He has been a strong advocate for federal employees and annuitants as is evidenced by his 100% rating on NARFE s Scorecard for the 114 th Congress. Go to for the complete listing. Democratic Candidate for the 10 th District LuAnn Bennett was invited but unable to attend. Although it did not work out with U. S. Representative Barbara Comstock s schedule for the October 24 th Luncheon, we are excited to have her District Director Lucy Norment and Constituent Services Representative Mary Ann Cannon with us. We hope to have a good representation from the 10 th District to learn more about the services available to them. 3 11 TH DISTRICT BUZZ At our September meeting Congressman Gerry Connolly (D-11) gave us an update on what was happening on the Hill, especially with regard to the continuing resolution maneuvers, and answered a variety of questions from members. We applaud Gerry s willingness to meet with us on a regular basis to candidly address our concerns. Along with Congressmen Beyer (D-8 th ) and Scott (D-3 rd ) and Senators Kaine and Warner, Connolly received a 100% NARFE rating in our October pre-election magazine. The rest of the Virginia delegation running for re-election in the general election did not do so well. Congressmen Brat (R-7 th ) and Goodlatte (R-6 th ) received 0% ratings, and Congressmen Wittman (R-1 st ) and Griffith (R-9 th ) received 10% ratings. This is notably different from the usual range of ratings and surely a sign of polarization in the Congress. The large number of 0% and low ratings generally is not a good omen for the protection of the rights and benefits of federal employees and retirees. Congresswoman Comstock (R-10 th ) at 60%, somewhat lower than we had come to expect from former Congressman Wolf, was near the top in her party. Comstock partisans might regard this as a brave stand against party leadership, while opponents might regard this as a barely passing grade. In any case, Mrs. Comstock, much like the late Congressman, Joel Broyhill, is proud of her constituent service. We are eager to hear at our October meeting about the services provided by her staff in the diverse district running from near the Arlington border to the West Virginia border. Judy Thorne, 11 th District CDL EARLY ABSENTEE VOTING: First of all, when participating in early voting/in-person absentee voting, the voter must fill in a reason code. There are several acceptable reasons. The two that might be most appropriate for our membership are as follows: (1) you will be out of the county, Fairfax or Loudoun depending on where you live and vote, for a period of time on Election Day. (2) You are disabled or ill or taking care of an ill or disabled family member. Satellite voting hours in Fairfax County are as follows: Mon-Fri Oct. 17-Nov. 4, 2:00-8:00 pm Saturdays: Oct. 1 through Nov. 5, 9am-5pm following: North County Governmental Center, 1801 Cameron Glen Drive, Reston; Sully District Governmental Center, 4900 Stonecroft Blvd., Chantilly; McLean Governmental Center, 1437 Balls Hill Rd., McLean. Visit for specific information. You may also visit the Elections Office at Government Center Pkwy., Suite 323, Fairfax, VA. In Loudoun County, you may vote early at the Office of Elections at 750 Miller Dr. SE, Suite C in Leesburg. Their hours are as follows: Mon-Fri (9/23-10/21) 8:30am-5:00pm Mon-Fri (10/24-11/4) 8:30am-8:00pm Saturday, 10/29 and 11/5, 8:30am-5:00 Loudoun County has two satellite facilities located as follows: Cascades Senior Center, Whitfield Pl., Sterling; Dulles South Multipurpose Center Riding Center Dr., South Riding. 4 LEGISLATIVE REPORT: National Legislation: Congress has recessed again until after the election. They passed a short term Continuing Resolution (CR) that continues funding through early December with the thought being that the same people can come back and agree on things after the election when some of them will have no further need to face the voters. It is unclear if there will be a significant change in the makeup of either the House or Senate. With two unpopular candidates for the Presidency individual members of the Congress are campaigning on their own merits, which is a good thing. The Virginia Senators are not up for election this year. There will be a change in the makeup of the Congressional Delegation from Virginia due to resignations, loss in the primaries and some court ordered redistricting. Districts 1, 3, 6, 7, 8, 9, 10, & 11 all have incumbents running for re-election. In the 11 th District Gerry Connolly is running unopposed. In Districts 2, 4 and 5 we see new names. Congressmen Rigell, Forbes, and Hurt are not running Ballot: While you can do a write-in vote for members of Congress, it is not possible to do on the Virginia ballot for President and Vice President because you are voting for the pre-chosen electors for that individual ticket. There are two constitutional amendments: 1) Shall it be unconstitutional for employers and union leaders to enter into an agreement to require that all employees must join and pay union dues? 2) Shall localities be permitted to remove real-estate taxes from property owned and resided in by the surviving spouse of a 1 st responder who was killed in the line of duty? The Loudoun County Ballot has several bond issues as does the Fairfax Ballot. Fairfax also has a measure to permit the county to impose a local meals tax on restaurants. State Legislation: At this point state legislators are out meeting constituents, looking for important issues to submit as legislation in December and raising funds to support their 2017 re-election. To get elected to office one needs to raise funds to pay for campaign responsibilities