1 The Board of Education of the Mansfield City Schools District met in a Board of Education meeting at 7:00 p.m., on Tuesday,, at the Board of Education, 124 North Linden Road, Mansfield, Ohio. Lowell Smith, President, called the meeting to order. Non-Renewal of Certificated Supplemental Contracts Notification of non-renewal of supplemental contracts for different positions in accordance with sections of the Ohio Revised Code. WHEREAS, section of the Ohio Revised Code stipulates that a Board of Education shall enter into a supplemental written contract with each teacher who is to perform additional duties; and WHEREAS, the State Department of Education advised that these positions are to be treated in the same manner as all limited contracts, whether or not written contracts were executed, and that notice of intention not to re-employ in this differential position must be officially given pursuant to Section of the Ohio Revised Code on or before April 30; and WHEREAS, these assignments are made on an annual basis and are not automatically renewed because such assignments may change or be abolished in accordance with the needs of the schools and the programs of the Mansfield City Schools, and does not necessarily indicate inability to perform not precludes reassignment to a differential position; now therefore be it RESOLVED by the Board of Education of the Mansfield City Schools District that upon the recommendation of the Superintendent of Schools it hereby determines and gives notice to all teachers who are now employed under supplemental contract of it intention not to re-employ them in their present differential positions for the school year, and be it further RESOLVED that the Treasurer be and he is hereby directed to notify said teachers accordingly on or before the thirtieth day of April, ) Linda Papajcik 2) Gwen Gibson 3) Steve Cote 4) Tonya Kral 5) Nancy Jones 6) Jeanne Nichols Page 8

Non-Renewal of Substitute Personnel Contracts WHEREAS, substitute personnel are employed on an annual basis for a casual or day-to-day basis, or for a more extended period of time, for assignment, as services are required to replace personnel who are absent due to illness, leave of absence or other cause. These contracts are not automatically renewed because the needs of the district and the programs of the Mansfield City Schools may change, and does not necessarily indicate inability to perform or preclude re-employment for future substitute positions; now be it RESOLVES by the Board of Education of the Mansfield City Schools District that upon the recommendation of the Superintendent of Schools it hereby determines and gives notice to all substitute personnel who are now employed of its intention not to re-employ them in their present positions for the school year, and be it further RESOLVED that the Treasurer be and he is hereby directed to notify said substitute personnel accordingly on or before the thirtieth day of April, ) Zondra Adkins 2) Velma Anderson 3) Hipolito Paul Flores 4) Rita Jones 5) Annette Mangan 6) Jamie Parsons 7) Federico Sanchez 8) Noah Schenk 9) Rachel Strickling Roll Call: Aye: Mrs. Davis, Mr. Elswick Ms. Osgood, Mr. Rusiska, Mr. Rusiska Resolution to Approve Reduction in Force Positions for Certificated and Administrative and Administrative Support Staff Mr. Smith moved and Mr. Elswick seconded the resolution to approve the following Reduction in Force position for Certificated and Administrative and Administrative Support Staff for the school year. k. Reduction in Force for Certificated Staff WHEREAS, the Superintendent and Treasurer have provided the board with information regarding the current and projected financial condition of the Mansfield City Schools District, WHEREAS, the Board has reviewed the financial information provided and the financial information provided reveals a current and projected deficiency of funding to maintain current levels of staffing and operations, WHEREAS, the Mansfield School Employees Association (MSEA) was notified in November, 2009, of the reasons of an intent to implement a reduction in force being: decreased enrollment of pupils over a reasonable Page 9

10 period of time, the return to duty of regular staff members after a leave of absence and the financial condition of the school district, WHEREAS, the notification to the MSEA was consistent with the collective bargaining agreement between the Board and the MSEA. WHEREAS, the reasons of an intent to implement a reduction in force being: decreased enrollment of pupils over a reasonable period of time, the financial condition of the school district, and staff reorganization in response to the changing needs of the school district, NOW, THEREFORE, the Board determines that it is necessary to reduce the number of certificated positions for reasons of economy, as a result of reorganization for efficient operation of the school district and due to lack of funds because of the current projected deficiency of funding to maintain current levels of staffing and operations and the estimated savings with respect to salary and benefits of the positions to be reduced. The Board further approves that the administration take the necessary steps to reorganize positions for the efficient operation of the district. Consultant contracted services between Tracy McDaniel, Ed.S., Evaluation Services and the Mansfield City Schools Pupil Services Department for school psychological evaluations and reports for designated students on an as needed basis from March 18, 2010 through November 18, Page 11

12 Ms. McDaniel will be compensated $50 per hour and reimbursed $.50 per mile for performance evaluations. The services; which will be paid through Special Education ARRA Grant accounts, will not exceed $15, b. Contracted services between the COSI on Wheels Program and Woodland Elementary School for a presentation of What s Wild for 300 Outreach Participants at the school on. The cost of the presentation is $1,000 and will be paid through the Title I grant funds. Paving projects throughout the district b. Electrical upgrades at Raemelton Roll Call: Aye: Mr. Rusiska, Ms. Osgood, Mr. Elswick, Mr. Smith, Mrs. Davis Resolution to Approve the Financial Actions Ms. Osgood moved and Mrs. Davis seconded the resolution to approve the following Financial a. Approval of the March Financial Reports and Gifts to the District b. Approval a permanent transfer of $15,000 to the High School Athletic Fund. The $15,000 was originally provided to the Athletic Department at Senior High as an advance several years ago. Special Board Meeting as part of the Reduction in Force process on Tuesday, April 27, 2010, at 7:00 p.m., in the Board Room b. May 4, 2010, at 7:00 p.m., in the Board Room, Board Development/Work Session c. May 12, 2010, at 6:00 p.m. the Board will hold a Community Linkage Session at Sherman Elementary. A presentation on the Butterfly Garden at Sherman and the district realignment will be the topics of discussion. Page 12

13 d. May 18, 2010, at 7:00 p.m. Regular Board Meeting in the Board Room e. May 20, 2010, at 6:30 p.m. the Board will hold a Community Linkage Session at Hedges Intermediate to discuss the district realignment f. May 24, 2010, at 7:00 p.m. a Special Board Meeting will be held in the Community Room of Mansfield Senior High to discuss Superintendent Search. g. May 26, 2010, at 6:30 p.m. the Board will hold a Community Linkage Session at Malabar Middle School to discuss the district realignment Resolution for an Executive Session Mr. Smith moved and Mr. Rusiska seconded a resolution to move into executive session to consider the appointment, dismissal, discipline, promotion, demotion, and/or compensation of a public employee or official.
