1 Minutes of Doland School District No School Board Proceedings Annual Meeting, July 07, 2015 The annual meeting of the Doland School District No. 56-2, Spink County, South Dakota was held on July 07, 2015, with the following members present: Dwight Lyren, Natasha Noethlich, Julie Schneider, Gary Tschetter, and Jan Houghtaling. Others in attendance: Superintendent/Principal Jim Hulscher, Technology Coordinator Shelley Coats, Craig Hansen, Ann DesLauriers, Betty Satter, Christine Hanten, and Elisabeth Lewis. Chairman Lyren called the meeting to order at 9:00 a.m. Action : Motion by Noethlich, 2 nd by Tschetter, to approve the agenda. All ayes. Action : Motion by Schneider, 2 nd by Houghtaling, to approve the minutes of the regular meeting held on June 10, 2015, treasurers report, status of expenditures and revenues, and approve the claims. Mrs. Johnson was not able to attend the meeting but would like chromebooks for each of her students to use in the classroom. The Board members discussed technology in the Doland School District including the colonies, elementary, junior high, and high school. Exit: Coats 10:00 a.m. This being the time and place specified to hold the budget hearing for the school term, same was held and being no interest parties appeared, the hearing was declared adjourned. Action : Motion by Noethlich, 2 nd by Houghtaling, to accept the budget and that a request to the county auditor be made before the October 1 st, deadline. All ayes. Exit: Hanten, and Satter 10:40 a.m. This being the time and place specified for considering quotes for milk, fuel, and gasoline, the following quote was present: PACE/Land O Lakes, Inc./Dean;s Sioux Falls, SD: ½ pt. fat free-$.1698, ½ pt.1%-$.1642, 1/2 pt. Choc.skim -$.1764 with escalator price Action : Motion by Schneider,2 nd by Tschetter, to accept the dairy quote from PACE/ Land O Lakes, Inc/Deans Food with the escalator clause. All ayes. No bid received for diesel/fuel. Bids for the flooring in the FACS Room. Simply Yours with ceramic tile $16, with additional option to tile the hallway. Carpet Plus with carpet and tile $4, The Board of Education would like additional information before making the decision of floor. Mrs. Lewis will get the additional information for the Board. Mr. Hulscher s reported the teacher shortage will continue and may get worse before it gets better. Mr. Hulscher will advertise for custodian and bus driver. Maintenance is getting done. They have done a great job this summer on the school and grounds. The composites have been moved downstairs. 3

4 Action : Noethlich introduced the following resolution and moved for its, adoption. RESOLUTION NO 1: Whereas, three nomination petitions were filed for the vacancies on the school board and the only nominees for vacancies were Craig Hansen, Jan Houghtaling, and Julie Schneider; and under legal provision no school board selection needed to be held for the said seats, that Craig Hansen be elected for a term of two years, Jan Houghtaling to be elected for a term of three years, and Julie Schnieder to be elected for a term of three years, Gary Tschetter will be appointed for one year term, effective July 1, Tschetter second the resolution. Mr. Craig Hansen, Mr. Jan Houghtaling, Mrs. Julie Schneider, and Gary Tschetter then qualified by signing the Oath of a School Board Member. Action : Motion by Noethlich, 2 nd by Tschetter, to adjourn the meeting of the retiring school board and Hansen, Houghtaling, Schneider, and Tschetter having qualified by signing the Oath of Office that the meeting reconvene as a new school board for the purpose of election of new officers for year and conduct such other business pertinent to the Annual meeting together with any other business as may be come before the board. All ayes. On behalf of the Doland School Board, Mr. Jim Hulscher presented Dwight Lyren a Certificate of Merit to express its appreciation, gratitude, and thanks to Mr. Dwight Lyren for his time, work, and dedicated service spent as a board member for the past ten years. Exit: 11:30 a.m. Superintendent Hulscher presided over the meeting until a new chairperson was elected. Action : Schneider and Tschetter nominated Noethlich. Motion by Schneider, 2 nd by Tschetter, that nominations cease and a unanimous ballots be cast for Noethlich as Chairperson of the Board. All ayes. Noethlich was declared Chairperson of the Board for the year. Chairperson Noethlich asked for a nominations for Vice Chairperson Action : Houghtaling, and Tschetter nominated Schneider. Motion by Houghtaling, 2 nd by Tschetter, that nominations cease and a unanimous ballots be cast for Schneider as the Vice Chairperson of the Board. All ayes. Schneider was declared Vice Chairperson of the board for year. Action : Motion by Houghtaling, 2nd by Schneider, that the Times-Record, Conde, SD be designated as the official newspaper of the Doland School District No for the school year. All ayes. Action : Motion by Tschetter, 2 nd by Hansen, that the second(2 nd ) Monday of the moth be set aside for the regular monthly meeting to be held at 8:00 p.m. daylight savings and 7:00 p.m. central standard time. All ayes. Action : Motion by Tschetter, 2 nd by Houghtaling, that the Farmers State Bank of Turton, SD, be designated as the depository for the General Fund, Captial Outlay, Special Education, Pension Fund, Unemployment Fund and Pre-School. Bank of the West of Redfield, SD, Child & Adult Nutrition Services, Agency and Imprest Fund; and. All ayes. 4

