1 Monday, 9:30 AM Gulfport ROLL CALL Present Beverly Martin; Angel Kibler-Middleton; Marlin Ladner; Kent Jones and Connie Rockco 1 ORDER approving substitute order for item 20 as appear on the proposed agenda under Engineering Department. A motion was made by Supervisor Jones seconded by Supervisor Rockco, that 2 ORDER adding Wallace Mason to the public forum to discuss the flag issue. A motion was made by Supervisor Jones seconded by Supervisor Rockco, that 3 ORDER adding to the agenda payment of constables for the month of September (See, duplicate of item #42.) A motion was made by Supervisor Ladner seconded by Supervisor Rockco, that 4 Councilman R. Lee Flowers and representatives of Bow Tie and Beignets appeared before the Board to announce that their event has raised $28, for the benefit of the Children's Shelter Facility. [The funds will provide for new mattresses and help finish the construction of a rubberized sidewalk at the shelter.] NO BOARD ACTION 5 ORDER declaring the month of October 2016 as "Domestic Violence Awareness Month" in Harrison County. The County thanked the representatives of the Gulf Coast Women's Center for Non-Violence for their service to the community. [The Center requested to wear purple on Thursdays during the month of October in recognition of "Domestic Violence Awareness Month". Page 1

2 A motion was made by Supervisor Kibler-Middleton seconded by Supervisor Rockco, that 6 ORDER approving the request of the West Wortham Elementary/Middle School Adventure Club to waive the rental fee for the Fairgrounds on October 22, 2016 to hold their Adventure run. A motion was made by Supervisor Ladner seconded by Supervisor Kibler-Middleton, that 7 ORDER denying the request of USAssets, LLC, for refund of the tax sale purchases for Parcel 0809P and 0909L A motion was made by Supervisor Ladner seconded by Supervisor Rockco, that 8 Mark Isaacs of the Mississippi Rising Coalition appeared before the Board to request that the state flag be taken down from county buildings. NO BOARD ACTION 9 James Crowell, President of the Biloxi NAACP chapter, and Lea Coleman, founder of Mississippi Rising, appeared before the Board and also requested that the state flag be taken down from county buildings. NO BOARD ACTION 10 Wallace Mason, representing Sam Davis Camp 596, Sons of Confederate Veterans, appeared before the Board to request same to continue to fly the Mississippi flag as per result of the 2001 ballot vote on this issue. NO BOARD ACTION 11 ORDER acknowledging receipt and concurring with the 5 year sponsorship agreement by and between the Mississippi Coast Coliseum Commission and Coca-Cola Bottling Company United - Gulf Coast, LLC for pouring rights, effective October 1, [Mr. McDonnell turned over their audit without any findings for the Board's review. 4 19 ORDER approving fee settlement payment to Harrison County constables for the month of September [The Board needed a copy of the report prior to voting.] this Order be FAILED Nay: Supervisor Ladner and Supervisor Jones Supervisor Martin; Supervisor Kibler-Middleton and Supervisor Rockco 20 ORDER acknowledging receipt of the Delinquent Personal Property Taxes for 2015, presented by the Tax Collector and on file with the Clerk of the Board. A motion was made by Supervisor Rockco seconded by Supervisor Kibler-Middleton, that 21 ORDER approving registration fees for April Broussard and Anita Jackson to attend the Mississippi Tax Collector Education and Certification Program, Collector of Revenue II training, October 10-14, 2016, in Biloxi, Mississippi. (Estimated cost $500.00) A motion was made by Supervisor Kibler-Middleton seconded by Supervisor Jones, that 22 ORDER awarding contract to James and Budlong Engineering services for the Biloxi Courthouse for HVAC improvements as recommended by the selection committee's and Danny Boudreaux, County Engineer. (RFQ were received 9/6/2016). 23 ORDER accepting the fee proposal of James and Budlong Engineering, P.A., in the amount of $20, for engineering services for the Biloxi Courthouse HVAC improvements and authorizing the Board President to execute the contract upon review by the Board Attorney. [Supervisor Ladner inquired about how this project would be funded. The County Administrator stated that once the cost of the project is known, the county will decide if a bond issue is necessary to cover this project and a list of other projects now being compiled by the Building & Grounds director.] A motion was made by Supervisor Ladner seconded by Supervisor Kibler-Middleton, that Page 4

5 24 ORDER approving a side yard set back of 10' and a front setback of 65' for Lot 36, Magnolia Walk Subdivision Phase I, located in Supervisor Voting District 3, (the side yard setback is currently 15' and the front setback is 75'), as recommended by Danny Boudreaux, Engineer. A motion was made by Supervisor Ladner seconded by Supervisor Rockco, that 25 ORDER authorizing payment to Crosby Surveying for following Tideland Grant projects, as recommended by Danny Boudreaux, County Engineer: 1. A motion was made by Supervisor Kibler-Middleton seconded by Supervisor Jones, that 28 ORDER approving the request of the Parks and Recreation Department to put on a Trunk-or-Treat and Haunted House event at the Fairgrounds on October 31, [Supervisor Martin inquired about security and budget. The Fairgrounds Director reported that Harrison County school teachers have volunteered to help distribute the candy bought by Harrison County. A motion was made by Supervisor Ladner seconded by Supervisor Rockco, that 52 ORDER approving agreement by and between Harrison County and the Humane Society of South Mississippi for a period of one year, effective October 1, 2016 at a cost of $14, per month, and authorizing the Board President to execute same. [The Board expressed concerns about the monthly cost versus the number of animals surrended by the county. 16 63 ORDER authorizing advertisement for bids for the following State Aid projects: a) SAP-24(59) - Reconstruction of Canal Road/Landon Road intersection b) SAP-24(60) - Reconstruction of Canal Road from I-10 to Canal Road/Landon Road intersection. c) SAP-24(16)S - Reseal of Bethel Road d) SAP-24(9)M - Overlay of various roads [Supervisor Rockco advised the Board that the Governor has announced the cutting back of State Aid funds to the counties.] A motion was made by Supervisor Rockco seconded by Supervisor Ladner, that 64 ORDER approving the use of the Good Deeds Community Center by the Harrison Central High School Choral Music Department on November 15, 2016 and waiving rental fees and deposit. A motion was made by Supervisor Jones seconded by Supervisor Rockco, that 65 ORDER approving the use of the Good Deeds Community Center by the Gulfport Section, National Council of Negro Women, Inc. on December 11, 2016 and waiving rental fees and deposit.