such as office phones, paper and stamps to handle correspondence, some full-time campaign workers, office costs such as heat, water, electricity and telephone services. In Northern Virginia it is almost necessary to raise over $100,000 every two Page 4 of 6 years to fund an election to the House of Delegates. A contested election can cost over $500,000. In 2017 all of the House seats are up for election along with the three (3) statewide offices of Governor, Lieutenant Governor and Attorney General. If the Clinton/Kaine ticket prevails on November 8, voters will select someone to fill out the last year of Senator Kaine s term during the November 2017 election. House of Delegates incumbents all feel that having a significant campaign bank balance, as reported at the end of December, will prove that they have prepared for the next campaign and will discourage challengers who must raise funds to compete. Since incumbents cannot raise funds during the session, challengers have an advantage. I still have not seen the 2017 legislative plan being proposed by the Virginia Federation of Chapters (VFC). The 2017 legislative session will be focused on money issues. The state is experiencing a reduction in revenue from personal and corporate taxes so changes will have to be made in the budget to accommodate this. The recently revealed $1.2 billion University of Virginia secret account has caused concern among legislators who fund the university. Questions of other state universities having similar accounts are being explored. As in most political issues, the questions, the hearings and the op-eds often have unspoken motives. The opeds by Delegate Terry Kilgore of the 1 st District may have more to do with his desire to get more funding for a UVA extension in Wise County than a real concern about getting a greater percentage of admissions for Virginia residents. In politics it is often useful to understand the motives of the questioner as well as the perpetrator of an event. Don t forget to VOTE! Bill Schmidt, Legislative Committee Chair EXECUTIVE COMMITTEE ACTIONS: The Committee met on September 14, 2016 and reports the following actions taken at meeting and to date: Treasurer reported a bank balance of $11, as of October 2, Distributed 271 September newsletters via e- mail and 493 via regular mail. Voted to reimburse Wilma Grant, Kathy Loftin, and Pat Wolfe $30 each for gift card and NARFE gift membership for drawing winners at Rural Letter Carrier Convention. Forwarded approximately lead cards to NARFE. The Executive Committee meets at 1:30 p.m. Centreville United Methodist Church, 6400 Old

5 Centreville Road. The meeting is open to all members. Please consider attending a meeting to learn more about the business of the chapter and the duties of various positions Upcoming Dates: November 16, The committee does not meet in December (unless urgent). SUNSHINE COMMITTEE NOTE: It has been a busy month and our Sunshine Chair needs a little cheering up after receiving a diagnosis of serious illness. She has continued to send cards so please think about letting her know you are thinking of her as she is undergoing treatment. Get Well/Thinking of You Cards were sent to: Shirley Vaughn, Sue Righter, Grethen Kroll, Shirley and Bill Boning. We have recently learned that Dulles Chapter member Joseph Harris of Herndon passed away over the summer. A card will be sent to his family along with our condolences. Let s spread a little sunshine by remembering those that are ill and/or families that may have lost a loved one by contacting Mary Ammons at mary.ammons@verizon.net or call Pat Wolfe recently regarding her health. She needs all of our friendship and support in the next few months, even a Get Well Card, phone call, or helps a lot when you feel down. Since she regularly sends cards to all our sick members please remember Mary on your prayer list and/or your card list. Our own photographer Randy Sayles is experiencing a serious cardio health issue and was in an experimental trial program until he was informed that the drug had been determined to be dangerous. He does not know if he was receiving the experimental drug or a placebo. Wilma Grant, Service Officer/Area X VP ALZHEIMER S RESEARCH COMMITTEE UPDATE: Randy Sayles 50/50 Winner Gives Back! Dulles Chapter s Alzheimer s Research Fund has grown by another $ Thanks for the contributions made at the September luncheon and to Randy for donating his portion back to Alzheimer s Research. Shirley Boning, Alzheimer s Co-Chair SERVICE OFFICER UPDATE: As an extension of my role as Service Officer, I have attempted to assist chapter members who are experiencing health or other significant challenges. For instance, I was successful in finding household temporary assistance for Garnet and Carmella Taylor. Both have experienced health issues and Carmella is home from hospital after stomach surgery but overdoing it. They both thanked us for the cards received. I asked if Carmella is a NARFE member (no), and reminded Garnet that it might be a good idea to consider since both have been ill and either partner may need our help if anything happened to the other. I also reached out to our Sunshine Chair, Mary Ammons. Mary got some devastating medical news Page 5 of 6 Randy is on the Speaker Circuit...he was recently invited to speak about his American Embassy experience overseas, where he helped lead a large number of Americans out of the Islamabad Embassy in 1979 while was being attacked. By video he led audience members on the grueling journey those Americans experienced in order to escape. The British Embassy was nearby and helped all those Americans get out of the country.