5 Action : Motion by Houghtaling, 2 nd by Tschetter, that the firm of Churchill, Manolis, Freeman, and Kludt of Huron, SD be designated as the attorney for the Doland School District No for the year. All ayes. Action : Motion by Schneider, 2 nd by Tschetter, that Elisabeth Lewis be appointed the business manager and to approve the public official s bond carried with Associated School Board of SD, Protective Trust. All ayes. Action : Motion by Houghtaling, 2 nd by Schneider, the Doland School District No continue its participation in Title programs for the school year. All ayes. The following appointment were made: Superintendent Hulscher to be in charge of all federal programs with the business manger to do the accounting of the federal programs. Superintendent Hulscher as truancy officer. Superintendent Hulscher as purchasing agent for the school with Cindy LaBrie as the purchasing agent for the food service program. Superintendent Hulscher represent the school district to secure federal surplus material from SD Federal Property Agency. Lunch appealer Hansen Legislative person-noethlich Professional Practice Committee-Noethlich and Houghtaling Negotiating Committee- Noethlich and Schneider Pupil Transportation- Tschetter Building Maintenance- Tschetter and Houghtaling Merlin Hahn Scholarship Committee- Schneider Colony representative- Hansen and Houghtaling Cooperative for athletics- Tschetter and Noethlich Doland Foundation -Mr. Hulscher is currently serving a 6 month term expires December 2015 then Mr. Hulscher Technology Committee- Hansen Building and Capital Outlay-Houghtaling and Tschetter 5

