Our new National Officers will take office on November 1. Our local chapter officers will be elected at the November 24th luncheon meeting. Your Board of Directors has spent several weeks seeking nominees and willing replacements for the appointed officers who have done so much for the chapter. There is a formal list of responsibilities for every office in our by-laws and in the operations manual, but every office holder in the past has done their job pretty much how they were comfortable. This has worked fine and we have been a successful chapter operating this way. Our elected officers are President, Secretary, Treasurer and 1st and 2nd Vice Presidents. Officially, NARFE recognizes a chapter with the minimum of a President and a Secretary-Treasurer. The formal duties of the 1st and 2nd Vice Presidents include selecting a nominating committee and an audit committee and they often serve as chair of a committee. Please consider taking a position. While we have good people now, many of us would like to do something else and the chapter needs the benefits of your good ideas on what we should do next. Please say "yes" when one of us calls you and asks for your help. Our Chapter 1241 is linked at State and National levels to the larger NARFE association that is: The only association solely dedicated to safeguarding and enhancing the benefits of America s active and retired federal employees, and their survivors. An advocate for both active and retired federal employees before Congress and the White House. Membership in NARFE totals 300,000 federal workers and retirees.

Page 2 of 6 MEMBERSHIP DUES All Dues both National and Chapter Dues are sent to: NARFE Association, 606 North Washington Street, Alexandria, Virginia, Or by using the internet and clicking on Membership Renewal. Or by Calling First year Dues are $40 for National and Chapter. Subsequent years add $10 annual for Chapter making total Dues $50. First Year Membership Form F-135 is available at our Luncheon or can be mailed to you. National contacts you when the year is up. NARFE National Membership Drive was extended until December 31 and could earn you $10! Recruiters will receive $10 for each new member, current OR retired, who joins between September 1 and December 31, (Applications must be postmarked, and calls or website joins must be received, by the December 31 deadline.) All recruiters will be entered into a drawing, once for each new member recruited. A Kindle Fire tablet will be awarded to a recruiter randomly selected from this pool. Ms. Scholte chairs the Defense Forum Foundation that sponsors bipartisan forums on Capitol Hill to promote a strong military and prevent threats to our homeland.
3 LEGISLATIVE REPORT Ms. Suzanne Scholte addresses the luncheon program attendees Mr. Pete Snyder, former Republican Candidate for Virginia Lieutenant Governor, spoke on behalf of Congressional Candidate Barbara Comstock (R-10). He spoke of Delegate Comstock s experience in the state legislature and her ability to get things done. Bill Schmidt introduces Pete Snyder on behalf of Ms. Comstock Virginia Federation of Chapters President and Dulles Chapter Past President gave a report on NARFE s 2014 Convention in Orlando. National Legislation: We will have the Democratic Congressional Candidates John Foust for the 10th and Gerry Connolly for the 11th Districts at our October 27th meeting. Since there is no incumbent in the 10th District and since there is a nationwide effort to either keep or gain control of the Senate, we have seen some TV advertising for the Virginia races. Evidently there is no strong feeling on the part of the political funding gurus that Virginia is going to be a real battleground state and we have been spared the intense level of media spots that other states are seeing. Looking at the media buys in the Senate races alone, there is a significant disparity between the states. Between mid-september and Election Day, Virginians will experience about 6,000 media spots - about 5000 for the Democratic candidate and 1000 for the Republican candidate. The cost for this will be about $2.2 million. I pity the residents of North Carolina where they will see a little over 23,000 ads during the same time at a cost of $19.25 million. Because of the quirks of election laws in some states, the control of the Senate may not be determined until after December 6. The election systems in Louisiana and Georgia require that the winner must garner a majority of the votes cast - not just a plurality. In a multi-candidate race where no one gets a majority, a second vote will be held in December with the two highest vote getters on the ballot. The major parties are raising money and arranging for media spots for these races. VFC President Richard Giangerelli reports on NARFE Convention Since so much effort is being expended in the election process, the work of the Congress is being put off. They have already passed a Continuing Resolution (CR) to fund the government at current spending rates through the middle of December, and it is anticipated that another CR will be passed to cover operations through the early part of the new Congress that will convene in early January. It is possible that they will take up the Post Office bill, but little else is expected until January. Sequestration will continue to be a problem as the original bill called for cuts every year for 10 years. Page 3 of 6
