mothers and babies; and WHEREAS, Hunters may also shoot animals from planes and helicopters, use steel jaw traps, and use food to lure the animals so they can be shot at from point blank range; now, therefore, be it RESOLVED, That the UIL Congress here assembled repeal Senate Joint Resolution. 10 A Resolution that Civics Curriculum Ought to be Held to the Same Standards as STEAM 0 WHEREAS, In the current system of education, students are lacking knowledge and skill to be productive members of society, when voting or supporting elected officials in office; and WHEREAS, Education prioritizes subjects such as math and science over social studies. Thus, students are graduating with lacking information about being effective citizens; and WHEREAS, Students are graduating not knowing how to vote or even partake in political activities and unions; and WHEREAS, The current age of technology has hampered and created misconceptions surrounding civics; and WHEREAS, As stated by the Department of Education, there is a need to re-teach lessons and keep it current; now, therefore, be it RESOLVED, That the UIL Congress here assembled recommend that federal guidelines for establishment and regulation of a new civics curriculum be created. This will be implemented in public schools across the nation in the 0-0 school year. Introduced for UIL Congressional Debate by Montwood High School.

11 A Bill to Legalize the Reprocessing of Nuclear Waste to Increase Profit from Nuclear Power 0 0 BE IT ENACTED BY THE UIL CONGRESS HERE ASSEMBLED THAT: SECTION. SECTION. SECTION. That a plant be able to reprocess any nuclear waste in order to salvage any fissionable materials for fuel. This process is shown to work in other countries that have developed a reliability on nuclear energy such as France, which has greatly increased the profitability of nuclear energy by the opening of their reprocessing plants. These plants serve as recycling centers for spent nuclear fuel rods and would use chemical processes to extract the fissionable materials from the waste and have it reused. The fact that there is a ban on this practice is greatly handicapping the potential for the United States nuclear energy program. Nuclear waste: A radioactive waste material that can still contain material useable in nuclear power plants. Reprocessing: the processes used to separate spent nuclear reactor fuel into nuclear materials that may be recycled for use in new fuel and material that would be discarded as waste. Fissionable materials: Any radioactive materials that can be used in the act of fission that mostly consist of Uranium- and Plutonium- for fuel in nuclear reactors. Spent nuclear fuel rods: The containers of nuclear fuel that can no longer be used in a reactor efficiently, because of the lack of fuel, but which often contain salvageable amounts of unused nuclear fuels. The Nuclear Regulatory Committee and the Department of Energy would oversee the enforcement of this bill by allowing the construction and use of plants whose main purpose would be the reprocessing of nuclear waste. 12 A Bill to Repeal the nd Amendment BE IT ENACTED BY THIS UIL CONGRESS HERE ASSEMBLED THAT: 0 SECTION. SECTION. SECTION. SECTION. SECTION. In order to give the POTUS (President of the United States) the opportunity to oversee and enact policy, the nd Amendment of the Constitution of the United States of America is to be repealed. Presidential terms limits are currently defined as No person shall be elected to the office of the President more than twice, and no person who has held the office of President, or acted as President, for more than two years of a term to which some other person was elected President shall be elected to the office of President more than once. The United States Congress shall have power to enforce this article by appropriate legislation. This bill shall be implemented immediately upon passage. 13 A Resolution Regarding Invasive Plant Species 0 WHEREAS, Invasive plants are nonnative species that are capable of moving aggressively into a habitat and monopolizing resources such as light, water, and space, to the detriment of other species; and WHEREAS, Estimates indicate that invasive plants are spreading at the rate of about,00 acres per day; and WHEREAS, Land values may drop to as low as 0% of their original value when infested with invasive plants; and WHEREAS, Many invasive plants have aggressive root systems, produce large numbers of seeds, and cast extremely dense shade beneath which natural vegetation cannot survive; and WHEREAS, The fruits and seeds of many invasive plants are considered junk food for the animals that eat them, requiring them to eat more frequently; therefore, be it RESOLVED, That the UIL Congress here assembled make the following recommendation that the intentional planting of invasive plant species be restricted. 14 A Bill for Pet Owners to Obtain a Pet Owner License BE IT ENACTED BY THIS UIL CONGRESS HERE ASSEMBLED THAT: 0 SECTION. SECTION. SECTION. Mandate that pet owners must register, buy a license and pass a competence test (monthly) for up to three months in order to own a pet. This will prevent animal abuse and promote animal welfare. Definitions: A. ANIMAL WELFARE-Animal welfare refers to the state of the animal, the treatment that an animal receives is covered by other terms such as animal care, animal husbandry, and humane treatment. B. ANIMAL ABUSE-Cruelty to animals, also called animal abuse, animal neglect or simply animal cruelty, is both the intentional infliction by humans of suffering or harm upon any non-human animal, regardless of whether the act is against the law. The Humane Society will oversee and take part in this piece of legislation. A. Types of animals that fall under this pet license include dogs, cats, aquatic animals, rodents, reptiles, and avian pets. B. Monthly check ins will be handled by the Humane Society. SECTION. 