1 . Bill to Decriminalize Personal Use and Possession of Drugs in the US BE IT ENACTED BY THIS UIL CONGRESS HERE ASSEMBLED THAT: 0 0 SECTION. SECTION. SECTION. SECTION. The personal use and possession of all drugs will be decriminalized. A National Drug Abuse Coalition (NDAC) will be created to oversee enforcement as well as the rehabilitation (restoration of an individual into a healthy area of society) with mandatory bi-weekly rehab/support sessions. As the leading agency, NDAC will be defined as:. A committee that includes members of the American Psychological Association, the American Medical Association, parole officers, social workers, local law enforcement, and appointed lawyers.. Funding for the NDAC will come from funds currently appropriated for the incarceration of drug offenders.. This bill will enforce a four-offense system as follows: a) st offense: Mandatory attendance of bi-weekly drug rehabilitation meetings and drug testing for months. Will not show up on record. b) nd offense: placement into a rehabilitation center for a minimum of six months and a maximum of months, and daily drug rehabilitation meetings and drug testing for months after release. c) rd offense: placement in a rehabilitation center for a minimum of months, along with mandatory drug testing and daily rehabilitation meetings for months following release. d) th offense and onward: the offender will be sentenced according to current drug statutes. The implication of this bill will occur one year after the bill has been passed, the NDAC and its policies shall be created and enforced within years of implication and will have biennial conferences to ensure maximum efficiency. 2 . A Bill to Fund Veterans Without Health Care BE IT ENACTED BY THIS UIL CONGRESS HERE ASSEMBLED THAT: 0 SECTION. SECTION. SECTION. SECTION. SECTION. That funds would be allocated from federal, state, local, and private agencies to create clinics for veterans living in communities without easy access to health care. Allocation of funds refers to funds that are marked for funding for veterans health care. Private funding refers to volunteers, charities, and other donations made by private citizens directly for the care of the veterans who have served in the military and need either temporary or permanent health care. The Department of Defense and the Veterans Administration will oversee this project with: A. A representative or representatives from the Department of Defense assigned to those communities wishing to participate in the project. B. And local representative(s) from within the communities. Due to the urgent care needed for many of our veterans, funding should be made available as soon as possible within the legal time table. A Resolution to Standardize Voter ID s Between States 0 There is a wide variety in the voter identification required to vote in the United States of America; and This has created a great bit of confusion as people move from state to state and discover just how radically different the voter ID laws within each state are; and There has been great debate between the states leading to this problem. Some believe that strict photo id laws disfranchise minorities and restrict people below the poverty line from voting. Others believe states that allow voting without identification is allowing non-citizens of the U.S. to vote and making voter fraud easier to commit; now, therefore, be it RESOLVED, That the UIL Congress here assembled make the following recommendation that voter id laws be standardized nationally to eliminate confusion and possibly increase voter turnout. 4 . A Bill to Fund Cyber Monitoring of Voter Fraud BE IT ENACTED BY THIS UIL CONGRESS HERE ASSEMBLED THAT: 0 SECTION. SECTION. SECTION. SECTION. SECTION. This bill will allow for the funding of a new technological program to monitor voter fraud at local and state agencies. Technological program refers to a database with security flags to alert officials if there is a voter that has already voted in other states or same locations. The Department of State and Department of Transportation should work together to create a database that will monitor and share information to identify potential red flags of voters. A. The database should only hold relevant information of voters who are participating in an election year. B. The information will not be shared for any other purposes except to monitor voter participation. The new awareness of voter fraud in certain states has made it necessary to implement this bill within the next two to four year time frame before the next election occurs to insure that the process is fair and unambiguous. A Resolution to Adopt Regulation on Carbon Pricing 0 RESOLVED, Global warming is increasing; and The effects of global warming include the loss of sea ice; accelerated sea level rising, severe to extreme weather conditions such as but not limited to snow storms, flooding, tornadoes, hailstorms, and longer more intense heat waves; and The effects could be detrimental to the United States environment as well as globally; and The emission of CO or greenhouse gases into the atmosphere