3 FAIRBANKS NORTH STAR BOROUGH HEALTH & SOCIAL SERVICES COMMISSION MINUTES MARCH 16, 2019 A regular meeting of the Fairbanks North Star Borough Health & Social Services Commission was held in the Mona Lisa Drexler Assembly Chambers, Juanita Helms Administration Center, 907 Terminal Street, Fairbanks, Alaska. The meeting was called to order at 10:01 a.m. by Juanita Webb, Chair. A. ROLL CALL MEMBERS PRESENT: Pamela Wagaman, Shelissa Thomas, Peter Pinney, Jodi Rhoades, Enlow Walker, Retchenda Geroge-Bettisworth, Juanita Webb MEMBERS EXCUSED: Joe Blackburn OTHERS PRESENT: Eric Holland, Michelle Gutierrez B. MESSAGES Citizen s Comments limited to three (3) minutes None. Disclosure & Statement of Conflict of Interest Commissioner Wagaman, stated a conflict with ACCA, her daughter is one of the people who is paid by the grant. Commissioner Webb, stated a conflict with the North Star Council on Aging, she receives a stipend from the senior companion program. C. APPROVAL OF AGENDA AND CONSENT AGENDA Motion to approve the agenda and consent agenda made by Commissioner Pinney and seconded by Commissioner Wagaman. Carried without objection. D. 4 E. NEW BUSINESS 1. Overview of Process Commissioner Webb provided an overview of the process: Each agency will be giving a presentation to the Commissioners, who will be asking clarifying questions. Monday s evening meeting will be a discussion amongst the Commissioners, and they will be turning in their scoring. This year the amount applied for is $387, 797, with the Borough providing 30%. This is contingent upon the State, including HSCMG funding in its 2020 budget. The cap per proposal is $30,000 per agency. All agencies are in good standing and submitted required documentation. During each proposals the audio tracks were changed. 2. Presentations on Human Services Community Matching Grant Proposals Agency presentations were made by the following: a. Fairbanks Community Food Bank: Anne Weaver, Sam Kirsten, Gene Therriault b. Literacy Council of Alaska: Mike Kolasa c. Love in the Name of Christ of Tanana Valley: Jason Kempthorne d. Big Brothers Big Sisters: Karen Tabor e. Alaska Legal Services Corporation: Rachael Delehanty, Teka Lamede f. Alzheimer s Disease Resource Agency of Alaska: Gail Schiemann, Joan Adams g. The meeting was called to order at 5:37 by Juanita Webb, Chair. A. ROLL CALL MEMBERS PRESENT: Pamela Wagaman Juanita Webb Peter Pinney Dr. Enlow Walker Jodi Rhoades Shelissa Thomas MEMBERS ABSENT & EXCUSED: Joe Blackburn, Retchenda George-Bettisworth OTHERS PRESENT: Eric Holland, Sharon Wittenkeller B. MESSAGES Citizen s Comments limited to three (3) minutes None. Disclosure & Statement of Conflict of Interest Commissioner Wagaman, stated she is the Chair of the Steering Committee for an organization that is under the umbrella of the Senior Center. They are not involved in any of the funding for the Meals on Wheels program. Commissioner Wagaman also stated she is associated with Aging at Home, which is under their umbrella. Commissioner Wagaman further stated her daughter is one of the people who would receive funds, if ACCA were to be funded. It was concluded Commissioner Wagaman would not be scoring for ACCA. Commissioner Webb stated a conflict with the Senior Center, Meals on Wheels program. She receives a stipend through the senior companion program. She did not score for the North Star Council on Aging.

7 C. APPROVAL OF AGENDA Motion to approve the agenda made by Commissioner Rhoades and seconded by Commissioner Wagaman. Carried without objection. D. NEW BUSINESS 1. Overview of Process Commissioner Webb explained the Agency proposals from Saturday s meeting will be scored, in the same order as the proposals from Saturday. 2. Scoring of Human Services Community Matching Grant Proposals a. Fairbanks Community Food Bank Commissioner Wagaman, commented, under management organizational, with astringent process of selection of board members in place, she assumed there is more than just racial divert, there s also a lot of diversity reflected in the staff and volunteers, which reflected in her scoring. Commissioner Pinney, commented, the Commission should push for more clarity of objectives, as being more external than internal. Matching the objectives with the needs that were proven in the narrative, and using the same verbiage in both sections. This was not specific to this particular proposal, but was seen in many proposals. Commissioner Webb, commented, Commissioner George- Bettisworth was in attendance at the Saturday meeting, and listened to all the agency proposals. She was unable to be in attendance, and turned in her scores. Mr. Holland included those in the final numbers. b. Literacy Council of Alaska Commissioner Pinney, commented, in many of the proposals, section f, 6, c. was not addressed in the manner of intent, some did not include any information in this section. c. 8 d. Big Brothers Big Sisters e. Alaska Legal Services Corporation f. Alzheimer s Disease Resource Agency of Alaska g. Alaska Center for Children & Adults Votes yes: Commissioners, Thomas, Pinney, Rhoades, Dr. Walker, and Webb. Commissioner Wagaman did not score. Commissioner Pinney, commented, a general comment about some of the proposals in regards to their outcomes aligning with the needs statements. The needs for the project for the community, their objective didn t quite line up with what was presented in the needs assessment. Would like more detail in regards to who does what, how it will get accomplished. Would like more information on the diagnostic tools, and who will be responsible for those reviews. h. Northern Hope Center

9 Commissioner Pinney, commented, for several proposals, would like more elaborate explanations of the role of the evaluation. Who does what, when, to make the report, would be helpful. How does this communication plan in section, d, 3, raise more support? i. No Limits, Inc. Commissioner Rhoades, commented, the proposal gets better each time and has come a long way since the first time she read it. j. RCPC/Stevie s Place k. North Star Council on Aging and Dr. Walker. Commissioner Webb did not score. l. Interior Community Health Center m. Boys and Girls Club of the Tanana Valley n. Interior AIDS Association

10 Mr. Holland completed the report of the unofficial total scores. The report has handed out. Commissioner Webb, stated, if the Commission receives the same amount of money as they have in the past, the Alaska Center for Children & Adults would be partially funded, No Limits with no funding, all the rest would receive full funding.