15 A Resolution to reallocate funding to the Department of Energy for Green Technology 0 WHEREAS, federal subsidies have been disproportionately given to fossil fuel industries and renewable energy has been neglected; and WHEREAS, it can deteriorate the Green sector jobs, and energy security for the future of the United States; and WHEREAS, federal funding for fossil fuel industries will consume the budget and continue to diffuse environmental predicaments; and WHEREAS, in the past decade Fossil Fuel industries have received times the funding in federal subsidies than other energy sectors; now, therefore be it RESOLVED, That the UIL Congress here assembled make the following recommendation to reallocate federal subsidies to renewable energy in the next fiscal year; and be it FURTHER RESOLVED, That the United States House Committee on Energy and Commerce oversee the process Introduced for UIL Congressional Debate by Eastwood High School

16 A Resolution to Increase Funding for Research on Climate Change 0 WHEREAS, The further impact of climate change is unknown in our ever changing world; and WHEREAS, A large part of Antarctica is melting which scientists believe is, in part, due to El Nino in 0; and WHEREAS, The further melting of the ice shelves in Antarctica can lead to dramatic increases in sea levels; and WHEREAS, Expanding our efforts in learning about climate change can help us become better prepared to combat climate change; now, therefore, be it RESOLVED, That the UIL Congress here assembled make the following recommendation that the federal government increase funding for United States Environmental Protection Agency to research climate change. 17 A Resolution to Reduce the Use of Plastic to Decrease Plastic Pollution 0 WHEREAS, Virtually all the world's tap water is contaminated by microscopic plastic fibers, raising concerns about the implications of rampant plastic pollution on human and planetary health; and WHEREAS, In the U.S. researchers have found that % of all water samples including tap water from places like Trump Tower and the Environmental Protection Agency's headquarters were contaminated by plastic; and WHEREAS, France has become the first country in the world to ban disposable plastic cups and plates; and WHEREAS, With about 00 million tons of plastic produced annually, the worsening contamination problem it brings to oceans and rivers has attracted increasing concern; now, therefore, be it RESOLVED, That the UIL Congress here assembled make the following recommendation to ban the use of plastic disposable items such as plastic cups and plates. 18 A Bill to reform the immigration and nationality act to decrease the effects of the elimination of DACA BE IT ENACTED BY THIS UIL CONGRESS HERE ASSEMBLED THAT: 0 SECTION. SECTION. SECTION. SECTION. SECTION. The Immigration and Nationality Act shall be amended to A. Increase the annual limit on H-B nonimmigrant visas to 00,000 visas. B. Grant any students with F- visas with dual intent, permitting them to file for a green card request. A. An H-B visa is a nonimmigrant visa that allows U.S. companies to temporarily employ foreign workers in certain occupations. B. An F- visa is a non-immigrant student visa that permits foreigners to have an education in the United States The Secretary of State shall ensure that all immigrant visas authorized by Congress to be issued under this legislation are issued to qualified applicants. The provisions of this legislation shall take effect immediately. All laws in conflict with this legislation are hereby declared null and void. 19 A Bill to Raise the Federal Minimum Wage to Sustain a Livable Wage for All Americans BE IT ENACTED BY THIS UIL CONGRESS HERE ASSEMBLED THAT: 0 0 SECTION. SECTION. SECTION. SECTION. SECTION. The United States federal minimum wage will be increased in two increments. First, the federal minimum wage will be raised to eight dollars and fifty cents in United States Dollar currency. Further, the second increment will be raising the minimum wage to ten dollars and fifty cents to fifteen United States Dollars. Further, all disabled peoples under paid employment of an American corporation, non-profit or government office must be paid above or equal the the federal minimum wage just as the non-disabled men or women of America. The federal minimum wage is the defined as the lowest wage permitted. Further, an American corporation, non-profit or government office is an organization or enterprise that employs Americans or workers in American Territory. The United States Department of Labor, specify the The Wage and Hour Division, will over see the implementation and enforcement of this bill A. Legal and financial punishment will be decided by the Wage and Hour Division to ensure the enforcement of the bill in a legally justified way. B. The Wage and Hour Divisions budget will be increased to 0,000,000 to enforce this bill. The $.0 rule must be implemented by the start of 0 fiscal year and the $.0 rule must be implemented by the start of the 00 fiscal year. 20 A Bill to Require the Federal Government to Negotiate Medicare Drug and Medical Equipment Prices 0 BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION. The federal government will be required to negotiate Medicare drug prices from all pharmaceutical companies and medical device manufacturing companies participating in the Medicare and Medicaid program with the goal to provide the lowest possible price commensurate with necessary access for Medicare and Medicaid recipients. SECTION. a.) Negotiate will be defined as, working towards an agreement that will benefit all United States residents. SECTION.