is a major contributor to global warming; now, therefore, be it The congress here assembled make the following recommendation for an adoption of carbon pricing to be implemented by the Department of Energy for CO emitters in the United States to hereby decrease global warming. A Resolution to Protect the American Flag from Desecration 0 RESOLVED, The intentional desecration of the American flag will now be considered a federal crime and categorized as terrorist activity; and Any citizen who intentionally desecrates the flag will be subject to a trial for an act of terrorism by demonstrating they despise rather than respect the United States of America; and If found guilty by a court of law, such citizens will receive a minimum term of four () years in a federal penitentiary facility and remain under surveillance according to the Patriot Act; and The Department of Justice will oversee the implementation of this legislation; now, therefore, be it That the UIL Congress here assembled ban the intentional desecration of the American Flag. 8 . A Bill to Outlaw the Use of Smokeless Tobacco Products In U.S. Public Sporting Venues BE IT ENACTED BY THIS UIL CONGRESS HERE ASSEMBLED THAT: Section. All use of smokeless tobacco in public sporting venues shall be Prohibited, by athletes, coaches, and spectators. SECTION. Smokeless tobacco may be defined as chewing tobacco or a tobacco powder that allows the stimulating components of the tobacco to be absorbed through the digestive tract or through the mucous membrane as in the case of snuff. SECTION. State/Local Governments will handle all offences as a misdemeanor and repeated offences will be subject to the discretion of the state and /or local government. 0 SECTION. Resolution to Prohibit the Sale of Artificial Sweeteners to Reduce the Risk of Diabetes and Obesity 0 RESOLVED, American citizens are suffering from tremendous rates of obesity and diseases associated with obesity such as diabetes, heart disease, hypertension, and cancer; and the use of the artificial sweeteners such as saccharin, acesulfame, neotame, sucralose, and aspartame has been linked with higher rates of weight gain, Type diabetes, the alteration of healthy gut microbes, and hypertension in women; and the continuance of these health problems significantly reduces the quality of life of millions of Americans; and the perpetuation of these health problems costs Americans and the United States government many billions of dollars annually; and a ban on sweeteners and artificially sweetened foods would promote public health; now, therefore, be it That the UIL Congress here assembled support efforts to prohibit the sale of artificial sweeteners in order to reduce the risks of diabetes, obesity, and other illnesses. 11 . A Bill to Allow Individual States the Right to Secede from the United States of America 0 0 BE IT ENACTED BY THIS UIL CONGRESS HERE ASSEMBLED THAT: SECTION. All individual states now belonging to the United States of America shall have the right to secede from the United States in order to become free and independent nations. SECTION. The Constitution of the United States does not address the subject of a state s right to secede, nor does it outline any process to do so. This bill simply gives states the right to secede and outlines the process by which secession may occur. This bill is not intended to promote secession. It only makes it legal. SECTION. In order to secede, the individual state must hold a statewide election. The vote to secede must be approved by a ¾ majority or voters in that state. A. Secession would include a complete severance of ties to the United States of America, including financial support, military protection, and all other federal services. B. All existing debts currently owed to the federal government of the United States will remain in effect and must be paid in full. C. Citizens from any state which chooses to leave the union may choose to remain a United States citizen, provided they move to a state that remains in the United States. SECTION. A Resolution to Require Two Years of National Service to Promote the Public Good and National Unity 0 RESOLVED, Partisanship in the United States has grown to a high not seen since the Civil War; and ideals such as toleration, cooperation, truthfulness, and kindness seem to be breaking down in our public discourse; and American s trust in institutions that support the American way of life is at an all-time low; and The breakdown of the good will among political parties has resulted in an increasingly dysfunctional government; and Service to the country in either civil or military capacities will strengthen ties between American citizens and unite them in a common cause; and National service will result in fulfillment of useful public projects while also promoting full employment and higher wages; now, therefore, be it That the UIL Congress here assembled support efforts to require two years of national service in either a military or civil service branch from every American adult. A Resolution to Require Employers Incorporate Physical Fitness to Promote Public Health 0 RESOLVED, Most jobs in the United States do not allow employees the opportunity to reach the recommended daily amount of physical activity; and A lack of physical activity at work is linked to health problems such as diabetes, heart disease, obesity, and early death; and The poor health of the American public costs citizens, the government, the economy as a whole an increasingly high amount of money; and The institution of thirty minutes of physical activity during a workday would promote both costs savings and a higher quality of life; now, therefore, be it That the UIL Congress here assembled support efforts to require all employers to incorporate a minimum of thirty minutes of physical fitness into the workday in order to promote public health. 