3 A Bill to Aid the Nigerian Police Force 1 Be it enacted by this FFL Congressional Debate here assembled that: 2 Section I: $500 million will be provided annually to the Nigerian Police Force over 3 six years on two conditions: 4 A. The aid money provided under this legislation is used exclusively 5 for improvements in training. 6 B. The Nigerian federal government commits to establishing a 50,000 7 Naira monthly minimum wage for its police officers by Section II: USAID and the US Department of State will be tasked with overseeing the 9 implementation of this legislation. 10 Section III: This bill will go into effect six months following passage. 11 Section IV: All laws in conflict with this legislation will hereby be declared null and 12 void. 4 A Bill to Mandate Emergency Global Positioning Systems on all Water Craft: 1 Be it enacted by the Florida Forensic League Student Congress here assembled that: 2 Section I: All civilian water craft manufactured after the bill is enacted be equipped 3 with an emergency satellite global positioning systems (GPS) as a 4 mandatory regulation for the safety of the general public. 5 Section II: A. An emergency satellite global positioning system (GPS) shall be 6 defined as any device capable of sending coordinates via an 7 extended distress signal to a permitted dispatch emergency 8 response site. 9 B. A manufacturer shall be defined as any company who designs, 10 builds, and/or sells water craft class 17 feet and larger, and passes 11 inspection for safe water craft, as is required by the U.S. 12 Department of Transportation. 13 Section III: The Department of Transportation will be appointed with the workings 14 of this bill. 15 Section IV: The provisions of this bill shall go into effect at the start of the next fiscal 16 year in Section V: All laws or parts of laws in conflict with the provisions of this bill are 18 hereby declared null and void. 5 A Bill to Invest in Power Africa 1 BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 2 Section 1. The United States federal government shall allocate two billion dollars 3 annually to the Power Africa program for the use of developing energy 4 initiatives in sub-saharan Africa. 5 Section 2. The Power Africa program was launched in 2013 to bring governments 6 from around the world to work in partnership to increase the number of 7 people with access to sustainable power. 8 Section 3. The United States Agency for International Development shall work in 9 conjunction with the Department of State to implement funding. 10 Section 4. Funding shall be allocated incrementally beginning on the first day of 11 Fiscal Year Section 5. All laws in conflict with this legislation are hereby declared null and void. 6 A Bill to Aid East Africa s Refugee Crisis 1 BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 2 Section 1. The United States government shall allocate a total of $1 billion in 3 humanitarian aid to the African Union and US-based NGOs, for the 4 purpose of helping refugees within the Horn of Africa. 5 Section 2. Humanitarian aid shall be defined as money designed to alleviate refugee 6 suffering within the Horn of Africa by means of water and sanitation 7 projects, malnutrition treatment programs, establishment of clinics, and 8 effective policing of refugee camps. 9 Section 3. This legislation shall be jointly overseen by the United States Agency for 10 International Development (USAID) and the Department of the Treasury. 11 a. $650 million shall be distributed to the African Union in order to 12 aid refugee camps within Kenya, Uganda, Ethiopia, and South 13 Sudan. 14 b. $350 million shall be distributed to US-based NGOs working to 16 aid refugees in the Horn of Africa. 17 Section 4. This legislation shall be implemented within six months upon passage. 18 Section 5. All laws in conflict with this legislation are hereby declared null and void. 7 A Resolution to End Subsidies for the Wind Energy Industry to Fund Other Alternative Energy Resources 1 Whereas, The wind industry has failed to provide a viable source of alternative 2 energy despite decades of subsidies; and 3 Whereas, These subsidies have cost tens of billions of dollars to the American 4 taxpayers; and 5 Whereas, Wind power is neither environmentally friendly nor cost-effective; and 6 Whereas, Existing subsidies hurt the energy industry by putting cheap electricity 7 into the market; now, therefore, be it 8 Resolved, By this FFL Congressional Debate here assembled that: existing 9 subsidized tax deductions for wind power shall neither be renewed nor 10 extended, nor shall any new tax deductions be instituted; and, be it 11 Further resolved, That the funds previously used to subsidize wind technology will 12 be instead used to fund research into other alternative energy sources. All pharmaceutical ads will be banned from television and radio. 3 Section II. Pharmaceuticals refer to all prescription medications. 4 Section III. The Federal Communications Commission will be in charge of the 5 workings of this bill. 6 Section IV. The provisions of this bill will go into effect on January 1, Section V. 9 A Bill to Establish Term Limits for Supreme Court Justices 1 BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: 2 Section I. The Constitution shall hereby be amended to establish term limits for 3 Supreme Court Justices. A Supreme Court Justice shall be restricted to 4 one, eighteen-year term. 5 Section II. A term shall be defined as a period of time to which limits have been set. 6 Section III. The Executive Branch will be responsible for overseeing the 7 implementation of these limits. 