No oral or written comments were received. NO BOARD ACTION 2 ORDER adopting the levy for FY [Supervisor Ladner pointed out that the county levy will not increase this fiscal year.] 3 ORDER approving the budget of the Harrison County Development Commission for FY A motion was made by Supervisor Savant, seconded by Supervisor Martin, that 4 ORDER concurring with the adopted budget of the Harrison County School District for FY [Supervisor Ladner remarked that the county school levy will increase for FY 2011/2012.] Page 1

2 5 ORDER approving the renewal of general liability and wind resistant property insurance, effective October 1, 2011, as recommended by Wayne Tisdale with Stewart Sneed Hewes. A motion was made by Supervisor Ladner, seconded by Supervisor Savant, that CONSENT AGENDA Approval of the Consent Agenda A motion was made by Supervisor Savant, seconded by Supervisor Martin, to Approve the Consent Agenda. A motion was made by Supervisor Savant, seconded by Supervisor Martin, that 20 The Sheriff's representative reported that 950 persons are currently housed in the Harrison County Jail Facilities; 866 are at the main building and 84 in the Work Center. These numbers include 162 misdemeanors and 122 females. Sixty-two persons are on the OTU program. NO BOARD ACTION. 21 ORDER accepting the FY '11 NIJ - Paul Coverdell Forensic Science Improvement Grant in the amount of $54,092 and authorizing Sheriff Brisolara, as authorized Grantee Official, to execute the necessary documents for Award # 2011-CD-BX-0056 (no match required). A motion was made by Supervisor Savant, seconded by Supervisor Ladner, that 29 ORDER approving the request of Rockdale Pipeline, Inc. to use a portion of the Sand Beach Department yard on Commerce Street, Gulfport, Mississippi, as a lay down yard for materials to be used on Project S18 of the Harrison County Utility Authority. 10 35 ORDER authorizing the Board President to execute the arena lease agreement with Mark Rocco for use of the Harrison County Skate Park during the month of September 2011 by the Mississippi Mud Bug Youth Lacrosse. 36 ORDER entering closed session to discuss whether or not to enter into executive session to discuss: a) Litigation regarding the Biloxi Annexation case. b) One personnel matter. c) Incident at the Juvenile Detention Center with representatives of Mississippi Security Police. 37 ORDER entering into executive session at 10:05 a.m. 38 ORDER reconvening from executive session into open session at 11:05 a.m. The Board Attorney reported that no action was taken on the personnel matter or the report by Mississippi Police. The Board Attorney reported that he will file an interlocutory appeal in the annexation case by the city of Biloxi. Page 10

11 39 ORDER adopting the FY 2011/2012 budget for Harrison County. [The County Administrator stated that the 2011/2012 budget for departments will remain the same as last year. The budget is around $118 million, $10 million less due to completion of projects this year. There will be no raises this year. There is no increase in tax levy, except for the Harrison County School District. Growth in revenues did not occur.] A motion was made by Supervisor Ladner, seconded by Supervisor Martin, that ADJOURN the concurrent terms of August and September 2011 in the Second Judicial District.