6 Action : Motion by Schneider, 2 nd by Tschetter, to participate in the Child & Adult Nutrition Service program for the school year. All ayes. Action : Motion by Houghtaling, 2 nd by Tschetter, to maintain $1, in the Imprest Fund to cover the official s fees, mileage, registration fees, lodging and meals, and for making cash boxes for the school activities and concession stand and $ in the postage fund. All ayes. Action : Schneider introduced the following resolution and moved its adoption: Resolution No. 2: Be it Hereby Resolved: Whereas, the nature of tax collections and other revenue is such that the cash on deposit in the district depositories at certain times exceed the requirements for the current expenditures, and Whereas, it is in the best interest of the district to invest theses monies not required for immediate expenditures: Now therefore, be it resolved, that the business manager is to hereby directed to invest such cash balances which may exist in interest-bearing certificates or savings account and that the term of the investments be determined in accordance with the expenditures requirements, and that such interest as earned on these investments be credited to the General Fund. Tschetter,2 nd the resolution. All ayes. Action : Motion by Tschetter, 2 nd by Schneider, that the student lunches will be $1.95; adult lunches at $2.70; and reduced lunches at $.40, milk or second milk.35 each, second meal is $1.00. All ayes. Action : Motion by Schneider, 2 nd by Hansen, that the student breakfast will be $1.20, reduced breakfast at $.30, and adult breakfast $1.70. All ayes Action : Motion by Tschetter, 2 nd by Houghtaling, to adapt the state rates for mileage and reimbursing adult meals. The procedure and the amount for the student meals will stay the same. All ayes. The following are the pay rates for the school year. Certified Substitute $85.00 per day Non-Certified Substitute $75.00 per day Long term substitute at daily rate of certified and non-certified substitutes Kitchen substitute $8.50 per hour Substitute bus driver on route $60.00 per day Nexi bus or Mid bus $45.00 per day Substitute on suburban route $30.00 per round trip Extra curricular bus driver $10.00 per hour Extra curricular bus driver overnight event $ per day Anyone who drives suburban/car to practice or game $35.00 for round trip Anyone who drives bus to practice or game $45.00 per round trip A coach driving a bus, car, or suburban $15.00 for practice, $25.00 for game round trip Board per diem $60.00 per meeting Election workers $ per person Mileage and meals for adults per state rate Student meal rate: $4.00 breakfast, $5.00 lunch, and $8.00 supper the procedure for in advance with no receipts needs to be returned in for State events. The district will pay all employee of the District the $ per month for all employee who work 30 hours per week on the District group health plan insurance policy. Employee who work less than full time this amount will be pro-rate based up the hours they work during week/month. 6

Athletic worker pay schedule Football- Announcer per session $10.00, clock per session $10.00, chain gang per session $10.00, ticket taker per session $20.00, JV football official$15.00 per game and ticket seller $20.00 per session. Basketball- JH referees per session $15.00, 9th and 10th grade referees per session $20.00, official book per session $10.00, scoreboard operator per session $15.00, ticket taker per session $16.00, and ticket seller $20.00 per session. Wrestling-scoreboard operator per session $15.00, official book per session $15.00, announcer per session $15.00, ticket taker per session $16.00, and ticket seller $20.00 per session. Volleyball-JH referees per session $10.00, 9th and 10th grade referees per session $10.00, official scorer per session $10.00, scoreboard operator per session $10.00, ticket taker per session $16.00, and ticket seller $20.00 per session. The Board of Education discussed attending the ASBSD convention in Sioux Falls, SD, on August 06, and 07, Action : Motion by Hansen, 2 nd by Houghtaling, to approve the internet safety policy for the District. A copy of the policy is on file in the business office. All ayes. Action : Motion by Tschetter, 2 nd by Schneider, to continue its membership in the Emergency Bus Pact for the All ayes. Action : Motion by Schneider, 2 nd by Tschetter, to cover volunteer under the workman compensation program. All ayes. Mrs. Lewis spoke on the SDRS-SPP auto enrollment. The Board of Education will not participate in the SDRS-SPP at this time. Action : Motion by Houghtaling, 2 nd by Schneider to accept the two year audit and financial reports from Eide Bailly for the school year and All ayes. Action : Motion by Tschetter, 2 nd by Schneider, to declare the items listed as surplus property in the school shop. All ayes. Action : Motion by Noethlich, 2 nd by Schneider, to the lane changes for the school year and adjust the following teacher s contract Miss Stallman and Mr. Soudraha. All ayes. 7

8 Action : Motion by Noethlich, 2 nd by Schneider, to order 23 chromebooks for the Doland School District, with 2 Clark Colony, 2 Camrose Colony, 2 Hillside Colony and 17 for Doland Elementary 5 th and 6 th Grade classroom. All ayes. Pursuant to SDCL publication is hereby made individual salaries paid to all school personal of the Doland School District No. %6-2 and for the school year.
