1 A Resolution to Allow All High School Students to Stand Their Ground Against School Bullying 0 WHEREAS, due to the zero tolerance policy, it is very difficult for students to protect themselves from physical confrontations, and WHEREAS, students cannot perform self-defense acts when one is being physically harassed; and WHEREAS, according to Stopbullying.gov, % of American students report being bullied to times a month or more within a school semester, not including the number of unreported cases; and WHEREAS, kids who are bullied can experience negative physical, school, and mental health issues. Kids who are bullied are more likely to experience: Depression, anxiety, increased feelings of depression, changes in sleep and eating patterns, and loss of interest in activities they used to enjoy; and, WHEREAS, These issues lead to decreased academic achievement and school participation, and poor attendance; and, WHEREEAS, it unjust to the victim who stands their ground when being bullied to be punished for self-defense against physical confrontation; Therefore be it RESOLVED, That the student congress here assembled mandate all high school students are allowed to stand their ground against bullying. Welfare is the statutory procedure or social effort designed to promote the basic physical and material well-being of people in need. A urinary drug test usually screens for alcohol, amphetamines, benzodiazepines, marijuana, cocaine, PCP, narcotics and detect potential substance abuse problems. The Department of Welfare in cooperation with any appropriate federal agencies will oversee the enforcement of the bill. Section. This bill will be implemented in January of 0. 0 Section. 4 A Resolution to Encourage LGBTQ* Knowledge in Public Schools 0 0 WHEREAS, The U.S. constitution states and protect students against discrimination in education based on sexual orientation or disability, including pregnancy and HIV status, ; and WHEREAS, % of schools in the U.S. taught about Straight rights and education in 0, yet only % of schools in the U.S. taught about LGBT rights and education in 0, and; WHEREAS, 0% of the children in United States public schools are members of the LGBT community, yet less than half are being taught the necessary information needed to sustain a healthy relationship with another person, or even themselves, and; WHEREAS, The average health and physical education classes in Washoe County are mandatory, and teach about safe sex between a man and a woman, domestic abuse, as well as STD risks in heterosexual relationships. The budget of the department is <$00 and taking a week to explain sexuality to these high school students will not cost any money and won t make a difference in the curriculum, and; WHEREAS, Familiarizing students with LGBT people at a young age will add more generational turnover, as well as allow kids to discover who they are at a much younger age, leading to a much more accepting society in less time. RESOLVED, Only % of schools are teaching about LGBT rights and education in schools. Students facing discrimination from members of their families can t always depend on their parents or the internet for learning about safe sex in a gay relationship, or even just simple sexuality. Adding a week of LGBT education to an already mandatory health class will allow kids to discover who they are at a much younger age, leading to a much more accepting society in less time. 5 A Resolution to Abolish Crony Capitalism in America by Stopping Privately Funded Elections 0 WHEREAS, crony capitalism has corrupted our political system; and WHEREAS, businesses that privately fund elections are able to control the electorate s actions; and WHEREAS, small companies and people worldwide are at risk from influencing the elected candidate s actions; and WHEREAS, the private companies are in control over what elected officials say, do, and implement as local and national policy; and WHEREAS, corporations such as: Pepsi Co., and Coca Cola are paying the officials to represent the company s interests instead of the people s interests, now, therefore, be it RESOLVED, that the student congress here assembled that in order to stop crony capitalism, we have to stop private funding from companies. 6 A Resolution Seeking to Stop the Proposed Registration of Toys and Hobby Craft as Drones 0 WHEREAS, the FAA has proposed legislation which would define a drone as any flying object under pounds, flying less than 00 mph and lower than 00 feet in the air, and WHEREAS, the FAA further suggests that all drones require federal registration, and WHEREAS, this proposed definition is too broad, and could conceivable be applied to paper airplanes, helium balloons, balls, Frisbees and numerous children s toys, and WHEREAS, registering flying toys could conceivably lead to registration of all radio controlled toys and hobby craft, and WHEREAS, registering toys and hobby craft adds an unnecessary burden on individuals, government agencies and law enforcement, and WHEREAS, this burden comes without providing any clear deterrent or safety factors, and WHEREAS, the government and law enforcement should consider the intent and actions of owners, not type of craft, in assessing whether an unmanned small craft is a hazard, and WHEREAS, the law should issue citations only to those involved in violations of the law (spying, terrorism, etc.) and WHEREAS, law enforcement should leave law abiding hobbyists and children to use their craft unencumbered by excessive regulation or fines; now, therefore be it RESOLVED by the assembled Student Congress to vote against the proposed new FAA definitions and registrations. 