2 I. General Public Comments 2. ACTION ITMS Any member from the ublic wishing to seak at this meeting must comlete a Comment Card which is available at the welcome table. General Public comments will be heard rior to consideration of the first action item. Public comments on secific items on the agenda will be heard following the resentation of the item to the Board. Please limit comments to three minutes. A. MOTION TO ADOPT the FOOT FY Draft Tentative Work Program Pursuant to (4)(d), Fla. Stat. (2014), the Florida Deartment of Transortation (FOOT) shall resent the work rogram to the MPO "to determine the necessity of making any changes to rojects included or to be included in the district work rogram and to hear requests for new rojects to be added to, or existing rojects to be deleted from, the district work rogram." To facilitate the MPO review, the documents listed below are attached. 1) MPO-created work rogram summary highlighting: a) Status of MPO Priority Projects b) Summary of FY 17 Construction Projects c) Summary of significant changes between the adoted Transortation Imrovement Program and the new draft rogram 2) FOOT District 4 "Citizen's Reort" of rojects in Palm Beach County included in the Tentative Work Program for FY ) FOOT Turnike nterrise Summary of Projects in District 4 included in the Tentative Work Program for FY Additionally, the FOOT District 4 Citizen's Reort of district-wide rojects and activities for FY can be viewed at TAC/CAC/BGPAC: Recommended aroval with 2 TAC, 1 CAC and 1 BGPAC member oosed due to inclusion of SR 7 extension roject. B. MOTION TO APPROV the 2016 MPO Legislative & Policy Positions The draft 2016 Palm Beach MPO Legislative and Policy Positions are attached. If the MPO Board directs staff to ursue advocacy for their imlementation, they must establish a dedicated local funding source for these activities. MPO staff is not ermitted to advocate using the federal funds that comrise the MPO budget. TAC/CAC/BGPAC: Recommended aroval unanimously with suggested modifications that have been incororated in the attachment. 3. INFORMATION ITMS A. Draft MPO Strategic Plan MPO staff will resent a draft strategic lan which seeks to udate the mission and vision of the MPO and to identify both required and asirational goals and actionable, measurable objectives. At this oint, the lan is in skeletal format. Committee members are asked to review and suggest additions and modifications to the goals and objectives so that a full menu of otions can be resented at a future meeting. At that time, the committees and board members will be given oortunity to assign a level of imortance to each item in order to develo the final comlement, udate the mission and vision to reflect the
3 identified action items, and establish a system to monitor imlementation of the lan. B. MPO Website- MPO staff will resent the newly udated Palm Beach MPO website and highlight some of its main features. 4. ADMINISTRATIV ITMS A. Member Comments B. Next Meeting- December 7, 2015 C. Pledge of Allegiance 1.D. ADOPTD: Agenda for October 15, 2015 MR. UHRN requested that Item 1.H.5 be added to the agenda. MOTION to adot the agenda as amended. Motion by Commissioner Taylor, seconded by Commissioner Berger, and carried unanimously. Mayor Jablin, Councilman Guyton and Mayor Glickstein were absent. 1.. Comments from the Chair Chair Haynie said that: A coy of the FTP SIS visioning element document that highlights all the transortation needs of the entire state of Florida from a high level view has been distributed to each member.
6 PALM BACH MTROPOLITAN PLANNING ORGANIZATION PAG2 1.G. xecutive Director's Reort Mr. Uhren reorted as follows: 1.H. Welcomed Royal Palm, Greenacres and Palm Srings as new members to the MPO Board. The lnterlocal Agreement facilitating this addition has now been fully executed. A ma of the MPO's adoted FY TIP was created by Luke Lambert and resented to members of the Board. An online version of the ma is available for viewing at PalmBeachMPO.org/TIP. On October 15, Sam Ferreri, Mayor Pro Tem Joni Brinkman, Kim Delaney and he resented to the Palm Beach County Planning Congress about comlete streets, the Local Initiatives Program and the riority rojects being funded by the MPO. Valerie Neilson, Transit Coordinator of the MPO attended the American Public Transortation Association conference. Deuty Mayor Weinroth, Renee Cross and he would be attending the AMPO conference on the week of October 19. Fran Taylor of the MPO would be attending the Raii-Volution conference on the week of October 26 and Mayor Haynie and he would be attending the merald Coast Transortation Symosium in northwest Florida. A Comlete Street Worksho item is scheduled for December 7 agenda and on December 8 from 9 a.m. to 5.m., the MPO will host a day-long comlete street worksho. Formal invitations will be sent out soon. The MPO's GPC advertisement has been osted and roosals are due to the MPO by 5 m on October 23. We will be selecting two consultant teams to suort our lanning efforts and hoe to bring the contracts to you for aroval at the December MPO meeting. A second annual MPO rolling retreat for January (in lieu of the January MPO Board meeting) is being lanned. The retreat will be focused on northern Palm Beach County. Suggestions are welcome regarding laces to see or rojects to visit. APPROVD: Consent Agenda Items 1. Membershi for the Village of Palm Srings and the Village of Royal Palm Beach on the MPO's Technical Advisory Committee (TAC). 