1 The regular board meeting of the was held on January 10, 2011 at the school. Board members present were Mike Frey, Jennifer Gustafson, Kevin Holler, Lisa Olson, David Planteen, Melinda Reints, and Regina Williams. Also in attendance were Superintendent Nipp, Principal Brown and business manager Hupke. President Planteen called the meeting to order at 7:10 p.m. Move Gustafson, second Reints, to approve the Langford Area School District 45-5 minutes of December 13, Aye: All. Aye: All. Move Holler, second Williams, to approve the contract with Professional Security Company to provide the mandatory drug testing for the District s bus drivers. Aye: All. Hupke discussed computations used in determining the dollar amount of Capital Outlay funds to be transferred to the General Fund at this time. Move Frey, second Olson, to authorize the transfer of $300, from the Capital Outlay Fund to the General Fund as SD law permits during the first year of school reorganization. Aye: All. Administrator evaluation procedural matters were discussed. The Board president will gather and compile survey information for discussion at the regular February board meeting. Page 3 of 5

4 Reviewing fiscal management policies for inclusion in the District policy manual was the next item of business. Move Reints, second Frey, to adopt the fiscal management policies as presented on the following Consent Calendar as amended: DGD Credit Card Policy DLC DLCA Expense Reimbursements Requisitions/Purchases Asset Capitalization Policy Imprest Account Authorization Investment Policy Aye: All. Move Williams, second Holler to set the imprest account limit at $3, Aye: All. The capitalization amount and the investment policy and depositories were previously established and approved at the March 8, 2009 board meeting. Administrator Reports: Brown reported on rescheduling of the Ipswich GBB game to Friday, January 21 st and the BBB Parkston Classic to Saturday, January 29 th. Nipp reported on 1) two new students beginning second semester, 2) the upcoming legislative session and important school related issues, 3) the formation of a Small School Factor Group to lobby for retaining the small school funding factor within the current school funding formula and their request for membership and financial support, 4) our recent attempt to access state SE extraordinary cost funds to offer relief for our projected ending SE fund balance deficit and the DOE s response and denial of our request to remove the Roslyn School District ending fund balance/tax amounts assigned to, but not actually received by, Langford Area School in the extraordinary cost fund application, 5) the upcoming teacher in-service in Warner resulting in no school on Friday and 6) it being National School Board recognition week and on behalf of the school staff and student body thanked the Board for their service to our school district. Other items discussed were spectator conduct and sportsmanship at athletic events and the scheduled dates of future legislative cracker barrel sessions. Ways to encourage and promote good spectator sportsmanship and conduct at our high school athletic events were discussed. Move Olson, second Williams, at 9:05 p.m. to adjourn the meeting. Aye: All.