7 A Resolution to Mandate All Juvenile Delinquents, with Violent Felonies, Be Treated as Adults in the Criminal Justice System 0 WHEREAS, According to Charles Stimson, from New York Times, some juveniles commit crimes so horrific in their depravity that justice could not be carried out in the juvenile system; and WHEREAS, If these delinquents aren t punished based on their crimes, they will continue to do harm and violence; and WHEREAS, If we use the transfer process, judges can decide whether to grant the state s request to move a juvenile to adult court; and WHEREAS, The problem needs to be stopped at an early age, otherwise the delinquent will become more dangerous; and WHEREAS, According to Lee Raby, a psychologist and postdoctoral researcher at the University of Delaware, 0% of a person s childhood affects who they grow up to be; therefore, now be it RESOLVED, That the Congress here assembled mandate all juvenile delinquents, with violent felonies, to be treated as adults in the criminal justice system. 8 A Resolution to Enforce Stronger Regulations for Juvenile Correctional Facilities in the United States 0 0 WHEREAS, In 0, No Place for Kids Foundation identified evidence of abuse to children in states and the District of Columbia and; WHEREAS, Nearly 0% of youth in state juvenile correctional facilities report being victimized sexually, according to a survey in 0 from the Bureau of Justice Statistics and; WHEREAS, A facility in Colorado documented that over 0% of correctional facilities across the nation have no educational programs provided for youth in 0 and; WHEREAS, Most facilities repeat the same ineffective procedures that work against proven adolescents psychological sciences, according to the Annie E. Casey Foundation President and; WHEREAS, According to Caddo Juvenile Detention Center s director, poor management led to overcrowding in centers that lead to high costs of $00 minimum per child, in 00 and; WHEREAS, In 0, Jerry Brown, Governor of California, proposed the completion of realignment for juvenile justice as part of a budget plan because management in youth prisons was so costly; WHEREAS, the amount of money being spent is being wasted because many adolescents must repeat the process of staying in the correctional facility and; WHEREAS, The United States could save more money later on if the initial investment is made now to readjust and constrict present rules in the management of these facilities, therefore be it RESOLVED, that the Student Congress here assembled to encourage stronger regulations in juvenile corrections facilities across the United States. 9 A Resolution to Allow the Option for Capital Punishment for Repeat Child Rapists in Nevada 0 WHEREAS, Currently in Nevada, a person may only receive capital punishment if they have been found guilty of first degree murder; and WHEREAS, Repeat child sex offenders in Nevada receive automatic life sentences without the possibility of parole; and WHEREAS, Victims of child rape suffer severe psychological trauma that impacts them for the rest of their lives; and WHEREAS, According to an article in the BMJ Medical Journal in 0, sex offenders who complete rehabilitation programs in prison come out just as likely to reoffend; and WHEREAS, Given the blatant violation of human rights, rape should be considered a capital crime, therefore be it, RESOLVED, That the Student Congress here assembled pass a resolution that repeals the No Child Left Behind Act of 00 in its entirety. 10 A Resolution to Establish a Single-Payer Health Care System to Cover All Americans 0 WHEREAS, Millions of Americans remain uninsured despite the passage of the Patient Protection and Affordable Care Act (PPACA); and WHEREAS, People who have secured insurance coverage face extremely high premiums and deductibles that render their plans trivial; and WHEREAS, The system that has existed prior to the implementation of the PPACA left even less people insured and able to pay for necessary medical procedures and; WHEREAS, Single-Payer systems in nations such as Denmark, Canada, and Sweden have been demonstrated to save more money per capita, while covering all of their populations; and WHEREAS, The Medicare program that exists in the United States has been shown to successfully cover seniors at lower costs then private insurers; therefore be it RESOLVED, That the Student Congress here assembled makes the following recommendation for the current Medicare program to be expanded to cover all citizens and legal residents of the United States of America, and; FURTHER RESOLVED, That all private companies providing health insurance should be abolished, transferring funds instead into the Medicare program. 11 A Bill to Provide Assertive Community Treatment to Veterans in Crisis BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 0 SECTION. SECTION. SECTION. Assertive Community Treatment (ACT) programs will be provided to veterans suffering from mental illness related to their term of service. ACT includes programs such as Mental Health Intensive Case Management and is geared toward allowing patients to live independently while receiving services. The Veterans Health Administration will fund this program in the amount of $00 million for fiscal year 0. After a review of the program to determine its effectiveness, this may be renewed by the Secretary of Veterans Affairs. SECTION. This will take effect on October, 0. SECTION. All laws in conflict with this legislation are hereby declared null and void.
