1 January 17 Board of Education Meeting 2017 The Mansfield City Schools Board of Education met in regular session on Tuesday, January 17, 2017 at 5:30 p.m. in the Lowell T. Smith Board of Education Room at the Raemelton Administration building. Superintendent Brian Garverick and Treasurer Robert Kuehnle were present. The pledge of allegiance was recited Mr. Kuehnle called the roll: Roll call: Ms. Cline, present; Mr. Elswick, present; Mr. Feagin, present, Mrs. Hubbard, absent; Mrs. Weber, present, RESOLUTION TO APPROVE THE AGENDA Mrs. Weber moved, and Mr. Feagin seconded the motion to approve the agenda. Roll call: Mrs. Weber, Yes; Mr. Feagin, Yes; Ms. Cline, Yes; Mr. Elswick, Yes Presentations: Mansfield Middle School Amy Walker, middle school language arts teacher and literacy coach, explained the school s participation this year in Literacy Collaborative, an Ohio State University-based framework for teaching reading and writing. The approach already is used in the district s elementary and intermediate schools. We hope to improve achievement in reading and writing and foster a positive climate and culture in our school, Walker said. Without a positive climate and culture, we can t have success. An element of that positive culture are motivational T-shirts provided to all students and staff through donations by four local businesses. Premier sponsor KeyBank contributed $1,000, while Richland Bank, Mechanics Bank and MT Business Technologies each gave $500. The front of the shirts, which depicts a tiger wearing glasses curled up with a book, proclaims Mansfield Middle School Reading is Thinking. The shirts have two purposes, Walker said. One is to remind students to think, to retain what they are reading. The second is to promote a sense of unity by asking all students to wear the shirts on state testing day. OHM Malabar windows Dan Obrynba of OHM reported that BC&G Weithman Construction Co. submitted a bid of $169,634 for window replacement at Malabar Intermediate School. The bid was the lowest of three submitted and well under the project s budget estimate of $200,000. The windows to be replaced are all those seen when facing the front of the building the cafeteria, administrative offices and the south side of the classroom wing. The work will begin after the school year ends and be completed during the summer. Board Matters: RESOLUTION TO DESIGNATE DISTRICT ANTI-HARRASSMENT COMPLIANCE OFFICERS Mr. Elswick moved, seconded by Mrs. Weber to designate Mark Manley, Director of Personnel, and Lori Crum, Mansfield Sr. High Assistant Principal as district Anti-Harrassment compliance officers. Roll call: Mr. Elswick, Yes; Mrs. Weber, Yes; Ms. Cline, Yes; Mr. Feagin, Yes Ms. Cline reported that the Ohio School Boards Association is preparing a district survey, in collaboration with the board and administrators, to collect community thoughts about the district. She said it is important that the board operate with transparency and listen to the community. Mr. Kuehnle said the online survey will be widely publicized before its release early in February. Mr. Garverick reported that the district now has an active Facebook page, Mansfield City School District, and a Twitter

2 Board Development: Nicole Donovsky of the Columbus law firm Bricker and Eckler discussed the role of the board and its individual members in several areas, including interaction with administrators, public records, meeting agendas and potential conflicts of interest. Ms. Cline reported on proposed state legislation in her role as legislative liaison for the OSBA s Black Caucus. She called attention to HB 410 which deals with issues of suspending or expelling students and HB 438 which would require instruction about tissue and organ donations as part of a health curriculum. Superintendent s Report: Mr. Garverick noted that Maxine Johnson, a 33-year district employee most recently serving as librarian at Malabar, passed away during winter break. He said the board s February 21 meeting will be at Malabar where the library will be dedicated in Mrs. Johnson s honor. Treasurer s Report: Mr. Kuehnle announced that the district has received a clean report from the State of Ohio Auditors office on its Comprehensive Annual Financial Report. There were no citations, warnings or issues. He described the CAFR as the gold standard, the most rigorous of several levels of audits. Mr. Elswick said he liked the fact that the district had chosen the most comprehensive audit and expressed his appreciate for the work of the treasurer and his staff RESOLUTION TO APPROVE THE TREASURER S FINANCIAL REPORTS AND BOARD MINUTES Mr. Weber moved, seconded by Mr. Elswick to approve the Treasurer s agenda items as follows: A. Approval of the January financial report and gifts to the District The following gifts have been donated to the district: 1. $ from Scott Cardwell to Mansfield Senior High Freshman Academy to the Student only account. 2. $1, in donations from Mansfield Fire Department Recreation Club, to be used for educational purposes 3. $25.00 from Amvets Post 26 to Mansfield Senior High Excellence Rewarded program. 4. $1, from an anonymous donor to the SAFE Program. Suburban School Transportation will be reimbursed in the amount of $ per day that the child is transported (Fridays only) To be paid from pupil services general fund. b. Approval of contracted professional Architect services between OHM Advisors for the replacement of the windows in the cafeteria at Malabar Intermediate School. c.
