As you can see from the listing on this page, we still need your help, whether it be chairing a committee or assisting. Please note the change for lunch reservations. Thanks, Shirley Boning! We remain concerned about membership as we lose a few members every month. If you know of anyone who may be a recent or soon-to-be retiree, please let them know about NARFE or refer to 2VP Kathy Loftin, who is leading our recruiting efforts. Of course, this also applies to active employees, but NARFE becomes especially important as we leave the workforce. We must continue to do the best job that we can do to retain our current members. 2 We had a significant drop in membership during the past two months with the loss of eight members. Additionally, 30 names appeared on this list of potential losses with second letters being sent from National Headquarters. Membership Committee Member Robert Finkelstein is sending out letters to these individuals in the hope that we will not lose all of them. Two members passed away, Otto Gutenson and John Spot. Another past member known to many, Thelma Hubert passed away per her friend Louise Rooney. As the New Year begins, we will be renewing our efforts to recruit and perhaps more importantly, to retain our members. We need your ideas and your help! NOTE FROM NOVEMBER LUNCHEON PROGRAM Dr. Constance Bails and John Bails, Co-Service Officers for NARFE s Virginia Federation of Chapters (VFC) gave a very informative summary of the services that VFC and Chapter Service Officers can provide, particularly with the death of a federal annuitant. Our Chapter Service Officer, Wilma Grant, is always willing to assist members with issues involving OPM, death benefits, etc. Both Wilma and Dr. Bails provided copies of the extremely useful NARFE Booklet on Life Events, Form 100. It affords you the opportunity to get all of your important information in one place and is handy to have for yourself as well as dependents. HIGHLIGHTS OF HOLIDAY PARTY A big thank you to Barry Walsh for arranging the entertainment for the Holiday Party. We enjoyed the music from the Herndon-Reston Folk Music Club. Along with other performers, they meet and play every Tuesday night at the Amphora. Served with salad, bread, coffee/tea and dessert The cost of the luncheon is $18 which includes tax and a small gratuity. Additional tips are welcome but not required. You may also order from the menu but pay the same amount as you enter the restaurant and pay separate tip. Here s a note from Shirley: Loudoun Hunger Relief was able to help local households this Christmas vacation period with 111 pounds of breakfast foods from our NARFE chapter members. This donation provided for children who normally eat their breakfast at school. Thank you, Chapter 1241, for your generosity in donating to our holiday food drive. We made a difference Area X Vice President Wilma Grant installed Dulles Chapter 2017 officers. program. Increased Medicare Part B premiums for many of us who have spent our entire careers as federal workers is also an issue that concerns the Congressman Connolly. L-R 1VP Charles McAndrew, Secretary Bill Schmidt, 2VP Kathy Loftin, Treasurer Joe Irwin, & President Pat Wolfe 11 TH DISTRICT BUZZ In the November election, Gerry Connolly was returned to office in the 11 th Congressional District with no opposition and, as ranking member of the Government Operations Subcommittee, plans to continue his fight against potential threats facing federal workers and retirees. The election provided Virginia with a somewhat more diverse and progressive delegation with the election of Don McEachin in the newly configured 4 th District. Regarding long-term care insurance, Congressman Connolly continues to push for bringing OPM representatives before the Oversight and Government Reform Committee to discuss fixing the program, and to keep costs to federal employees and retirees to reasonable levels. While moving to a cheaper plan may be necessary for some, it could be perilous in a time of rising long-term care costs and defeat the intent of the Page 3 of 6 LEGISLATIVE REPORT: National: The Legislation begins this week with a lot of fanfare. The first steps any new Congress must take is to organize the body, set operating rules, and appoint members of committees. With a new President coming into office on January 20 th, the Senate will have to confirm new cabinet appointments. It has been tradition that several important ones be approved prior to the inauguration of a new President. Since the Senate rules were changed when the Democratic Party had a majority, it is no longer necessary to have a 60 vote supermajority in the Senate to confirm an appointee. Unless there is opposition from several Republican senators, all of the new President s nominees will be approved with a simple vote. Actions by the Democrats to obstruct or slow walk the nominations will be just a delay. The Affordable Care Act has been cancelled in several votes of the House this past year, and has been a feature in the campaigns of the President-Elect, as well as most of the Republican members of Congress. All of this may be unnecessary because some of the insurance companies providing coverage have been