12 A Bill to End Civil Commitment for Sex Offenders BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 0 SECTION. SECTION. SECTION. SECTION. SECTION. States are no longer permitted to use open- ended civil commitment to imprison convicted sex offenders once they have completed their sentence. Civil commitment refers to the practice of transferring sex offenders to mental institutions for an undefined period of time after the completion of their prison sentence until they no longer pose a threat. This does not refer to sex- offender registration programs. The Department of Justice will oversee enforcement of this legislation. A. States found in violation shall forfeit their grant monies from the Office of Violence against Women (OVW) programs until they are in compliance. This shall take effect months after passage. All laws in conflict with this legislation are hereby declared null and void.
13 A Bill to Promote Computer Coding Requirements In Schools BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION. SECTION. SECTION. Grants in the amount of $0 million per year shall be provided to states that require computer coding as a graduation requirement. Traditional PC programming and mobile platform application coding are both eligible for grant consideration. The Department of Education will administer the awarding and oversight of these grants. These grants are renewable for a period of five years. SECTION. This will take effect on September, 0. SECTION. All laws in conflict with this legislation are hereby declared null and void.
14 A Bill to Discourage Export Tourism BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION. SECTION. SECTION. A tariff of % shall be placed upon any declared goods in excess of $,000 retail value which are purchased in the United States and exported to China or Chinese controlled territories, if such items were purchased in the course of tourist activities. This shall not apply if the purchaser is a registered exporter. The Department of State and the Bureau of Consular Affairs will enforce this legislation. A. Items found in violation of this law shall be confiscated. 0 SECTION. Upon passage, this shall take effect on June, 0. SECTION. The Department of Labor shall be responsible for enforcement of this legislation. This shall take effect six months after passage. 16 A Resolution to Amend the Constitution to Allow for Sensible Gun Ownership BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 0 RESOLVED, SECTION : SECTION : By two- thirds of the Congress here assembled, that the following article is proposed as an amendment to the Constitution of the United States, which shall be valid to all intents and purposes as part of the Constitution when ratified by the legislatures of three- fourths of the several states within seven years from the date of its submission by the Congress: The second amendment to the constitution shall be amended to read As a strong military is necessary to the security of a free state, the right of the people to keep and bear arms when actively engaged in the security of the state shall not be abridged. The Congress shall have power to enforce this article by appropriate legislation.

18 A Bill to prevent Medical Professionals From Discriminating BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 0 SECTION. SECTION. SECTION. SECTION. SECTION. Any medical practitioner who receives reimbursement payments from Medicare or Medicaid is prohibited from denying treatment on the basis of sexual orientation or gender identification. In addition to denying treatment to the patient himself/herself, violations of this law shall also include such practices as refusing to treat patients on the basis of sexual orientation of other family members and refusing referrals to other medical personnel. The Department of Health and Human Services shall oversee enforcement of this legislation. A medical practicioner found in violation of this legislation shall be ineligible for further reimbursement payments from Medicare or Medicaid for a period of not less than five years. This will take effect upon passage. All laws in conflict with this legislation are hereby declared null and void.
19 A Bill to Protect Privacy on Electronic Networks BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 0 SECTION. SECTION. SECTION. Posting personal information on an electronic network without the permission of the individual shall be a Class E Felony. Electronic networks may include social media, internet web pages, or other methods using wired or wireless networks. Personal information may include name, address, birthdate, pictures, or any other information not otherwise publically disclosed. The Department of Justice will coordinate with the Federal Bureau of Investigation to enforce this legislation. If it is found that data transmission was intrastate only, then information will be shared with appropriate law enforcement officials. SECTION. This will take effect on July, 0. SECTION. All laws in conflict with this legislation are hereby declared null and void.