2. Aointment of Mr. Richard J. MOTION to arove the consent agenda as amended to include item 1.H.5. Motion by Commissioner Berger, seconded by Commissioner Weinroth, and carried unanimously. Mayor Jablin, Councilman Guyton and Mayor Glickstein were absent General Public Comments and Public Comments on Action Items Jim Smith with Safety as Floridians xect (SAF) thanked Valerie Neilson and Anie Delgado for their resentations on Comlete Streets and Hazardous School Walking Conditions at last month's meeting. He resented on Safe Routes to School (SRTS). 2. ACTION ITMS 2.A. APPROV the FOOT FY17-21 Draft Tentative Work Program MR. UHRN introduced Ms. Stacy Miller, Director of Transortation Develoment for FOOT District 4, who rovided udate on the state of the Deartment and Ms. Leslie Wetherell, the Program Administrator for FOOT District 4 who answered questions relating to secific rojects. MS. MILLR reorted that a great deal has been achieved since the last work rogram. She advised that the landscae design at the Palm Beach International Airort and the US1 roject from 13 1 h Street to Silver Beach Road in Riviera Beach has been comleted. She added that other rojects, such as the safety imrovement roject on SR 80 is exected to be comleted in January, 2016, the Sanish River Interchange and the Flagler Memorial Bridge is rogressing. MS. MILLR resented that District 4 is continuing its safety focus and has adoted a comlete streets olicy and has worked with a number of artners who have assisted in the adjustments of FOOT's design standards, for examle from a 12-ft to 11-ft lane width and new 7-ft buffered bike lane. Additionally, FOOT has adoted several initiatives regarding bicycle/edestrian safety. She commented on the legislative session and advised that the only noted change was the reduction of documentary stam revenue to the state's transortation trust fund to imlement Amendment 1 from the November 2014 election. This reduction was offset in art by an increase in the initial vehicle registration fees; the net result was a statewide reduction of $92M to the trust fund. MR. UHRN reviewed the timeline leading u to develoment of the FY17-21 draft tentative work rogram, udated the status of MPO Priority Projects, summarized the FY 17 Construction Projects and highlighted significant changes between the adoted Transortation Imrovement Program and the new draft rogram. He noted that funding exectations from the LRTP and the MPO's Funding Resolution had been honored and that MPO Major Projects, Local Initiatives and Transortation Alternatives rojects were all advanced by the draft rogram. As regards the Turnike, MR. DAVID MARIN resonded to questions advising that there are currently four (4) resurfacing rojects under the work rogram, but there are no new interchanges being considered at this time.
8 PALM BACH MTROPOLITAN PLANNING ORGANIZATION PAG4 The following ublic comments were heard: Rick Fignar, Resident of the Acreage soke in suort of the SR 7 exansion based on the oulation in that area. Mayor Jeri Muoio, Mayor of the City of West Palm Beach soke against the exansion of SR 7 because of the threat of contamination to the city's water suly. Claudia McKenna, Lake Worth Road soke against the exansion of SR 7 because of threat to the natural environment and water suly. She requested that the SR 7 roject be removed from the work rogram. George Singer, Reresentative of the Baywinds HOA oosed the SR 7 exansion. He advised that their main concern is keeing their water sulies safe from contamination. Jay Foy, District ngineer for Indian Trail Imrovement District soke in favor of the SR 7 xansion. He advised that if the road is not built, traffic will continue and accidents will increase. Rafe Petersen of Holland and Knight Attorneys-at-Law, Washington DC reresented the City of West Palm Beach in its oosition to the SR 7 exansion. He advised that 3 federal resource agencies have exressed their concerns about this roject and FOOT should take note of this. Roger Sims of Holland and Knight Attorneys-at-Law, reresented the City of West Palm Beach in its oosition to the SR 7 exansion. He advised that moving the funds for this roject to FY 17 is unrealistic as ermits have not yet been issued and there is no guarantee that it will be. Kimberly Rothenburg on behalf of the City of West Palm Beached oosed the SR 7 exansion. She advised that negative imact of the SR 7 exansion is not only a West Palm Beach issue, but an environmental issue. Lisa lnterlandi, attorney reresenting the Florida Wildlife Federation and The Sierra Club oosed the exansion due to the significant imacts on wetlands, water sulies and endangered secies. She added that building roads over natural roads is an archaic rocess and billions of dollars are now being sent to remedy this. Sal Faso, President of the North County Neighborhood Coalition oosed the SR 7 exansion. He highlighted roositions made by Ibis to FOOT to assist in alleviating otential traffic roblems that were not considered. He advised that FOOT's lack of attention has resulted in gates, security systems and cabling being relocated. Bob Diffenderfer, reresentative for the Western Communities Council suorts the advancement of funds to the SR 7 exansion rojects. He acknowledged the PA's letter and oined that the letter contained some inaccuracies that the Army Cors of ngineer will illuminate as time rogresses. Alan Ballweg, Resident of the Acreage requested inclusion of a noise abatement wall along the SR 7 extension roject.