8 Section IV. This legislation will be implemented in January of Section V. All laws in conflict with this legislation are hereby declared null and void. 10 A Bill to Adopt the 2016 Paris Agreement 1 BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 2 Section I. The United States will take steps to reduce carbon emissions in order to 3 meet their global and moral responsibility. Alternative energy sources will 4 be adopted to keep warming below 2 degrees Celsius. 5 Section II. Carbon emissions shall be defined as the release of greenhouse gases 6 and/or their precursors into the atmosphere over a specified area and 7 period of time. Alternative energy sources shall be defined as any biofuels, 8 hydrogen, solar, geothermal, or nuclear energy, which meet energy 9 demands at least as well as finite fossil fuels. 10 Section III. The Federal Energy Regulatory Commission shall be responsible for the 11 oversight and implementation of this bill. 12 A. Three billion dollars shall be allotted to the implementation of this 13 bill, and after a year this amount may be adjusted. 14 Section IV. This law will take effect within six months of passage. 15 Section V. All laws in conflict with this legislation are hereby declared null and void. 11 A Bill to Abolish the Death Penalty 1 BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 2 Section I. The Death Penalty as a punishment for crimes shall be abolished. 3 Section II. For the sake of legislation, the Death Penalty is defined as the lawful 4 infliction of death as a punishment. 5 Section III. Any person sentenced to death before the date of enactment of this Act for 6 any violation of federal law shall serve a sentence of life imprisonment 7 without the possibility of parole. 8 Section IV. This law will take effect within six months of passage. 9 Section V. All laws in conflict with this legislation are hereby declared null and void. 12 A Bill to Reduce the Corporate Tax Rate 1 BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 2 Section 1. The United States current corporate tax rate of 39.1% be reduced to a rate 3 of 15%. 4 Section 2. The corporate tax rate will be defined as taxes against profits earned by 5 businesses during a given taxable period. 6 Section 3. The Internal Revenue Service will be in charge of implementing this 7 legislation. 8 Section 4. This law will take effect at the beginning of fiscal year Section 5. 13 A Bill to Eliminate Diplomatic Immunity 1 BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 2 Section 1. Immunity to United States law for foreign diplomats be abolished. 3 Section 2. Immunity shall be defined as freedom from prosecution in cases of 4 violation of United States federal, state, or local law. Diplomat shall be 5 defined as a representative of the government of a foreign country who is 6 eligible for immunity from United States federal, state, or local law, as 7 specified in the Vienna Conventions. 8 Section 3. The implementation and enforcement of this bill shall be the responsibility 9 of the United States Attorney General. 10 a) In cases in which a foreign diplomat violates United States federal, 11 state, or local law, the United States Attorney General shall be 12 responsible for the prosecution of the person or party. 13 Section 4. This bill shall go into effect as of January 1, Section 5. All other laws that are in conflict with this bill shall hereby be declared 15 null and void. 14 2016 FFL Macaw Preliminary Legislation A Bill to Reinstate the Right to Vote for Former Felons 1 Be it enacted by the Florida Forensic League Student Congress here assembled that: 2 Section I: All former felons shall regain suffrage rights in the interest of equality. 3 Section II: A. A former felon is defined as a person who has been charged and 4 convicted of a felony, and then released from prison thereafter. 5 B. Suffrage is defined as the right to vote. 6 C. Felons shall retain the right the right to vote immediately upon 7 being released from confinement. 8 Section III: The Department of Justice shall enforce this legistlation. 9 Section IV: The provisions of this bill shall go into effect on February 6 th Section V: All laws in conflict with this bill are to be declared null and void. 15 2016 FFL Macaw Preliminary Legislation A Bill to Suspend Aid to Afghanistan 1 BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 2 Section 1. All foreign aid to Afghanistan will be suspended. An annual audit shall 3 take place to see the affects the suspension of aid shall have on the region. 4 Section 2. Foreign aid shall be defined as United States general assistance. 5 Suspended shall mean stopped for the time being. Audit shall be described 6 as a report to see the effects of less aid to the region. 7 Section 3. The United States Agency for International Development shall be oversee 8 the provisions of this legislation in regards to suspending aid. The audit 9 shall be administered by the Department of State. 10 Section 4. This bill will be effective upon passage. 11 Section 5. 16 2016 FFL Macaw Preliminary Legislation A Bill to Classify Fantasy Football as a Game of Chance 1 BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 2 SECTION 1. All members of the United States bicameral Congress will be limited to 3 classify Fantasy Football as a Game of Chance. 4 SECTION 2. Fantasy football, a part of the fantasy sports industry, is a reality based 5 game and gambling scheme that allows people to manage their own 6 makeshift football team. 7 SECTION 3. Currently, Fantasy Football is identified as a Game of Skill. By 8 classifying Fantasy Football as a Game of Chance, the game will be 9 subject to regulations by the U.S Department of Commerce. These 10 regulations will subsequently provide the U.S. government with a new 11 source of revenue, will protect consumers and will counteract gambling 12 addiction. 13 SECTION 4.