4 This election you will be required to provide a photo ID to vote. If you do not have one you may get one for free from the DMV. A panel of judges of the 5th Circuit has declared that the 2011 redistricting for the 11 Virginia Congressional Districts was improper in the design of Congressional District 3, Bobby Scott (D). The suit contends that the redistricting placed too many black citizens in the district making nearby districts uncompetitive for blacks. The panel required that the General Assembly redraw the districts in April If the Governor s office does not, it is likely that the General Assembly will appeal this. One aspect of the Civil Rights Voting Act requires that the minority density in a district may not be diminished to make the minority voting strength less meaningful. This will not affect the November 2014 election, but may result in the lines being redrawn before the 2016 election. State Legislation: We owe the members of the chapter who live in Virginia Senate District 31 and Senator Barbara A. Favola an apology for leaving out her contact information in the Newsletter. It has been added in this issue. Please note that in order to fit it in, we removed the phone numbers for each state elected official but included it in the Important Phone Numbers above listing. I did not realize that that the district, which used to extend only to Arlington and Falls Church, had been re-drawn to include areas north of Route 7 out into Loudoun County. The 200 redistricting lines are very creative. The media has extensively covered the political corruption trial of Former Governor McDonnell and the possible offer of a position to former State Senator Puckett by Republicans to get him to resign. Now we hear that the staff of the current Governor is apologizing for offering Senator Puckett a state job for his daughter to keep him from resigning. Governor McAuliffe offered several senior Democratic members of the General Assembly positions in his administration. The Republican Speaker of the House has requested guidance from the U.S Justice Department, which has investigated the Puckett Page 4 of 6 resignation as possible corruption, before he will proceed with the approval of the new appointees. The Governor has appointed a commission to prepare an ethics bill for the 2015 General Assembly. It is amazing how public scrutiny and media attention keeps people honest. Our best protection is continuous vigilance. This next month will see most members of the General Assembly developing their proposals for bills to be acted on during the 2015 session. If you see a need, contact your representative soon or it will be too late to get your ideas proposed for action. MOST IMPORTANTLY, DON T FORGET TO VOTE ON NOVEMBER 4 TH. SUNSHINE COMMITTEE REPORT Kathy Arpa, NARFE's VFC s articulate and popular lst Vice President, is at home recovering from surgery. A get well card was sent wishing her a quick recovery. Hospitality Chair Louise Rooney reported Bob Simon and recently retired Synthia Montalyo Vega missed the September meeting because of medical problems. When they received a card from the Sunshine Committee, each called to say they were doing better and planned to attend the October meeting. MEET DULLES CHAPTER SERVICE OFFICER Wilma Grant has agreed to serve as Dulles Chapter 1241 s Service Officer. Wilma recently retired from a distinguished career with the U. S. Supreme Court. She brings a wealth of experience in printing, publishing, websites, and was a member of the Royal Air Force in Scotland. Wilma is anxious to learn more about the duties of Service Officer and do all that she can to be of service to chapter members and their families. 5 Announcements: Dulles Chapter s Executive Committee will meet on October 15 th at the home of Sue and Jim Righter. VFC Board Meeting will be held October in Richmond. Congressman Gerry Connolly will host a 2014 Open Season Workshop on November 15 th from 10:00 a.m.-1:00 p.m. at the Fairfax County Government Center, Government Center Parkway, Fairfax, VA Along with information on the 2015 healthcare plan offerings from Federal Employees Health Benefits (FEHB) Program, there will be a panel discussion featuring experts on the FEHB and flu shots by Fairfax County Health Department (fee applies). Call for 2015 Chapter Officer Nominations Being unable to get a volunteer to serve as the 2015 Nominations Committee Chair, Dulles Chapter 1241 Executive Committee has been acting in this capacity. They have identified several individuals who are willing to run for some of the positions, but nominations remain open. A brief description of duties was printed in the September Chapter Newsletter. Nominations will be presented to the Executive Committee on October 15, 2014 and will be announced in the November newsletter. The election will be held on November 24, 2014 and nominations will be accepted from the floor. The installation of officers will be held on December 8, 2014 during the holiday celebration/luncheon. Elected officers will assume their duties at the close of this meeting. EXECUTIVE COMMITTEE ACTIONS Treasurer reported a checkbook balance of $8, as of September 30, 2014 Program Co-Chairs reported that speakers had been finalized for remainder of year and asked for input on Christmas party with details to be finalized at the October meeting. President asked the Executive Committee to serve as Nominations Committee as he had been unable to get volunteer. President announced that Wilma Grant would serve as Service Officer.
