Thanks to all who agreed to run for the 2017 officer positions. Please read a brief bio of the candidates on Pages 4-5 of this newsletter and cast your ballot by mail if you are unable to attend the November luncheon and cast your vote in person. I would be remiss if I did not thank our Hospitality Chair Louise Rooney for handling the menus and reservations for so many years. Louise will be stepping down at the end of this year. I am pleased to announce that Shirley Boning has graciously agreed to take on this duty in January I am also happy to share that two of our new members have agreed to serve. Rosemarie Curry came to us from Olympia, Washington and is the new Sunshine Chair. Dan Shaffer has volunteered to serve on the Audit Committee. While we have a number of people on the Membership Committee, we need a chair. We also need a volunteer to chair or assist with programs. Please contact me if you would like to learn more. We hope that you will be able to join us for an update on NARFE s Service Officer Program in November and for the ever-popular holiday party on December 12 th. We are looking forward to helping our less fortunate neighbors start their days with breakfast foods to eat at home while the schools are closed for the holidays. Suggested nutritious items are: breakfast cereals (low sugar ones preferred), canned fruit, breakfast bars, juice packets, pancake mix, jam, syrup or honey, powdered milk, hot chocolate, dried fruit, fruit cups. How about buying a donation item each time you grocery shop between now and our December luncheon? All donations will be gratefully accepted at our December 12 th holiday luncheon as our chapter makes a difference in our community. Shirley Boning UPCOMING LUNCHEON PROGRAMS: January 23, 2017: Federal Taxes February 27, 2017: TBD March 27, 2017: TBD LEGISLATIVE REPORT National Legislation: The people have spoken and Donald Trump is our President-Elect. No matter who you supported, it is time to try to come together as a nation and work together to solve the issues facing us. The House and the Senate remain with a Republican majority. Representative Barbara Comstock (R-10) was successful in her re-election bid. It is now time to govern. As federal employees and annuitants, we will continue to face many of the same issues on November 9 that we faced before. The Page 3 of 8 immediate need this fall will be to fix the shortcoming of the previous actions or inactions of Congress. We do not have authorized funding to operate the country after the middle of December. We can expect to face some jeopardy during the November/December lame duck session of the Congress. The current office holders, some of whom will be busy packing to leave office, will have to find a way to agree to a funding bill to pay for the operations of Government after the short-term Continuing Resolution (CR) runs out. Since it is vital that some funding bill be passed, our legislators are unlikely to pass up the opportunity to include issues tangential to the need for operational funding. The last issue of the NARFE magazine outlined several bills that affect our members both positively and negatively. It is unlikely that these bills will be acted on during this short session. However, their parts may be included in the CR so keep glued to the NARFE website for directions as to where your s or phone calls to your representative may be needed. There will not be a shift in control of the House of Representatives, but there may be a change in the speaker. Speaker Ryan took the position reluctantly and may not want to make personal concessions to win the position again. The leadership of the Senate may change depending on the outcome of the election. There is considerable discussion of changing the rules to require only a simple majority to approve nominees to the Supreme Court. Election night was long but the results were not in question despite earlier concerns about voter fraud and rigged system. Of course, any voter fraud or irregularities are serious. We must be able to accept the results and we must require the poll workers be diligent to prevent fraud. Perhaps more of us should volunteer to serve as poll workers. Since the Clinton/Kaine ticket did not prevail, it is anticipated that Senator Kaine will get back to work quickly on issues important to Virginia and to federal employees and annuitants. Be vigilant in watching legislation and stay tuned for legislative alerts from NARFE. State Legislation: 2017 will be a short session which will feature a significant budget amendment to account for the lower tax revenues that the State is currently collecting. Every seat in the House of Delegates, as well as the Governor, LT Governor and the Attorney General are up for election in In addition to the difficulty of having to downsize the current budget, legislators will have to find funds for an increase in funding for Medicaid expenses and the need of many incumbents to position themselves for re-election or election to higher office. You can expect to see some calls from local legislators to raise funds for the 2017 election. Since sitting members of the state legislature cannot seek or

4 accept donations during the legislative session, all who want to have a large balance in their political accounts in January must raise them now. It is often thought that large balances discourage the opposition from finding a viable opposing candidate. We have seen the 2017 VFC Legislative Plan and the VFC President has presented it to all 140 members of the legislature; but to be effective it will be necessary for you, our members, to contact your legislator personally to get traction with them. If you did not get a copy at the luncheon meeting, the plan can be found on the VANARFE.org website. To encourage legislators to support the issues, do not wait until the session begins as now is the time when incumbents are submitting legislation for consideration. Most bills are filed before mid-december. Support after the first week of session will not be possible if no suitable bill is submitted. Bill Schmidt, Legislative Chair Page 4 of 8 ATTENTION! Don t forget to let Louise Rooney know your Menu Choices for both months. 