15 . A Bill to Limit Death Row Inmate s Appeals BE IT ENACTED BY THIS UIL CONGRESS HERE ASSEMBLED THAT: 0 SECTION. SECTION. SECTION. SECTION. SECTION. Death row inmates residing in federal prisons shall be limited to a maximum of three appeals. A. Executions after third appeal is denied shall be scheduled to occur within one month of the failed appeal. B. Current death row inmates will be allotted their three appeals at time of passage. Death row inmates shall be defined as inmates residing in federal prisons awaiting execution. A. Appeal shall be defined as an application to a higher court for a decision to be reversed. The implementation of this bill shall be overseen by the Department of Justice. This bill will be put into effect months after passage. 16 . A Bill to Empower Ukraine BE IT ENACTED BY THIS UIL CONGRESS HERE ASSEMBLED THAT: SECTION. SECTION. SECTION. Military Aid shall be defined as ordnance, military equipment, military vehicles, and firearms. The United States Department of Defense shall oversee the implementation of this piece of legislation. 17 . A Bill to Incentivize Education BE IT ENACTED BY THIS UIL CONGRESS HERE ASSEMBLED THAT: 0 SECTION. SECTION. SECTION. SECTION. SECTION. Families living at or below their respective state s poverty line shall receive tax credits at a maximum of $,000 for a child with a high school GPA of. or above, and 0% of the previous credit per additional child. The credits provided will be adjusted for inflation. GPA is defined as the grade point average of a student throughout high school, which is determined by standards/curriculum assigned by the state and local governments. The poverty line is defined as the minimum level of income deemed adequate by the government for basic necessities. Inflation is defined as a general increase in price and a decrease in the purchasing value of money. A maximum of $0 (ten) billion per year will be allocated towards funding the program. This Bill will be implemented by the Department of Education by determining which recipients are appropriate and qualify for tax credits. This bill will be implemented by the following school year. Bill to Adopt a Matriculation Exam to Continue Public Education after Ninth Grade Year BE IT ENACTED BY THIS UIL CONGRESS HERE ASSEMBLED THAT: 0 0 WHEREAS WHEREAS WHEREAS WHEREAS WHEREAS RESOLVED The average cost of putting a student through a year of public or private schooling can range anywhere from $-0,000 per year depending on the school system and the state; and It is an unreasonable expectation to force students to continue to allocate time to an educational institution that is not equipped to adequately or effectively reach these same students; and If a matriculation exam (an exam taken at the end of a term which qualifies entry to the next level) was instituted it would allow current and future students to remove themselves from an educational system that is of no value to them and thus benefitting the taxpayer; and The state would save between $-0,000 in taxpayer dollars over the course of a -year period while also reinforcing a failing workforce; and Such institutions as GED programs will not be expunged in order to ensure those citizens who feel an education is necessary and has a method of recourse; now, therefore, be it That the UIL Congress here assembled make the following recommendation for the Department of Education to oversee the implementation of a mandatory matriculation exam program to be administered after the completion of the ninth grade. The legalization of marijuana would substantially diminish the unjust criminalization of otherwise law abiding citizens. People are serving longer terms in prison than rapists, murderers, and people that have committed heinous crimes. The U.S Drug Enforcement Administration and the Department of Commerce would oversee the implementation of this bill. A Resolution to Promote the Research and Development of Solar Panel Streets 0 0 The use of solar roadways (SR) will benefit the United States through the production of jobs, ensuring the safety of American constituents, and converting the use of energy to nonrenewable; and Solar roadways have the capability to transmit emergency alerts to notify drivers and pedestrians to provide a safer environment through microprocessors, which allows the solar panels to communicate together.