4 subsidized. The action has been challenged in the courts as an over step by the administration and the Government lost the case. When the case went against the administration, they filed an appeal which allowed the process to continue. If the new administration drops the appeal, then the subsidy will be gone and the insurance companies relying on this to continue will find it difficult to operate. Since the previous Congress passed a short term budget extension until this spring, it will be necessary for the 115th Congress to fully authorize government operations for the remainder of the year. The Congress is expected to work on a budget resolution to identify which operations of the government will be funded and is expected to take up a bare-bones budget resolution for FY 2017 on January 9. Passing a budget resolution also gives lawmakers the ability to instruct committees to pass legislation that can enact policy initiatives. This process is known as budget reconciliation. It is a fasttrack legislative strategy that requires only a simple majority to pass in the Senate making it immune to filibuster. This means that with a narrow majority in the Senate, Republicans have the numbers to pass a bill to repeal the Affordable Care Act (ACA). Any number of other possible changes in how the government is funded may be introduced into this resolution and could significantly affect our members and our benefits. Watch the NARFE web site for places where you can make a difference in deliberations. In March, the U.S. will hit its borrowing limit, known as the debt ceiling. The common and recently contentious process of raising the debt ceiling requires Congressional approval. State Legislation: The 2017 session of the Virginia General Assembly will begin on January 11. This is a short session, 45 rather than 60 days. The Governor will submit a budget amendment to cover changing issues and changes in revenues anticipated to keep the overall budget balanced. While the budget bill will be discussed and amended before the end of session, there are many other issues that will be debated. Since all amendments to the state constitution must be voted on twice, both before and after a statewide election, this session Page 4 of 6 preceding a state election will see many bylaws amendments introduced. The General Assembly web site has begun to post bills submitted by various Delegates and State Senators for the 2017 session. Some local representatives have a long list and others have not had their list revealed. We can expect about 2800 bills, and resolutions being considered this session; here are a few that stand out as being of interest: Delegate Scott Lingamfelter s Bill HB1372 would allow school security officers to carry a firearm under certain circumstances. Delegate Jennifer B. Boysko s bill allows a person who is authorized by the Department of Behavioral Health and Developmental Services to train individuals on the administration of naloxone. Delegate: James M. LeMunyon s Resolution HJ522 is a Constitutional Amendment (first resolution); permits the General Assembly to provide by law for the use of a portion of an applicant's social security number on the voter registration application. Currently, an applicant is required to provide his full social security number in order to register to vote. Delegate LeMunyon also has two FOIA bills, HB1539 and HB1540. Delegate R. Steven Landes Bill HB1401, would allow free speech on campuses in Virginia. Delegate Buddy Fowler has filed HB1428 which would require a photo ID for absentee voters by mail. In the Senate Senator Glen H. Sturtevant Jr. has proposed lowering the income tax in SB788. Senator Louise Lucas Bill SB908 decriminalizes marijuana. Senator Janet D. Howell has submitted several bills of interest; SB 844 Absentee Voting; No-Excuse in-person available 21 days prior to election; SB 845 Absentee voting; eligibility of certain caregivers. SB 878 Congressional and state legislative districts. Senator J. Chapman Petersen s Bill SB 925 calls for a plastic bag tax in the Chesapeake Bay Watershed.

5 Senator Jennifer T. Wexton s bill SB827 allows; absentee voting by persons age 70 or older; she also wishes, SB 892, to change the deadline for applying for an absentee ballot by mail from 7 to 12 days before the election. Bill Schmidt, Legislative Committee Chair EXECUTIVE COMMITTEE ACTIONS: The Committee met on November 16 and reports the following actions taken at meeting and to date: Treasurer reported a bank balance of $11, as of January 3, Distributed 266 November-December newsletters via and 493 via regular mail. Finalized plans for the Holiday Party. Approved thank-you gift to Louise Rooney and year-end tip to two regular servers at the Amphora.
