WHEREAS privatizing the postal industry would allow more jobs to be created, and allow increased financial diversification. WHEREAS the postal industry costs the government. billion dollars a quarter, the taxes generated by a private industry will support the government instead of weakening it. WHEREAS it would prevent a relative monopoly, as currently your choices are limited to FedEx and UPS. 3 A Resolution to Increase the Transparency of NSA Activities 0 WHEREAS, The quest for national security has become increasingly expansive in infringing on the privacy rights of American citizens WHEREAS, Leaked information from Edward Snowden has brought to light information about the NSA program PRISM WHEREAS, PRISM enables collection of data for the NSA straight from the servers of companies like Google, Microsoft, Yahoo, and Facebook WHEREAS, The citizens of The United States deserve to be privy as to what information is being provided to the NSA and how it is provided; now, therefore be it RESOLVED, That the student congress here assembled should make the details of the PRISM system and what information it collects be accessible to the citizens of the United States, and that the information collected can be delivered as a mail report upon request. 4 A Resolution to Protect the Territorial Integrity of Ukraine WHEREAS, The Budapest Memorandum has bound the United States to protect the territorial integrity of Ukraine; and WHEREAS, We as a nation must uphold our agreement or face the loss of credibility; WHEREAS, If the U.S. does not act, Russia will only grow bolder; and WHEREAS, The growth of Russia is in direct conflict to America s security; and WHEREAS, We ought to protect our allies and maintain our international credibility; now, therefore, be it RESOLVED, That the Congress here assembled make the following recommendation: That the United States will protect the territorial integrity of Ukraine. 5 A Resolution for the United States Government to allow all banks in the U.S. to provide services for legalized Marijuana Businesses 0 0 WHEREAS, Current banks refuse to offer services to legal Marijuana Businesses in the United States because they fear the repercussions from current laws and punishments from the Federal Government; and WHEREAS, Aaron Smith, executive director of the National Cannabis Industry Association in Washington, D.C. states, Banking is the most urgent issue facing the legal cannabis industry today. So much money floating around outside the banking system is not safe, and it is not in anyone s interest. Federal law needs to be harmonized with state laws. ; and WHEREAS, This resolution would reform current laws that prevent banks from offering their services to legal cannabis industries in the U.S. and provide legalized marijuana businesses the ability to access these banks; and WHEREAS, Due to the increasing growth of the cannabis industry and the profit from sales, this Student Congress must reform current policies that prevent our banks from dealing with this potential profit without fear of being sanctioned or closed; and WHEREAS, Iowa Senator Chuck Grassley states, Marijuana trafficking is illegal under federal law, and it s illegal for banks to deal with marijuana sale proceeds under federal law. Only Congress can change these laws. ; now, therefore, be it RESOLVED, By the Student Congress here assembled reform current policies in the United States, to allow all banks in the U.S. to handle the sale proceeds from legal marijuana businesses in the U.S. without any legal punishments or repercussions. 6 A Resolution to Amend the Civil Rights Act to Include the Protection of LGBT People WHEREAS, LGBT people are not mentioned in the Civil Rights Act of ; and WHEREAS, LGBT people deserve protection under the Civil Rights Act of ; and WHEREAS, Not being protected by the Civil Rights Act leaves LGBT people open to discrimination; and WHEREAS, Amending the Civil Rights Act to include the LGBT community will lead to less opportunities for discrimination; now, therefore, be it RESOLVED, That the Congress here assembled make the following recommendation for solution to amend the Civil Rights Act of to include the protection of LGBT citizens. 9 A Resolution to Require All Tipped Workers to be Paid the Same Minimum Wage as Non-Tipped Workers 0 WHEREAS, Workers who receive gratuities (tips) regularly are entitled to a $. federal minimum wage; and WHEREAS, the federal minimum wage for non-tipped workers is currently $.; and WHEREAS, employers are allowed to pay less in wages as long as the tips and wage combine into a rate that equals the federal minimum wage; and WHEREAS, that moves the burden of cost of employment from the employer to the consumer; and WHEREAS, tipping by consumers is higly volatile; and WHEREAS, Alaska, California, Minnesota, Montana, Nevada, Oregon, and Washington do not allow for a tip credit, therefore, be it RESOLVED, That the Student Congress here assembled make the following recommendation that all workers who regularly receive tips be paid the same minimum wage from the employer as workers who do not receive tips. 10 A Resolution to Legalize Gay Marriage in Nevada 0 WHEREAS, Nevada had more than,000 households owned by same-sex couples in 00, up from fewer than,000 such households counted in 000, And; WHEREAS, Just as advocates of civil rights for African Americans have, gay-rights advocates have been working in the courts for years to build legal precedent for full equality under the law; a movement that is currently Succeeding at bringing gay Americans under the Equal Protection Clause, and; WHEREAS, states have legalized gay marriage including California, Delaware, New York, etc., and; WHEREAS, According to Nevada s state law, gay marriage is currently banned due to a Constitutional Amendment, and; WHEREAS, October polls from the Retail Association of Nevada indicate that Nevadans support equality by a wide margin with percent in favor and just percent opposing legalization of Gay marriage, and; WHEREAS, Should the courts not overturn the state's ban on equality, the Nevada legislature recently introduced a measure to put it to a public vote, and; WHEREAS, if the House and Senate approve a constitutional amendment for same-gender marriage in 0, it will appear on a ballot in 0; now, therefore be it RESOLVED, by the student congress here assembled agree to pass the bill on legalizing gay marriage. 11 A Resolution to Require All Nevadan High School Students to Pass a Personal Finance Class to Graduate 0 WHEREAS, Many teenagers are not well educated about how to live on their own: and WHEREAS, It is one of the duties of the education system to prepare teenagers for adulthood; and WHEREAS, A finance class would teach students how to create a budget, how to pay taxes, and the benefits and repercussions of various government programs, among many other things; and WHEREAS This class would be a one semester requirement; and WHEREAS, This resolution would not replace any other classes that are required to graduate, such as health; now, therefore, be it RESOLVED, That all Nevada high school students be required to earn a half credit in personal finance in order to graduate.