11th DISTRICT BUZZ At the end of October I attended a reception for Congressman Gerry Connolly sponsored by Delegate Kenneth Plum, State Senator Janet Howell, and Supervisor Cathy Hudgins, the local Reston elected officials. Delegate Plum, who serves the entirety of the Reston master plan area, has supported non-partisan redistricting reform for many years. Non-partisan redistricting reform remains an important part of NARFE s State Legislative Plan and has the potential of providing NARFE with legislators more receptive to NARFE goals and less likely to be actively hostile to federal employees and the critical services they provide. While the majority party in the state assembly continues to drag its feet on this issue, further court action is anticipated by the citizens bolstered by the recent court decision in the 4 th Congressional District. Locally in the Dulles Corridor we have seen the effects of partisan redistricting more than most. For a time Reston was moved from the 11 th Congressional District into the 8 th (with Arlington and Alexandria). More recently Herndon was moved from the 10 th District into the 11 th, with Clark and Frederick Counties along the West Virginia border being added to the 10 th. Congressman Connolly and I discussed his constituent services to federal employees in the district, including his annual health fair, which has traditionally attracted hundreds of participants. It will be held December 3, 2016, 10:00 a.m.-3:00 p.m. at Fairfax Government Center. Judy Thorne Congressional District Liaison (CDL) VA 11 th District Sunshine Committee Note I am pleased to announce that Rosemarie Curry has accepted the position of Sunshine Committee Chair. Our thoughts and prayers continue to go out to our Immediate Past Sunshine Chair Mary Ammons who is undergoing treatment for a serious illness. ELECTION OF CHAPTER OFFICERS At the Dulles Chapter Luncheon meeting on October 24, 2016, the following list of nominees was presented for NARFE Dulles Chapter 1241 officers for 2017: President.. 5 Ballots must be received by November 28, It is still not too late for other interested NARFE Dulles Chapter 1241 voting members to be considered for election to any of these Chapter Officer positions. Nominations will be accepted from the floor at the November Luncheon meeting and any write-in candidates will also be considered. To be considered, you must be a member in good standing of NARFE Dulles Chapter 1241 and be willing and capable of performing the required functions of the position. The term of all of the positions is one year. MEET THE CANDIDATES ultimately at USIA. Prior to his government service, he worked at a small and a large non-profit company and an engineering company. Charles was drafted into the U.S. Army for two years and was in the Finance Corps. Overall, he was in the workforce for almost 40 years. He served as Chairman of the NARFE Dulles Chapter Audit Committee for the past four years and prior to that served as an Audit Committee member for four years. Charles has been a NARFE member since Since retirement, he has been an active board member of his university alumni association and newsletter editor as well as an active board member of the Fairfax County Taxpayers Alliance. He is currently as the chapter s 1 st Vice President. PRESIDENT Patricia Wolfe retired from the Department of Homeland Security in 2010 as an acquisition workforce manager/contract specialist with 43 years of federal service. Most of her federal service was as a civilian employee with the Department of the Army. She moved from Washington State to Washington, DC for a Department of Treasury position before moving to Homeland Security. Pat served in many roles at the chapter, regional, and national levels of Federally Employed Women and as FEW s National President from , She served as President of FEW s Foundation for Education and Training and was re-elected in Pat joined NARFE in 2004 as an active federal employee and currently serves as the Dulles Chapter President, Newsletter Editor, and in an acting capacity on several committees. FIRST VICE-PRESIDENT Charles McAndrew retired from the U.S. Information Agency (USIA) at the end of 1999 as Chief, Financial Systems Division, Office of the Comptroller. USIA merged into the Department of State. Charles started his career at the Department of State and then worked at U.S. GAO where he was assigned to OMB Office of Financial Management for eight months. He then worked for the U.S. Department of the Navy, Comptroller s Office, Defense Finance and Accounting Service and Page 5 of 8 SECOND VICE PRESIDENT Kathleen (Kathy) Kathy retired from the Defense Security Cooperation Agency in 2013 as a Program Analyst with over 32 years of Federal civilian service. During her career she served in Comptroller & Resource Management areas with both the Department of the Army and the Department of the Air Force where she received the Meritorious Civilian Service Medal. Kathy joined NARFE as an active Federal employee and Life Member in April She has participated in four NARFE Legislative Conferences (2003, 2009, 2011 & 2013) and was a member of the 2016 VFC Exhibit Committee. Kathy is an Honorary State President of Pennsylvania Children of the American Revolution, First Vice President for the Pennsylvania Daughters of Colonial Wars, and a State and National Committee Chairman for the Daughters of the American Colonists. She transferred to the Dulles Chapter this past April and has a special interest in recruiting. TREASURER Joseph Irwin retired from the Department of Defense as a civil servant and from the U. S. Air Force. He served as a Comptroller and his background includes finance, accounting, economics, auditing, and systems analysis. He has served as

6 Secretary and Treasurer for two homeowners associations. He is a life member of NARFE and has been a member of Dulles Chapter 1241 since He is currently serving as the Dulles Chapter Treasurer and has transitioned the chapter into electronic banking. SECRETARY Bill Schmidt worked 35 years as a research physicist on semiconductor electronic devices. He has been a member of the Centreville Volunteer Fire Department since 1971, serving as its president for 11 years and as Chair of the Fairfax County Fire Commission. Bill served as legislative aide to Delegate Roger McClure, Virginia House of Delegates, District 67, from 1998 thru He served as a Dulles Chapter officer since 2005 and as the Chapter President and Legislative Chair for four years. He also served as the NARFE Virginia Federation of Chapters (VFC) Secretary. Bill is currently serving as Dulles Chapter Secretary and Legislative Chair. change health plans or options.
