1 BOARD BRIEFS FREELAND COMMUNITY SCHOOL DISTRICT Freeland, Michigan A summary of the Board of Education Meeting of: June 28, 2010 BOARD OF EDUCATION Bonnie S. Skornia, President W. Cairy, Superintendent PLEDGE OF ALLEGIANCE President Skornia led the Board in the Pledge of Allegiance. CORRESPONDENCE Supt. Cairy informed the Board about the arrest of former Freeland High School teacher, Marcie Rousseau. Supt. Cairy expressed his appreciation for the service the Tittabawassee Township Police provided, and their commitment to keeping the children of this community safe. He also expressed appreciation for the patience shown by the community during the lengthy investigation. APPROVAL OF THE AGENDA The agenda was approved as mailed. APPROVAL OF THE CONSENT AGENDA The Board approved the consent agenda. The Consent Agenda contained the following items: Approval of Board of Education regular meeting minutes of June 21, 2010 Approval of Expenditures totaling $1,987, Approval of Membership in Michigan Association of School Boards Approval of Membership in Michigan High School Athletic Association NUTRITION SERVICES DEPARTMENT UPDATE - JACKIE COFFEY Nutrition Services Director, Jackie Coffey, gave an overview of the operation of the Nutrition Services Department, noting the changes and improvements made during the last two years of her service. She provided information on Federal revenue from free and reduced price meals, and the increased approved applications of students. There has been an increase in Federal revenue of 51% over the past two years. Mrs. Coffey also highlighted her future plans for the program. This is a one-time adjustment. The following scale will apply: 5 years of continuous service at a Varsity level Additional 8% of Position salary 5 years of continuous service at an Assistant or Middle School level Additional 4% of Position salary APPROVAL OF ATHLETIC FEE INCREASE The Board approved the implementation of an athletic registration fee of $65 for a high school athlete, and $50 for a middle school athlete. APPROVAL OF ADMINISTRATOR CONTRACTS TOTAL $45,000 The Board approved the two-year administrative contract for Jonathan Good, High School Principal, and Christopher Arrington, Middle School Principal as presented. The salary for each position is identical to the fiscal year. APPROVAL OF BUDGET A budget hearing was held prior to the regular meeting at 6:45 p.m. The Board approved the Revenue and Expenditure budget as follows: GENERAL APPROPRIATION RESOLUTION FOR ADOPTION BY THE BOARD OF EDUCATION OF FREELAND COMMUNITY SCHOOL DISTRICT RESOLVED, that this resolution shall be the general appropriation of Freeland Community School District for the fiscal year ending June 30, A resolution to make appropriations; to provide for the expenditure of the appropriations; and to provide for the disposition of all income received by Freeland Community School District. Changes in the amount appropriated by the board shall require approval by the board. BE IT FURTHER RESOLVED, that the Superintendent is hereby charged with general supervision of the execution of the budgets adopted by the board and shall hold the department heads responsible for performance of their responsibilities within the amounts appropriated by the board of education and in keeping with the budgetary policy statement hitherto adopted by the board. 6 APPROVAL OF SOLAR ENERGY PROJECT The Board approved the Solar Energy project as outlined in the May 24, presentation by Robert Peterson, and in compliance with the grant requirements APPROVAL OF REVISED SECTIONS TO DISTRICT CURRICULUM GUIDE The Board approved the addition of the Independent Study section, and the revision to the Portfolio Development section to the District Curriculum Guide. APPROVAL OF NEW, REVISED, REPLACEMENT POLICIES The Board approved the new/ revised/replacement policies as distributed at the May 24, 2010, meeting that include: Public Participation at Board Meetings - Revision Committee Meetings - Revision Nondiscrimination and Access to Equal Education Opportunity Section 504/ADA Prohibition Against Discrimination Based on Disability-Revision Student Assessment - Revision / Nondiscrimination Based on Genetic Information of the Employee-New 3160/ Physical Exam - Revision 3362/ Anti-Harassment -Replacement / Privacy Protections of Self-Funded Group Health Plans - Revision / Privacy Protections of Fully Insured Group Health Plans / Family & Medical Leaves of Absence ( FMLA ) - Revision Termination and Resignation - Revision 5136V1 - Wireless Communication Devices - Revision Anti-Harassment - Replacement Investments - Revision Public Attendance at School Events - Revision School Calendar - Revision APPROVAL OF ATHLETIC HANDBOOK The Board approved the update to the Athletic Handbook, with corrections as regards the sports offered during each season. INTERVIEWS, APPOINTMENT TO FILL BOARD VACANCY, AND OATH OF OFFICE Supt. Cairy noted that nine school district residents had submitted their names to be considered for appointment to the vacancy created by the resignation of Mr. Ferritto. The residents are: Melissa Davis-VanHerweg, Steve Ellis, Janet Hard, Debbie Hoffman, Sherry LaDouce, Ray Ogden, Pete Sulfridge, Tim Vasicek, and Jason Williams. Each candidate was asked three questions: 1) Why are you interested in being appointed to the Freeland Board of Education?, 2) What are your specific skills, personal traits, and life experiences that will make you an asset to the Freeland Board of Education?, and 3) Are you willing to run for one of the three Board vacancies in November? The Oath of Office was administered to Mrs. Hoffman. SUPERINTENDENT COMMENT Supt. Cairy noted that the Building and Site Committee will meet at 7:30 a.m. on July 14, 2010, at Freeland Learning Center and will tour the building addition project. He also reminded the Board that the Organizational meeting is scheduled for Monday, July 12, 2010, at 7:00 p.m. in the Freeland Elementary School media center.