9 PALM BACH MTROPOLITAN PLANNING ORGANIZATION PAG5 Michelle Oamone, Western Communities Council suorts the exansion of the SR 7 exansion and commends FOOT/MPO for viewing this roject as a riority and advancing the funds for it. She commented that this road needs to be constructed for the safety and welfare of the taxaying citizens who live in the western communities. Jeff Hmara, Councilman of Royal Palm Beach suorts the SR 7 exansion roject. He commented that the PA letter is a routine letter and is art of the rocess. Megan Jacques, Resident of the Acreage suorts the SR 7 exansion and thanked FOOT for moving the funds to FY2017 as the acreage has been waiting for this road for the last 20 years. She commented that the residence of the acreage needs an evacuation route in the event of wildfires and natural disasters. George Webb, County ngineer soke on behalf the Board of County Commissioners. He advised information was submitted as art of the ublic hearing rocess at the last Board meeting and the vote was 6-1 to suort the roject and movement of the roject to FY17. He commented that FOOT will ensure that the roadway is constructed to meet the environmental concerns and issues and he strongly suorts the continuation of this roject and rioritizing it in the work rogram. Gary Alexander, Attorney reresenting his wife and himself. He is oosing the SR 7 as their home is nearby a lake that would be adversely affected by this roject. COMMISSIONR KITH JAMS shared his concerns on the advancement of funds for the SR 7 extension to FY17, esecially in light of the fact that ermits have not yet been issued. He gave an extensive reort of the background of the SR 7 issue and urged the Board on behalf of the City of West Palm Beach to remove the roject from the draft work rogram or alternatively, reject moving the SR 7 funding to FY 17. Several board members discussed the SR 7 extension and asked questions about other rojects included in the draft work rogram which were addressed by Leslie Wetherell, Stacy Miller, Nick Uhren. MOTION to arove the FOOT FY Draft Tentative Work Program. Motion by Commissioner Abrams; seconded by Commissioner Valeche; and carried 15-3 with Commissioners James, Fitzatrick and Materio oosed. Mayor Jablin, Councilman Guyton and Mayor Glickstein were absent APPROV 2016 MPO Legislative & Policy Positions MR. NICK UHRN resented the item and noted that it is an early draft seeking to establish consensus among diverse reresentatives on the MPO Board as to legislative olicy and ositions. MR. UHRN resented on each of the seven (7) items for consideration. A discussion ensued on this item. Commissioner Taylor left the meeting at 11:50 a.m. MOTION to Arove 2016 MPO Legislative & Policy Positions without Items #5 and #6. Motion by Commissioner McKinlay; seconded by Commissioner Abrams. A

MOTION to exclude the mileage-based user fee from the 2016 MPO Legislative and Policy Positions. Motion by Deuty Mayor Weinroth; seconded by Commissioner Richards; and carried 9-8 with Mayor Pro-Tem Brinkman, Commissioner McKinlay, Commissioner Valeche, Commissioner James, Commissioner Abrams, Mayor Valuntas, Mayor Wilson and Mayor Haynie oosed. The following ublic comment was heard on Item #7 : George Webb, County ngineer advised that the current county-wide road imact fee cannot be modified for use on anything other than road caacity. A discussion ensued. MOTION to Table 2016 MPO Legislative & Policy Positions to a future meeting. Motion by Commissioner Abrams; seconded by Commissioner Valeche; and carried 13-4 with Deuty Mayor Weinroth, Commissioner Fitzatrick, Mayor Ferreri and Commissioner Richards oosed. Commissioner Taylor left. Commissioner James left the meeting at 12:00.m. 3. INFORMATION ITMS 3.A. DFRRD: Draft MPO Strategic Plan Due to time constraints, Chair Haynie requested that the Draft MPO Strategic Plan be deferred to the next meeting DISCUSSD: MPO Website- MALISSA BOOTH, Public Information Officer resented the new MPO Website. highlighted new caabilities of the website and welcomed feedback. 4. ADMINISTRATIV ITMS 4.A.
